PLDT Joins Pro-Poor Digital Alliance

On its 11th year of partnership, PLDT and Go Negosyo will now work on building a nation of digital entrepreneurs who will have access to a wider market through stronger connectivity as PLDT joins the Angat Lahat sa Digital Alliance, an initiative of Go Negosyo together with different digital platforms which will help promote digitalization of micro and small entrepreneurs.

Consumer Group to Seek Legal Action Against NEA

The National Association of Electricity Consumers for Reforms Inc. (Nasecore) has threatened legal action against the National Electrification Administration (NEA) if it fails to act on complaints against four officials of government owned electric cooperatives for allegedly using government funds and resources for campaigning as party list nominees in the last elections.

Nasecore is the group that took Manila Electric Company to the Supreme Court for overcharging consumers by including its income tax payments in the bill and won, with the SC ordering it to refund P30 billion to consumers.

“In the event that NEA fails or refuses to take remedial action on the matter and fails to formally notify us of its said action…we shall be compelled to take all legal remedies to protect member-consumer-owner interests,” Nasecore executive director Rafael Antonio Acebedo said in a letter to NEA on May 29.

According to Nasecore, the NEA has supervisory powers over electric cooperatives and that its function includes ensuring the economic and financial viability and operation of all electric cooperatives.

Acebedo asked the NEA for copies of the resignation letters of Atty. Danny Pondevilla of Northern Negros Electric Cooperative, Sergio Dagooc of Siargao Electric Cooperative, ENgr. Godofredo Guya of Davao del Sur Electric Cooperative, and Adriano Ebcas of Camiguin Electric Cooperative who all ran as representatives of partylist groups such as Philreca, APEC, Recoboda, and Ako Padayan last election.

Aside from the resignation letters, Nasecore also requested for copies of the board resolutions that would have accepted the resignations and the confirmation of the NEA of the resignations.

“We are making this request to ensure that their employment as general managers have ceased thereby stopping their entitlement to their monthly salaries and allowances and the possible use of cooperative funds and resources in their campaign efforts,” Acebedo said.

Even if the four did not tender resignation letters, they should have been considered resigned from their posts the moment they accepted the nomination as party-list representatives and should no longer have been entitled to “emoluments or privileges pertaining to such position,” Nasecore said.

Nasecore had earlier put NEA to task for allowing electric cooperatives donate funds for the campaigns of some partylist groups.

Chill Ikot 2019 is a welcoming event for incoming freshies, specifically the students under the EEE degree programs. It is also open to EEE shiftees and transferees. It includes a one day tour of UP Diliman where the freshies are exposed to the different places and cultures within the campus. Along with this, there are team building and bonding activities held around stations within the campus, talks from notable speakers, and EEE-related exhibits in the EEEI building itself.

FDCP to Honor Veteran Actress and Legend, Anita Linda

In line with the celebration of Sandaan: the One Hundred Years of Philippine Cinema and Mother’s Day, the Film Development Council of the Philippines (FDCP) will honor the contributions of veteran actress Anita Linda to the Philippine cinema at the “Sandaan: Dunong ng Isang Ina” event on June 16, 2019 at 2:30 PM at the Cinematheque Centre Manila where she will be given an achievement award for her contributions as an actress and mentor to the film industry. “The Life of Anita Linda: An Exhibit” will also be featured at the Cinematheque highlighting the various stages of her life as an actress, including her notable films and roles, as well as memorabilia from her life and career.

“Anita Linda is truly a legend in the industry, and she has helped mold Philippine cinema through her contributions over the decades. She has been gifting us with her brilliant acting performances and has been serving as a pillar for generations,” said FDCP Chairperson and CEO Mary Liza Diño. “Not only her many roles over the years, but also her guidance and mentorship behind the camera have empowered women and have given them the voice that promotes strength, grace, and compassion,” she added.

Anita Linda, or Alice Lake, has made a name for herself in her evolution from a romantic lead in her youth to her portrayals in maternal or elderly roles which received critical acclaim. She also appeared in various Filipino films, including “Presa” by Adolfo Alix, Jr. “Sisa” and “Ang Sawa sa Lumang Simboryo” by Gerardo de Leon, and “Lola” by Brillante Mendoza.

Now 94 years old, Anita Linda is considered the oldest active actress working in the local film industry. Recently, she top-billed “Circa” by Adolf Alix, Jr., which won the White Light Post-Production Award at the Hong Kong-Asia Film Financing Film Forum (HAF) last March 2019.

