Retired PCG Commandant, CG Admiral George V. Ursabia Jr. appointed as Undersecretary for Maritime of DOTr

President Rodrigo Duterte has appointed retired Philippine Coast Guard (PCG) Commandant, CG Admiral George V. Ursabia Jr. as Undersecretary for Maritime of the Department of Transportation (DOTr). Ursabia’s appointment was issued by the President on 04 November 2021.

Ursabia, who was born in Polomolok, South Cotabato, retired from his post at the PCG on 08 September 2021. Ursabia spent 38 years in the government service.

While in command, Ursabia managed to boost the presence of the PCG in the West Philippine Sea and the southernmost part of the country through the Task Force Pagsasanay.

Under his command, the PCG also enhanced its recruitment process and made sure that all regions in the country are given a rational quota to ensure inclusivity.

Ursabia, during his term as PCG commandant, also improved the agency’s procurement system to be compliant with Republic Act 9187 or the Procurement Law.

In addition, the PCG’s systems and doctrines also underwent fine-tuning under his watch to make sure that its personnel can effectively deliver needed public service in a timely and cost-efficient manner.

“Our Coast Guardians go beyond the call of duty by providing a people-first approach in these trying times – and they continue to do so. We see them in the frontlines – in checkpoints, seaports, airports, and areas where there are needs to be met – aiding citizens with humility and compassion,” CG Admiral Ursabia said in his retirement speech.

As a humanitarian agency, the PCG under Ursabia’s command also helped deliver aid to the country’s far-flung areas, including Calayan Island, Pag-asa Island, Sulu, and Tawi-Tawi amid the COVID-19 pandemic,

“Being a relatively young humanitarian government agency, there is still a lot to be done. The PCG will still face a lot of challenges and reforms, but I hope it will be for the better,” Ursabia added in his retirement speech.

Transportation Secretary Art Tugade meanwhile said Ursabia’s wealth of knowledge and vast experience in the maritime sector will prove most valuable as he takes on new tasks as an undersecretary of the department.

“I am confident that the skills and experience in the maritime sector of my good friend, Usec. Ursabia which were honed, and tested as a long-time commandant of the Philippine Coast Guard will prove most valuable to the DOTr,” said Secretary Tugade.

“There is no doubt that Usec. Ursabia can steer the maritime sector to great lengths given his character, leadership style and experience,” the Secretary added.

Memorial for fallen pandemic heroes in Benilde online art exhibit

Fallen heroes of the COVID-19 pandemic are at the center of an online animated museum that is part of the De La Salle-College of Saint Benilde Center for Campus Art’s ongoing digital art exhibition.

“Hall of Heroes” is Benjamin Marasigan, Jr.’s contribution to the online art exhibit “To Differ, Digitally 2: Love and Dissent in the Time of Pandemic.” The CCA led by Architect Gerry Torres and the New Media Cluster headed by Associate Dean Maria Sharon Mapa Arriola called on faculty members for “works in digital media that will venture to engage with and generate new content from its audiences online.”

Marasigan, founding chairperson and full-time instructor of the DLS-CSB School of Design and Arts Animation Program, is among 17 artist-educators and industry practitioners who heeded the call.

Curator Karen Ocampo-Flores describes TDD2 as “a fresh opportunity to deliver messages of social commentary through the digital medium” and “a timely response to conditions wrought by the present scourge of the COVID-19 virus.” This is only the second time that CCA collaborated with NMC as a group after launching its physical exhibit “To Differ, Digitally: Calls for Change Through New Media” in 2017.

“In this second year of the pandemic, we experience within our communities the harsh outcome of lockdowns: the loss of jobs, the lack of resources for survival, and the basic power to care for our health, physically and mentally. Overall, we grow more anxious about our future,” Flores explained in the exhibit brief found at CCA’s website (

“The themes that have emerged deliver a viable spectrum of perspectives and concerns arising from the pandemic. One realm would be about connecting place and passage. At the herald of such works is a memorial for the fallen heroes, mostly medical practitioners who fought the mostly unknown effects of the SARS-COVID virus. The museum conceived as a monument by Benjie Marasigan, Jr. presents to us the necessity to both grieve and to never forget those who perished so that others may live,” she added.

