PH Has Highest Number of Depressed People in Southeast Asia, Mental Health Law Pushed

"Many Filipinos are suffering a crisis in the dark; the silent burden of impaired mental health."

This was the statement of Akbayan Senator Risa Hontiveros as she pushed for a measure to address the mental health needs of the Filipino people.

Together with former Senator Leticia Ramos-Shahani, the Philippine Psychiatric Association (PPA), celebrity endorser Jerika Ejercito and other advocates, Hontiveros filed on Thursday Senate Bill No. 1190 otherwise known as the“Philippine Mental Health Act of 2016.”

Hontiveros, who is the Chairperson of the Senate Committee on Health and Demography, said that the Philippines is one of the few countries in the world without a comprehensive mental health law.


1 in 5 Filipinos suffer from mental disorder

The senator, citing several studies and government statistics, said that the country has the highest number of depressed people in Southeast Asia with schizophrenia as the top mental health disorder among Filipinos.

"1 in 5 adult Filipinos suffer from mental or psychiatric disorder. This represents an average of 88 reported cases of mental illness per 100,000 Filipinos. Also, the number of suicide cases in the country has steadily risen over a period of 20 years from 1992 to 2012," Hontiveros explained.


Lack of psychiatrists

In the rural health centers, Hontiveros said that 50% of adults visiting rural health centers in remote barrios were diagnosed to have some form of psychological illness. The senator also underscored the lack of psychiatrists in the country. As of 2014, she said that there are only 490 psychiatrists currently licensed to practice in the Philippines.


Rights of persons with mental health needs


Hontiveros’ bill seeks to identify and solidify the rights of persons with mental health needs such as the right to receive mental health services at all levels of the health care system. The bill is also pushing for the establishment of psychiatric and neurologic service in regional, provincial, and all tertiary level hospitals, recognition of other forms of treatment/non-medical alternatives and integration of mental health in the education curriculum.

“For the longest time, many people with mental health needs are silently suffering in the dark due to the lack of a comprehensive mental health law. It's time we uphold the people's right to mental health and protect the rights of those who require mental health services," Hontiveros ended

Miss Earth 2016: Empowered to Make a Change

The Philippines once again plays host to the 16th edition of Miss Earth, the highly anticipated international environmental event that has been crowning beauty queens who serve at the forefront of promoting environmental awareness.

The announcement was made by Carousel’s Executive Vice President and Miss Earth founder Lorraine Schuck. Following the success of the Austrian staging of the event last year, Carousel thought it best to bring back Miss Earth to its home country where change is adamantly implemented in different sectors.

“It has always been our mission to encourage everyone to make a change in their day-to-day activities in terms of lessening their carbon footprint,” states Ms. Schuck. “Imagine the effects of these little steps if there would be millions who are willing to make that change.”

Carousel believes that the Philippine staging of Miss Earth 2016 will amplify the current administration’s stand on environmental issues. Both Carousel and the current DENR Secretary Gina Lopez have been partners in the past in a campaign for a cleaner and greener environment.

Tanghalang Ateneo Presents “Boy”

Tanghalang Ateneo, the longest-running theater company of the Loyola Schools of the Ateneo de Manila University opens its 38th season: De/Constructing Narratives with Boy, a thought-provoking new play by award-winning American playwright Anna Ziegler. This will go onstage at the Ateneo de Manila’s Black Box Theater (Fine Arts Annex) on October 19-November 10.

The play, which just had its world premiere produced by Keen Company in New York City earlier this year, is translated into Filipino by Guelan Varela-Luarca and directed by Ed Lacson, Jr. Tanghalang Ateneo’s production of this play not only serves as its Philippine premiere but is also its first international staging and the first one produced outside of the original New York City production.

Boy is a story of self-realization and gender identity, a journey to find one’s self amidst doubt and confusion. The play follows the life of Adam Turner who, as a new-born baby, had an unfortunate medical accident resulting in his parents deciding to raise him as a girl upon the advice of a renowned psychologist. As Adam grows older, his confusion about who he is and what he wants to become in life becomes more and more apparent that his parents eventually decide to reveal to him his biological gender. The discovery leads Adam to re-create himself, severing all communication with his psychologist.

Most recently, he fought twice under the ONE Championship banner. He first steamrolled through Rabin Catalan, a 2008 National Wushu Champion out of the Philippines, back in April at ONE: GLOBAL RIVALS. He then outclassed Kritsada Kongsrichai, a Thai National Wrestling Champion, at ONE: HEROES OF THE WORLD in August.

