DepEd pilots School Building Program Monitoring System, highlights collaboration with CSOs

Wazzup Pilipinas!?

The Department of Education (DepEd) highlighted the significance of collaboration between the government and civil society organizations (CSOs) during the ongoing Pilot Roll-Out of the School Building Program Monitoring System.

Spearheaded by the School Infrastructure and Facilities (SIF) strand, DepEd convened with various CSOs to introduce the said monitoring system as a step towards addressing pressing school building-related issues.

Recognizing the urgent need to provide retrofitted classrooms and disaster-resilient school buildings nationwide, DepEd, through the SIF, also emphasized the importance of openly communicating and sharing plans, timelines, and objectives with different members of the organizations.

"There is an urgent need to address the learning gaps in the basic education, studies show improved learning capacity of students being taught inside a regular classroom. If not addressed immediately, it will have profound economic implications for the future of the country—affecting the quality of life, literacy rates, and the overall fabric of Filipino society," Usec. Densing said.

The General Appropriations Act (GAA) provides a special provision within the Basic Education Facilities Fund (BEFF) to capacitate and involve Civil Society Organizations as partners of DepEd to monitor the construction of school buildings and other infrastructure projects.

The program was attended by CSOs represented by the Parent-Teachers Association, Civil Society Network for Education Reforms (E-Net Philippines), and Cebu City Youth Development Commission.

Cebuano Youth Ambassadors Inc., Supreme Student Government, Unang Hakbang Foundation Inc., Food for the Hungry Inc., World Vision, Quidan Kaisahan, and Bulacao Youth for Service and Empowerment also attended the conference.

Buying Paid Traffic: How It Works And Is It Good?

Wazzup Pilipinas!?

How Does Buying Traffic Work?

Businesses are always looking for new ways to improve their online presence and increase traffic to their websites in today's digital world. One strategy that has become more and more popular is purchasing paid traffic. However, what precisely is paid traffic and how does it operate? Now let us get into the specifics.

Know Your Audience

Prior to entering the world of paid traffic, it is critical to have a thorough understanding of your target market. Learn about their interests, demographics, and online activity. You can then effectively hone your paid traffic strategies to draw customers who are sincere about your offerings. By using a targeted approach, you can increase the likelihood that the traffic you attract will turn into worthwhile leads or clients.

Pick the Right Channels

A crucial component of your overall strategy is choosing the appropriate channels to buy traffic from. Search engine advertising, social media advertising, display advertising, and content distribution networks are just a few examples of the various channels that each have their own advantages and features. Consider each channel carefully, then select the ones that best serve your target market and business objectives. Your paid traffic campaigns will be as effective as possible thanks to this.

Set Your Targets in Advance

Setting up specific targets and objectives is crucial before launching your paid traffic campaigns. Establish your goals for your efforts, whether they are more website visitors, lead generation, or product sales. You can monitor your progress, gauge the effectiveness of your campaigns, and make defensible choices to optimize your outcomes by setting specific goals.

Create Landing Pages

The creation of compelling landing pages is essential when purchasing paid traffic. Visitors land on a landing page after clicking on your paid advertisement. It should be created in a way that complements the message of the advertisement and offers a clear call-to-action (CTA) to nudge site visitors into taking the desired action, like making a purchase or completing a form. The likelihood of converting paid traffic into worthwhile leads or customers is greatly increased by carefully designed landing pages.

Track Your Performance

It is essential to monitor and assess your performance metrics in order to evaluate the success of your paid traffic campaigns. Analytical tools should be used to track important metrics like click-through rates (CTRs), conversion rates, bounce rates, and overall return on investment (ROI). You can pinpoint problem areas, improve your campaigns, and make sure your paid traffic efforts are successful by carefully monitoring these metrics.