Aside from being a tribute to frontliners and fallen heroes of the pandemic, Marasigan’s digital creations also serve as his reaction to the government’s response, amid volunteerism and bayanihan efforts.

“As I was watching the news about the deaths and difficulties faced by the frontline health workers, I felt helpless, frightened, sad, and guilty. Guilty of not being able to help because I cannot get out of the house. I tried to think of ways on how to best contribute to the effort against COVID-19, given the limitations of the situation,” Marasigan, who has been teaching in Benilde for 20 years now, shared.

“Since the start of the pandemic up to the present, I have tried to document what was happening in our country, through my digital illustration and paintings,” the former Hanna-Barbera animator added.

Marasigan, also a past president of the Animation Council of the Philippines, Inc. (ACPI), likewise paid tribute to efforts of volunteer citizens such as community pantries. “One such volunteer group is the Art Relief and Mobile Kitchen (ARMK), headed by my friends Alex Baluyut and Precious LeaƱo. Their advocacy to give decent meals to communities affected by both natural and human calamities is very inspiring. In the same spirit, I volunteered to document their initiatives by painting the ingredients they used, the food they cooked, the people they feed, and the ARMK volunteers in action,” he concluded.

Apart from the Animation department, NMC also counts Digital Film, Photography, and Multimedia Arts under its faculty roster. Complete mobility and connectivity in the transport sector equates to convenience and comfort for Filipinos

Convenience and comfort for Filipinos can only be achieved through complete mobility and connectivity in the transport sector, Transportation Secretary Art Tugade said Thursday, 18 November 2021.Taking President Rodrigo Roa Duterte’s marching orders to heart, the Department of Transportation (DOTr) and Philippine Ports Authority (PPA) continue to deliver on the administration’s promise to make the life of the Filipino convenient and comfortable as the Chief Executive and Secretary Tugade led the inauguration of eight integrated seaport development projects in the provinces of Occidental and Oriental Mindoro.

“We are gathered here today to celebrate the opening of the eight ports to make sure that there is mobility and connectivity in Mindoro. Pinapanganak ngayon at binibigyang buhay ang mandato ni President Duterte to make the life of the Filipino convenient and comfortable,” Secretary Tugade said during the inauguration ceremonies.

The simultaneous inauguration includes two (2) port projects in the Port of Abra de Ilog in Occidental Mindoro, as well as port projects in the Ports of Calapan, Puerto Galera, Bulalacao, Mansalay, Bansud and Roxas.

Highlighting the simultaneous inauguration is the ongoing expansion and construction of the Port of Calapan’s passenger terminal building, which can accommodate 3,500 passengers at any given time.

Being the main gateway for the islands of Luzon, Visayas and Mindanao, the seaports in the provinces of Occidental and Oriental Mindoro play a significant role in boosting the country’s inter-island connectivity for passengers, tourists and facilitation of goods from various areas in the country.

Secretary Art Tugade assured President Duterte that additional transportation projects, including the expansion of the Calapan Airport will immediately start to ensure seamless mobility and connectivity in the province.

“Hindi lamang magiging community airport ang Calapan Airport, tataas ang antas ng airport to tourism airport kung saan magkakaroon ng scheduled commercial flights upang makatulong sa turismo, hindi lamang sa pagbyahe ng mga taga-Mindoro kundi sa paglago rin ng negosyo,” Secretary Tugade explained.

Coupled with the seaport projects, transport initiatives in the aviation and maritime sector will benefit Filipinos, Secretary Tugade stressed.

“Kung may development ka sa airport, kung may development ka sa walong puerto. Indeed, masasabi nating the platform for Occidental and Oriental Mindoro has been laid to form—ang makikinabang, ang tao at ang sambayanan,” he said.

Meanwhile, PPA General Manager Jay Daniel Santiago said the DOTr and the PPA are slated to complete an additional 100 seaport projects before the end of President Duterte’s term. At present, the DOTr and PPA have completed a total of 484 seaport projects in a five-year span.

