“Walang Itinatago Kung Walang Itinatago”: The Clamor to Audit Confidential Funds and End the Culture of Secrecy

Wazzup Pilipinas!?

In the heart of our democratic republic, where every peso collected from the blood, sweat, and sacrifices of the Filipino people should be guarded with the utmost integrity, we find ourselves once again betrayed by a system that seems to mock accountability. What is most displeasing — or shall we say, downright alarming — is not merely the abuse of public funds, but the audacity with which it is done.

This is not just a breach of the law; it is an insult to every honest, hardworking Filipino.

There is no attempt to even cloak the deceit in sophistication. No effort to weave lies with cunning. Instead, we are made to watch — in disbelief and disgust — as audit rules on the liquidation of confidential funds are trampled upon. Worse, those who benefit from this exploitation now stand defiantly, brazenly issuing threats and challenges, as if the people they are sworn to serve should cower before them.

Where is prudence? Where is shame?

Public funds are not playthings. They are not weapons for political warfare. They are not tools to perpetuate power or silence dissent. They are the people’s money — and with every centavo lost to untraceable spending, a classroom remains without books, a hospital without medicine, a child without food.

It is not enough to merely raise our voices in outrage. It is time to act.

A Call to Arms: Audit All Confidential Funds

The clamor is clear and resolute: Audit all confidential funds — now.

Let us begin with a sampling approach. This isn't just a reasonable measure — it is the bare minimum in a government that claims to uphold transparency. A comprehensive audit will reveal not just the scale of misuse, but the loopholes that have long enabled it.

These “confidential” and “intelligence” funds, scattered like landmines in every nook of government, have often been shielded from scrutiny under the guise of national security. But how much of it actually goes to legitimate security efforts, and how much is funneled into shadowy, self-serving undertakings?

The absence of clear, stringent audit trails for these funds makes them ripe for abuse. And while the Commission on Audit (COA) has existing guidelines, they must now be revisited, reformed, and enforced with renewed vigor. The public deserves a full accounting.

End the Era of Hidden Spending: No to Confidential Funds in the 2026 Budget

The time has come to draw a line in the sand. We must reject the continued inclusion of confidential funds in the 2026 national budget. Not one more peso should be handed over without scrutiny. If the programs are truly necessary, let them stand in the light, not hide in the shadows.

Let us dismantle the illusion that secrecy equates to security. On the contrary — transparency is the highest form of protection a democratic society can offer its people. It is what keeps corruption at bay, what keeps public servants accountable, and what ensures that governance remains a public trust, not a private enterprise.

The Filipino People Deserve Better

This is not just a political issue — it is a moral imperative. When officials gamble with the people’s money, they gamble with lives. Every act of misuse is a betrayal not just of public trust, but of the future we all strive to build.

Hindi ito nakakatawa. Hindi ito biro.

Ito ay insulto sa dangal ng sambayanang Pilipino.

To those in power: If you truly have nothing to hide, then welcome the audit. Let the truth shine in, and let the people judge you not by your threats, but by your transparency.

The demand is not for revenge — it is for justice, for truth, and for accountability.

Because in a just and free society, the people do not fear their leaders.

The leaders fear their people.

And they should.