In 2017, FDCP named Lily Monteverde “Ina ng Pelikulang Pilipino” for her commitment and impact to the Philippine movie industry throughout the years. Meanwhile, Maria Azucena Vera-Perez Maceda, or widely known as “Manay Ichu,” was honored for her contribution in the film industry at “A Spotlight on Mothers of Philippine Cinema” event held in 2018.

FDCP’s Sine Kabataan Offers Exciting Prizes for Youth Filmmakers

To provide a platform for expressing the youth’s perception on social issues, the Film Development Council of the Philippines (FDCP) will once again hold the Sine Kabataan, a short film competition that showcases the youth’s raw talents in telling stories through films about socially relevant issues that affect the youth.

Now on its third edition, the Sine Kabataan Short Film Competition will be choosing eight (8) entries as Finalists, which will each receive Ten Thousand Pesos (P10,000).

The competition is open to all filmmakers of ages 15 to 30 years old. Short films must depict the youth’s perception of health, security and peacebuilding, education, and family values. Deadline for submission of entries is on June 21, 2019.

Finalists will be picked based on their content and choice of subject, story and screenplay, including the high technical standards for cinematography, production design, sound, editing, and other specialized aspects in filmmaking.

Exceptional Sine Kabataan short films will be given the following awards during the Pista ng Pelikulang Pilipino (PPP) 3 Awards Night, namely Best Short Film (P50,000), Jury’s Choice (P30,000), Best Director (P30,000), and Audience Choice (P10,000).

The film directors of the accepted projects will be part of the SineKamp, an exclusive film camp that helps participants learn from experts from the local film industry, as well as the FDCP’s Film Industry Conference featuring international speakers and mentors happening in September 2019.

DOE Fast Tracks Inspection of Completed ER No. 1-94 Projects

The Department of Energy (DOE), through its Electric Power Industry Management Bureau – Rural Electrification Administration and Management Division (EPIMB-REAMD) has successfully inspected 74%, or 53 of the 72 development projects that have been implemented by various Local Government Units (LGUs) hosting generating facilities or power plants funded under the Energy Regulations No. 1-94 (ER No. 1-94) Program. These inspections are in line with DOE Secretary Alfonso G. Cusi’s policy issuances, DC2018-08-0021, which redirects the administration of the ER No. 1-94 Program to LGUs, as well as the first Implementation Advisory Letter on the guidelines for the direct remittance of financial benefits by Generation Companies to their host communities starting CY 2019.

Under the ER No. 1-94 or Benefits to Host Communities Program, pertinent LGUs are entitled to avail of financial benefits for hosting energy resources and/or energy-generating facilities within their territorial jurisdiction.

The Program provides for Generation Companies and/or energy resource developers to set aside PhP 0.01 per kilowatt-hour of their total electricity sales as financial benefits to host communities, which shall be allocated to three types of funds: one-half of one centavo for the Electrification Fund of the concerned Distribution Utilities; one-fourth of one centavo for the Development and Livelihood Fund; and another one-fourth of one centavo for the Reforestation, Watershed Management, Health and/or Environment Enhancement Fund of the host LGUs.

“The Department has been working hard to complete the close-out of ER No. 1-94 projects so that the succeeding financial benefits will benefit the host communities directly,” Sec. Cusi said.

He further added that the direct remittance of financial benefits to host communities would lead to a considerable increase in public sector projects to be realized by host LGUs and their Distribution Utilities, which would redound to the benefit of their respective constituents and customers.

EPIMB-REAMD has been tasked to complete the inspection of the remaining 19 ER No. 1-94 projects within 2019.

FEU Comm major named Veritas Best Male Anchor

A student from the Far Eastern University Department of Communication won Best Male Anchor as Radio Veritas 846, the nation’s leading faith-based AM station, recognized schools and students’ excellence in radio broadcasting in their youth-oriented weekly program Campus Hour Season 9 last June 1 at Centro Escolar University-Malolos in Bulacan.

Alan Moya bested other bets in the said category as FEU DepComm also got nominations for Best Female Anchor (Roselene Ariola), Best Promotional Material and the Veritas Truth Award.

Campus Hour, which features content solely produced by college students from various schools in Metro Manila and nearby areas, aims to provide communication students the opportunity to showcase their talents and creativity and take part in the Catholic radio station’s evangelization program through nationwide broadcast and global outreach through the internet. Every participating school is provided four consecutive episodes per season.

Prof. Karen Panela, who mentored the FEU team, shared that it started in 2010 when Radio Veritas initially partnered with six higher learning institutions to hold the program, which airs every Saturday, from 2:30 to 3:30 p.m., at its 846 AM signal and is streamed live at
“The project is called Veritas Campus Hour. Each school is assigned a month to go on air on the allotted programming schedule. Content must be produced for the youth, by the youth, and at the end of each season, they hold the awarding ceremonies,” Panela explained.