“Nasa mahigit isang daan pa po ang nakatakdang tapusin ng DOTr at PPA bago matapos ang inyong termino. Ito po ang ambag namin sa Build, Build, Build Program. Ito po ang aming bahagi sa Duterte Legacy,” GM Santiago said.

President Duterte commended Secretary Tugade and GM Santiago for the continued completion of transportation infrastructure projects under the Build, Build, Build Program.

“I’d like to thank also—it’s a two-way affair—si Art Tugade and the Department of Transportation as well as the Philippine Ports Authority for their work on the eight seaports to be inaugurated today. These accomplishments are made under the Build, Build, Build Program,” President Duterte said.

“These public infrastructures will improve public mobility and productivity and help boost economic activity in the area. Masaya ako na nakita ko yung development projects dito sa inyong lugar [Mindoro],” he added.

Oriental Mindoro Governor Humerlito Dolor, for his part, said the seaport projects proves that the national government recognizes the strategic role of the provinces of Mindoro as the main gateway for the islands of Visayas and Mindanao.

“The simultaneous upgrades in the different ports will enhance ease and convenience of travel and will bolster the provinces’ bid as key destination for trade and tourism,” Governor Dolor said.

SSS releases P869.99 million unemployment benefits in January to September 2021

The Social Security System (SSS) granted P869.99 million worth of unemployment benefits to 67,937 members for the period of January to September 2021.

“We fully understand the plight of our private-sector workers who have been laid off from their jobs. With this milestone benefit, we remain committed in providing financial aid amid the pandemic. Also, with the inclusion of the unemployment benefit application in the E-Services Tab of the My.SSS portal, involuntary separated members have a more convenient option to submit their application online,” said SSS President and CEO Aurora C. Ignacio.

The unemployment benefit is an additional benefit to the SSS-administered programs as mandated under Republic Act No. 11199 or the Social Security Act of 2018. This covers employees including Kasambahay and OFW members who were separated from their respective employments.

Members affected by involuntary separation due to installation of labor-saving devices, redundancy, retrenchment or downsizing, business closure or cessation of operation, and disease/illness of the employee whose continued employment is prohibited by law or is prejudicial to his or his co-employee’s health may apply for this benefit. Economic downturn and natural or human-induced calamities/ disaster such as the Covid-19 pandemic are also considered as involuntary separation.

The age of the member and the number of posted contributions are the key conditions for the grant of unemployment benefit. A member should not be over 60 years old at the time of involuntary separation. As for underground/surface mine workers and racehorse jockeys, they should not be over 50 years old and 55 years old, respectively.

As to the qualifying contributions, a member must have paid at least 36 monthly contributions, 12 months of which should be within the 18-month period immediately preceding the month of involuntary separation.

For instance, a member who has been involuntarily separated from his employment on September 15, 2021 must have at least 12 posted monthly contributions from March 2020 until August 2021 to qualify for the unemployment benefit, provided that he has at least 36 posted monthly contributions or at least three years in total as of September 2021.

To avail of the unemployment benefit, members can log in using their My.SSS account in the SSS website and submit the necessary information such as employment category, date of involuntary separation, the reason for involuntary separation, and the employer’s name where the member was separated. Member likewise will be asked to enroll a valid/active/correct disbursement account to ensure the proper crediting of their benefit proceeds once their claim is approved.

Unveiling of eight port projects in the provinces of Occidental and Oriental Mindoro

Mobility and connectivity continue to reach new heights in the maritime sector as President Rodrigo Roa Duterte, Transportation Secretary Art Tugade, and Philippine Ports Authority (PPA) General Manager Jay Daniel Santiago lead the unveiling of eight port projects in the provinces of Occidental and Oriental Mindoro on 18 November 2021.The improved and expanded seaports include the Port of Abra de Ilog in Occidental Mindoro, while seaports to be inaugurated in Oriental Mindoro are the Port of Calapan, Port of Balatero, Port of Bansud, Port of Bulalacao, Port of Mansalay, and the Port of Roxas.

Highlighting the simultaneous inaugurations is the ongoing expansion of the Port of Calapan’s Passenger Terminal Building (PTB) which can now accommodate 3,500 passengers at any given time. The PPA also completed the port's access road to prevent traffic build-up in the area.

