Republic Act No. 8525, the Adopt-a-School Act,


Republic Act No. 12063, the Enterprise-Based Education and Training (EBET) Framework Act, and


The National Internal Revenue Code of 1997.


Under the new guidelines, eligible donors can enjoy:


Exemption from donor’s tax under specific provisions of the Tax Code,


Full deductions of directly incurred program costs from gross income, plus an additional 50% deduction (subject to conditions),


Flexible valuation methods for various donation types—from cash to real estate—allowing greater accommodation for corporate contributions.


“This reform transforms generosity into impact,” declared Education Secretary Sonny Angara. “By making it easier for private partners to give, we make it easier for learners to thrive—especially in hard-to-reach communities.”

The Second Congressional Commission on Education (EDCOM 2) has long pointed out the sluggish pace of tax endorsement applications—with only 476 endorsements granted since 2018. That’s less than 100 per year, an alarming figure in a country where over 20 million public school students rely on chronically underfunded infrastructure and educational resources.


“With less red tape and more clarity, we are unlocking new opportunities to address gaps in school infrastructure, resources, and technical training,” Angara emphasized.

Behind the comforting aroma of sizzling chicken lies a silent menace that could endanger millions—multidrug-resistant (MDR) Salmonella—lurking in one of the most consumed meats in the Philippines. In a groundbreaking and urgent revelation, biologists from the University of the Philippines Diliman – College of Science, Institute of Biology (UPD-CS IB) are now raising red flags over the alarming spread of these stealthy, drug-defiant pathogens through poultry sold in everyday wet markets across Metro Manila.

With food safety and public health hanging in the balance, the Pathogen-Host-Environment Interactions Research Laboratory (PHEIRL) of UPD-CS IB has uncovered findings that are as eye-opening as they are terrifying: Chicken meat, a staple on Filipino tables, is teeming with dangerous strains of Salmonella that can no longer be treated by multiple lines of antibiotics.

Led by researchers Michael Joseph Nagpala, Jonah Feliza Mora, Rance Derrick Pavon, and Dr. Windell Rivera, the team deployed state-of-the-art whole genome sequencing (WGS) and phenotypic antimicrobial resistance (AMR) testing to uncover the DNA-level secrets of the bacteria. What they found was chilling: high levels of MDR Salmonella strains, genetic evidence of resistance to 12 different drug classes, and 50 antimicrobial resistance genes (ARGs) within these pathogens—making them highly virulent and alarmingly persistent.


A Brewing Public Health Crisis

Salmonella infections are already notorious for causing diarrhea, abdominal cramps, fever, nausea, and vomiting—often striking victims within hours of consumption and lasting up to a week. But what happens when these bacteria can no longer be tamed by our most trusted medicines?

The research revealed Infantis as the most dominant strain among the samples, followed by Brancaster, Anatum, London, Uganda, and Derby—all possessing an arsenal of virulence and resistance genes. These strains are not just surviving—they’re evolving, acquiring resistance through mobile DNA called plasmids, and infiltrating the food chain with shocking ease.

According to the team, “Infections from MDR Salmonella, especially among vulnerable populations and from highly virulent serovars, can lead to life-threatening, systemic, and untreatable manifestations.”

In other words: this is not just about getting sick from undercooked chicken. This is about battling bacteria that could soon render our medical defenses useless.


Wet Markets: Ground Zero

Perhaps most alarming is the setting in which these MDR bacteria are thriving—local wet markets. Often overlooked in formal food safety regulation, these markets serve as major distribution points for raw meat, making them potential hotspots for bacterial cross-contamination. From the butcher’s blade to the consumer’s kitchen, every touchpoint becomes a transmission opportunity.

“This isn’t just about farms anymore,” warns the team. “There is a clear and significant risk of MDR Salmonella variants spreading within wet markets and food animal value chains, as well as cross-contamination and undetected transmission in kitchens and homes.”

The urgency of this situation cannot be overstated. The team calls for sweeping multi-sectoral reforms that cut across agriculture, health, and consumer behavior. These include:

Stricter regulations on the use of antibiotics in poultry farms

Surveillance and reporting systems for antimicrobial resistance

Education campaigns for farmers, vendors, and consumers on AMR and food hygiene

Research investment into alternatives to antibiotics and new treatments

National policies aligning with global food safety standards

The study, supported by the Department of Agriculture-Biotechnology Program Office, should serve as a wake-up call for all sectors. The Philippines cannot afford to let this biological threat fester unnoticed and unchecked.

The MAD Meet Annual Volunteer Reunion & Anniversary Celebration held in Baguio City was no ordinary gathering. It was a soul-stirring homecoming for founders Maco Ravanzo and Christian Marx Rivero, who first breathed life into the movement in 2009 among the pine-scented slopes of the Summer Capital.


From two dreamers with an audacious hope to make a difference, I am MAD has grown into a thriving national movement of nearly a thousand active “MADmates.” Now, fifteen years later, that hope has become a legacy.


“What began as a simple dream has grown into a thriving community of changemakers,” Ravanzo said, voice cracking as the crowd of volunteers gave him a standing ovation. “Being back here with our volunteers is a powerful reminder of how far we’ve come—and the greater impact we can still create together.”



