Speakers from the academe, science, and development work shared their insights on the intersectionality of environment, women and gender rights.<br /><br />“We seem to have come a long way in terms of gender mainstreaming as the Philippines ranked 16th place in the Global Gender Gap Index in 2021, claiming the highest in Asia,” according to UP Professor Nancy Parreño from the Department of Social Work at UP Diliman. The Gender Gap Index measures gender equality based on the relative gaps between women and men across areas of health, education, economy, and politics.<br /><br />“Yet, a lot needs to be done to achieve substantive equality or equality in outcomes, which recognizes that the situation of women and men differs according to country, age, class, ethnic or social origin, and other factors that should be accounted for. Filipino women have higher educational attainment than men but have lower labor force participation rates, are in elementary occupations as Overseas Filipino Workers, have less access to resources, are in unpaid productive work, and are less represented in public leadership positions,” Parreño elaborated.<br /><br />BAN Toxics emphasizes policy and community engagement for its chemical and waste management advocacy, including initiatives on mercury-added skin lightening products, women in small-scale gold mining, with a focus on marginalized sectors including women and children.<br /><br />The webinar addressed the proliferation of cosmetic products laced with harmful chemicals, which is one of the current focuses of BAN Toxics.<br /><br />“We have identified the intentional use of harmful fluorinated ingredients in cosmetics in South Korea. Our study showed that harmful fluorinated chemicals have significantly varied concentrations in cosmetics, with sunscreens having the highest concentration,” Dr. Inja Choi from the Wonjin Institute of Occupational and Environmental Health in South Korea discussed.<br /><br />Dr. Inja Choi explained that fluorinated ingredients, such as per/poly fluorinated acrylate polymers or PFAS, which are known to be harmful, are used in lipstick, sunscreen, and other cosmetic products as emulsifiers, stabilizers, and surfactants, among others.<br /><br />“Women's exposure to these harmful chemicals is heightened due to the direct application of cosmetics products to the skin and the use of multiple products at the same time,” Dr. Inja Choi warned.<br /><br />BAN Toxics, for its part, has been championing gender mainstreaming in its work. “Gender mainstreaming means integrating a gender equality perspective at all stages and levels of programs and projects. The group’s pioneering work in artisanal small-scale gold mining to reduce the use of mercury among women and men miners has been consistent with this thrust. The current campaign to reduce the prolific use of mercury-added skin lightening products is another important advocacy that exemplifies how gender mainstreaming takes into account the differences in the situation of women and men,” Edel Garingan from BAN Toxics said in the webinar.<br /><br />Responding to a question from participants, Parreño added that “Environmental issues often disproportionately impact women and it is important to undertake gender analysis and gender impact assessments as crucial tools for gender mainstreaming.”<br /><br />The webinar was attended by representatives from government agencies, schools, and the public. The film, which also represented LPU Manila in the 8th SSFF together with “Garapon,” had Vanessa Serafica and Yeda Faulve as production managers, Kyle Arceo as cinematographer, Mishael Concepcion as camera operator, Tyra Rapin as editor, and Dave Balanlay as writer, assistant director and set designer.<br /><br />In “Sana Bukas, Pwede Pa,” Inggo (Tonny Abad) must sacrifice something in exchange for the truth – even if it is the very thing he calls home. Loumen Doza and Boni Gabriel Ilagan provide support as Inggo's mother Lita and their neighbor Miguel, respectively.<br /><br />“Pintura,” directed and produced by Michelle Graciela, won third prize. The film, which stars Rowell Laroco and Chariz Valerie, also had Kyla Lazaro as writer and art director, Graciela as cinematographer, Balanlay as assistant director, and Umagtang as editor and sound designer.<br /><br />Meanwhile, “Maghapong Nakayuko” by Wacky Ramirez, Marikei Caranto, Harvy Cosmiano, Ken Cardona, and Yna Sansan, led the PSA video category winners.<br /><br />“Sementong Plastik,” created by Lyka Rojo, Romilo Josh Difuntorum, Alexandra Jane Pancho, James Matthew Bueno, and Umagtang, got second prize while “Siozmaiolo,” directed by Cortez, placed third.<br /><br />Twelve other short films and 49 more PSA videos produced by LPU Multimedia Arts students as outputs in their Fundamentals of Film and Video Production classes under special lecturer Seymour Sanchez, competed and were screened during the showcase of MMA projects.