Why You Need to Be Careful While Buying Paid Traffic

Although purchasing paid traffic may be an effective way to increase website traffic and visibility, it is important to proceed cautiously. Here are a few explanations as to why careful thought is required:

Quality of Traffic: Some providers may offer packages to buy cheap traffic for websites, but the quality of such traffic may be questionable. High bounce rates and low conversion rates are common outcomes of low-quality traffic, which frequently consists of users who are not genuinely interested in your goods or services. When buying traffic, it is crucial to put quality before quantity.

Relevance of Ads: Buying traffic does not ensure that the people it brings you will be interested in what you have to offer. If your ads are not accurately targeted or in line with the interests of your target audience, you risk drawing in irrelevant traffic that does not convert into worthwhile leads or customers. Make sure your advertisements are highly pertinent to the audience you are trying to reach.

Is Buying Traffic a Good Idea?

The question of whether buy traffic to a website is a good idea depends on several factors. Here are some things to think about:

Targeted Approach: If you use a targeted approach, purchasing paid traffic can be profitable. You can increase your chances of producing worthwhile leads and conversions by choosing the appropriate channels and concentrating on attracting visitors who fit your target audience.

Additional Approach: Purchasing traffic should not be considered a stand-alone solution. It can support other marketing tactics like content marketing and search engine optimization (SEO). Integrating various strategies results in a holistic strategy that produces results that are more thorough and long-lasting.

In conclusion, businesses looking to improve their online presence and increase traffic to their websites may find that purchasing paid traffic is an effective strategy. To guarantee its success, though, careful planning and consideration are necessary. To maximize the efficiency of paid traffic campaigns, it is crucial to identify your target audience, choose the best channels, establish clear goals, develop engaging landing pages, and monitor performance.

The traffic's quality is one of the most important aspects to consider when purchasing paid traffic. By choosing inexpensive traffic packages, you risk receiving low-quality visitors who are not genuinely interested in what you have to offer, which will result in low conversion rates. When buying traffic, it is crucial to put quality before quantity.

The relevance of your advertisements is another thing to think about. Even if you receive a lot of traffic, if your ads are not accurately targeted or in line with the interests of your target audience, the visitors might not turn into worthwhile leads or customers. Ads must be extremely relevant to the audience you are trying to reach.

In the end, a number of variables determine whether purchasing traffic is a wise move. Positive outcomes can be attained by taking a targeted approach, incorporating it with other marketing strategies, and considering it as an additional tactic. Businesses can develop a holistic approach that yields thorough and long-lasting results for their online presence and overall marketing initiatives by combining a number of strategies.

How to Travel Europe by Train: The Ultimate Guide

Wazzup Pilipinas!?

Making sure to thoroughly plan your itinerary is essential when embarking on a European train excursion. Do some preliminary study on the nations and cities you want to visit. Take into account your interests, spending limit, and vacation length. Are you more drawn to the ancient allure of Prague or the tranquil beauty of the Swiss Alps, or are you more eager to see the bustling metropolises of Paris and Rome? Your itinerary will be more well-rounded if you know what your tastes are. Make a list of any specific sites or attractions you want to see in each location and determine whether it is possible to include them in your itinerary. Making the most of your stay in Europe requires having a well-thought-out itinerary, so start doing these things before you hit the road.

Understanding train tickets and reservations

Although a rail pass offers a lot of freedom, it's important to realize that some European train trips necessitate reservations. Reservations are usually required for high-speed trains due to their limited seating and strong demand. To guarantee a seat, it's crucial to confirm the reservations required for the trains you want to use and make them well in advance, especially during busy travel times.

On the other hand, local and regional trains typically do not require reservations, so you are accessible to board and depart whenever you like. These trains provide more flexibility and are useful for exploring smaller towns or taking impromptu detours. You may make appropriate plans and guarantee a hassle-free trip by being aware of the reservation requirements for various train types.