Honoring the Fire Within: The ‘Alab ng Puso’ Award

As part of the celebration, I am MAD honored 15 outstanding volunteer leaders with the ‘Alab ng Puso’ Beacon of Volunteerism Award. These trailblazers weren’t just recognized for their tireless work—they were celebrated as the very lifeblood of the movement. Among the honorees were the likes of Ramona Rivero, Raymark Estael, Big Jay Lagang, and Erwin Dela Cruz, each name synonymous with sacrifice, inspiration, and quiet strength.


Awe-inspiring cultural performances from the Uschong Cultural Ensemble reminded everyone that volunteerism is as much about heritage and identity as it is about service. From heartfelt speeches to surprise photo tributes to the founders, every moment was steeped in gratitude and deep emotional resonance.





The Century Mark: 100th MAD Camp in La Union

The milestone didn't end in Baguio. Days later, the 100th MAD Camp unfolded in Barangay Puguil, Santol, La Union. Steep climbs, rugged roads, and remote mountain terrain did not deter the volunteers—if anything, it strengthened their resolve.


The three-day camp at Liguay Elementary School gathered around 40 children and a cadre of passionate volunteers for a transformative weekend of storytelling, values formation, and heartfelt connection.


But this was more than a simple outreach—it was the 2nd Builders Camp, a training ground for emerging volunteer leaders. Ten carefully selected changemakers—from Aldrine Anzures to Michelle Del Rosario—underwent hands-on immersion on everything from program logistics to emotional resilience. With the guidance of senior volunteers, these future leaders were equipped not just with skills, but with purpose.


In the words of one of the Builders: “Do it because God allows you to do it.” That powerful message—shared during the emotional MAD Talks Padayon session—lingered in every heart long after the campfire faded.


Cordillera to the Country: A National Movement, One Camp at a Time

The year 2025 is already shaping up to be one of the most ambitious for I am MAD, with MAD Camps lined up in Marinduque, Masbate, Surigao del Sur, Capiz, Zambales, Camarines Sur, Davao del Sur, and Davao Occidental. Each outreach comes with a promise—to offer Filipino children a “Bag of Dreams” through the BIDA Eskwela campaign, providing school supplies and heartfelt messages of hope.


What sets I am MAD apart is its powerful simplicity: young Filipinos, driven not by fame or fortune but by purpose, trekking across islands, crossing rivers, climbing mountains—all to let every child know they matter.

As #MentalHealthPH marks its 9th anniversary, it doesn’t just look back on the milestones—it dares to propel the conversation forward with #Enga9e: Uniting Voices for Mental Health and NCD Advocacy in the Philippines, a groundbreaking virtual community dialogue set to take place on April 30, 2025, from 9:00 AM to 12:00 NN via Zoom.


But this isn’t just any online event. This is a call to action—a chance for Filipinos to shape the message that will echo from the Philippines all the way to the hallowed halls of the United Nations.









From Community to Global Stage

Only two days after the dialogue, on May 2, 2025, at the UN Headquarters in New York, #MentalHealthPH will take part in the Interactive Multi-Stakeholder Hearing, a key prelude to the 4th High-Level Meeting of the UN General Assembly on the Prevention and Control of NCDs and the Promotion of Mental Health.


This rare opportunity for representation means one thing: the Filipino voice must not only be heard—it must ring loud and clear.

PHLPost Postmaster General Luis D. Revolution Through a Drop: Filipino Physicists Create Low-Cost, Adjustable Liquid Lenses with Transformative Potential

In a remarkable leap forward for Philippine science and global optics technology, a team of visionary Filipino researchers led by the Ateneo de Manila University has unlocked a deceptively simple but profoundly powerful innovation—water-based lenses that can be dynamically adjusted at will.


At the core of this discovery? Nothing more than a drop of water.


This isn’t science fiction. This is cutting-edge physics born from the creative fusion of local brilliance and accessible materials—a project with game-changing implications for everything from classroom microscopes to wearable technology and advanced laser labs.





From Simple Droplets to Scientific Marvels

The researchers—led by Mr. Marco Laurence M. Budlayan and Dr. Raphael A. Guerrero of the Ateneo School of Science and Engineering—joined forces with experts from Caraga State University, Pangasinan State University, and the University of the Philippines - Diliman. Together, they demonstrated that by coating an ordinary glass slide with a layer of electrospun PVC (polyvinyl chloride) fibers, they could create a hydrophobic (water-repellent) surface capable of holding water droplets in a dome-like, magnifying shape.


The brilliance of the discovery lies in its simplicity: By adding or removing water from the droplet, the researchers were able to precisely change its size—and with it, its magnification power. Larger droplets bent light more gently, offering long-distance focus, while smaller droplets sharply focused laser beams like a jeweler’s loupe.


Science in Motion: How It Works

Using a process called electrospinning, the team melted PVC plastic in an electric field, stretching and depositing it onto glass in the form of microscopic fibers. These fibers changed the surface of the glass, making it extremely hydrophobic. When a droplet of water was placed on this treated surface, it didn’t spread out—it formed a neat, spherical dome.


Shining a laser beam through droplets of various volumes, the researchers found they could manipulate the focal length and optical properties of each lens, without introducing visual distortion. In effect, they had created a perfectly tunable magnifier—one that could be dialed up or down with a mere drop of water.


Why It Matters: Empowering the Present, Shaping the Future

While the technology sounds like it belongs in a high-tech laboratory, its true strength lies in its accessibility. With minimal resources, these adjustable liquid lenses could be manufactured at a fraction of the cost of traditional lenses—opening doors in educational settings, rural diagnostics, portable research setups, and DIY science innovations.
