In a bold and strategic leap towards postal modernization, 130 postmasters and personnel of the Philippine Postal Corporation (PHLPost) have undergone a transformative training seminar led by world-class experts from the Asian Pacific region—solidifying the Philippines’ determination to elevate its postal services into the 21st century.
Held from April 23 to 25, 2025, the External Capacity Building Program Training Seminar convened at Arden Hills in Quezon City. Spearheaded by the Government of India through its Department of Posts, in partnership with the Asian Pacific Postal Union (APPU) and the Asian-Pacific Postal College (APPC), the initiative aimed not just to inform—but to inspire, revolutionize, and empower.
India's Gift of Knowledge and Cooperation
India, as a cornerstone partner of the APPU, plays a vital role in fostering regional development. Through its foreign aid program, it extends not just funding, but wisdom, expertise, and vision to member nations—echoing its commitment to build resilient and future-ready postal infrastructures. This three-day endeavor stands as a testament to that mission.
India’s development assistance enabled both physical and virtual participation. While 50 postmasters and personnel joined on-site, nearly 80 more tuned in online—bridging geographical barriers in a show of unity and shared ambition.
An Elite Faculty of Postal Visionaries
The training featured top-tier facilitators: Mr. Anucha Soonglertsongpha and Mr. Sandeep Kunnathodi Puthanveedu (Sandeep KP)—two of APPC’s most esteemed lecturers. With precision and passion, they delved into the theme “Best Practices in Managing Post Office,” unpacking essential strategies on operational excellence, digital transformation, customer relationship management, and sustainable postal innovation.
Gracing the event was no less than Dr. Vinaya Prakash Singh, Secretary General of APPU. His presence brought prestige and gravitas, reaffirming the regional priority placed on postal reform and capacity development.
Empowering from Within: A New Model of Learning
For Postmaster General Luis D. Carlos, the approach is clear: “Training postal employees within the Philippines is often more cost-effective than sending them abroad, especially in terms of travel, accommodation, and other related expenses.”
More than cost, however, PMG Carlos emphasized impact. “Through collaborations with international partners and sending foreign lecturers to the country, valuable knowledge and expertise can be shared and transferred to local participants through workshops and training sessions.”

As the Philippine postal sector navigates the tides of technological change and evolving customer expectations, this training seminar becomes a historic turning point.
