Game-Changer for Farmers? Angara’s Bold Move Could Revolutionize Philippine Agriculture!

In a recent initiative to bolster the Philippines' agricultural education, Education Secretary Sonny Angara has emphasized the need for enhanced support to farm schools. These institutions play a pivotal role in equipping rural learners with essential skills in agriculture and agribusiness, aligning with President Ferdinand R. Marcos Jr.'s vision for food security and economic growth. 


During a historic joint management committee meeting of the Department of Education (DepEd) and the Technical Education and Skills Development Authority (TESDA) in Bacolod City, Secretary Angara highlighted the unique position of farm schools. He noted that these schools not only provide land for cultivation but also operate as functional farms, offering senior high school students practical lessons in entrepreneurship, accounting, and business skills. 


Established under Republic Act 10618, farm schools are designed to offer agricultural training, technical skills, and entrepreneurship education, particularly targeting rural areas. A notable example is the Dagatan Family Farm School, which combines academic learning with hands-on farming experience, making the educational journey more productive for students. 


In his visit to the Ramon Torres Malingin Farm School, Secretary Angara lauded the institution's upgraded facilities, including newly built Kubo lounging areas and the pioneering PAAWASAN Water Filtration System. This innovative system addresses both sanitation and irrigation needs, showcasing the school's commitment to integrating practical solutions into their curriculum. Currently, the school serves 117 students under the guidance of three dedicated teachers. 


The impact of farm schools extends beyond individual institutions. In Western Visayas, 31 farm schools across various school divisions are nurturing a new generation of farmers, equipped with modern agricultural techniques and entrepreneurial acumen. 


To further strengthen the bridge between education and industry, Secretary Angara visited several institutions engaged in Senior High School Technical-Vocational-Livelihood programs. These visits included Victorias National High School, Ramon Torres Farm School, VMA Global College and Training Center, Vallacar Transit and Ceres Bus, and PeƱalosa Farm. Such collaborations provide students with real-world skills and job opportunities, ensuring that education remains responsive to industry needs. 


The importance of farm schools is further underscored by legislative efforts to expand agricultural education. Proposals have been made to establish a Philippine Agriculture High School system, aiming to set up specialized farming high schools in each of the country's regions. This initiative seeks to boost productivity and disseminate technology in the agricultural sector, addressing the nation's food security challenges. 


Private sector contributions also play a significant role in this educational landscape. The Villar Social Institute for Poverty Alleviation and Governance (Villar SIPAG) operates several farm schools that have welcomed thousands of trainees. These institutions host numerous training sessions on agriculture-related courses free of charge, cultivating modern Filipino farmers and enhancing the country's agricultural productivity. 


The integration of practical farming education in remote areas is exemplified by initiatives like the one in Negros, where schools teach children the intricacies of organic farming. Such programs ensure that even in remote locations, students gain valuable skills that contribute to community development and sustainability. 


In conclusion, the concerted efforts of government agencies, educational institutions, legislators, and private organizations are pivotal in strengthening farm schools in the Philippines. By providing comprehensive support and integrating practical agricultural education into the curriculum, these institutions are not only empowering rural learners but also contributing significantly to the nation's goals of food security and economic growth.

SSS Unveils Game-Changing Program for Government Workers – Are You Eligible?

In a landmark move to bolster social security coverage for government workers, the Social Security System (SSS) and the Commission on Filipinos Overseas (CFO) have joined forces to implement the KaSSSangga Collect Program. This initiative aims to provide comprehensive social security benefits to Job Order (JO) and Contract of Service (COS) workers within the government sector, who traditionally fall outside the purview of the Government Service Insurance System (GSIS).


Formalizing the Partnership

On March 7, 2025, a Memorandum of Agreement was signed at the CFO headquarters in Quezon City. The ceremony was graced by SSS President and Chief Executive Officer Robert Joseph Montes De Claro and CFO Chairperson Dante “Klink” Ang II. This agreement signifies a mutual commitment to safeguard the welfare of JO and COS workers by integrating them into the SSS framework.

De Claro lauded the CFO's proactive approach, stating, "We commend the CFO and Secretary Ang for taking this initiative to ensure that their JO and COS workers receive the social security protection they deserve." He further emphasized SSS's dedication to supporting CFO's mission of helping overseas Filipinos maintain and strengthen their ties to the Philippines. 


