Crackdown Continues: Tugade Sacks CAAP men for Alleged Involvement in Corruption

Wazzup Pilipinas!

There is no stopping Transportation Secretary Arthur Tugade from going after corrupt officials.

Adding up to the list is former Philippine Airforce Col. Rodolfo Moral, who was immediately terminated from his post as Civil Aviation Authority of the Philippines (CAAP) Airworthiness Inspector, after reports of his alleged extortion activities were brought to the attention of the agency.

Upon learning of the malevolent act, Tugade did not mince his words to deplore Moral’s actions.

“Walang puwang sa departamento ko at sa administrasyon ni Pangulong Duterte ang mga corrupt! Hindi alam ng mga gaya ninyo ang tunay na kahulugan ng serbisyo publiko,” Tugade said.

Moral was purportedly asking an undisclosed amount from a religious group in exchange of airworthiness certification.

Initially, the religious group gave in to his demands and presented an undetermined amount, but Moral apparently was asking for more. It was at this point that the religious group sought the help of another airworthiness inspector who brought the matter to management.

CAAP immediately conducted an investigation, and based on the initial findings, Moral’s acts were recurrent. On the same day, the management decided to terminate his engagement.

“We want to send a strong message to everyone here in CAAP that we will not, in any way, tolerate corruption. That is unethical, and it should be stopped”, said CAAP Director General Capt. Jim Sydiongco.

Moral will face possible criminal charges in violation of Corrupt Practices Act.

Not the 1st Time

CAAP, under the leadership of Secretary Tugade, has been very relentless in their fight to end corruption.

Earlier this month, Jose Budiongan, Area Manager for Laguindingan Airport in Cagayan de Oro was suspended pending final resolution of the complaints filed against him involving malversation of public funds and extortion from airport porters.

Meanwhile, Naga Rascal, Area X Manager for Zamboanga International Airport was also suspended and under investigation for his unexplained wealth due to alleged corrupt practices. Rascal was earlier suspended by the Office of the Ombudsman for non-filing of Statement of Assets, Liabilities and Net worth or SALN.

Likewise, collection Officer Patricio Fayloga of Busuanga is under investigation for failure to remit amounts he received amounting to PhP 27,020. Fayloga’s termination will take effect tomorrow, Monday, 23 April 2018.

Also included in the list is Busuanga Airport Manager Joel Arzaga for his supposed participation in extortion activities with an airport concessionaire. Arzaga was already relieved pending result of an investigation.

Stern warning

The Transportation Chief is a bit disappointed to learn that despite his serious warning, some employees still resort to practicing illegal activities.

But, Tugade is determined to crackdown every single employee who will go against his ideology of clean and transparent governance.

“Kung hindi niyo kayang maging tapat sa serbisyo, umalis na lang kayo. Huwag niyo nang hintaying mahuli ko kayo dahil hindi ko kaya sasantuhin. One-strike policy tayo at habang nandito ako, hindi ko hahayaan na mamerwisyo kayo”, said Tudage.

Tugade continues to encourage the public not to tolerate any form of corruption and similarly tells them not to be afraid in reporting crooks because they will definitely face immediate removal from government service.

He also gave the assurance that there are only few rotten eggs in the system and most people in government still adhere to the tenets of honest, good and efficient public service.

LTFRB Bicol Regional Director, Employees Sacked Over Corruption Charges

Wazzup Pilipinas!
In line with the directive of President Rodrigo Duterte to curb corruption in government, Department of Transportation (DOTr) Secretary Arthur Tugade recently ordered Land Transportation Franchising and Regulatory Board (LTFRB) Chairman Martin Delgra III to relieve one LTFRB Regional Director, and three other LTFRB employees, due to corruption charges.

Last Friday, 20 April 2018, LTFRB Chairman Martin Delgra III personally served the order against Bicol Regional Director (RD) Jun Abrazaldo, and installed the new RD, Ret. Col. Vladimir Kahulugan.

“We don’t tolerate corruption under this administration. When your top official such as an RD is allegedly involved, what can you expect from the entire office? Madaling makahawa ‘yan,” said Chairman Delgra.

Last 10 April 2018, DOTr Undersecretary for Legal Affairs and Procurement Reinier Paul Yebra issued a 90-day preventive suspension order against Atty. Mary Jil Caurel, Hearing Officer IV of LTFRB Bicol pending investigation for grave misconduct and other administrative offenses.