<br /><br />Four of the PSA videos were among the 24 semifinalists in the Rotary PSA Festival last year, with “Train” by Rapin winning third place. Villacorta said that of the 4.7 million benefits disbursed to pensioners, members and their beneficiaries in 2023, nearly half, or 47 percent, received retirement benefits.<br /><br />Villacorta said SSS released about P156.7 billion in retirement benefits to 2.2 million payees in 2023, up by 10.7 percent from the P141.5 billion retirement benefits given to over 2 million payees in the previous year. The majority of these payees, at around 87.46 percent of the total, are pensioners.<br /><br />“Retirement benefit is a cash benefit being granted by SSS to a member who can no longer work due to old age. Members who paid at least 120 monthly contributions will get a lifetime monthly pension while those with less than 120 monthly contributions will receive a one-time lump sum amount,” Villacorta explained.<br /><br />She said that death benefit came in second with a total release of P70.1 billion to 1.4 million beneficiaries last year, slightly lower than the P70.2 billion death benefits to 1.3 million beneficiaries in 2022.<br /><br />“SSS grants cash benefit to beneficiaries of a deceased member. Deceased SSS members with 36 monthly contributions will entitle their beneficiaries to a monthly pension. In comparison, beneficiaries of those with less than 36 monthly contributions will get a one-time lump sum amount,” she added.<br /><br />Maternity benefit follows with a disbursement of P14.1 billion to 357,000 members in 2023, which rose by 9.6 percent from about P12.9 billion recorded in 2022.<br /><br />Villacorta said that female members who have paid at least three monthly contributions in the last 12 months before the semester of childbirth, miscarriage, or emergency termination of pregnancy can avail of the maternity benefit. As provided in the Expanded Maternity Leave Law (EMLL), the SSS maternity benefit is paid to an eligible member at every instance of her pregnancy since March 2019.<br /><br />Meanwhile, Villacorta noted that disability benefit came in fourth, with P7.5 billion released to over 130,000 members last year, a 16.3 percent increase from the P6.4 billion released in 2022.<br /><br />“Members who become disabled either partially or totally can receive a monthly pension or lump sum amount under the disability benefit. Members who have paid at least 36 monthly contributions are qualified to get a monthly disability pension while those with less than 36 monthly contributions will be granted a lump sum amount,” she added.<br /><br />She said that funeral benefit follows with P4.8 billion reimbursed to 211,000 payees, and sickness benefit with P3.2 billion provided to 376,000 members.<br /><br />“We grant SS funeral benefits to whoever paid the funeral expenses of the deceased member. Claimants of deceased members with 36 or more monthly contributions may receive a variable amount from P20,000 to P60,000 depending on the number and amount of contributions paid by the member. The funeral benefit arising from the death of a member who paid less than 36 monthly contributions is fixed at P12,000,” she continued.<br /><br />Further, Villacorta said that sickness benefit is a daily cash allowance paid for the number of days a member cannot work due to sickness or injury.<br /><br />“Unemployment benefit is the least availed benefit in 2023 with a total disbursement of P914.1 million to 64,000 members, down by 4.9 percent from the P961.4 million released to 75,000 members in 2022. Simulations of actual crisis situations where NGA 911’s next generation technology developed by the company in LA were highlighted.<br /><br />“NGA 911 provides cities and communities in the US and other countries with peace of mind through our advanced and next generation emergency response systems. We are happy to announce that this next-generation 911 technology is now in the Philippines and we are looking to save more lives and empower more communities by unifying all systems in the future,” said Ferguson.<br /><br />NGA 911 has ongoing deployments in Rizal, Pangasinan and Cagayan De Oro regions. On March 12, Instituto Cervantes will unveil at its Intramuros branch the exhibition Nebrija en Filipinas, dedicated to celebrating the cultural contributions of Spanish grammarian Elio Antonio de Nebrija (1444-1522). Nebrija's impactful legacy extends to languages like Tagalog and Cebuano, which possessed grammars ahead of many European languages.