Kevin Belingon hungry for Another KO Win to Cement Position as Next Title Challenger


For the past three outings of Kevin “The Silencer” Belingon inside the ONE Championship cage, the Filipino mixed martial artist has proven himself as the next worthy contender for the coveted ONE Bantamweight World Championship.
Ever since unsuccessfully challenging Bibiano Fernandes for the gold-plated strap in January 2016, Belingon has run through his recent opposition by piling up three-straight stellar victories.
Following his submission setback to Fernandes, Belingon took several months off before re-emerging in October 2016 by handing top Tajik prospect Muin Gafurov his second professional loss via unanimous decision.
Belingon followed it up with an astounding knockout conquest of Finnish dynamo and former title contender Toni Tauru last April in front of a sold-out crowd at the 20,000-capacity SM Mall of Asia Arena in Manila, Philippines.
In his most recent bout, Belingon showcased another epic performance by notching a first-round knockout win over fellow ex-title challenger Reece “Lightning” McLaren last August.
After picking up an emphatic victory over McLaren, it appeared that Belingon was on his way to a second encounter with Fernandes.
However, Belingon is having a slight detour towards his goal to meet Fernandes again as he has been booked to face Korean-American standout Kevin “Old Boy” Chung in a three-round affair on the undercard of ONE: LEGENDS OF THE WORLD, which takes place at the 20,000-seater SM Mall of Asia Arena in Manila, Philippines on 10 November.
For Belingon, his cage showdown with Chung is an opportunity to make a truly impressive statement as his objective is to score a rematch with Fernandes for the organization’s bantamweight title.
“Make no mistake about it, my performances in the cage as of late are a message to the organization and to the reigning ONE Bantamweight World Champion. I am coming for that belt, and no one can stop me. Whoever they put in front of me, I will be looking to destroy. I am a man on a mission,” he stated.
According to Belingon, defeating Chung in decisive fashion may strengthen his bid to get a rematch with Fernandes.
“My mindset remains to showcase my skills and remain focused on executing the game plan. My team and I have devised a tremendous strategy in dealing with my next opponent. Even though I have scored some recent knockouts, I am not going in there recklessly,” he explained.
“If at any point I sense my opponent is ready to go, and the knockout presents itself, I am like a shark in a fish tank. There is no doubt I will go for the finish, and I will end matters quickly. I will strike my opponent until the referee pulls me off him,” Belingon added.
It seemed to take the 30-year-old Baguio City native a while to realize just how merciless his striking power is.
Despite running at breakneck speed to 9-0 at the start of his professional career, the Team Lakay bantamweight was not a renowned knockout artist.
But since signing with ONE Championship in 2012 and focusing on his training regime in the mountain region of the Philippines, five of his seven victories have come by way of knockout.
“I have bolstered my training, working on all areas of my game from striking to grappling,” Belingon shared.
With his Wushu background honed under Mark Sangiao, Belingon is as lethal as the nickname suggest as he is fast, destructive and goes for the clean shot.
Belingon is literally punching his way to a second title opportunity against division kingpin Fernandes, having recently knocked out two former world title challengers in the very first round.
“I want to show everybody that I am the real title challenger-in-waiting. I have realized my mistakes in my first encounter with Bibiano, and I have worked hard to erase those flaws. He is a great world champion, but I feel things will go differently if we ever meet again. The time will come when I will be able to showcase my improvements,” he stressed.
Although vying for the ONE Bantamweight World Championship title remains as his top priority, Belingon clarified that his current focus is fixed on his date with Chung at ONE: LEGENDS OF THE WORLD.
“My opponent is not easy, and I am not taking him for granted, which is why I am completely focused on my upcoming bout this November 10. This is a dangerous game we play, and we cannot underestimate anybody. I need to be at my absolute best so I can turn in another great performance for the fans. Competing in front of my hometown crowd, the pressure is on to score another huge victory,” he declared.
The stakes are incredibly high for Belingon, unveiling that he is preparing himself to be in the best shape of his life.
Belingon knows that each win from here on out is another step closer to the ONE Bantamweight World Championship belt.
“I know I will meet Bibiano again in that cage, and when that day comes, I need to be prepared. There is not a day that has passed that I have not thought about that first bout. But for now, my objective is to win against Kevin Chung on November 10,” he ended.

