Hontiveros Lauds Passage of ‘Anti-Catcalling’ Ordinance in Nation's Capital

“Bihirang lumipas ang isang araw na hindi ako na-cacatcall”, said 4th year college student Kana Takahashi, sharing her experience of being sexually-harassed in her daily commute to school. “I always have to ready my pepper spray and rape whistle everytime”, she said.

A student leader in one of the universities in the city of Manila, Kana said that sexual harassment in public spaces is a daily reality not only for her but for many women in the nation’s capital.

That soon might change. Akbayan Senator Risa Hontiveros on Friday lauded the passage of a Manila ordinance penalizing catcalling and other forms of public sexual harassment.

The ordinance, sponsored by Manila District 4 Councilor Krystle Bacani, will penalize all forms of sexual harassment in public spaces such as catcalling, wholf-whistling, leering, groping and many others. It also outlines clear penalties for violations and violators and enhances the role of the Manila Police District in apprehending harassers. Manila Ordinance No. 7857 was passed on third and final reading by the Manila City Council on Thursday.

Manila joins Quezon City in penalizing street-level harassment of women. In 2016,
Mayor Herbert Bautista has signed into law the city’s amended gender and development code, imposing a fine and jail term for acts considered as sexual harassment of women in public spaces.

"The passage of this landmark measure is a big victory for women and safe spaces advocates. It is historic and groundbreaking. An anti-catcalling ordinance in the country's capital is a big boost to the campaign to protect its women from daily street harassment and a clear policy shift on the part of our local government. This will certainly serve as an inspiration as we push for the passage of a similar policy on the national level," Hontiveros said.

"I would like to congratulate Councilor Krystle Bacani for leading the charge in the passage of this ordinance, the Manila City Council and Mayor Joseph 'Erap' Estrada for supporting the women's clamor for safe streets," Hontiveros added.

Last March, Hontiveros, citing data from the Manila Police District (MPD), said that two (2) women get harassed everyday in the country's capital. The forms of harassment reported include acts of lasciviousness, sexual harassment, rape and violence against women. She said most of the incidents happened after office hours and during unholy hours.

Hontiveros, who is the Chairperson of the Senate Committee on Women, is pushing for the passage of a Safe Streets and Public Spaces Act in the Senate. The bill aims to prohibit and penalize gender-based harassment in public spaces such as catcalling, wolf-whistling, cursing, leering, groping, persistent request for name and contact details. It also seeks to penalize the use of words tending to ridicule on the basis of actual or perceived sex, gender expression, or sexual orientation and identity, including sexist, homophobic and transphobic slurs. 

Hontiveros' bill is scheduled for interpellation once the Senate resumes session.

It is a common sentiment among those in rural areas in the Visayas and Mindanao --- that many of the government’s development projects are centered in Metro Manila and in other mega cities, while those in far-flung provinces are not given much attention.  But, not this time. Not anymore. 

Consistent with President Rodrigo Duterte’s promise to make a big push toward regional and rural development, more and more projects are being lined up in the southern parts of the country for implementation, in an effort to spread benefits of economic growth and lift populations out of poverty. Inclusive growth, after all, is strongly linked to this administration’s battle cry of “Build, Build, Build.”

On June 28, 2018, Department of Transportation (DOTr) Secretary Arthur Tugade, along with the department’s undersecretaries, assistant secretaries, and heads of attached agencies met with officials from the DOTC-Autonomous Region in Muslim Mindanao (ARMM) headed by Regional Secretary Datu Ombra Sinsuat Jr. 

The meeting was organized to discuss empowering linkages, coordination, and collaboration between the DOTr and its counterpart in the ARMM.

“Sa tinagal-tagal ng panahon, napansin kami. First time po na hinarap kami ng DOTr nang kumpleto. First time din na kami ay pinakinggan. Na-surprise kami ‘nun, pati mga kasama ko,” said Sinsuat. 







According to Secretary Tugade, the meeting is just among the efforts of the department to ensure that local governments do not feel left out, and are actively involved in efforts to improve their locality, especially in Mindanao, where many areas are still under-developed due to years of violence, corruption, and under-investment.  

“Mahal na mahal ni Pangulong Duterte ang ARMM,” Secretary Tugade told the officials. “Kung dati, pinangakuan kayo at hindi natupad, sinisiguro ko sa inyo na ‘yung mga pangako ngayon, mangyayari ‘yun,” he added. 

The DOTr has 28 port projects and 11 airport projects in ARMM. Among these are the widening and construction of port facilities in the Al Barka Ports Cluster in Basilan, and ports construction in Lanao del Sur, Maguindanao, Sulu, and Tawi-Tawi. Several airport development projects are also included in this year’s funding, particularly for Jolo Airport in Sulu, Cotabato Airport, and Sanga-Sanga Airport in Tawi-Tawi.  

