In an era where climate change manifests through devastating wildfires, unprecedented floods, and record-breaking temperatures, the urgency for effective green governance has never been more pronounced. Yet, recent developments reveal a disconcerting trend: while the rhetoric of sustainability flourishes, substantive actions often lag, raising the question—are we truly committed to safeguarding our planet for future generations?


Corporate Greenwashing: A Deceptive Facade


One of the most alarming issues undermining genuine environmental efforts is greenwashing—the practice where organizations falsely portray their products, policies, or initiatives as environmentally friendly. A recent case in point is Active Super, formerly known as Local Government Super, which was fined $10.5 million by the Federal Court for misleading customers about its environmental credentials. Despite claims of sustainable investments, the fund maintained stakes in prohibited sectors, including Russian enterprises post-Ukraine invasion. This incident underscores the critical need for transparency and accountability in corporate environmental claims. 


Regulatory Rollbacks: A Step Backward


Compounding the problem, recent policy shifts have made it more challenging for sustainable investors. Under the Trump administration, the Securities and Exchange Commission (SEC) introduced rules that reduced financing for clean energy projects and made it easier for companies to challenge shareholder resolutions on environmental, social, and governance (ESG) issues. These changes have stymied investors' ability to advocate for more sustainable corporate practices, highlighting the delicate balance between regulatory frameworks and environmental stewardship. 


Corporate Retrenchment: The Retreat from Sustainability Commitments


Adding to the complexity, some corporations are retreating from their sustainability commitments. Aviva Investors, a prominent asset manager, recently reversed its pledge to divest from companies not aligned with the Paris Agreement's 1.5°C target. Initially, Aviva had placed 30 major utilities, mining, and oil and gas companies on a "watch list," threatening full divestment. However, citing changes in market dynamics influenced by geopolitical events, Aviva has shifted its focus, drawing criticism from climate advocacy groups for perceived backtracking on climate leadership. 


Erasing Climate Commitments: The Rise of 'Greenhushing'


In a more covert form of regression, several U.S. companies and non-profit organizations are quietly removing or altering references to climate change from their websites. Companies like Walmart, Kraft Heinz, and American Airlines have either deleted or modified previously stated climate action goals. This trend, termed "greenhushing," undermines transparency and accountability, making it more difficult for consumers and stakeholders to assess corporate environmental initiatives. 


The Path Forward: Reinforcing Genuine Green Governance


These developments paint a sobering picture of the current state of green governance. To counteract these trends and foster a sustainable future, several critical actions are imperative:


Strengthening Regulatory Frameworks: Governments must implement and enforce robust regulations that deter greenwashing and hold corporations accountable for their environmental claims. This includes mandatory, standardized sustainability reporting and stringent penalties for non-compliance.


Enhancing Corporate Accountability: Companies should integrate environmental considerations into their core strategies, moving beyond superficial commitments to implement measurable and impactful sustainability initiatives.


Empowering Stakeholders: Investors, consumers, and civil society must remain vigilant, demanding transparency and genuine action from corporations and policymakers alike.


Fostering Global Cooperation: Climate change is a global challenge that requires coordinated efforts. International policy alignment and collaboration are essential to drive meaningful progress.


While the facade of green governance may appear robust, recent events reveal significant cracks that threaten our collective environmental future. It is incumbent upon all sectors of society to move beyond rhetoric, confront these challenges head-on, and commit to authentic, measurable actions that ensure a sustainable and thriving planet for generations to come.

In a landmark move to enhance the educational landscape, President Ferdinand "Bongbong" Marcos Jr., in collaboration with the Department of Education (DepEd), has initiated a policy to significantly reduce the administrative workload of public school teachers. This initiative aims to cut teachers' paperwork by approximately 57%, allowing educators to dedicate more time to student learning and instructional activities. 


Streamlining Administrative Tasks

Historically, public school teachers in the Philippines were required to complete 174 different school forms, a task that consumed a substantial portion of their time. Under the new policy, this number will be reduced to just five essential forms that all teachers must regularly complete. Additionally, depending on specific ancillary tasks and teaching-related assignments, teachers may be required to accomplish up to 31 and 39 additional forms, respectively. These assignments will be based on the rationalized workload outlined in DepEd Order No. 005, s. 2024. 


Addressing Long-standing Concerns

This policy change directly addresses the long-standing concerns of educators regarding excessive paperwork. Education Secretary Sonny Angara emphasized that reducing the bureaucratic workload will not only improve teachers' well-being but also enhance the quality of instruction provided to learners. 