DOE Rolls Out Efficiency and Conservation Plans ‎2018-2040



EFFICIENCY PLANNERS: Participants and organizers of the Energy Utilization Management Bureau's Strategic Planning Workshop (SPW) in a unity photo after their culmination activity in Tagaytay on setting programs and projects for the country's effective utilization of energy. The event aims to further align EUMB’s plans and projects with the DOE’s direction for 2017 to 2040.

Aiming to empower consumers to be more energy efficient, the Department of Energy-Energy Utilization and Management Bureau (DOE-EUMB) and its stakeholders conducted a Strategic Planning Workshop (SPW) from 16 to 20 October in Tagaytay City.

“Diskarte and efficient ways through our short, medium and long term programs are the things we can share to our consumers to be smarter in utilizing their energy,” Energy Secretary Alfonso G. Cusi said.

The SPW kicked off highlighting the proposed activities and updates on the Department’s programs of promoting energy utilization such as the government enercon program, e-vehicles, fuel economy run and the “E-Power Mo” Campaign.

According to Dir. Jesus T. Tamang, OIC for EUMB, “SPW is an opportunity for us to assess and evaluate our programs and projects and to identify the items for improvement.”

On the second day, EUMB’s Energy Efficiency and Conservation Division (EECD) and the Alternative Fuels and Energy Technologies Division (AFETD) presented their individual roadmaps.

Some of EECD’s plans include: the advocacy for the legislation of the Energy Efficiency and Conservation Bill; conduct of information, education and communication (IEC) campaigns; integration of energy efficiency and conservation (EE&C) in the LGU development plans and in the curriculum of the educational system; and, expansion of financing opportunities for EE&C stakeholders and projects.

AFETD for its part, plans to increase the public use of alternative fuels and other emerging energy technologies. This includes the establishment of mechanisms for the promotion, adoption and commercialization of alternative fuels and capacity building for innovators in the energy sector.

Other topics include risk and opportunity assessment, Corrective and Preventive Action Plan (CAPA), vision sharing and firming up ‎‎2018-2020 targets for Energy Utilization Management Bureau and the DOE Field Offices.

Days 3 and 4 covered the review of the budget for FY2017 and proposed budget for FY2018 and FY2019.

“This event is also a way to recalibrate our schedule and work program to achieve the goals set by Sec. Cusi,” Dir. Tamang said.

NPC Reminds DPOs to be Alert During Long Holidays



With the upcoming All Saints Day and the long holidays brought about by the ASEAN Summit, the National Privacy Commission reminds Data Protection Officers (DPO) of government offices and private companies to protect their networks and data processing systems from data breaches by taking the necessary precautions.

The Commission would also like to remind individuals going out of town to secure their personal files as well as their homes, particularly during long weekends and holidays.

Personal data breaches have been known to happen during holidays because of the minimum compliment of personnel available during these times. The largest personal data breach in the country's history, the COMELEC data breach of 2016 happened during a long weekend, while Bangladesh bank heist which also involved a Philippine bank happened during a holiday.

Close to five thousand organizations that process personal data have registered their DPOs with the NPC.

The NPC recommends the following precautions to safeguard networks and personal data held by organizations. 

  • Place non-mission critical systems off-line especially those that contain or have access to personal data.
  • For systems that are kept off-line, ensure that all system activities are recorded and the aforementioned logs are secure.
  • Password protect or encrypt files and databases on servers, desktop computers and other devices.
  • Conduct a backup of systems and databases.
  • Information Security team needs to retain the ability to remotely monitor systems and be ready respond to any unusual activity.
  • Discourage physical breaches by securing office premises adequately.
Privacy Commissioner Raymund E. Liboro likens the protection of personal data during long holidays to securing one's home when leaving for an out of town trip, "When one leaves for a long vacation or when you leave home for a long period of time unattended, you make sure that security precautions are in place to ensure that break-ins do not happen. The same way our Data Protection Officers (DPO) should ensure that their I.T. systems are secure, and that adequate physical security is in place during times of minimal staffing". Chairman Liboro said.

"Breach management protocols need to be in place to ensure compliance with the Data Privacy Act as well as minimize the damage brought about by the breach". Liboro added

Data Protection for individuals
For individuals going on the road for the holidays, Privacy Commissioner Liboro recommends doing the following for data protection measures for their devices: (in italics: direct quote from Privacy Commissioner Liboro)

1. Double-check if your laptop or mobile phone have been updated with
the latest security patches
"Being on the road or away from your home network would mean that data connectivity would be slow and quota is very limited, and so you won't be able to do this reliably"

2. Make sure your personal and work data are backed up securely
"Personal records and files that contain personal data, like passports, health records, bills or tax returns should be kept secure, and if they are no longer relevant, it's a good idea to destroy them by shredding them or burning them"

3. Turn off your home network router if nobody is going to be left at home
"Powered-off devices, not just home appliances will not only save you money from unnecessary electricity consumption, but also deny criminal an avenue to attack your home remotely."