Moya, who is grateful for winning the award, described his initial foray into the program. “It was in a class by Ma’am Panela, a radio production class requiring each group to present a program for an AM station. I got invited by my friends to be the host for their activity. When Ma’am Panela saw my performance, she egged me to audition for FEU Campus Hour Season 9.”

“I auditioned and Ma’am Panela liked what she heard so she made me the male anchor of the program. I co-hosted FEU Campus Hour Season 9 for four Saturdays and it was really a challenge for me to fit it into my sked because I am also a working student,” Moya revealed.

FEU’s core team for the Veritas program is made up of Panela, Moya, Ariola, executive producer Alanis Nicole David, assistant producer Ricka Mae De Castro, line producer Jace Tionko, technical director Harvey Chryz Lim, social media managers Gregory John Jingco and Chanel Santos, documentation staff Jeric Sangcap and production assistant Jam Nicole Aniel.

Established in 1969, Radio Veritas 846 continues to be the leading social communications ministry for truth and evangelization in the country. ‘Mula Sa Buwan’ Songwriter William Elvin Returns To Indie Music Roots With New Album to be Released June 25

Before gaining recognition with the recently produced original musical ‘Mula Sa Buwan’ and touching the hearts and minds of Philippine theater fans in Metro Manila, singer-songwriter William Elvin was selling self-produced CDs to anyone willing to listen.

In fact, his musical talent was first noticed by his theater classmates and mentors through these home-recorded albums in the late 2000s, which gave him the chance to write several Filipino musicals from 2009 to 2016.

“Social media wasn’t as big then as it is today, so we had to rely on friends and families to sell the few copies that we personally handed over to them,” recalls William. 

“Every CD sold, and every positive comment we got felt like hard-earned personal achievements.”

In 2019, coming off of his theater songwriting career in the past decade, William Elvin has returned to the do-it-yourself, free-spirited musical approach in his new album “Sacred/Profane/Mundane”.

“Sacred/ Profane/Mundane” is a collection of original compositions that highlight introspective, emotional and carefully crafted lyricism; dreamy and whimsical melodies;
as well as raw, visceral and intuitive musical arrangements – drawing from various influences such as The Beatles, Bob Dylan, David Bowie and Filipino alternative pop/rock acts.

Described as “brilliant”, “soulful, propulsively melodic” and “theatrical but authentic” by critics, William Elvin’s unique sound is exemplified by the album’s promotional singles:

'Oda Sa Wala' to Compete at Karlovy Vary International Film Festival

Filipino filmmaker Dwein Baltazar’s “Oda sa Wala” joins the diverse selection of outstanding films in competition at the 54th Karlovy Vary International Film Festival (KVIFF), making it the only competing Filipino film in the prestigious film festival for 2019.

Established in 1946, the KVIFF is the largest film festival in the Czech Republic, the leading film event across Central and Eastern Europe, and one of the oldest film festivals in the world. The KVIFF shares the same category as Cannes, Berlin, Venice, San Sebastian, Moscow, Montreal, Shanghai, and Tokyo as one of the world’s most prestigious film festivals.

The Film Development Council of the Philippines (FDCP), the country’s film agency, champions diversity and gender inclusivity in the film industry. “Having ‘Oda sa Wala’ compete in one of the top-tier film festivals in the world is an important achievement in Philippine cinema. Aside from being the only competing Filipino film in Karlovy Vary this year, this also makes Dwein Baltazar the first Filipino female director who will be competing in an A-list film festival in Europe. As a Filipino and as a woman, her representation in the film industry is something we should celebrate,” said FDCP Chairperson and CEO Mary Liza Diño.

On a Facebook post, producer Bianca Balbuena shared the good news and reminisced about talking to KVIFF’s Festival Director Karel Och about “Oda sa Wala.” She said, “Karel messaged me, ‘We are intrigued by the film and can imagine it on the list of candidates for the Main Competition to be discussed in April. But it is simply too early for us to make the decision now.’ So I closed my eyes and jumped the cliff. I said no to the other fests and decided to wait. I knew the blame will be on me if KVIFF ends up not choosing it and we missed our big chances. But I took the risk because I know that Dwein gave her heart and soul to this film and it is quite special and she deserves nothing less.”

Dwein Baltazar makes a repeat appearance in the KVIFF this year. In 2012, her debut feature film “Mamay Umeng” made its run in various major international film festivals, including the KVIFF.

“Oda sa Wala” is set to have its North American premiere and will be competing under the Camera Lucida section of the Fantasia Film Festival in Montreal, Quebec happening from July 11 to August 1, 2019.