Choosing the right rail pass

Buying a rail pass is among the most economical methods to travel through Europe by train. Rail passes provide the convenience of unlimited travel for a predetermined period within a particular region or across several countries. The Eurail Pass and the Interrail Pass are the two most popular choices. It's vital to remember that the Interrail Pass is only available to citizens of Europe, whereas a useful Eurail pass for seamless European travel is only available to non-Europeans. This helps people all over the globe explore the entire continent to the fullest, which is what millions of people are eager to do every single year.

Since there are several ideas to choose from, you need to consider all of your options carefully before selecting a rail pass. Examine elements like the pass's validity, whether it covers all the nations you intend to visit, and the degree of flexibility it provides for travel dates and service class. Additionally, compare prices to ensure that you find the pass that best suits your travel plans and budget, and if you do this, you’ll be able to extend your travels and stay on the road for a few more weeks!

Navigating train stations

The centers of activity that are European train stations frequently double as architectural wonders. When you arrive at a train station, take some time to become familiar with its layout and amenities. Information offices, ticket booths, luggage storage spaces, and a variety of restaurants are frequently found in major stations. The information desk is a great place to go if you need help or have any inquiries.

Pay attention to signage and electronic boards that provide train schedules, platforms, and any last-minute adjustments to guarantee a stress-free visit. It is essential to arrive at the station well in advance of your train's departure so that you have enough time to find your platform and cozy board the vehicle. Consider packing lightly or using luggage storage if you have hefty luggage.

Making the most of train travel

A unique opportunity to experience stunning scenery as it unfolds outside your window is provided by train travel in Europe. The views are just breathtaking, ranging from gentle slopes and gorgeous countryside to snow-capped mountains and immaculate coastlines. Try to get a seat by the window to get the most out of your train ride. The splendor of Europe's landscapes can be fully appreciated when you travel in this manner.

Utilize the conveniences offered while aboard to make the most of your trip. Having access to power outlets on many trains enables you to keep connected and charge your devices. Some also offer Wi-Fi, allowing you to catch up on emails or update loved ones on your travels. Use this time to read a good book, listen to podcasts or music, or even download movies or TV shows for longer journeys. Additionally, striking up conversations with fellow travelers or locals can be a great way to learn more about the places you're visiting and discover hidden gems along the way.

Exploring beyond the train

Even while taking the train is a fantastic experience in and of itself, make sure to explore the places you come across along the way. Numerous European towns feature first-rate public transportation networks, including buses, trams, and metros, which make it simple to get around and explore their attractions. To get the most out of your trip, learn about the important sites, museums, regional foods, and cultural activities in each city.

To experience Europe's beauty and diversity, think about including day trips or overnight stays in smaller towns or rural areas. These outings give you a fresh viewpoint and provide you with a chance to interact with local people. Going beyond the train stations will reveal special experiences that will enhance your entire adventure, whether it's seeing a historic village in the French countryside or trekking in the Scottish Highlands.

Train travel around Europe offers a unique chance to fully experience the region's natural beauty, historical significance, and cultural diversity. You'll be prepared to set out on an unforgettable train adventure across Europe if you plan your route, pick the best rail pass, comprehend ticketing and reservations, are familiar with train stations, make the most of your time on the train, and explore the places you come across. As you travel through Europe's captivating landscapes and uncover its cultural tapestry, one train ride at a time, get on board, relax, and enjoy the ride.

Exploring the Different Types of Australian Shepherds: A Comprehensive Guide

Wazzup Pilipinas!?

Australian Shepherds, commonly known as Aussies, are beloved and versatile dogs known for their intelligence, agility, and loyalty. While they may share common characteristics, different types of Australian Shepherds vary in their physical traits, temperament, and working abilities. This comprehensive guide will delve into the various Australian shepherd types, shedding light on their distinct features and purposes. Whether you are considering adding an Aussie to your family or simply curious about the breed, we will provide valuable insights into the different types of Australian Shepherds.

