​In a decisive move to safeguard public health, the Quezon City Government has intensified its campaign against the illegal distribution of mercury-laden cosmetics. On February 12, 2025, Mayor Joy Belmonte signed Executive Order No. 2, series of 2025, establishing a dedicated task force to enforce the city's ban on mercury-added beauty products. This initiative has garnered commendation from environmental health advocates, notably the EcoWaste Coalition.​





A Collaborative Effort to Eradicate Hazardous Cosmetics

The newly formed inter-departmental task force, spearheaded by the Quezon City Health Department (QCHD), is mandated to implement, enforce, and monitor City Ordinance No. 2767, series of 2018. This ordinance prohibits the manufacture, distribution, and sale of cosmetics containing mercury within the city. The task force's leadership comprises the City Health Officer as chairperson and the Head of the Special Services Division as vice chairperson, with the Food-Drug Regulation Section serving as its secretariat.​

Manny Calonzo, a campaigner for the EcoWaste Coalition, lauded this development, stating, "We commend Mayor Joy Belmonte and the QCHD for their earnest efforts to strengthen the enforcement of the landmark ordinance banning the manufacture, distribution, and sale of mercury-added cosmetics in the city." ​


The Perils of Mercury in Cosmetics

Mercury, a potent neurotoxin, is often illicitly incorporated into skin-lightening products to inhibit melanin production. The World Health Organization (WHO) warns that exposure to mercury in such cosmetics can lead to severe health issues, including skin rashes, scarring, reduced resistance to bacterial and fungal infections, and damage to the nervous, renal, and immune systems. Additionally, it can cause anxiety, depression, and psychosis. ​

Despite global bans, the EcoWaste Coalition has persistently uncovered unauthorized imported products containing mercury in local markets. Their vigilant monitoring and reporting have been instrumental in prompting regulatory actions and raising public awareness about the dangers of these toxic cosmetics. ​


A Model for Other Local Governments

The proactive measures adopted by Quezon City serve as a benchmark for other local government units (LGUs) in the Philippines. The EcoWaste Coalition expressed hope that other LGUs would emulate Quezon City's example by implementing robust policies and actions to eliminate the trade of hazardous mercury-containing cosmetics, thereby safeguarding public health and the environment.​

In recognition of its unwavering commitment to environmental health and safety, the Quezon City Government received an "Award of Recognition" from the EcoWaste Coalition during its 25th-anniversary celebration on January 31, 2025. This accolade underscores the city's invaluable support for various advocacies, including the ban on plastic bags, promotion of ecological solid waste management, mandatory use of lead-safe paints, and the prohibition of mercury-containing cosmetics.​


Global Health Implications

The issue of mercury in cosmetics is not confined to the Philippines. Internationally, health authorities have raised alarms about the presence of mercury in skin-lightening products. The U.S. Food and Drug Administration (FDA) cautions consumers against using skin creams, beauty, and antiseptic soaps, or lotions that might contain mercury, emphasizing the potential for mercury poisoning linked to these products. ​

Mercury exposure from cosmetic products can lead to a range of health problems, including renal toxicity, neurological abnormalities, and dermal rashes. A systematic review highlighted that many women using these products are often unaware of the risks associated with mercury exposure. ​


Conclusion

The Philippines, demonstrating its dedication to progressive governance, made a notable impact through the active participation of its delegation, particularly the Anti-Red Tape Authority (ARTA).​


Philippines' Commitment to Effective Governance

Secretary Ernesto V. Perez, Director General of ARTA, represented the Philippines at the Ministerial Round Table on "Effective Governance for Crisis Resilience." In his address, Secretary Perez emphasized the nation's proactive measures in establishing resilient governance structures capable of withstanding crises, including natural disasters and health emergencies.​




Digitalization as a Pillar of Resilient Governance

Central to Secretary Perez's discourse was the transformative role of digitalization in governance. He highlighted several key initiatives:​

Electronic Business One-Stop Shop (eBOSS): A platform streamlining business registration processes, reducing bureaucratic hurdles, and promoting ease of doing business.​

Philippine Business Regulations Information System (PBRIS): A centralized repository providing accessible information on business regulations, enhancing transparency and compliance.​

ARTA Regulatory Management Information System (ARTEMIS): A system designed to monitor and manage regulatory processes, ensuring efficiency and responsiveness in public service delivery.​

These digital platforms have collectively enhanced service efficiency and bolstered the government's preparedness in crisis situations.​


Collaborative Efforts with Civil Society and the Private Sector

Secretary Perez underscored the significance of collaboration between the government, civil society, and the private sector in enhancing adaptability and resilience. Regular inspections and assessments of government agencies have been instituted to ensure adherence to regulatory reforms, thereby strengthening the overall crisis response framework.​


Ensuring Continuity of Public Services


In addressing the continuity of government operations during crises, Secretary Perez discussed the implementation of:​


Public Service Continuity Plan (PSCP): A strategic framework ensuring that essential government functions remain operational during emergencies.​


Flexible Work Arrangements (FWAs): Policies allowing for adaptable work setups, ensuring that public services are uninterrupted regardless of circumstances.​


He emphasized that while national policies provide the overarching structure for disaster resilience, local government units (LGUs) are pivotal in executing effective response measures on the ground.​


Strengthening Public-Private Partnerships

Public-private collaboration remains a cornerstone of ARTA's strategy. In 2024, the ARTA Champions program expanded to include 26 new members, notably the American Chamber of Commerce, the British Chamber of Commerce, and GCASH. Initiatives such as Paspas Pilipinas and PinasBilis have been instrumental in accelerating government service delivery through targeted digital capacity-building efforts.​


Legislative Advancements: The Public-Private Partnership Code

A significant milestone highlighted by Secretary Perez was the enactment of Republic Act No. 11966, known as the Public-Private Partnership (PPP) Code of the Philippines. Signed into law on December 5, 2023, this legislation unifies previously fragmented legal frameworks governing PPPs, clarifies the approval processes for national and local projects, and establishes a predictable tariff regime that safeguards public interest. The Implementing Rules and Regulations (IRR) for this act were published on March 22, 2024, and became effective on April 6, 2024. ​


International Cooperation: Philippines and UAE Memorandum

On the sidelines of the WGS 2025, the Philippines and the United Arab Emirates (UAE) signed a Memorandum of Understanding (MOU) on February 11, 2025. This agreement focuses on cooperation in the improvement and development of government activities, reflecting a mutual commitment to enhancing public service delivery and governance practices. ​