<br /><br />Nebrija en Filipinas, tailored for Filipino audiences, is an adaptation of the Nebrija exhibition organized by the National Library of Spain in 2022, commemorating the 500th anniversary of Nebrija's death. Through informative panels and displays of books, the exhibition will highlight Nebrija’s cultural contributions and seek to contextualize them within the publication of the first grammars of the Philippine vernacular languages. His book Introductiones Latinae, a groundbreaking manual for teaching Latin, not only earned him recognition in Spain but also garnered international fame. He also wrote bilingual dictionaries in Latin-Spanish and a Gramática de la lengua castellana, published in 1492, which is recognized as the first grammar of modern European languages. It became the model for Spanish friars who attempted analyzing the grammars of the new world, both in America and the Philippines. These missionaries, who had learned Latin from Nebrija’s methods, applied the model, with its theoretical considerations and bilingual translations, in their description of these languages. As a result, Tagalog saw its first grammar book published in 1610 with Francisco Blancas de San José's Arte y reglas de la lengua tagala. It was followed by similar initiatives with other vernacular languages, among them the Arte de la lengua iloca, composed by the Agustinian Francisco López in 1627, and the Arte de la lengua bisaya de la provincia de Leyte, written by the jesuist Domingo Ezguerra in 1663.<br /><br />Proud, intelligent, and audacious, Nebrija was a stalwart fighter for pure Latin and always wanted to go down in posterity with the nickname grammaticus (grammarian). When he presented a preview of what would later become his Grammar of the Castilian Language to Queen Isabel la Católica, the sovereign was initially surprised, unable to grasp the utility of a treatise teaching the rules of a language acquired naturally. However, Nebrija successfully persuaded her that languages benefit from both descriptive and normative grammars to prevent them from running amok. The paradoxes of fate have made his Castilian grammar his most renowned work today. Nevertheless, Nebrija deserves to be remembered for many other reasons.<br /><br />For Nebrija, the revival of Latin was an incentive for other scholarly pursuits. The voyages of the discoverers aroused his curiosity, leading to a fascination with cosmography and a desire to learn about developments from across the Atlantic. In these and other scholarly ventures, Nebrija revealed himself as a full-fledged humanist.<br /><br />Even after his death, Nebrija’s fame did not diminish. His grammars and lexicons were not only published in Spain but also gained recognition in France, Italy, Germany, and the Netherlands. The Latin manual he had written for his students in Salamanca attained exclusive authorization for teaching the discipline, a decree made by King Philip III in 1598. Nebrija's Latin grammar manual continued to be esteemed, annotated, and adapted based on location and circumstances until the 19th century.<br /><br />The exhibit Nebrija en Filipinas, which will run from 12 March to 12 June, 2024, is organized by Instituto Cervantes in collaboration with Fundación Antonio Nebrija (Madrid), the Embassy of Spain and AECID, Biblioteca Nacional de España, and the University of Sto. Tomas (Manila). Nebrija en Filipinas is an adaptation of the original exhibit Nebrija, curated by Dr. Teresa Jiménez Calvente, with addition of panels focused on the Philippines composed by Marlon James Sales, of UP Diliman. As we celebrate Women’s Month, it is crucial to recognize the value and significance of women miners and workers in small-scale gold mining, an already marginalized sector," environmental NGO BAN Toxics said as the Philippine case made its way into a newly released global report.<br /><br />The recent report by the World Bank on the status of the artisanal and small-scale mining (ASM) sector highlights a case study conducted by BAN Toxics, focusing on its women empowerment initiatives within the Compassionate Gold program.<br /><br />The report titled “2023 State of the Artisanal and Small-Scale Mining Sector” focuses on the contributions of the ASM to the Sustainable Development Goal 5 (SDG 5): Achieve Gender Equality and Empower all Women and Girls.<br /><br />Featuring 14 case studies contributed by 23 other organizations from Latin America, Africa and Mongolia, the report examines whether and how legal frameworks impede or promote women’s equality and empowerment in ASM. It also analyzes several other key barriers to women’s participation and empowerment in the sector, including social protections and access to occupational health and safety.<br /><br /> <br /><br />Challenges Faced by Women in ASM Sector<br /><br />The country's ASM sector plays a vital role in providing livelihoods, employing approximately 500,000 miners, and supporting millions of individuals. According to estimates from the International Labour Organization, between 18,000 to 20,000 women and children are engaged in ASGM-related employment in the Philippines.