Save Our Mid Year Classes: Joint Statement on the UP Mindanao Mid Year Cancellation

A few days before enrollment, the University of the Philippines Mindanao (UPMin) announced the abrupt cancellation of their midyear classes. After several attempts to dialogue and appeal with the administration against the said decision, the UPMin University Student Council was able to establish that for the previous years, the University has not allotted any budget for their summer classes and instead relies on their yearly savings, and that honoraria for teaching overloads for the past semester have also not been settled by the administration.

As a consequence, many students have been forced to enroll in other constituent campuses of the University of the Philippines. With the delayed announcement of the cancellation, the affected students further had difficulties securing slots for different subjects in other constituent campuses.

Until now, the administration has not provided solutions to accommodate those affected by the cancellation of classes. The USC continues to await the response of the Office of the Chancellor on the said issue.

We, youth and student leaders from various organizations around the Philippines, condemn the gross negligence and financial mismanagement of the UP Min Administration. The cancellation of the midyear classes is a violation of student rights and welfare. They were not consulted nor properly informed of a critical decision that have been proved to restrict the students' access to quality education.

As united youth and student leaders, we therefore make the following calls to promote quality and accessible education to the students of UP Min:

We call on the UP Min administration to rectify their mistakes by recognizing the utmost need to provide Midyear classes. For the long term, the administration must ensure sufficient allotment for this in their annual budget. For the immediate term, the administration must facilitate the enrollment of affected students in constituent campuses. For those who will not be accommodated, special classes must be secured by UP Min in other universities or by raising enough resources to provide honoraria to UP Min professors who are willing to hold classes this summer.

We also call the UP Min administration to foster a governance that is not dictatorial but is consultative, informative, and proactive. We demand for the institutionalization of student representation and participation in the University especially on the finalization of the University budget to prevent similar incidents. We, the students are critical stakeholders in the university and we will be most affected by such policy changes. Students must therefore be part of the discussions and decision-making.

We also call on the UP Mindanao community to continue our struggle against any repressive and disempowering policies that would strip off the university of its public character. Through our collective action and undying perseverance, we must advance our clamor for full state subsidy and maximize the avenues for participation and transparency that are available to us.

In the midst of such threats, we, youth and student leaders of the Philippines, continue our fight for accessible, quality and relevant education, we continue our fight for our rights!