4. Be aware of Phishing scams and fake websites
"Users need to be vigilant of emails and fake websites that aim to extract log-in credentials from unwary users. There has been an increase in these, and users need to be cautious in accessing their accounts from their own devices and most especially from shared devices"

5. Do not connect to Wi-Fi Networks you do not know.
"Just because a Wi-Fi network announces itself to having free internet it doesn't mean you should connect to it, only connect to official and trusted wireless networks of hotels and resorts."

Davao Aguilas FC to Face Off with Ceree Negros FC in Bacolod City

Davao Aguilas FC’s Coach Mel Anzures and Jason Cordova, along with Ceres Negros’ Head Coach Risto Vidakovic and player Martin Steuble, faced the local media today at the L’ Fisher Hotel in Bacolod City. 

They are set to face-off at Panaad Stadium tonight at 7 p.m. for the 4th and last time for the inaugural season of the Philippines Football League (PFL).  Their last encounter in Tagum City, Davao del Norte, in front of 4,000 Davao supporters, ended in a draw, with a score of 1-1.

After this match, Davao Aguilas FC will fly back to their home pitch, for this Sunday’s match at the Davao del Norte Sports Complex, as they face Stallion Laguna FC on November 5, at 4 p.m.  

Head Coach Marlon Maro says, “Davao Aguilas FC is already gaining altitude and the support from the home fans has been tremendous.  We will come out strong and defend our “nest” for our next home matches.

DOE to Accelerate Energy Initiatives


ENERGIZING THE COUNTRY: Representing Energy Secretary Alfonso G. Cusi, DOE Undersecretary Benito L. Ranque stresses the importance of streamlining the processes of energy projects for faster economic growth during the 4th Energy Smart Philippines 2017 held on 26 October 2017 at the Shangri-La The Fort, Taguig City.

The Department of Energy (DOE) on Thursday vowed to pursue efforts to streamline processing of energy projects and to promote sustainable utilization of energy during the 4th Energy Smart Philippines 2017 held at the Shangri-La The Fort, Taguig City.

Speaking on behalf of Energy Secretary Alfonso G. Cusi, Undersecretary Benito L. Ranque stressed that the DOE is determined to implement Executive Order No. 30, which creates an Energy Investment Coordinating Council (EICC) to facilitate development of priority energy projects.

“EICC is tasked to expedite the processing and release of permits and licenses to a maximum of 30 days for projects declared as Energy Projects of National Significance (EPNS),” Ranque pointed out.

To be classified under EPNS, energy projects must have any of the following attributes: capital investment of at least P3.5 billion; significant contribution to the country’s economic development, significant impact on the environment or involve complex technical processes and engineering designs, and significant infrastructure requirements.

Ranque said the creation of EICC offered great potential for investors in the areas of power development, household electrification, energy efficiency and renewable energy (RE). Among these, Ranque said, RE may be attractive for investors in the energy sector to consider.

 “To promote sustainable development in the business of energy, the energy sector’s strategic direction places emphasis on promoting a low carbon future for the country, and the DOE is increasing the share of renewable energy in the country’s installed capacity,” he pointed out.

Based on the RE roadmap, the DOE envisions around 20,000 megawatts of installed RE capacity by 2040. This will be supported with fiscal incentives and implementation of policy mechanisms, such as the Renewable Portfolio Standards, Green Energy Option and Net-Metering, among others.

During the same event, the DOE also reaffirmed its commitment to promote energy efficiency and conservation (EE&C) as a way of life for Filipinos.

DOE Assistant Secretary Leonido J. Pulido III pointed out that energy efficiency must be integrated starting from the resource development down to consumer utilization to ensure a low carbon future.

For his part, OIC for Electric Power Industry Management Bureau, Director Mario C. Marasigan, discussed the current Philippine power outlook, roadmap and off-grid and household energy access efforts of the DOE.

In accordance with DOE’s strategy on sustainable energy initiatives, OIC-Chief for DOE-Energy Efficiency and Conservation Division Artemio Habitan stressed the need for compliance with the minimum energy performance standards (MEPS) for appliances, buildings and facilities.