Caurel is being investigated on charges of grave misconduct for allegedly accepting money in exchange for speedy resolution of application for Certificate of Public Convenience (CPC), willfully and deliberately withholding the release of CPCs, as well as extortion activities in exchange for the release of impounded vehicles. She is also being charged for gross and inexcusable delay of franchise applications for almost one to two years. Caurel was likewise charged with Serious Dishonesty for falsification of entries in her Daily Time Records (DTRs) since 2016.

Two of Caurel’s aides, Christine Yan and Erlisa Sedano, both Administrative Aides, will likewise be asked to explain their alleged participation in the charges. A show cause order will be issued against them soon.

Transportation Secretary Tugade has previously instructed all offices and attached agencies of the DOTr to cleanse their ranks of corrupt officials and employees.

“Anay ‘yang mga ‘yan sa isang organisasyon. Ayaw ko niyan, at ayaw ng Presidente niyan. Kung palagay niyo, guilty kayo, umalis na kayo dyan. Kung magmamatigas kayo, talagang magtutuos tayo,” warned Tugade.

All employees of the Land Transportation Office (LTO) in Nueva Vizcaya were relieved recently following reports from rice traders of extortion activities. Similarly, Engr. Jose Budiongan, Area Manager for Area Center X of the Civil Aviation Authority of the Philippines (CAAP) was slapped with a 60-day preventive suspension order for grave misconduct and conduct prejudicial to the best interest of the service, while Victor Torrefiel, Administrative Aide VI of the Maritime Industry Authority (MARINA) was also placed under a 90-day preventive suspension for grave misconduct and dishonesty.

11 Job Order personnel from the DOTr’s Environmentally Sustainable Initiative Transportation Unit (ESITU) were also terminated for alleged falsification of employment contracts. Engr. Roberto Delfin, a supervising transportation and development officer assigned to the Road Transport Planning Division of the DOTr Central Office was also found guilty of accepting bribes from a transport cooperative.

Ringstar Boxing: Filipino Boxer Michael Dasmarinas Wins IBO Bantamweight World Title

Wazzup Pilipinas!

Ringstar Boxing, Asia’s fastest growing sports media property, which has now reached an overwhelming broadcast footprint of over a potential billion viewers across the globe, just had its very successful ‘Roar of Singapore IV - The Night of Champions’, held last weekend at the 10,000-seater Singapore Indoor Stadium.

The fight was also aired live in different parts of the world, via Fight Sports and Fox Sports Asia.

Filipino boxer Michael “Gloves on Fire” Dasmarinas, won the IBO Bantamweight world title, after stunning Frenchman Karim Guerfi with a knock out, 40 seconds into the 4th round of what was supposed to be a 12-round bout.

The 25-year old Camarines Sur native, had a month-long training in Japan to prepare him for the world title fight.

According to boxing analyst Mike Ochosa, “They say that a big puncher will always have an advantage in a boxing match, and in every round, that’s what Mike approved. Karim did the right thing and engaged Mike from the beginning. The Frenchman showed that his hands were ready to be thrown. He was throwing a lot of punches and trying to outbox and smother Dasmarinas. But that also is a very big risk for Karim. And in the fourth round he found out just how dangerous his plan was. He kept on engaging the Filipino and put himself at risk. Mike on the other hand, at the start of round two, started to focus on body shots which forced the Frenchman to bring down his defense. And at the most opportune time in the fourth round Mike unleashed a straight left which dropped the Frenchman.”

(I am thankful to everyone who has helped me, specially Ringstar and Scott Farrell, who trusted in my capabilities, even though I’ve been called an underdog. But I prefer being called an underdog, so I wouldn’t feel that pressured. With regard the knock out, I didn’t expect that I hit him that hard. I expected that I will win by knock out, but didn’t think that I will knock him out that early.”

Ringstar Founder and CEO Scott Farrell says, “Ringstar, now has its first world champion with Michael Dasmarinas. We will now build on this victory with more exciting fights and you will see him with more world title belts, being added to his collection very soon.”