<br /><br />“Patriarchal perspectives prevail in small-scale mining where women are relegated to auxiliary roles with unequal access to job opportunities and income. They engage in flexible and seasonal work in the sector, such as panning, sluicing, and cleaning, to earn supplemental income for their families. Women’s community management roles, such as processing of papers and attending meetings and dialogues are usually unpaid,” Arleen Honrade, co-writer of the study and BAN Toxics Community Development Officer, laments.<br /><br />“Moreover, as women are often responsible for chemical processing, they conduct the mercury amalgamation, such as cooking the amalgam, disproportionately impacting them to the toxic effects of mercury,” Honrade elaborates.<br /><br />The Delve report confirms that this societal experience of women in ASM permeates even at the institutional level through prejudicial and gender-blind legislation favoring mining as a male occupation where women's issues are left out. Additionally, women's limited involvement in project development exacerbates gender disparities within ASGM communities.<br /><br />“The Philippine case is not far off from other countries. The 2023 State of the Sector study underscores the critical role of women in the ASM sector with an estimated 13.4 million women working in ASM worldwide, comprising 30% of the global 44.67 million ASM workforce. Women in the ASM face persistent legal, social, and economic challenges, aggravated by the gender-blind nature of mining laws, leading to discrimination and impeding their access to resources, education, and economic opportunities, placing their safety and well-being at risk,” said Jam Lorenzo, author of the study and BAN Toxics Research and Policy Officer.<br /><br />The group stated that as the Department of Environment and Natural Resources (DENR) is poised to amend Republic Act 7076, also known as the People’s Small-Scale Mining Act of 1991, there is the need of incorporating a gender perspective in the amendment process to account for differences in roles assigned to women, as well as biological, environmental, and other factors, for effective solutions. They also highlighted the importance of integrating a gender dimension into occupational safety and health laws in the country.<br /><br /> <br /><br />Empowering Women in Philippine ASM Communities Through Compassionate Gold<br /><br />The case study presented by BAN Toxics shares the outcomes of its efforts to address gender inequity in the ASM sector through the Compassionate Gold program. Launched in 2018, Compassionate Gold serves as a flagship project by BAN Toxics aimed at contributing to the formalization of the artisanal small-scale gold mining (ASGM) sector in the Philippines and the elimination of mercury use. It follows national and international standards such as the Minamata Convention on Mercury, that of the Organization for Economic Cooperation, and international labor Standards and ILO Conventions and Recommendations.<br /><br />“The Compassionate Gold program identified gender issues in the ASGM sector by utilizing a certification tool developed by BAN Toxics, aligned with international standards. Key issues include women balancing work and home responsibilities, their earnings being perceived as only “augmentative" rather than substantial contributors to family income, and the prevalence of gender-based violence,” Lorenzo said.<br /><br />BAN Toxics addressed these issues through various activities with special focus on community organizing, gender sensitivity training, regular gender mapping, and linking communities with government partners for livelihood development.<br /><br />“Livelihood development projects were provided for women mining groups with individual complementary livelihood starter kits and financial assistance worth more than Php 800,000 from the Department of Labor and Employment. Skills and business training were conducted with the assistance of the Technical Education and Skills Development Authority and the Cooperative Development Authority, as well as the provision of seedlings, farm tools, and equipment from the Department of Agriculture for families seeking to shift away from mining-related work,” Andrade added.<br /><br />“Gender is a cross-cutting issue and should be addressed from a multi-stakeholder perspective. There is a continuing need to educate both women and men about gender perspectives within the context of ASGM. Similarly, government stakeholders should be made aware of these issues,” Lorenzo said, highlighting some of the key learnings in the report.<br /><br />For the recommendations, Lorenzo said that “There is a need to emphasize the importance of conducting social research on the status of women in ASM and ensuring that gender is integrated into data collection and analysis. Affirmative action programs need to be developed and implemented to address gender inequalities and enable women to progress. UPD leaders were invited to the Senate hearing to discuss the proposed revision of the procurement law at the House of Representatives on February 21, 2024.