Police Take Photo Ops with Marijuana User Suspect Mark Anthony Fernandez

Actor Mark Anthony Fernandez, son of the late actor Rudy Fernandez and former actress Alma Moreno, was arrested Monday night, October 3, 2016, after around one kilo of marijuana was allegedly seized from him by the Angeles City police.

But the incident was not originally intended as a buy bust operation for illegal drugs against him. Chief Insp. Francisco Guevarra Jr. said Mark was flagged down at a checkpoint along Mc Arthur Hi-way in Brgy. Virgen Delos Remedios because his car had no front license plate. A car chase ensued between the actor and the authorities which led to the police firing at one of the Mustang’s front tires. The authorities said that they did not know the identity of the suspect until they caught the actor in San Fernando City.

The actor is currently detained at the Station 6 of the Angeles City police in Pampanga. There is no bail allowed for suspects caught with 500 grans and above marijuana.

However, there seems to be some conflicting statements coming from Mark. 

At first, it seems he confirmed the presence of the 1 kilo marijuana, but later he is saying that he only has a small amount and that the 1 kilo was planted in his car by the police.

Mark admitted to using marijuana but said it's for medical purposes only specifically to prevent cancer.

Mark faces violation of Republic Act 9165 or the Comprehensive Dangerous Drugs Act of 2002.

Also, some photos of Mark with some police women became viral over social media showing how they took photo ops with the actor. Many have criticized that it was highly unbecoming of the police to have done such acts as if being starstruck and giving special treatment to the actor.

The police also organized a press conference with the actor without any legal counsel representing the actor.

"There were posts shared about the inadmissibility of Mark Fernandez's admissions in reply to questions propounded by police officers during a press conference. These were done in violation of the Miranda doctrine (Art. III, Sec. 12, 1987 Constitution) which mandates that he should have been assisted by counsel. 
However, Mark Fernandez made the same admissions when he was asked by Media (which is not an agent of the state) about the incident involving him, a check point, a car chase with the police, and a kilogram's worth of marijuana found in his possession. 
Does the Miranda rights doctrine, as well as the exclusionary rule, cover confessions made to Media outlets? If not, are there legal safeguards (domestic law or international law) which protect suspects from making declarations against their interest brought about by the oftentimes mis/leading prodding by Media practitioners?"

Mark backtracked his earlier statement that he bought a kilo of it for P15,000.

"Nung hinuhuli po ako, nakita ko po, pinatong sa kotse ko [iyong marijuana]. Bibilhin ko pa lang, titingnan ko pa lang, pero hindi ko pa nabibili, or hindi pa ako desididong bilhin, pero nilagay po sa kotse ko [I have yet to buy the marijuana block when they arrested me. They just put it in my car]," he said.
The police has since denied Fernandez's claims.

"We stood with our spot report that there's no such thing that this marijuana was planted to him. First and foremost, we don't have any reason for him para i-plant itong marijuanasa kanya. Secondly, kung makikita mo kasi pinaigting talaga namin ang police operation namin. Again, it was a chance arrest," Pampanga Regional Police head, Chief Superintendent Aaron Aquino said.

Though there is still no official bill legalizing it yet, using marijuana for medicinal purposes is allowed. However, one must first secure a special permit from the FDA to avoid legal conflicts.

The bills filed in the Senate and House of Representatives to legalize cannabis are still in limbo, but groups or individuals who want to use marijuana for medicinal purposes may apply for a special permit from the FDA.

Marijuana use has been decriminalized in some countries like Colombia, Costa Rica, and Mexico, albeit the possession and sale still come with restrictions. Colombia, for example, sets the limit at 22 grams for personal use and 20 plants for cultivation.

Certain states in the US also recently approved the medical use of marijuana.

As preparations for the upcoming AFF Suzuki Cup continue to heat up, with Philippines co-hosting the world-class tournament for the first time, Suzuki Philippines Inc. intensifies the excitement with an online promo that will give football fans a chance to score great prizes. The AFF Suzuki Cup, inaugurated in 1996, is a biennial football tournament organized by the ASEAN Football Federation (AFF). Suzuki has been the title sponsor of the Cup since 2007.

Through the AFF Suzuki Cup Experience Facebook Photo Contest, two lucky winners and their companions will be able to witness the games up close and cheer on for the national football team on the opening day of the tournament, November 19 as the Philippine Azkals try to outscore Singapore, an ASEAN powerhouse. The matches will be held at the Philippine Sports Stadium in Bocaue, Bulacan.

The online photo contest will run from October 1 through 31. Prizes at stake include two sets of 4 passes to the games, and other Suzuki premium items. Plus, the winners, whose names will be announced on November 9, will get a free ride in the all-new Suzuki Ciaz to and from the venue so they can fully enjoy this one-of-a-kind experience in great style!