Singaporean boxer Muhamad “The Chosen Wan” Ridhwan, on the other hand, stayed undefeated, now 10-0, and took home the IBO Intercontinental Featherweight Title that night. He faced Filipino boxer Jeson Umbal, in a 12-round bout, which the audience saw as a close fight. The scorecard went in favour of Ridhwan, which saw these numbers, 112-116, 114-115, and 111-117.

Boxing analyst Mike Ochosa says, “It was very clear that the Filipino was going to go for the knockout particularly at the beginning of the fight. Ridhwan had to take all the power punches thrown by the Filipino in the beginning. At the same time the Singaporean kept on boxing and moving, and jabbing Jeson. Jeson from the beginning of the fight to the end was only banking on one thing, his power. He was connecting with left treats and right hooks but unfortunately was not able to follow up any opportunity that he created for himself. On the other hand, Ridhwan continued his strategy of mixing it up with Jeson, with jab hooks. The fight was simply about a boxer with a plan he implemented well, versus a boxer who just wanted to engage in and the fight with one power shot.”

Ringstar Founder and CEO Scott Farrell says, “Ridhwan has proven to the world that he is legitimate and a true world title contender. He is everything, I have been telling you he is, and now the doubters are silenced…. A World title fight is next!”

Ringstar Boxing, Asia’s fastest growing sports media property has now reached an overwhelming broadcast footprint of over a potential billion viewers across the globe, and is currently gearing up for its April 20 show, ‘The Roar of Singapore IV – ‘ The Night of Champions’, to be held at the 10,000-seater Singapore Indoor Stadium.

Simple Decorating Tricks for Your Bedroom

Wazzup Pilipinas!

Renting a room, instead of a whole apartment, is an approach many young people use today to save on accommodation expenses. Imagine looking through tons of hdb room rental adverts and managing to find the perfect room that first your price range.

However, the only downside is the interior is not to your taste and personal style. You spend most of your time in your bedroom, so by all means you should be living in a space that you actually like.

Here, we have compiled some simple decorating tricks that can give any bedroom a makeover.

1. Pile on the pillows

Pillows are an inexpensive way of adding interest to your room. Pile them on! The more the merrier. Piling on the pillows is an artform in and of itself. Mix and match patterns. Combine large prints with small ones. Play around with colors that may or may not match. Not only do the pillows serve a decorative purpose, they are for comfort as well!

2. DIY artwork

Tired of the blank walls in your rented bedroom? There are many ways for you to DIY artwork. If you have the skill, make a large painting on your own. It adds a personal touch to an otherwise bare space. If you’re not as artsy as you would like to be, look for a tapestry or graphic quilt. This is an easy and inexpensive solution to blank walls. And if you want to personalize the decor in your room, you may find a reliable brand of sewing machine to make that happen.

3. Put pattern to work

Play around with patterns, such as in a printed bedsheet or quilt cover. This helps add some visual interest to attract the eye and disrupt the monotony that can come from monochrome color schemes.

4. Incorporate prints on accessories

Patterns and prints are not only reserved for bedding. They are just as eye catching when you incorporate them in your décor as accent pieces. Think about a table lab with a damask lamp shade, or even an alarm clock shaped like a bright red tomato!

5. Work the walls

If space is your major dilemma, think about adding foldable and adjustable pieces affixed to the walls. Add some foldable night stands, or adjustable lamps. You could even add some wall shelves for the extra storage space. Of course, do take note that you have to fill in any patches after you move out.

6. Decorate with consistency

Do remember that while you have a free hand to decorate your room as you’d like, make sure you tie them all together to give consistency to your space. A look that is tied together brings serenity and peace, allowing your bedroom to be the epitome of comfort.

7. Comfort is key

Make your bedroom comfy. Of course, this is a no-brainer since you rest and relax in it. Consider adding a touch extra comfort, such as a down comforter. Make your bed indulgent but that also says “come here, come here to me”.

8. Choose a focal point

This is an age-old design concept. Choose a piece of furniture to act as the focal point in your room. Whether you want to center your bed with the walls, or angle it at a corner, make sure the eye is focused on the main piece of furniture, and let the rest add on to it.

9. Keep scale in mind

Do recall one of the key concepts of design: scale! Be sure every piece of furniture and décor in your bedroom is proportionate to each other. You wouldn’t pair a large king size bed with tiny bedside tables. Neither would you add a large dresser beside a small desk. Play around with the proportions and scale of your room to come up with the perfect fit.