Standard Australian Shepherds:

The Standard Australian Shepherd is the most well-known and recognized type. These dogs are medium-sized with a well-balanced structure and proportionate build. They typically stand between 18 to 23 inches (46 to 58 cm) tall at the shoulder and weigh 40 to 65 pounds (18 to 29 kg). Standard Aussies are known for their versatility and excel in various activities such as herding, agility, obedience, and even therapy work. They possess a moderate energy level and require regular exercise and mental stimulation to thrive.

Miniature Australian Shepherds:

Miniature Australian Shepherds, also known as Mini Aussies, are a smaller breed variant. They have a similar appearance to Standard Australian Shepherds but are generally smaller. Mini Aussies typically stand between 13 to 18 inches (33 to 46 cm) tall at the shoulder and weigh between 20 to 40 pounds (9 to 18 kg). Despite their more diminutive stature, Mini Aussies retain their larger counterparts' intelligence, athleticism, and working abilities. They make the best companions for individuals or families with active lifestyles and can participate in dog sports and activities.

Toy Australian Shepherds:

Toy Australian Shepherds are the minor type within the breed. They are compact, agile, and often described as "pocket-sized" companions. Toy Aussies typically stand under 13 inches (33 cm) tall and weigh between 10 and 20 pounds (4.5 to 9 kg). While they may be diminutive, Toy Aussies possess the same intelligence, trainability, and energy as their larger counterparts. They excel as family pets, adaptable travel companions, and can participate in activities such as obedience, rallying, and even agility on a smaller scale.

Working Australian Shepherds:

In addition to the different size variations, they also have distinct lines based on their working abilities. Working Australian Shepherds are bred specifically for their herding instincts and excel in livestock management. These dogs possess a strong drive, stamina, and intense focus, making them well-suited for working on farms or ranches. Working Aussies often have a higher energy level and require ample physical and mental stimulation to fulfill their innate herding instincts.

Show Line Australian Shepherds:

Show Line Australian Shepherds, also known as conformation line or breed line Aussies, are bred with a focus on conforming to the breed standard regarding physical appearance and structure. These dogs are often seen in dog shows and competitions, where they are judged based on how well they meet the breed standards set by kennel clubs. Show Line Aussies have a more refined and elegant appearance than their working counterparts, emphasizing correct proportions, movement, and coat color/pattern.

Versatility in Australian Shepherds:

One of the remarkable aspects of Australian Shepherds is their versatility. While each type may have specific traits and purposes, many Australian Shepherds excel in multiple areas. They can be exceptional herding dogs and participate in dog sports such as agility, obedience, flyball, and disc dog. Their intelligence, athleticism, and willingness to please make them highly trainable and adaptable to different activities and environments.

Coat Colors and Patterns:

Australian Shepherds are renowned for their stunning coat colors and patterns. The breed standard recognizes a wide range of coat variations, including black, blue, red, and red, often with white and copper markings. Each type of Australian Shepherd can exhibit these coat colors and patterns, adding to the breed's visual appeal and uniqueness.

Health and Care Considerations:

Regardless of the type, Australian Shepherds require proper care and attention to ensure their overall health and well-being. Regular exercise, mental stimulation, and a balanced diet are crucial for maintaining physical and psychological health. Additionally, routine veterinary check-ups, vaccinations, and preventive measures against common health issues such as hip dysplasia, progressive retinal atrophy (PRA), and epilepsy are vital for the long-term health of Australian Shepherds.

Finding the Right Type for You:

When considering an Australian Shepherd, it's essential to evaluate your lifestyle, activity level, and expectations. Each type has its unique traits, energy levels, and requirements. Understanding your preferences and capabilities will help you choose the style that best fits your lifestyle and ensures a harmonious match between you and your furry companion.