Data-Driven Decision Making

The decision to streamline administrative tasks is backed by data. A study by DepEd's Technical Working Group revealed that teachers often spend excessive hours on non-teaching tasks. Further supporting this, an IDInsight study found that 42% of teachers work more than 50 hours per week, dedicating an average of 17.8 hours to ancillary duties and 8.1 hours to program-related tasks. Much of this time was consumed by filling out school forms and reports, reducing the time available for lesson planning and student engagement. 


Implementing the New Guidelines

To ensure the effective implementation of the new guidelines, DepEd is set to issue a formal department order. This will be accompanied by nationwide orientation sessions to ensure smooth execution at the school level. Additionally, DepEd plans to create a Data Management Framework to standardize data collection across all schools, eliminating redundant and outdated documentation requirements while ensuring essential school management information is accurately recorded. 


Advocacy and Stakeholder Engagement

Beyond policy implementation, DepEd will launch advocacy campaigns to raise awareness about these reforms. Engaging education stakeholders is crucial in improving teacher working conditions and ensuring the success of this initiative.

Piattos, Kamote, at Dodong Gang?! Mga Pekeng Pangalan sa P625M ‘Secret Funds’ ni VP Sara, Nabuking!

Sa mga nagdaang buwan, nabunyag ang mga kahina-hinalang pangalan na umano'y tumanggap ng confidential funds mula sa Office of the Vice President (OVP) na pinamumunuan ni Pangalawang Pangulo Sara Duterte mula 2022 hanggang 2023. Kabilang dito ang mga pangalang "Mary Grace Piattos," "Xiaome Ocho," "Pia Piatos-Lim," at "Renan Piatos," na walang rekord sa Philippine Statistics Authority (PSA). 


Noong Marso 16, 2025, ibinunyag ni House Deputy Majority Leader at La Union 1st District Representative Paolo Ortega V ang karagdagang mga kuwestiyonableng pangalan tulad ng "Jay Kamote," "Miggy Mango," at ang tinaguriang "Dodong Gang" na binubuo nina "Dodong Alcala," "Dodong Bina," "Dodong Bunal," "Dodong Darong," at "Dodong S. Barok." Wala ring mga rekord sa PSA ang mga pangalang ito, na nagdudulot ng higit pang pagdududa sa paggamit ng confidential funds ng OVP. 


Ayon sa mga natuklasan, sa 1,992 na tinukoy na mga tumanggap ng pondo mula sa OVP, 1,322 ang walang birth records, 1,456 ang walang marriage records, at 1,593 ang walang death records sa PSA. Ang mga datos na ito ay nagpapakita ng posibleng malawakang anomalya sa paggamit ng confidential funds. 


Bukod dito, iniulat din ang mga iregularidad sa paggamit ng confidential funds ng Department of Education (DepEd) noong panahon ni Duterte bilang kalihim nito. Kabilang dito ang mga resibo na may magkakaibang pirma ngunit parehong pangalan, tulad ng tatlong "Alice Crescencio" at isang "Milky Secuya" na may magkaibang pirma kahit lumagda sa parehong araw sa Zambales. Wala ring mga rekord sa PSA ang mga pangalang ito, na nagpapalalim sa mga alalahanin tungkol sa integridad ng mga transaksyon. 


Dahil sa mga alegasyong ito, inihain ang mga impeachment complaint laban kay Pangalawang Pangulo Duterte. Noong Disyembre 4, 2024, naghain ng unang reklamo ang mga progresibong grupo, na sinundan ng pangalawa noong Disyembre 20, 2024, na inendorso nina Camarines Sur Representative Gabriel Bordado Jr. at AAMBIS-Owa Representative Lex Colada. Ang mga reklamo ay naglalaman ng mga paratang ng culpable violation of the Constitution, betrayal of public trust, plunder, malversation, bribery, graft and corruption, at iba pang high crimes. 


Sa kabila ng mga alegasyong ito, patuloy na itinanggi ni Duterte ang anumang maling gawain at iginiit na ang mga pondo ay ginamit nang naaayon sa mga alituntunin. Gayunpaman, ang mga natuklasang ito ay nagdulot ng malalim na pag-aalala sa publiko at nagbigay-diin sa pangangailangan ng masusing imbestigasyon upang mapanatili ang integridad at pananagutan sa gobyerno.