10. Introduce pops of color

If you want color, and you’re not allowed to paint the walls, think about injecting it through your art and accessories. These accent pieces are a good way to give a good visual pop in your room.

11. Pay attention to the floor

Just because your bed is the center of comfort in your room, doesn’t meant that you should neglect the floors. Look out for a nice big rug for your bedroom floor. Add a burst of sunshine to your low-key room with a cheery yellow rug. You never know, with the addition of a few throw pillows, this could be your answer to more sitting space in your room.

12. Layer with color

If color is your thing, you can play around with color in your room. Layer different complementary colors over each other. Or even go for a one-color scheme but adding different layers of saturation.

13. Add warmth with neutrals

If color is not your thing, no worries. You can add some unexpected warmth to your room with some soft lighting and neutral color tones. They add a sense of comfort to your otherwise plain looking bedroom.

14. Reinvent your safe haven

Add a zest of reinvention to your room to make things as unexpected as possible. Tuck a plush armchair into a corner to create a small resting nook or reading spot. Add in some lush draperies to turn your room from bright in the morning to a warm cocoon at night.

15. Make rest a priority

Your bedroom is your retreat; your safe haven. It is a sanctuary for you to enjoy your peace and quiet as much as it is a place for resting and recuperating. While décor is an essential part of any space, make sure that the priority of your space and décor should be on your rest and your health.

Kevin Belingon Dominates Andrew Leone to Win by Second Round TKO

Wazzup Pilipinas!

The largest global sports media property in Asian history, ONE Championship™ (ONE), delivered another amazing spectacle at the Mall of Asia Arena, delighting the packed crowd with a display of world-class martial arts action. Manila played host to ONE: HEROES OF HONOR, featuring the absolute best in local and international martial arts talent. Also making its highly-anticipated debut is the all-new five rope ring, which served as the proving ground for both ONE Super Series and ONE Championship bouts. In the main event, Kevin “The Silencer” Belingon of Baguio City, Philippines defeated American Andrew Leone by technical knockout. In the co-main event of the blockbuster card, Giorgio “The Doctor” Petrosyan earned a unanimous decision victory over Jo Nattawut.

In the main event of the evening, Team Lakay’s Kevin “The Silencer” Belingon dazzled once again with another ferocious display of striking, obliterating opponent Andrew Leone of the United States within two rounds. Action was fierce and relentless from start to finish, and began with Belingon swarming Leone from the sound of the opening bell. As the American tried desperately to stave off attacks which came from all directions, Belingon continued to put on the pressure. In the second round, Belingon connected on a thunderous spinning side kick that sent Leone to the canvas, where he followed and unloaded an unending volley of strikes to earn the technical knockout victory and the GoDaddy KO of the Night.

In the co-main event of ONE: HEROES OF HONOR, international kickboxing superstar Giorgio “The Doctor” Petrosyan made a spectacular ONE Championship debut, outworking former Lion Fight World Champion “Smokin’” Jo Nattawut of Thailand. In an offensive clinic against Nattawut, Petrosyan tore apart his opponent with the surgical precision he has become known for, putting together dynamic punch combinations in addition to his pinpoint accurate kicks. Answering every strike that Nattawut unleashed, Petrosyan outworked his opponent to pick up a unanimous decision win in his first bout for ONE Super Series.

The stunning career resurgence of former ONE Featherweight World Champion Honorio “The Rock” Banario as a lightweight division mainstay continued at ONE: HEROES OF HONOR, where he edged out perennial contender Adrian Pang after three rounds. Banario showcased his pinpoint striking early on, peppering Pang with his patented left hook and razor-sharp kicks. Although Pang boldly traded strikes with his Filipino foe and found success in landing hard body shots, Banario showed superiority in ring generalship, creating spaces to clobber his opponent with long jabs and snapping kicks to the body. As Pang stepped on the gas pedal and pressed the action in the third round, Banario’s intelligent movement notched him a split decision.