Australian Shepherds as Family Pets:

Regardless of the type, Australian Shepherds make excellent family pets. They are known for their loving and loyal nature, forming strong bonds with their human family members. Australian Shepherds are often gentle and patient with children, making them suitable companions for families with kids. Their intelligence and trainability also mean they can learn to coexist peacefully with other pets in the household, given proper socialization and introductions. However, it's important to remember that Australian Shepherds require adequate exercise, mental stimulation, and attention to thrive in a family setting. Active and involved families who can provide the time and commitment needed to meet the breed's requirements will find Australian Shepherds loving and devoted additions to their homes.

Australian Shepherds are a remarkable breed with various types that cater to different preferences and lifestyles. Whether you're drawn to the classic Standard Australian Shepherd, the smaller but equally capable Miniature Australian Shepherd, or the pocket-sized Toy Australian Shepherd, there is an Aussie type to suit your needs. Additionally, the Working Australian Shepherd line specializes in herding abilities for those involved in farming or herding activities. By understanding the characteristics and purposes of each type, you can make an informed decision when selecting an Australian Shepherd as a beloved companion or a working partner. Remember, regardless of the class, Australian Shepherds are known for their loyalty, intelligence, and dedication, making them excellent addition to any family or working environment.

The Power of Purple: Why more farmers should grow this purple corn

Wazzup Pilipinas!?

The demand for healthier food options is on the rise, driven by an increasing number of health-conscious consumers. According to a survey by Food Industry Asia, eight out of ten Filipino consumers are becoming more health conscious and would prefer healthier food choices as long as they are tasty.

This growing awareness of the importance of a healthy diet presents a substantial market opportunity for unique, tasty, and nutritious crops like East-West Seed’s hybrid Morado F1 purple sweet waxy corn.

With its vibrant color, anthocyanin content, sweetness, and potential to increase income, Morado presents an enticing opportunity for Filipino farmers.

Morado can provide farmers with a consistent income opportunity throughout the year as it is suitable to be planted all year round. It is also an early-maturing corn variety – farmers can harvest within 60 to 62 days after planting, enabling them to sell their produce to the market sooner.

Morado stands out not only for its vibrant purple hue but also for its ear quality. The kernels are soft, tender, and stay sweet even two days after harvest.

Another remarkable attribute of Morado is its high anthocyanin content. Anthocyanins are the natural compounds responsible for the purple color of Morado. Studies have shown that anthocyanins possess antioxidant properties, offering numerous health benefits. These include reducing inflammation and preventive potential against cancer. Research also suggests that anthocyanins may be beneficial to the gut, which can contribute to overall improvement of health. Morado’s anthocyanin content makes it an appealing choice for health-conscious consumers.

Levi Llaneta, a farmer from Albay who planted Morado shared, "Morado is very easy to sell in the market. Our buyers always look for Morado because it’s sweet, sticky, and has health benefits."

Mike Paragozo, a farmer from Agusan del Sur, also attests to Morado’s potential to increase income. He shared that the market value of Morado commands a premium, with prices ranging from 50 to 80 pesos per kilo, compared to other corn varieties.

From Mike’s experience, customers are willing to purchase Morado, regardless of size and higher price, as they prioritize the health benefits it offers.

"Every week, we plant 1-2 kg of Morado to ensure a continuous supply," says Mike. This consistent planting approach enables him to meet the growing demand for this unique crop and capitalize on its market potential. Mike also shared that it is easy to grow Morado. He proudly mentions, "From my experience, Morado has a high germination rate at around 95%. It is also strong against diseases."

The uniqueness and versatility of Morado also open up various marketing avenues for farmers like Mike. He shares, "Morado can be sold to processors of corn coffee, fresh markets or directly to consumers."

Moreover, because of its unique purple color, farms planted with Morado have the potential to attract tourists, offering an additional income opportunity for farmers. Mike is establishing Morado as a trademark in his farm in Agusan del Sur to attract tourists who are intrigued by this distinct purple corn.

"At East-West Seed, we aim to improve the lives of our farmers by offering them innovative and high-yielding vegetable seed varieties that are suitable to the local growing conditions and needs of the local market," said Jay Lopez, General Manager of East-West Seed Philippines.