The 4th Energy Smart Philippines 2017 is organized by the European Chamber of Commerce of the Philippines (ECCP), in partnership with the EU-Philippines Business Network (EPBN), co-funded by the European Union and co-presented by ABB.

The DOE and European Union are collaborating on the Access to Sustainable Energy Program (ASEP), which aims to help achieve the Philippine government’s goal towards electrification and Energy Efficiency and Conservation (EE&C).

The Shangri-la event was meant to support continuing efforts in building a sustainable energy future by providing an avenue for stakeholders to share knowledge and network with players in the energy industry.

DOE to Finalize Natural Gas Policy



IN CONSULTATION: Energy Undersecretary Donato D. Marcos listens to inputs for the proposed Philippine Natural Gas Regulation (PNGR) during the public consultation at the DOE Headquarters in Taguig City.

The Department of Energy (DOE) held on Friday (27 October 2017) the public consultation on the implementing guidelines of the Philippine Natural Gas Regulation (PNGR), a policy issuance that would govern the entry and development liquefied natural gas (LNG) regas terminal and its related facilities in the Philippines.

Standing on behalf of Energy Secretary Alfonso G. Cusi, Undersecretary Donato D. Marcos said, “the PNGR will serve as the regulatory framework in the promotion of the Philippines as an LNG emerging market characterized by a liberalized/competitive environment and market-based pricing.” 
Usec. Marcos said, “Also, the implementation of the PNGR is hoped to pave the way in meeting the target of the Secretary to have the ground breaking for an LNG import facility by 2018.”

With the policy in place, he added, “the Philippines can readily start importing LNG to safeguard the anticipated drop in the supply of the Malampaya natural gas in 2022 coupled with the forthcoming termination of its concession by 2024.”

The recent public consultation drew clarifications on implementing guidelines concerning permit application, permitting and clearances of other government agencies, reporting requirements and import and supply requirements.



Additional topics on gas quality standards, import accreditation validity period, anti-flipping protection, the effect of Executive Order 30, the third party access (TPA), transmission and distribution of gas, aggregation, incentives and the gas mix were also discussed.

It was attended by 47 companies and institutions representing local and foreign stakeholders as well as prospective businesses interested in venturing into the natural gas industry in the country.
Previous public consultation focused on the regulatory framework covering the definition of terms, structure and operations of upstream, ownership, franchising, roles and responsibilities of the DOE and the Operator, competition and gas pricing policy, incentives, insurance, establishment of evaluation committee and other relevant laws.

​​Adriano Moraes Not Underestimating Filipino Foe in Upcoming Title Defense


Adriano “Mikinho” Moraes may have just reclaimed the undisputed ONE Flyweight World Championship nearly three months ago, but he is already preparing for the first title defense of his second reign as the division’s kingpin.
The 29-year-old Brazilian champion is slated to put his coveted gold-plated strap on the line against Filipino prospect Danny “The King” Kingad in the co-main event of ONE: LEGENDS OF THE WORLD, which takes place at the 20,000-seater SM Mall of Asia Arena in Manila, Philippines on 10 November.
Moraes may be riding a wave of momentum after snapping archrival Kairat Akhmetov’s perfect 23-bout winning streak via unanimous decision and unifying the ONE Flyweight World Championship in a title unification rematch this past August, but he will not overlook Kingad as his Filipino foe is a legitimate threat to his second title reign.
“Danny Kingad is a great competitor and he has earned the highest level of my respect. If anything, there is no chance of me underestimating him. That would be unwise,” he stated.
A true warrior from the mountains of the Philippines and one of the top prospects to come out of Baguio City with an immaculate record of 5-0, Kingad is a tremendous striker who possesses well-rounded grappling skills.
Due to his outstanding run in local promotions, ONE Championship noticed Kingad and gave him a spot on the undercard of ONE: Global Rivals in Manila in April 2016.
Kingad came out on top of his maiden ONE Championship assignment by scoring a first-round technical knockout of Malaysia’s Muhamad Haidar.
The young Baguio City native had an impressive follow-up to his ONE Championship debut by submitting compatriot Eugene Toquero with a first-round armbar in December 2016.
In his most recent trip to the ONE Championship cage, Kingad turned in a complete performance, putting his wide range of techniques on full display in a unanimous decision conquest of Malaysia’s Muhammad Aiman this past April.
“He is a young martial artist, undefeated, and a Wushu champion with good takedowns and good hands,” Moraes evaluated. “He is talented, and he has had good matches with the organization.”
Against Kingad, Moraes stressed that he will be preparing for the best version of his Filipino counterpart.
“I am preparing for the best Danny Kingad possible, and that is the only way I can prepare to be at my best. I believe this match is going to be a battle between two top-notch martial artists. It is going to be a battle from start to finish,” he expressed.
Moraes is eager to remain as the organization’s 61.2-kilogram titleholder and prove that he is the best flyweight on the planet at the expense of an undefeated standout like Kingad.
“It will be my first time in Manila. I am very excited to compete against Danny Kingad. Deep in my heart, I know that I am the best out there. I am here to prove it. I feel great to defend my belt in Manila, expecting to hear the words, ‘And still,’ once again,” he ended.

