A youth-led multi-level accountability initiative aims to forward a more bottom-up and evidence-based assessment of the country’s basic education during the pandemic as they launch their multi-level accountability project today, one day before the national electoral campaign starts.

The Center for Youth Advocacy and Networking (CYAN) and Government Watch (G-Watch) officially launched the Multiply-Ed Philippines or X-Ed today, February 7 with participation by almost 800 representatives from various organizations in the country online.

CYAN Executive Director Jeza Rodriguez in her message during the event said that it is an understatement to say that 2022 is a challenging year for Filipinos as we elect the country’s next leader this May.

She said that with the launching of this project, Multiply-Ed hopes to invite every rights-holder and duty bearer to help in accomplishing various activities for education resiliency.

“We hope that we can forward a more sound, scientific, and evidence-based assessment on the state of Philippine Basic Education,” Rodriguez said in front of the participants and guests that attended physically at the Discovery Suites in Pasig City and online via Zoom.

Multiply-Ed, a first-of-its-kind project in the country, is a multi-level accountability initiative that aims to help improve the Department of Education’s Learning Continuity program, making it resilient to the COVID-19 pandemic and other crises.

The event was also highlighted by messages from Vice President Leni Robredo, Senator Risa Hontiveros and Education Undersecretary Diosdado San Antonio.

San Antonio, who spoke on behalf of Education Secretary Leonor Briones said that it is important for the youth to push these kinds of causes for the government to also have the opportunity to listen and partner with more education stakeholders.

He added that the Department of Education is doing its best to cope with the challenging times and are looking for ways to make the learning system resilient during the pandemic better.

Statements of solidarity were also given by Student Council Alliance of the Philippines Chairperson Ken Paolo Gilo, Students’ Rights and Welfare Convenor Mark Diaz, Bukluran UP System Chairperson Dana Mica Torregosa, and Model SK Representative Kristine Cariman.

The event presented the objectives and the goals of the project and the results and recommendations of the special monitoring conducted by X-Ed last year on the pilot implementation of the face-to-face classes of DepEd.

Multiply-Ed is funded by the Global Partnership for Education’s Education Out Loud (EOL) that supports civil society organizations worldwide in shaping education policies to better meet the needs of communities, especially the vulnerable and marginalized.

After the launch, Multiply-Ed will also conduct its first Tool Development Workshop that will gather education stakeholders, namely teachers, DepEd officials, students, education-based NGOs, and community leaders, to develop the monitoring tool that will enable X-Ed’s multi-level accountability in education./*

Multiply-Ed or X-Ed is a project of CYAN (https://cyanpilipinas.com) and G-Watch (www.g-watch.org) that aims to set up a youth-led, multi-sectoral, and multi-level monitoring of education in the time of COVID-19.