Making his ONE Super Series debut, legendary Nong-O Gaiyanghadao of Thailand took on former two-time WBC Muay Thai World Champion Fabio Pinca of Lyon, France in a spirited Muay Thai contest featuring plenty of action and excitement. The two traded their best shots in three solid rounds of action, but it was Gaiyanghadao who showcased superior technique, plastering Pinca with thudding left kicks to the midsection and scoring with his patented sweeps. In the end, all three judges ruled the bout in favor of Gaiyanghadao, earning the former four-time Lumpinee Stadium champion a unanimous decision victory.

Former ONE Featherweight World Champion Marat “Cobra” Gafurov made quick work of up-and-coming American featherweight contender Emilio Urrutia, winning by way of first-round submission, placing himself back on the winning track. Returning to his stellar and fearsome form as a highly-touted competitor, Gafurov showcased his world-class grappling once again, effortlessly putting Urrutia to sleep courtesy of a wrenching arm triangle choke.

Rekindling the intense rivalry between South Korea and Japan, former world title challenger Dae Hwan Kim came out on top against Japanese legend Masakazu Imanari, winning by unanimous decision. Driven to victory against a grappling wizard like Imanari, Kim intelligently avoided putting himself at risk in his opponent’s submission wheelhouse and exerted his best effort to dictate the action from the stand-up. Although Imanari found a way to bring matters to the ground, Kim made sure that he had sturdy top control, with the leverage to rain down quick but solid ground-and-pound. After three gruelling rounds, all judges at ringside saw the bout in favor of Kim.

Cosmo Alexandre left a lasting impression in his ONE Super Series debut, defeating Elliot Compton in their Muay Thai clash by way of second round knockout. The long-limbed Brazilian dynamo aced his maiden ONE Super Series assignment with flying colors, bringing down Compton with a shattering uppercut and a follow-up knee strike to the body. Reeling in excruciating pain, Compton failed to answer the count of ten, compelling the referee to wave off the bout, declaring Alexandre the victor via knockout in the second round.

In a bout that lasted just under two minutes, ONE Championship debutants Akihiro “Superjap” Fujisawa and Kaji “Alpha” Ebin walked out to the ring looking to engage. At the opening bell, Ebin marched forward wanting to trade strikes, but it was Fujisawa who would score on a single-leg takedown. Not long after, Ebin began complaining about a dislocated shoulder. At that point, referee Yuji Shimada called a halt to the contest after Ebin could no longer continue due to injury, which awarded Fujisawa with the submission victory.

In the first ONE Super Series bout of the evening, Regian Eersel impressively marched to a unanimous decision victory over Brad Riddell in a three-round kickboxing contest. Banking on his height and length, Eersel effortlessly pummeled Riddell with lashing strikes, including a solid knee to the midsection that dropped the Auckland, New Zealand native to the mat in the second round. Eersel closed out the final round of the match on a strong note, limiting Riddell’s offense with his counter strikes. In the end, Eersel was awarded a unanimous decision victory.

After falling short in her last outing, Gina Iniong of Team Lakay redeemed herself in front of a passionate hometown crowd, claiming a unanimous decision victory over former world title contender Jenny Huang. Iniong savored every strike that she threw at Huang as the latter gallantly traded shots with the highly-decorated Filipina wushu practitioner. Huang tried to change the complexion of the contest in the second round as she resorted to her grappling expertise, but Iniong surprisingly overpowered the submission specialist on the mat. In the final round, Iniong continued to wear out Huang on the ground, working her way towards a hard-earned decision victory.

Kicking off ONE: HEROES OF HONOR was a riveting three-round strawweight showdown between Indonesian standout Adrian Mattheis and China’s Lan Ming Qiang. Setting up a promising tone for the evening, both men went back-and-forth from bell to bell, exchanging thunderous strikes in the stand-up department while shooting for powerful takedowns. In the end, Mattheis dominated his opponent, emerging triumphant via unanimous decision.

DOE Partners with EU to Ensure Quality Energy Infrastructures

Wazzup Pilipinas!

ESTABLISHING EFFECTIVE MONITORING-VERIFICATION-ENFORCEMENT:Department of Energy (DOE) employees listen intently as Philippine Metrology, Standards, Testing and Quality, Incorporated (PhilMSTQ) President Cirila Sescon Botor conducts an orientation on ISO/IEC: 17020:2012 and ISO 9001 during the three-day DOE workshop setting the proper requirements to help outsourced inspection bodies in monitoring, verification, and enforcement (MVE) effectively.