"Morado purple corn combines visual appeal, health benefits, and a significant potential to increase income, making it a favorable choice for entrepreneurial farmers," Lopez added.

DOST-SEI scholar-graduates challenged to become the 21st Century STEM leaders

Wazzup Pilipinas!?

“We are given the privilege na maging iskolar ng bayan, but it also comes with the great responsibility and obligation to flourish beyond what is given to us by the scholarship, to give back even beyond sa kung ano yung binigay sa amin. And this includes serving the nation and future generations.”

This is one of the key takeaways of Carl Jason Guevarra, a DOST scholar and a graduating BS Psychology student from the Pamantasan ng Lungsod ng Maynila, as he attended the 2023 NCR-based DOST-SEI Scholars’ Exit Conference – an event made in efforts to keep scholars in the loop of their scholarship obligation.

Aiming to highlight the commitment of future leaders in the fields of Science, Technology, Engineering, and Mathematics (STEM), the Department of Science and Technology - Science Education Institute conducted the Exit Conference on June 21, 2023 at the Philippine International Convention Center in Pasay City, which brought together around 1,600 DOST scholars from NCR.

The main rationale of the Exit Conference is to refresh the scholar-graduates of their return service agreement after graduation, challenging them to become the future Filipino STEM leaders – creating a significant and meaningful impact not only in their own communities, but in the whole country.

Ms. Ma. Nerissa Nicolas of the DOST-SEI Scholarship Division discussed the terms and policies for the various scholarships: RA 7687, Merit, and RA 10196. Meanwhile, Ms. Charilyn Joy Layus, also from the Institute’s Scholarship Division, introduced the various DOST-SEI local and foreign graduate scholarship programs which the scholars can avail should they pursue their post graduate studies in the future.

The Director of the Institute, Dr. Josette T. Biyo, expressed her heartfelt congratulations to the new batch of DOST-SEI scholar-graduates and encouraged them to take an active role in ensuring the progress of the nation. She hailed the scholars' success and reminded them of their capacity to uplift the lives of Filipinos.

Similarly, DOST Secretary Dr. Renato U. Sodium, in his virtual message, reminded the scholar-graduates of their commitment to serve the nation. He urged them to use their expertise to contribute to nation-building and be of service to the people.

Introducing the institute’s TRACER (Tracking Actual Career Experience Report) study, Dr. Randolf S. Sasota, DOST-SEI Supervising Science Research Specialist, highlighted the significance of monitoring the career movement of DOST scholars and assessing the impact of the scholarship programs to individual progress and national and/or international development.

Also gracing the event were 2009 Balik Scientist Dr. Rigoberto Advincula, University of the Philippines National Institute for Science and Mathematics Education Development (UP NISMED) Director Dr. Sheryl Lyn Monterola, and Department of Labor and Employment (DOLE) Senior Labor & Employment Officer Mr. Ryan Roberto Delos Reyes, who all shared their inspiring journeys, invaluable insights, and motivations on how to venture successfully in S&T careers.

The Exit Conference also became a venue for preparing the students for their job application. Dr. Carmelita Pabiton, a Registered Guidance Counselor provided the scholars with some tips on how to overcome job search anxiety. Meanwhile, Ms. Ruby Chanda Jetomo, Assistant Chief of the Department of Education (DepEd), discussed their hiring arrangements for RA 10612 and RA 7687 scholar-graduates.

All five encouraged the scholars to use the skills and knowledge they have gained from their academic journey to help contribute to the nation’s development and emphasized their duty to serve the country well.

The future scholar-graduates were glad to have attended the conference as they have picked up some lessons which would prove beneficial in their journeys. They echoed how the talks have answered their inquiries and enlightened them about the true essence of being an Iskolar ng Bayan para sa Agham.

Russel Toribio, a BS Civil Engineering student and one of the attending DOST scholars from the University of the Philippines Manila, emphasized how the conference has taught them about their duty to collaborate and unite with the country’s brains of S&T.

