Siyempre iniisip namin ano ang pwedeng mangyari,” said Education Secretary and Palaro Board Chairperson Sonny Angara, who has steered the event with resolute leadership. “Ako’y nagpapasalamat sa ating DepEd family at siyempre sa mga local governments dito sa Ilocos Norte. Very supportive sila.”

Each venue pulses with readiness: First aid stations, hydration points, and emergency ambulances line the corridors of competition and billeting areas. But the vision extends beyond physical care—Psychological First Aid teams and Learner Rights and Protection Desks are also in place, making mental health and emotional security a core part of the event's foundation.
Even environmental and disaster preparedness plays a crucial role, with close inter-agency collaboration ensuring Ilocos Norte is equipped for every possibility—from heatwaves to water shortages.

While challenges are inevitable, DepEd’s approach has been both adaptive and bold. With some billeting schools not designed for large delegations, electricity systems were upgraded, and water deliveries arranged with the Bureau of Fire Protection.
Perhaps most impressive is the adjusted game schedule—a smart move to avoid competition during the sweltering heat of 10:00 AM to 3:00 PM, protecting athletes from exhaustion and heatstroke, even for indoor events with limited ventilation.
Food safety, too, is non-negotiable. Only certified vendors may serve athletes, while WASH standards—covering water, sanitation, and hygiene—are strictly enforced. The Palaro grounds are also smoke-free, vape-free, and alcohol-free zones, echoing a commitment to healthy living.