Reg. Secretary Sinsuat said Secretary Tugade will again join them for a sectoral meeting to discuss the developments of the projects. He is hopeful that this time, with the continuous support of the national government, there will be genuine and lasting progress in the region. 

“Ako, more than one year akong secretary, pero first time yung ganito ka-fruitful na meeting na naramdaman namin sa time ni Secretary Tugade,” he said.

Twitter Takes Action to Counter Spam and Malicious Automation

Inauthentic accounts, spam, and malicious automation disrupt everyone’s experience on Twitter. To help move towards this goal, Twitter introducednew measures to fight abuse and trolls, new policies on hateful conduct and violent extremism, and are bringing in new technology and staff to fight spam and abuse.

To date, the company has made a lot of investments in this space resulting to positive impacts:

      In May 2018, Twitter’s systems identified and challenged more than 9.9 million potentially spammy or automated accounts per week. That’s up from 6.4 million in December 2017, and 3.2 million in September.
      Twitter is removing 214% more accounts for violating Twitter spam policies on a year-on-year basis.
      At the same time, the average number of spam reports received continued to drop — from an average of approximately 25,000 per day in March, to approximately 17,000 per day in May. A 10% drop in spam reports from search as a result of recent changes. These mean people are encountering less spam in their timeline, search, and across the Twitter product.
      In Q1 2018, Twitter suspended more than 142,000 applications in violation of their rules — collectively responsible for more than 130 million low-quality, spammy tweets as Twitter maintained this pace of proactive action, removing an average of more than 49,000 malicious applications per month in April and May. Twitter is increasingly using automated and proactive detection methods to find misuses of their platform before they impact anyone’s experience. More than half of the applications they suspended in Q1 were suspended within one week of registration, many within hours. These are proofs that Twitter is working to catch and prevent these activities before anyone can see it.

The company can tackle attempts to manipulate conversations at scale, across languages and time zones, without relying on reactive reports. With that, Twitter has four new processes in fighting spam and malicious automationaside from developing machine learning tools.

1.     Reducing the visibility of suspicious accounts in Tweet and account metrics
A common form of spammy and automated behavior is following accounts in coordinated, bulk ways. Often accounts engaged in these activities are successfully caught by an automated detection tools (and removed from the platform’s active user metrics) shortly after the behavior begins.Twitter has started updating account metrics in near-real time: for example, the number of followers an account has, or the number of likes or Retweets a Tweet receives, will be correctly updated when Twitter take action on accounts.

When an account behaves suspiciously, it will be put into a read-only state where it can’t engage with others or Tweet. Follower figures and engagement counts will be remove until it passes a challenge like confirming a phone number. People can see a display warning on read-only accounts and prevent new accounts to follow them to avoid inadvertent exposure to potentially malicious content. After the challenge, it will take hours for the account to be restored. These makes protections more transparent to anyone who may try to interact with an account in a read-only state. People may notice improvements on account metrics regularly in the display of Tweet and account information to ensure that malicious actors aren’t able to artificially boost an account’s credibility permanently by inflating metrics like the number of followers.

2.     Improving the signup process
To make it harder to register spam accounts,Twitter will require new accounts to confirm either an email address or phone number when they sign up to defend against people who try to take advantage of Twitter’s openness. Twitter is working closely with their Trust & Safety Council and other expert NGOs to ensure this change does not hurt someone in a high-risk environment where anonymity is important. This may roll out later this year.

3.     Auditing existing accounts for signs of automated signup
Twitter is conducting an audit to secure a number of legacy systems used to create accounts to ensure that every account created on Twitter has passed some simple, automatic security checks designed to prevent automated signups. The new protections as a result of the audit which helped prevent more than 50,000 spammy signups per day.

Now, Twitter is taking action to challenge a large number of suspected spam accounts that they caught as part of an investigation into misuse of an old part of the signup flow. These accounts are primarily follow spammers who have automatically or bulk followed verified or other high-profile accounts suggested to new accounts during the signup flow. Some people may see their follower counts drop; This does not mean accounts appearing to lose followers did anything wrong; they were the targets of spam that Twitter is cleaning up. Twitter is taking more steps to clean up spam and automated activity and close the loopholes exploited.

4.     Expansion of Twitter’s malicious behavior detection systems
Twitter is now automating some processes in suspicious account activity, like exceptionally high-volume tweeting with the same hashtag, or using the same @handle without a reply from the account they are mentioning. These tests vary in intensity, and at a simple level may involve the account owner completing simple reCAPTCHA process or a password reset request. More complex cases are automatically passed to Twitter for review.