DOTr Oplan Byaheng Ayos All Set for All Saints Day/ All Souls Day Exodus


All four transportation sectors-- road, aviation and airports, maritime, and railways-- of the Department of Transportation (DOTr) are all set to provide tight security, ensure efficient travel, and effectively respond to the needs of the public during the UNDAS season.  

The Inter-Agency Council on Traffic (i-ACT), through Task Force Alamid, has rigorously conducted clearing operations to ensure that roads are clear from obstructions that cause traffic congestion.

The Land Transportation Office (LTO) has deployed personnel starting October 27 until after All Soul’s Day at the South Luzon Expressway with deputized personnel along Sta. Rosa exit, C-5, and Nichols. LTO likewise deputized toll personnel to assist at Sta. Rita, San Fernando, and Dau exits along NLEX.

The Land Transportation Franchising and Regulatory Board (LTFRB) has likewise begun conducting inspection of different bus terminals in Metro Manila.

Airports Facilities Inspection

For its part, Manila International Airport Authority (MIAA) officials and personnel conducted an inspection of the facilities of NAIA Terminals 1, 2, 3, and 4 for the yearly All Saint’s Day/All Souls’ Day exodus.

Meanwhile, all Civil Aviation Authority of the Philippines (CAAP) personnel were placed on heightened alert while their leaves and days off were cancelled. Additional information booths were also put up in major airports such as in Davao, Iloilo, Bacolod, Laguindingan, Zamboanga, Kalibo to assist travelers.

The Civil Aeronautics Board (CAB) also set up Passenger Rights and Assistance Desks in all commercial and provincial airports to monitor airline activities and address passenger complaints. 

Tight Security at Rail systems 

Meanwhile, the Philippine National Railways’ contingencies consist of tightening security due to the influx of passengers in key stations and deployment of additional personnel to assist passengers as well as opening of help desks.  It also re-arranged train schedules to accommodate the bulk of the travelers during the Holidays. 

The MRT-3 management has readied its personnel to receive the rush of commuters, implementing tighter security measures to avoid any untoward incident. 

On the other hand, the LRT-2 management shall operate eight running trains with seven-minute headway during UNDAS break. Two reserve trains at Santolan and Recto stations will be on standby to anticipate the increase in passenger ridership.  A nurse shall likewise be on duty from 6AMto 2PM and 2PM to 10PM at Katipunan and Recto stations.

All Ports Ready for Byaheng Ayos

The Philippine Ports Authority (PPA) established security fast check lanes for passengers carrying minimal belongings or small items. These lanes would also cater to persons with disabilities, senior citizens and pregnant women.  

Aside from implementing strict security measures, PPA would offer first aid services 24/7 within the ports while extra tents and chairs would be provided for waiting passengers.

Aside from the PPA, DOTr attached agencies such as the Maritime Industry Authority (MARINA) and the Philippine Coast Guard (PCG) have implemented similar security measures to ensure the readiness of their respective organizations during the observance of All Saint’s Day/ All Souls’ Day. 

Oplan Biyaheng Ayos: UNDAS 2017 also entails the issuance of public advisories such as safety tips, common types of violations at expressways, and safety and security regulations in airports, seaports, and other transportation. Tarpaulins bearing emergency and hotline numbers will be posted in conspicuous areas of the agency’s jurisdiction.

The DOTr Hotline 7890, which is manned by the DOTr Office for Commuter Affairs, shall likewise be available to the public 24/7.

DOTr attached agencies and offices were also instructed to submit a post-UNDAS report to the DOTr management for evaluation.