Meanwhile, Puerto Galera’s new gateway port, the Port of Balatero, now offers comfortable passenger travel with an expanded PTB and an extended jetty and back-up area. The port’s PTB can now accommodate 500 passengers at any given time as Puerto Galera reopens to tourists.

The improvement of the Port of Bansud’s RC Platform, RoRo Ramp and RC Pier, meanwhile, will bolster the port’s operational capability.

On the other hand, the Port of Bulalacao can now use its maximum capacity and space with a completed and expanded back-up area.

With the expansion of the Port of Mansalay, the port can now accommodate the demands of shipping trade in the area. The seaport plays a major role in the Strong Republic Nautical Highway (SRNH) and has been identified as one of the major routes.

Development projects in the Port of Roxas include the expansion of its back-up area, RC platform and RoRo Ramp and the installation of a new Port Lighting System.

Development projects for Occidental Mindoro’s main seaport, the Port of Abra de Ilog, include the construction of its RC pier, RoRo ramp and access trestle and construction of the port’s new operations building.

The simultaneous inaugurations of the seaports pave the way for business and employment opportunities for Filipinos. The upgraded seaports will also improve inter-island travel as well as the movement of essential goods between Occidental Mindoro, Oriental Mindoro and neighboring provinces.

The development of the Occidental and Oriental Mindoro ports also round up the 484 seaport projects under the Build, Build, Build Infrastructure program for the country’s economic recovery and growth.

Short PH docu vies in UK, Dreamanila filmfests

A short documentary highlighting different pandemic response efforts in the Philippines has been selected to compete in the Lift-Off Global Network Sessions this month and the third Dreamanila International Film Festival from November 19 to 21.

“Maria Leonor,” an open letter-type documentary written and directed by Seymour Barros Sanchez and addressed to Vice President Leni Robredo, also attempts to probe into the Filipino voter’s psyche. It is an offshoot of his full-length project “Leading Lady” which is funded by the Centre for Global Business, Monash Business School, Monash University (Australia).

Based at Pinewood Studios, United Kingdom, Lift-Off features a broad range of new and emerging indie content and focuses on “fostering a digital connection with new global audiences, connecting them with a broad range of grassroots indie film talent.” The festival runs from Nov. 15-29 via Vimeo on Demand.

Dreamanila will also be projected online, with selected films to be streamed on its YouTube channel ( on a one-time schedule only. Founder and Festival Director Archie Del Mundo shared that it is “a film festival that does not just exist to provide screening venues, but also fosters creative and professional support to masters and emerging filmmakers to showcase their films to the world with the purest and most creative visions and intentions.”  

Collaborating with writer-director Sanchez on “Maria Leonor” are camerapersons Ariel Alarcon, Charles Cajayon, and Kristin Joy Bactad Jor, sound recordist Darwin Novicio, music composer Tonton Hernandez (“Tuloy ang Laban”), voiceover narrator Eloisa Espino Sanchez, editor, sound and graphic designer and editor John Lanbert Rafols, and creative consultant Richard Soriano Legaspi.

Dreamanila featured 15 films in competition during its inaugural run at the Dream Theater of the then Carl Balita Productions two year ago. When the pandemic lockdown happened last year, over 30 films in competition were screened online via Facebook Live streaming platform on its social media page ( This year, it will be streamed via The Dreamanila Network.

Award-winning filmmakers Joselito Altarejos, Lemuel Lorca, and film scholars Jerrick David and Robert Cerda comprise the Dreamanila 2021 jury panel and board members. Altajeros stressed that “the heart of the festival continues to beat in order to establish a wider reach in discovering more independent filmmakers with ardency of collective, fundamental, and original visions.”

Only 40 films were selected to participate out of more than 500 submissions. The festival has four major competitions – International Full Feature, International Short Feature, Philippine Shorts, and the Screenwriting Division – with the winners to be announced on November 22.

Awards will be given to the Best Film, Best Performance, Best Director, Grand Jury Award, Special Jury Prize, Best Screenplay, Achievement in Aural and Artistic Design, Social Media Award, and Audience Award.

