The Philippines, a nation grappling with some of Southeast Asia's highest electricity rates, is at a pivotal moment in its energy journey. Despite facing a surge in demand from a growing population and expanding industries, the country is on a path toward a greener, more efficient future. The decisions made today are set to shape the energy landscape for generations to come, as the nation embraces new policies, regulations, and technologies to build a more resilient energy system.



This dynamic context is the focus of the ENERGY SMART FORUM 2025, the 14th edition of the European Chamber of Commerce of the Philippines' (ECCP) flagship energy event. The forum, held on August 28, 2025, at the Dusit Thani Manila, brought together government officials, industry experts, business leaders, and innovators to tackle the most critical issues facing the sector. The theme, "Driving Energy Revolution: Charting the Path to a Sustainable and Resilient Future," highlighted the event's mission to accelerate the Philippines' journey toward a secure energy future.



A Day of Transformative Discussions

The forum was structured into four main sessions, each diving into a key aspect of the energy revolution.


Session I: Power Shift: The New Rules Shaping the Future of Philippine Energy

The day began with a focus on policy and regulation. The opening session featured Hon. Mylene C. Capongcol, Undersecretary of the Department of Energy, and Atty. Nancy Aurora Q. Fajardo, Executive Director of the Energy Regulatory Commission. They discussed the latest policy and regulatory shifts that are defining the nation's energy future. The discussion also included a panel with representatives from the Asian Development Bank, International Finance Corporation, and AboitizPower, moderated by Quintin Pastrana, President of WEnergy Power Pilipinas.




Session II: Unleashing the Full Power of Renewables

Following the initial session, the spotlight shifted to renewable energy. This segment explored innovative solutions and the challenges of accelerating renewables from policy to reality. Speakers such as Hon. Mylene C. Capongcol and Mr. Jasper Manlapaz of Copenhagen Infrastructure Service Co. led the discussion. The session also included a relaunch of the REPH100 Initiative, with a pre-recorded video message from Climate Group CEO Ms. Helen Clarkson. The panel discussion was moderated by Ms. Ruth Yu-Owen, President & CEO of Upgrade Energy Philippines.



Session III: Energy Efficiency in Action: Doing More With Less

After a networking lunch, the forum delved into energy efficiency. This session, moderated by Mr. Michael Arcatomy Guarin of R.G. Manabat & Co.,  featured discussions on how businesses can reduce costs and carbon footprints through smart energy use. Speakers include Dir. Patrick Aquino from the Department of Energy, Ms. Theresa Acedillo-Lapuz from the Philippine Energy Efficiency Alliance, and Engr. Jherald Casipit from Aboitiz Upgrade Solar Inc. / AdventEnergy.



Session IV: The Energy Game-Changers: Leveraging Emerging Technologies and Innovative Systems

The final session of the day examined the technologies and systems that will future-proof Philippine energy. Mr. Redi Allan B. Remoroza from the National Grid Corporation of the Philippines  spoke on building a smarter grid. The panel, moderated by Atty. Jose Layug Jr., explored what needs to change now to achieve energy equity, security, and sustainability. This session culminated in a closing keynote from Senator Hon. Sherwin "Win" Gatchalian, who discussed legislative priorities for the energy sector.


The ENERGY SMART FORUM 2025 promised to be a crucial platform for dialogue and collaboration, charting a clear path forward for the Philippines' energy revolution and positioning the country at the forefront of a sustainable future.

The ballroom of Dusit Thani Manila, a stage usually reserved for business deals and diplomatic exchanges, became a theater for high-stakes drama on August 28, 2025. At the European Chamber of Commerce of the Philippines' (ECCP) Energy Smart Forum 2025, Senator Sherwin Gatchalian took the podium not just to deliver a presentation, but to issue a stark warning and a rallying cry. With the nation's energy future hanging in the balance, his message was a potent blend of hard data and impassioned advocacy, painting a grim picture of the present while offering a bold, legislative-backed blueprint for survival.


The core of his message was clear: the Philippines is at a pivotal crossroads. We can continue down a path of dependence and vulnerability, or we can seize this moment to build a future of energy independence and sustainability. Gatchalian's address was a masterclass in weaving policy with purpose, turning a technical discussion on megawatts and kilowatts into a compelling narrative of national destiny.



The High Stakes: A Nation Hooked on Coal

Senator Gatchalian opened with a chilling fact: the Philippines has become disproportionately reliant on fossil fuels, with an overwhelming share of its energy mix still coming from coal and oil. He presented data showing that the country's dependence on coal-fired power had surpassed that of even Indonesia and China, a trend that makes the nation susceptible to global market fluctuations and volatile generation charges.


This reliance, he argued, is not just an environmental issue; it is an economic time bomb. The senator highlighted the dramatic difference in generation charges between fossil fuels and renewables, noting how solar power's cost-effectiveness could translate to significant savings for consumers. This segment of his presentation was a clear and concise case for why a rapid shift to renewable energy is not a luxury, but a necessity for the financial well-being of every Filipino.


A Bold Call for an Energy Transition

With the crisis clearly defined, Gatchalian presented the first pillar of his solution: a full-throated energy transition. He championed his proposed Energy Transition Act (Senate Bill No. 157), a legislative measure designed to create a clear roadmap for phasing out fossil fuel plants and achieving net-zero emissions by 2050.