“Yung value ng collaboration, lalo na sa field ng Science and Technology, ay mahalaga nang hindi lamang nakakulong sa isang utak ang lahat ng ideya. Ang nagbibigay ng success at ng progress sa atin ay ang diversity of ideas na nagegenerate ng maraming utak,” Toribio said.

Graduating DOST-SEI scholars are all smiles as they pose for a photo opportunity, together with the DOST-SEI officials and invited resource speakers, during the conclusion of the 2023 Exit Conference.

Concluding the 2023 NCR-based DOST-SEI Scholars’ Exit Conference was Mr. Peter Gerry Gavina, Chief Science Research Specialist of DOST-SEI’s Scholarship Division, who congratulated and praised the scholars for their perseverance, consistency, and dedication in being the best S&T scholars of their time.

Mr. Gavina expressed hope that the talks would ignite in the scholars the desire to serve the country and assured that the institute would continue rooting for them, while also highlighting the institute’s various graduate scholarship offerings should they decide to level up their science education.

Other DOST regional offices have also started conducting similar Exit Conferences for their scholars in the regions. (30)

Japan Confers Decoration on Dr. Cynthia Neri Zayas

Wazzup Pilipinas!?

Former director of the UP Diliman Center for International Studies (CIS), Dr. Cynthia Neri Zayas was conferred by the Japanese government the prestigious Order of the Rising Sun, Gold Rays with Rosette during the 2023 Spring Conferment of Decorations on Foreign Nationals, in recognition of her contributions for promoting academic exchange and cultural understanding between Japan and the Philippines.

According to the Embassy of Japan on its Philippine website, the Japanese government acknowledges Dr. Zayas as the Philippines’ leading maritime anthropologist and foremost Japanologist. Her field of excellence includes cultural anthropology, maritime anthropological studies of Asia, and cultures of disaster. She is also credited for pioneering maritime anthropological studies in the Philippines, together with Japanese anthropologists, after completing her master’s and doctoral degrees in Japan. Her internationally recognized works on the cultures of disasters and free women divers, or ‘ama,’ in Japan have deepened the understanding of Japanese culture and society worldwide. Dr. Zayas is also acknowledged as instrumental in introducing Japanese traditional performing arts to the Philippines.

The Order of the Rising Sun is the third highest order bestowed by the Japanese government to exemplary individuals, following the Order of Paulownia Flowers, mostly reserved for politicians, while the Order of Chrysanthemum is bestowed upon heads of state or royalty. It was established on April 10, 1875 during the reign of Emperor Meiji by decree of the Council of State. It was the first ever national decoration awarded by the Japanese government to those who have made distinguished achievements in international relations, promotion of Japanese culture, advancements in their field, development in welfare, or preservation of the environment.

The order consists of eight classes, and the decoration is in the form of a badge, featuring rays of the sunlight from the rising sun, symbolizing the powerful energy emanating from it. An honoree is presented a badge, depending on the class level attained. The awarding of honors, including decorations and medals, is an act performed by the Emperor with the advice and approval of the Cabinet, pursuant to Article 7 of the Constitution of Japan.

Dr. Zayas was one of four Filipino recipients of the prestigious award last April. The other three Filipino awardees were Hon. Alberto Romulo, conferred with the Grand Cordon of the Order of the Rising Sun, for his contributions in strengthening bilateral relations and promoting friendship between Japan and the Philippines; Hon. Delfin N. Lorenzana, conferred with the Order of the Rising Sun, Gold and Silver Star, for his contributions in strengthening national defense relations between the two countries; and, Hon. Gamaliel A. Cordoba, conferred with the Order of the Rising Sun, Gold Rays with Neck Ribbon, for his contributions in strengthening cooperation in the field of information and communication technology. They will receive this award on Monday, at the residence of the Japanese ambassador to the Philippines.
