Once hailed as a bold and uncompromising leader, former President Rodrigo Duterte's political legacy is undergoing a dramatic reassessment. While his fiery leadership and populist rhetoric captivated the nation during his presidency, a growing tide of investigations and revelations now threaten to unravel his image as a strongman who fought against crime and drugs.


A Legacy in Question

During his time in office, Duterte commanded an almost cult-like following. No other post-EDSA president achieved the same level of public trust and approval ratings as he did. Politicians showered him with praise, while government officials competed to win his favor. His reign was marked by his signature war on drugs — an initiative he touted as a crusade to rid the Philippines of illegal substances and criminality.

However, the sheen of his leadership is now marred by controversy. Investigations spearheaded by a coalition of House committees — widely perceived as politically charged due to the Marcos administration’s alignment — have unearthed allegations that could permanently stain Duterte’s legacy.


The Quad Committee's Damning Findings

Central to the investigation are testimonies that paint a drastically different picture of Duterte’s war on drugs. Far from being the unwavering anti-crime crusader, the findings allege Duterte played a key role in a criminal enterprise that profited from the very activities he claimed to eradicate.

According to witness statements, including retired policeman Arturo Lascañas — a self-confessed member of Duterte’s infamous Davao Death Squad — the former president was a “protector and gang leader” of drug lords, particularly in Davao City. Lascañas’ affidavit, which also underpins the International Criminal Court (ICC) case against Duterte, asserts that illegal drug operations flourished under Duterte's watch.

These revelations highlight Duterte's long-standing association with individuals like Michael Yang, a controversial businessman appointed as an economic adviser during his presidency. Yang’s alleged involvement in multi-billion-peso drug operations, corrupt procurement deals during the COVID-19 pandemic, and the proliferation of Philippine offshore gaming operations (POGOs) further deepens suspicions about Duterte's complicity.


Death and Dollars: A Brutal War

While Duterte's war on drugs resonated with Filipinos frustrated by rampant crime, it came at a horrifying cost. Police records reveal that an average of 39 suspected drug offenders were killed daily during the first two years of his administration.

The quad committee alleges that these killings were incentivized. Police officers and vigilantes were reportedly rewarded with taxpayer money for each suspect eliminated — a grim transaction that turned Duterte’s campaign into a machine of sanctioned violence.

Despite widespread reports of human rights abuses, Duterte’s supporters clung to his image as a decisive leader. Yet, as investigations continue, this "do-something" reputation increasingly appears to be a façade.


A Crumbling Stronghold

The inquiry into Duterte’s actions, coupled with a parallel investigation into Vice President Sara Duterte’s questionable use of confidential funds, has cast a shadow over the political future of the Duterte family. Once seen as untouchable, both father and daughter now face intense scrutiny that threatens to erode their political influence.

While Duterte remains defiant, the weight of mounting evidence and public disillusionment may prove overwhelming. For a man who built his reputation on swift action and unrelenting authority, the slow burn of accountability might be his greatest reckoning.


The Road Ahead

For Duterte, the quad committee investigation offers two possible paths: vindication, should the allegations prove unfounded, or condemnation, should the evidence hold. Either way, the inquiry represents a critical moment for Philippine democracy — a test of whether even the most powerful can be held accountable.

Duterte's supporters argue that his achievements outweigh the allegations, citing infrastructure projects and economic initiatives implemented during his term. However, for many, the enduring memory of his presidency will be the lives lost and the broken families left in the wake of his drug war.


A Tarnished Image

Duterte once thrived on his ability to command public perception. His “golden image” as a crime-busting hero served as both shield and sword against critics. Now, that image appears increasingly fragile, with cracks widening under the weight of testimonies, investigations, and the court of public opinion.

History will ultimately judge Rodrigo Duterte, but as revelations continue to unfold, one thing is clear: the legacy he sought to build is far from untouchable. In the face of evidence suggesting betrayal of the public trust, the former president’s mythos may soon collapse, leaving behind a cautionary tale of power, deception, and the pursuit of accountability.

Gaza’s Death Trap: MSF Report Exposes Unprecedented Humanitarian Destruction and Urgently Calls for Ceasefire

Doctors Without Borders/Médecins Sans Frontières (MSF) has released a harrowing new report, “Gaza: Life in a Death Trap”, which reveals the staggering scale of devastation and the near collapse of life in Gaza caused by sustained Israeli military attacks, siege, and blockade over the past 14 months. The report paints a catastrophic picture: targeted assaults on civilians, a dismantled health care system, and systematic obstruction of humanitarian aid. MSF urgently calls for an immediate ceasefire to halt the destruction and allow essential humanitarian assistance to flow.


“Gaza is unlivable. Nowhere is safe, no one is spared, and people are trapped in apocalyptic conditions,” said Christopher Lockyear, MSF Secretary General, who visited the enclave earlier this year. “The Israeli offensive has obliterated hospitals, homes, and basic infrastructure. What we are witnessing on the ground reflects descriptions from numerous experts pointing to genocide and ethnic cleansing.”