<br /><br />Aside from Dean Tapang and Dr. Rodriguez, among those present were CS Associate Dean Dr. Eizadora Yu, CS Associate Dean Dr. Deo Florence Onda, National College of Public Administration and Governance (NCPAG) Dean Dr. Kristoffer Berse, NCPAG Assistant Professor Herisadel Flores, and NCPAG Atty. Lawrence Villanueva.<br /><br />The procurement law, enacted in 2003, is a set of rules and regulations for using government funds to acquire goods and services. Although meant to deter corruption and promote transparency, the law introduces numerous problems for researchers and scientists.<br /><br />Among the problems is that products become exorbitantly priced which hinders research progress. Dean Berse said that when a product cannot be locally produced, foreign-sourced products can be bought through local suppliers. But this method increases and even doubles the products’ prices. “In the event that no local suppliers are interested,” he added, “this will result in the loss of access to the target equipment.”<br /><br />When researchers fail to procure the necessary equipment, they cannot meet project objectives and need to realign budgets. This will “ultimately delay the dissemination of knowledge and information and in providing solutions to our country’s pressing problems,” Dean Berse said.<br /><br />Moreover, the procurement law impacts the retention of local scientists. “Once frustrated, they leave [the country] for greener pastures,” Dean Tapang said.<br /><br />The amended procurement law aims to solve these problems. The revised law, for example, would allow for direct sales and direct acquisition of products in certain circumstances, bypassing the slow bidding process. Under the new law, the sole supplier of resin needed for Dr. Rodriguez’s research would not need to undergo bidding.<br /><br />UPD professors fully support the amendments to the procurement law. Despite new supply driving its marginal increase, vacancy posted as of end-2023 has averted the 20-percent level and is forecasted to stay within the sub- 20% level in 2024,” said Kevin Jara, Colliers Director of Office Services – Tenant Representation. Colliers continues to note deals from traditional and outsourcing firms implementing a mix of flight-to-quality and flight-to-cost measures. The office market has also seen more expansions (50% of total transactions) and new entrants (10% of total transactions) in 2023. Navigating the sub-20% vacancy landscape</p><p>As of end-2023, Metro Manila office vacancy reached 19.3%, marginally higher than the 18.7% recorded in Q3 2023, driven by completion of new office buildings and lease surrenders from non-renewals and pre-terminations. Despite this increase, the posted year-end vacancy remains lower than our initial projection of 21.2%. “In 2024, vacancy is expected to reach 19.6% as we project stronger demand for office space despite low pre-commitment levels in upcoming properties and expected surrenders from pre- pandemic leases. Assuming sustained demand from key office market drivers (i.e., traditional and BPO companies), Colliers expects that the office vacancy will remain in the two-digit territory for the next five years and projects a 14.3% vacancy by end-2028,” said Jara. Net take-up exceeds forecast, to increase by 20% in 2024</p><p>Given demand continuing to outpace surrenders, net take-up or absorption reached 279,800 square meters in 2023, higher than our initial forecast of a 220,000 square meters net take-up and the 110,500 square meters recorded in 2022. “Colliers is optimistic that net absorption will sustain its momentum in 2024 as we continue to receive inquiries for new setups, expansions, and relocations within the capital region,” said Vida Samaco, Colliers Senior Manager of Office Services – Tenant Representation. “In 2024, we project net absorption to reach 336,000 square meters, with the 20% increase based on pre-pandemic, pre-POGO average annual growth rate.”</p><p><br /></p><p>Occupiers exercise flight-to-value strategy</p><p>With the prevailing tenant-leaning market, existing occupiers continue to secure new and high- quality office spaces in primary CBDs at lower rents, as evidenced by the rollout of their expansion and relocation plans. Based on Colliers’ data, 40% of transactions with known motivations were relocations and out of these relocations, 60% have implemented flight-to- quality/value (i.e., relocations to newer, higher-grade buildings). Traditional, shared services, and third-party outsourcing companies were seen implementing this strategy in Fort Bonifacio, Makati CBD, and Ortigas CBD. Colliers encourages tenants planning to expand or relocate their operations to take advantage of newly completed office buildings in business hubs that offer rental discounts. Considered critically-endangered, they are found only on the islands of Negros, Cebu, Panay, Masbate, Guimaras and Siquijor. </p><p><br /></p><p>“However, some of these extinct animals might still be