This is no small feat, and Gatchalian acknowledged the immense challenge. But he insisted that the country's ambitious goals of a 35% renewable energy share by 2030 and 50% by 2040 are achievable through a focused, whole-of-nation collaboration. He envisioned a future powered by the relentless winds of the sea and the abundant rays of the sun, urging policymakers and private sector players to invest heavily in onshore and offshore wind, and large-scale solar projects. The senator's plea was not just for more power plants, but for a fundamental reshaping of the nation's energy landscape—a strategic move away from reliance on imported fuels and toward harnessing the country's own vast natural resources.


Beyond the Grid: The Unsung Hero of Energy Efficiency

The second, and perhaps most powerful, part of Gatchalian's presentation focused on a solution often overlooked: energy efficiency. He revealed that despite the passage of the Energy Efficiency and Conservation (EEC) Act in 2019, many of its key provisions remain unimplemented. He spoke with frustration about the untapped potential for savings, citing data that showed billions of pesos had already been saved through existing, albeit limited, programs.


The senator's pitch was simple yet profound: what if the cleanest and cheapest source of energy is the one we already have? He called for a renewed push to maximize energy efficiency through strategic investments in smart technologies like LED lighting and motion sensors, and by publicly highlighting the savings for consumers. It was a plea to make "energy-smart" a daily practice for every household and business, turning passive consumption into an active contribution to the national energy agenda.


Turning Trash into Treasure: The Waste-to-Energy Solution

The final act of his presentation was a dramatic pivot, connecting two seemingly unrelated crises: energy scarcity and waste management. Gatchalian argued for the urgent passage of the Waste-to-Energy (WTE) Act, a measure he has long championed. He described it as a dual-purpose solution that could address the country's mounting garbage problem while simultaneously providing a new source of power.


By converting non-recyclable waste into usable energy, the Philippines could not only reduce its reliance on traditional power sources but also find a sustainable way to deal with the millions of tons of garbage produced annually. It was a compelling vision—a circular economy where what was once a burden becomes a valuable resource, proving that innovation and environmental stewardship can work hand-in-hand. This part of his speech was a powerful finale, showing that a truly comprehensive energy strategy must look beyond conventional solutions and embrace a creative, forward-thinking approach.


As Senator Gatchalian's presentation concluded, the room fell into a thoughtful silence. His was not a talk filled with jargon and platitudes, but a seismic call to action. He laid out a clear choice for the Philippines: to face the future with fear and dependence, or to rise to the challenge with a bold and decisive strategy. It was a dramatic reminder that the energy crisis is not merely a technical problem, but a defining moment for the nation, and that the path to a brighter, more resilient future is not just a hope, but a plan waiting to be executed.

BIR to Conduct Tax Fraud Audit on Anomalous Flood Control Contractors

Bureau of Internal Revenue (BIR) Commissioner Romeo D. Lumagui Jr. has directed the initiation of a tax fraud investigation targeting contractors involved in anomalous flood control projects, as identified by President Ferdinand “Bongbong” Romualdez Marcos Jr. The Commissioner has instructed all BIR offices to closely monitor developments in the President’s investigation and to conduct a parallel audit of the contractors concerned.


“The BIR will undertake a parallel investigation of contractors implicated in irregular flood control projects. We will support the President’s crusade by auditing the tax returns and payments of these entities. Should any contractor be found to have underpaid or evaded taxes, the BIR will not issue an updated tax clearance to them. The contractor will be disqualified from participating in future government procurements, and the final settlement of their existing government contracts will be suspended,” Commissioner Lumagui stated.


This directive aligns with the provisions of Revenue Regulation No. 17-2024 (RR No. 17-2024), which mandates that government contractors must secure an updated tax clearance from the BIR prior to the final settlement of any government contract. The clearance must certify that the contractor has no outstanding tax liabilities and has duly filed and paid all applicable taxes. This updated clearance is distinct from the initial tax clearance required during the eligibility phase of the procurement process.


Failure to present the updated tax clearance shall result in:


• Suspension of the final settlement of the relevant government contract

• Imposition of a tax lien over the contract amount in favor of the government


These enforcement mechanisms are provided under Sections 2 and 3 of RR No. 17-2024 and are intended to safeguard public funds from contractors who fail to comply with tax obligations.


Additionally, Section 235 of the National Internal Revenue Code (NIRC) authorizes the BIR to conduct multiple audits within the same taxable year in cases involving fraud or irregularities, as determined by the Commissioner. This provision is applicable to the contractors under scrutiny in connection with the anomalous flood control projects.


“Sisiguraduhin ng BIR na nagbabayad ng tamang buwis ang lahat ng contractor sa bansa. Kumikita sila sa mga proyektong pinopondohan ng buwis mula sa milyon-milyong Pilipino at mga negosyo—hindi katanggap-tanggap kung hindi sila magbabayad ng tamang buwis. Kung may kilala kayong contractor na hindi nagbabayad ng tamang buwis, isumbong agad sa BIR,” Commissioner Lumagui emphasized.


Commissioner Lumagui also addressed reports of “ghost” flood control projects—projects that were fully paid for by the government and reported as completed, but which, upon verification, were never actually constructed. Upon receipt of official certification from the relevant government agencies confirming the non-existence of such projects, the BIR will issue deficiency tax assessments against the contractors involved.


“If the BIR, through certification or endorsement from the appropriate government agencies, confirms that a flood control project is a ghost project, we will disallow all related cost and expense claims. No project means no deductible expense. A tax deficiency assessment will be issued accordingly,” Lumagui stated.