What Users Can Do
There are important steps users can take to protect their security on Twitter:
      Enable two-factor authenticationInstead of only entering a password to log in, Enter a code which is sent to a mobile phone. This verification helps make sure that only the owner can access their account.
      Regularly review any third-party applications. Visit the Apps tab in the account settings on twitter.com to review and revoke access for applications.
      Don’t re-use passwords across multiple platforms or websites. Have a unique password for each accounts.
      Use a FIDO Universal 2nd Factor (U2F) security key for login verification when signing into Twitter.

Additionally, if you believe you may have been incorrectly actioned by one of Twitter’s automated spam detection systems, you can use the appeals process to request review of your case.

Twitter is continuing to invest across the board in their approach to these issues, including leveraging machine learning technology and partnerships with third parties. Despite the seemingly insurmountable odds, Chuang believes that great risks result to greater rewards as she has an opportunity to establish herself as one of the premier strikers on the planet by claiming a victory over a highly-touted Muay Thai practitioner such as Yodcherry.
“ONE Championship is very famous. Everyone knows about it. But to me, the most exciting part is the fight itself because I am achieving one of my goals,” she stated. “It is my time to finally show what I have been through for the past few years of my life, and what I have learned.”

Having fought since the age of six years old, Yodcherry is regarded as one of the best pound-for-pound female Muay Thai combatants in the world today.
With an impressive professional record of 81-18-1, Yodcherry has garnered many achievements in the ring, having won various Muay Thai world championships throughout her young career.
As a teenager, she cleaned out all females in her weight division and ended up having to take 30 bouts against males, winning 29 of those matches.
Hailing from the legendary Sityodtong Camp in Thailand, Yodcherry has an aggressive style with knockout power and an iron chin.
Although her Thai opponent boasts an outstanding curriculum vitae as a kickboxer, Chuang is not overly concerned.
“I see many ways that this fight could go. Fighters always need to be prepared for a variety of different outcomes. I have to get ready to beat under any circumstance. This will be a long fight, and I need to prepare for it,” she said.
Training at Iron Boxing in Taichung, Chinese Taiwan, Chuang has compiled a solid 16-5 professional record.
Moreover, Chuang holds a notable triumph over the likes of multiple-time Muay Thai World Champion Ayaka “Little Tiger” Miyauchi on the way to a pair of WAKO kickboxing championship titles.
Her profile as a prizefighter might not be as imposing as Yodcherry’s standing in the sport, but Chuang believes that she will raise her stock as a competitor if she gets her hand raised against the razzle-dazzle Thai dynamo.
“I believe in myself more, I have more confidence, and I feel like I am where I am supposed to be. I always knew I had potential, and now I am starting to show it,” she declared.
Chuang acknowledges Yodcherry’s talent as a kickboxer, but she assures all and sundry that she will walk into the ONE Championship five-rope ring on 7 July with an uncompromising faith in her abilities.
“I believe in my team, I am going to listen to my team, and we are going to get it done,” she mentioned. “I enjoy training when I have big obstacles. I enjoy the fire inside me. I want a challenge. I want people to really think it is impossible for me to win because that is when I am going to show them wrong.”

DOTr Disqualifies Prospective Bidders With Pending Cases vs the Government

The Department of Transportation (DOTr) will no longer allow prospective bidders with pending cases against the government to participate in all its bidding activities.
 
In a Memorandum dated June 26, 2018, DOTr Undersecretary for Legal Affairs and Procurement Reinier Paul Yebra said DOTr Secretary Arthur Tugade’s instruction is in line with the procurement principles under Republic Act 9184 or the Government Procurement Reform Act for a streamlined bidding process.
 
“Common sense lang naman ‘yan. May kaso nga, may problema, bakit mo naman hahayaan na kumita pa gamit ang pera ng taumbayan? Prospective bidders who want to do business with government must have a clean record, and must have a history of good dealings with the government. It’s that simple,” said Secretary Tugade.

Usec. Yebra added the DOTr is duty-bound to ensure that all prospective bidders are properly screened towards the goal of preventing opportunities for corruption in government. 
 
Accordingly, Yebra said all prospective bidders are required to submit a Certification, under oath, certifying that they have no pending case/s against the government. This Certification shall be included in the Bid Data Sheet of Bidding Documents that the DOTr requires for all its projects.
 
“Failure of a bidder to comply with the requirement or submission of a false Certification shall constitute a ground for automatic disqualification,” Yebra said.

The disqualification of prospective bidders with pending cases against the government is one of the reforms instituted by Secretary Tugade in an effort to promote good governance and transparency in the agency's bidding and procurement processes. 

For the first time in the agency’s history, Secretary Tugade last year ordered the livestreaming of bidding processes of all DOTr projects. 

He also required bidders seeking to work with DOTr to file  their bids and other correspondences via e-mail to foster a fast, free, convenient and secure bidding procedure.
