Reports have surfaced indicating that within municipal offices, certain officials—emboldened by their connections and authority—facilitate the issuance of counterfeit PWD IDs. These officials, including members of the Municipal Social Welfare and Development Office (MSWDO), mayors, and councilors, are accused of distributing fake IDs to non-disabled individuals, often due to personal affiliations or in exchange for favors. The Persons with Disability Affairs Office (PDAO), tasked with overseeing the welfare of PWDs, frequently finds itself powerless to intervene, fearing job security repercussions.