alive,” shares Lisa, who was part of a team that helped rediscover the Philippine Bareback Fruit Bat (Dobsonia chapmani) – a species thought extinct since the 1970s – in Cebu in 2001 and Negros in 2003. </p><p>Starting out as a programme of international conservation organization Flora & Fauna International in 1991, PhilBio was eventually registered as a foundation in 2006 and now works to conserve lesser-known endangered animals across the Philippines, including Cebu, Mindanao and Negros, which hosts notable Key Biodiversity Areas (KBAs) including the Northern Negros Natural Park, Bais Bay and Apo Island. </p><p>To help conserve the biodiversity of Negros and sustain it through a stable flow of financing, the Biodiversity Finance Initiative of the Department of Environment and Natural Resources and United Nations Development Programme (DENR-UNDP BIOFIN) recently partnered with PhilBio and the provincial governments of Negros Occidental and Negros Oriental. </p><p>A Memorandum of Understanding (MOU) was signed in Negros Occidental on 7 July 2023. “Our province shall continue to support biodiversity financing for the conservation and protection of the environment,” says Negros Occidental Governor Eugenio Jose Lacson. Another MOU was signed in Negros Oriental on 18 September 2023. “This agreement fortifies our conservation efforts through sustainable financial mechanisms,” says Negros Oriental Governor Manuel Sagarbarria. “These two MOUs will help find, access, combine and prepare sources of biodiversity funding, including those from national and sub-national government agencies, plus businesses,” explains BIOFIN Philippines Country Manager Anabelle Plantilla. “They should also help insert provincial biodiversity conservation programs into the plans of national government agencies, regional councils, and other relevant groups.”</p><p>“We’re glad to work with PhilBio and our two Negros LGUs through the DENR-UNDP BIOFIN. The DENR is always ready to work with the LGUs to help in the sustainable management of our Protected Areas and wildlife – not just in Negros, but nationwide," </p><p>says DENR Assistant Secretary for International Affairs and concurrent OIC BMB Director Marcial Amaro, Jr.</p><p><br /></p><p>More Funds Allotted for Negros Biodiversity Projects</p><p>Over the past few years, the biodiversity conservation budgets of both provinces have been rising, proving that Negrenses are serious about saving their wildlife. Crucial to the budget increase is the crafting of the Negros Island Biodiversity Strategy and Action Plan (NIBSAP). This roadmap was developed in 2018 with assistance from the DENR-UNDP BIOFIN and since then, both provinces have used the NIBSAP as a tool for biodiversity budget advocacy. </p><p>From 2023 to 2024 alone, the biodiversity budget allocation of Negros Occidental grew from PHP297M to PHP366M. </p><p>The annual biodiversity conservation budget of Negros Oriental grew from just PHP3M in 2018 to over PHP20M this 2024. </p><p>These funds enabled a wide range of conservation initiatives, ranging from a wildlife field course hosted by the LGU of Negros Oriental, to the purchase of a 10-hectare plot covering seven waterfalls in Negros Occidental’s Mambukal Sanctuary for long-term protection. </p><p>Both provinces are also promoting ecotourism to help fund the management and improvement of Negros Island’s protected areas, including the Balinsasayao Twin Lakes Natural Park, a haven for birdwatchers, Mt. Kanlaon Natural Park, the Visayas’ top mountaineering destination, plus the Tañon Strait Protected Seascape, known for whale and dolphin watching safaris. </p><p>“Conservation isn’t politically delineated,” adds Lisa. “Birds, bats and other wildlife rarely stay within political boundaries so they deserve to be given ‘corridors’ or interlinked habitats which are protected and properly managed. We hope this can be done throughout Negros within this decade.” </p><p>Developing finance solutions for biodiversity conservation in Negros Island is just one of the many ways that DENR-UNDP BIOFIN is supporting global biodiversity conservation by mainstreaming conservation funding not only at the national level, but also at the local level. </p><p>Since 2014, BIOFIN has been working with the DENR and many allies to finance the Philippine Biodiversity Strategy and Action Plan (PBSAP), the country’s roadmap to conserving its biodiversity. Its current target is to narrow down the national budget gap for environmental projects, estimated at PHP19 billion yearly. </p><p>Active in 41 countries, BIOFIN works to close the financing gap for the conservation and sustainable use of the planet’s biological diversity by generating revenues, realigning and avoiding unsustainable expenses and improving biodiversity management efforts.</p><p>“We envision a future where the biodiversity of Negros and other Philippine islands not just thrives, but regularly attracts droves of eco-tourists.