“Maria Leonor” will precede the screening of the opening film “Time of Unrest” by Francis Luscianne J. Gacer on Nov. 19, Friday, 8:30 p.m.

TDD2 features live action films, animation, photographs, 2D and 3D models and rigs, texts, audio, applications, software, graphic design, and illustrations. Don't go into your exercise without any form of warm-up or stretching. Ensure to prepare your muscles and tendons for the training by stretching each muscle for up to 20 - 30 seconds to prevent your muscles from suffering from any injury.

The power of massage

Not everyone can afford to see a massage therapist, so you are advised to use the help of a foam roller or a tennis ball to alleviate the pain. It is not as difficult as you might imagine; you just have to make a foam roller to massage your sore muscles gently or get a tennis ball. Start with a small depth to your skin, but you can increase the depth as you keep going gently.

The magic of an Ice bath

You may or may not have heard of this technique of using an intense 10 minutes long ice bath to release tension and relieve soreness. You might find it painful during the first few minutes, but in the end, you will be glad you endured the pain because there will be increased blood circulation to the muscle in pain.


The hot and cold water technique, aka flush

If you can't stand placing ice in your skin for a long while, then you should consider flushing the soreness away. So what is flushing? Flushing uses both hot water and ice to relieve your muscle of soreness; you will continuously switch between (i.e., repeat this for about five times) hot water, which will run for two minutes, and ice for 30 seconds. What this process does to your body is, it will open your blood vessels when the hot water is running and close them when your skin is exposed to ice; this results in overall flushing out of lactic acid, which is responsible for your muscle's soreness.

Say yes to protein

Protein is a fundamental food division that helps the muscle recover faster; it has always been a natural energy source and a building block of life. The presence of protein aids the development of a fetus into an adolescent, so don't be surprised that we have added protein to our tip list. However, when it comes to protein consumption, it is essential to choose quality over quantity. Examples of protein food you should consume when your muscle aches include Greek yogurt, poultry, seafood, nuts and seeds, beans and legumes, and whole grains.

Water is the perfect drink

Water is essential to our overall wellness; dehydration may worsen the muscle ache you may already be going through. Staying hydrated helps reduce inflammation in your body, mainly because it helps flush out toxins in the form of waste out of your body. There is also an increase in the production of synovial fluid, which reduces inflammation around muscles when one is adequately hydrated.


You must know that muscle aches are not always as harmless as you think; they might get serious, and you might need to seek the medical assistance of a doctor. Yes, our tips might be helpful, but if the pain persists, do not hesitate to see a doctor. You should consult with a doctor when the pain doesn't go away days after trying the tips we gave, a tick bite causes muscle pain, pain causes your temperature to rise, or if you are starting to see a sign of redness around the affected area.

Post Office, AAP Art competition to benefit Malabon Zoo

The Philippine Postal Corporation (Post Office), Art Association of the Philippines Inc. (AAP) and Malabon Zoo signed a Tripartite Memorandum of Agreement to benefit Malabon Zoo who are in need of support and sustenance following its closure due to the Covid-19 pandemic health restrictions.

The Post Office and AAP has organized the Art competition to promote the creative expression of the Filipinos and develop their artistic accomplishments at its highest level.

Ten (10%) percent of the event’s proceeds shall be donated to Malabon Zoo to help bring some relief to the animals.

Manny Tangco, President/Founder of the Malabon Zoo, Aquarium and Botanical Garden or commonly known as Malabon Zoo, welcomed this move by the Post Office and AAP to help in maintaining the Zoo which has become famous for its wild animals, who were named after celebrities, actors, politicians and other personalities.

The Post Office and AAP announced that artists are still invited to submit their best representational art to the open theme competition. Any subject or artistic expression is welcome.

Participant’s artwork will be displayed at the iconic Manila Central Post Office. The Art exhibit shall be open to the public.

Entries should be submitted on Nov. 19, 2021, Friday from 8 a.m. to 5 p.m. at the Manila Central Post Office in Liwasang Bonifacio. The scheduled date for the awarding of winners shall be announced on November 19.