The Department of Energy (DOE) collaborated with the European Union-Access to Sustainable Energy Programme (EU-ASEP) for a three-day intensive training to ensure the quality of energy infrastructures in the country.

The training-workshop began last Wednesday (11 April) and ended on Friday (13 April). The first day of the workshop was conducted at the F1 Hotel in Bonifacio Global City while the second and third days were at the Department of Energy's headquarters.

It focused on the Philippine National Quality Infrastructure (PNQI), which enables the development and compliance of the government agencies, specifically the DOE, with the increasing quality requirements in the energy industry. PNQI provides support to the national authorities in performing their mandates for consumer protection, free trade, environmental protection and other societal objectives.

“This will help build the capacity of the DOE to promote energy efficiency through monitoring, verifying and enforcing,” said DOE Assistant Secretary Robert Uy during his opening remarks who also acknowledged EU’s assistance in promoting PNQI awareness and knowledge.

The DOE-EU-ASEP partnership aims to provide the DOE with a working knowledge of the internationally-recognized standards and processes in the energy sector. This will also increase knowledge and appreciation on the PNQI benefits among government decision makers, legislators, regulators, industry and consumers.

The event tackled the standards issued by the International Organization for Standardization (ISO) and the joint committee of ISO/International Electrotechnical Commission (IEC) that will be applied for the PNQI, namely, ISO/IEC 17020:2012 and ISO 9001.

ISO/IEC 17020:2012 sets out the criteria for the operation of various types of bodies performing inspection. ISO 9001, on the other hand, specifies requirements for quality management systems.

The workshop also discussed the main elements of national quality infrastructure including: metrology, standardization and accreditation to guarantee up-to-standards energy infrastructures. By definition, metrology is the guarantee of exact and reliable measurements; standardization is the description of properties, dimension, tolerance and other characteristics of products; and accreditation is the recognition of the product’s technical competence.

With the PNQI training, the DOE is enable to improve its guidelines in recognizing outsourced inspection bodies to better perform monitoring, verification and enforcement (MVE) of products and services.

Specifically, the DOE officials and staff were able to go through all of the requirements within ISO/IEC 17020:2012 and ISO 9001. With this, the DOE were able to plan the criteria that are going to applicable in properly setting the guidelines for MVEs.

As a result, the guidelines will initially be focusing on appliances, namely lighting, refrigeration and air conditioning, then will be branching out to other energy products and services.

Beyond the training, the DOE aims to benefit the consumers by ensuring that the services or products are safe and conforming to the quality standards.

Present during the training are the officials and staff of the DOE and EU-ASEP and the academe.

Award-winning Celebrity Chef Curtis Stone Serves Up Summer Recipes for Your Kids

Wazzup Pilipinas!

Sun’s up, school’s out! Still trying to figure out a fun but productive way for the kids to use their summer break? Chef Curtis Stone, head judge on LIFETIME’s sizzling new show Top Chef Jr., is dishing out recipes that you and your kids can try together.

Kick everyone’s favorite comfort food up a notch with Chef Curtis’ Mac and Cheese with Gruyere, Cheddar, and Bacon, an indulgent, easy-to-make casserole that’ll leave everyone asking for seconds—or thirds! Each serving oozes with cheese and holds delightful morsels of flavorful bacon that your kids will have as much fun preparing as they will savoring it.

Who said kids can’t take on French cuisine? Tackle this Chicken Cassoulet with Fennel and Bacon together and prove that a great dinner doesn’t have to be complicated. Although cassoulet, a slow-cooked casserole from southwestern France, is traditionally made with beans, duck, and pork, Chef Curtis keeps it light by using chicken, bacon, and a Parmesan bread crumb topping to balance out the flavors.

Salted Caramel Pots De Crème may sound fancy, but these little custards are easy to assemble if you’ve got several hands working in the kitchen. An insider tip from the chef: if you use aluminum foil to cover the baking pan of the custard cups, your pots de crème will turn out luxuriously smooth and are sure to become a household favorite.

Take advantage of the fruits in season and whip up bowls of Exotic Fruit Salad Passionfruit Granita, a fresh mix of pineapple, papaya, mango, and star fruit, topped with a snow-like spoonful of pureed passionfruit or mango. Stir in a little mint to add edge to this icy concoction perfect for a hot day.