Mechanics of the KaSSSangga Collect Program

Under this program, JO and COS workers at the CFO will be registered as self-employed SSS members. Given their employment status, these workers are not eligible for GSIS coverage, making this initiative crucial for their social security. The CFO will serve as an authorized Coverage and Collection Partner of SSS, facilitating the collection and remittance of monthly SSS contributions through a salary-deduction scheme. 


Comprehensive Benefits for Workers

Enrollment in the SSS opens up a suite of benefits for JO and COS workers, including:

Sickness Benefits: Financial assistance during periods of illness.

Maternity Benefits: Support for female members during pregnancy and childbirth.

Disability Benefits: Aid in cases of partial or total permanent disability.

Retirement Benefits: Provision for a secure post-retirement life.

Funeral and Death Benefits: Assistance to beneficiaries in times of loss.


Additionally, members can access various loan programs, such as salary and calamity loans, offering financial support in diverse situations. They are also entitled to coverage under the Employees’ Compensation Program (ECP) for work-related contingencies. 


Extending Coverage Beyond CFO

The KaSSSangga Collect Program, launched in January 2023, aims to extend social security protection to workers not covered under the GSIS law, including those in national government agencies, local government units, and tricycle operators and drivers associations. 

For instance, over 2,000 workers from the Batanes local government unit became SSS members under this program, showcasing its expanding reach.

This partnership underscores a broader commitment to inclusivity in social security, ensuring that all workers, regardless of employment status, have access to essential protections. As the program continues to grow, it sets a precedent for other agencies to follow, fostering a more secure and equitable environment for all Filipino workers.

EcoWaste Coalition Urges Immediate Withdrawal of Lead-Tainted Reusable Water Tumblers

In a recent alarming discovery, the EcoWaste Coalition has identified reusable stainless steel water tumblers coated with lead-containing paints, posing significant health risks, particularly to children. The organization is calling for the immediate removal of these products from the market to prevent potential lead exposure incidents.


Recent Findings

On March 19, 2025, the EcoWaste Coalition reported detecting high levels of lead in the surface paints of three tumblers purchased from retail stores in Quezon and Taguig Cities, as well as from an online seller. Using an Olympus Vanta M-Series X-Ray Fluorescence (XRF) analyzer, the group found the following lead concentrations:

An 800 ml tumbler featuring a Pikachu character contained 56,750 parts per million (ppm) of lead.

A 380 ml tumbler labeled "Tomotree Cafestyle" had 52,710 ppm of lead.

An 800 ml tumbler with a Winnie the Pooh design showed 37,310 ppm of lead.

These levels far exceed the maximum allowable limit of 90 ppm as stipulated by the Department of Environment and Natural Resources (DENR) under the Chemical Control Order (CCO) for lead and its compounds. 




Health Implications of Lead Exposure

Lead is a potent neurotoxin with no known safe level of exposure. Children are particularly vulnerable, absorbing lead at rates four to five times higher than adults. Even minimal exposure can result in irreversible damage, including neurological impairments, reduced IQ, attention deficits, and behavioral issues. The World Health Organization (WHO) emphasizes that lead exposure can severely harm children's health, affecting brain development and leading to reduced educational attainment. 


Previous Incidents and Ongoing Concerns

This is not the first time the EcoWaste Coalition has raised concerns about lead in consumer products. In November 2024, the organization demanded the removal of 18 spray paint products from store shelves after laboratory tests confirmed lead concentrations exceeding the legal limit, with some products containing up to 114,000 ppm of lead. 

Furthermore, in January 2025, the coalition uncovered additional painted tumblers with dangerously high lead levels, including a "Baby Pooh" tumbler with 10,420 ppm of lead in its yellow paint. 


Regulatory Gaps and Recommendations

The recurring discovery of lead-laden products highlights significant regulatory gaps. The EcoWaste Coalition has urged the national government to designate a specific agency responsible for enforcing the lead paint standard in consumer products like water bottles and tumblers. They also advocate for mandatory labeling to inform consumers and enable informed choices. 


Consumer Guidance

Consumers are advised to exercise caution when purchasing painted reusable water bottles and tumblers. It is crucial to verify product certifications and seek assurance from retailers regarding compliance with safety standards. Choosing products labeled as "lead-free" or "lead-safe" can mitigate potential health risks.


Conclusion

The EcoWaste Coalition's findings serve as a critical reminder of the ongoing challenges in ensuring product safety. Strengthened regulatory enforcement, coupled with informed consumer choices, is essential to eliminate hazardous substances like lead from everyday products, safeguarding public health, especially that of vulnerable children.