Unprecedented Human Toll

The report underscores the devastating consequences of Israel’s response to the October 7, 2023 attacks by Hamas and other armed groups, which killed 1,200 people and led to 251 hostages. In retaliation, Israel has waged an all-out war on Gaza, resulting in the deaths of more than 45,000 Palestinians, according to the Ministry of Health. The real toll is likely much higher due to collapsed health care, disease outbreaks, and inhumane living conditions.


Key findings include:

Forced Displacement: 1.9 million people—90% of Gaza’s population—have been displaced, many multiple times, as bombardments intensify.

Health System Collapse: Fewer than half of Gaza’s 36 hospitals are partially functional. Medical teams face relentless attacks, with MSF staff enduring 41 violent incidents in a single year. Patients and staff have been forced to evacuate hospitals 17 times under fire.

Humanitarian Aid Blockade: In October 2024, the average number of aid trucks entering Gaza plummeted to 37 per day—a catastrophic drop from the pre-war 500 trucks daily.


Gaza’s Collapsing Health and Humanitarian Systems

The health care crisis is compounded by Israel’s systematic denial of medical evacuations and humanitarian access. Between May and September 2024, Israel authorized only 1.6% of critical patient evacuations. MSF teams report alarming increases in malnutrition, infectious diseases, and untreated chronic illnesses as displaced families live in overcrowded, unhygienic shelters with no access to basic needs.


Children face an unimaginable future, missing critical immunizations and care. MSF warns that without immediate action, preventable diseases like measles, polio, and diarrhea will ravage the already vulnerable population.


"Palestinians are enduring inhumane and dehumanizing conditions," Lockyear added. "They are killed in their homes, hospitals, and displacement shelters. Even basic necessities—food, water, soap—are inaccessible. This is not survival; it is torment."


Deliberate Blockades and Indifference

The report highlights Israel’s refusal to comply with the International Court of Justice (ICJ) order issued on January 26, 2024, which demanded immediate measures to allow humanitarian aid. Instead, Israeli authorities have escalated restrictions, even banning UNRWA, Gaza’s largest provider of essential aid and services.


The situation in northern Gaza has become especially dire. Following Israel’s “scorched-earth” offensives, regions like Jabalia camp remain besieged and starved of aid, leaving tens of thousands in peril.


A Call to Action: Immediate Ceasefire and Humanitarian Access

MSF calls on Israel’s allies and the international community to fulfill their moral and legal obligations:


Demand an immediate and sustained ceasefire to save lives.

Ensure safe and unimpeded delivery of humanitarian aid to address urgent needs.

Pressure Israel to comply with international humanitarian law and ICJ directives.

Long-term Catastrophe

Even if hostilities ended today, the report warns that Gaza faces a generational crisis. Thousands of wounded face the risk of amputation, infection, and lifelong disabilities without adequate rehabilitative care. Meanwhile, the collective trauma of violence, loss, and displacement will have devastating long-term impacts on mental health and social stability.


The Final Plea

Doctors Without Borders remains on the ground, providing lifesaving medical assistance under impossible conditions. But the organization warns that without immediate global action, Gaza’s destruction will become a permanent stain on the conscience of humanity.


“The total annihilation of Palestinian life in Gaza must stop,” Lockyear urged. “This death trap cannot be ignored any longer.”

DepEd secures land titling partnership with LRA to accelerate school building construction

In an effort to expedite construction of school buildings and facilities, the Department of Education (DepEd) formalized a partnership with the Land Registration Authority (LRA) to address long-standing issues with untitled properties that often hinder infrastructure projects.

The partnership, led by Secretary Angara and LRA Administrator Gerardo Panga Sirios, aims to convert manually issued land titles under DepEd into electronic titles —a pivotal step in addressing the perennial issue of classroom backlog. 

By securing land titles, DepEd aims to eliminate bureaucratic delays, ensuring that schools can be built on legally secured properties.

“Nakikita natin that the lack of title signifies lack of security or [lack of] a secured future because dito nade-delay ang pag-construct ng panibagong classrooms,” Secretary Angara said during the ceremonial signing of the Memorandum of Agreement (MOA) with LRA.

“Mahalaga at makasaysayan ang araw na ito, especially sa DepEd. Ang lupa o titulo ng isang eskwelahan, ‘yan ang puso ng komunidad dahil hindi lang diyan nag-aaral ang mga bata, diyan din nagtitipon-tipon ang barangay [council], [at] ang komunidad,” Secretary Angara emphasized.

LRA Administrator Sirios underscored the partnership’s importance in safeguarding assets for future generations. 

“This event will help not only the Department of Education in securing its assets but also securing the future of our youth because with these assets, this is where schools will be located, and with the schools, we can provide quality education to our youth,” he said.
