Archivo 1984 Proudly Presents Manuel Ocampo, Early Works: 1985-1994

Archivo 1984 proudly presents an exhibition featuring some of the earliest, more controversial work of Manuel Ocampo, on view for the first time in his home country.

Ocampo (b. 1965) studied fine arts at the University of the Philippines before moving to Los Angeles. He enrolled at the California State University in 1984, abandoning a diploma to seriously pursue painting. He has exhibited extensively and is represented in galleries and institutions throughout the Americas, Europe and Asia.

Manuel Ocampo's compositions juxtapose leitmotifs from established western iconography, religious symbolism, Filipino kitsch, and the annals of history. His imagery is deeply rooted in its symbolic and satirical nature.

With a career spanning 30 years, Manuel Ocampo has forged a path of (meandering) resistance in the international art circuit. Born and raised in the Philippines, he migrated to the US, graduating from college in California, where he used to be based for almost a decade. His first solo show at La Luz de Jesus Gallery in Los Angeles in 1988 brought him unprecedented attention in the international art scene; cemented further by his inclusion in two prominent European art events: Documenta IX (1992) and the Venice Biennale (1993). He will be featured once again in this year’s edition of the Venice Biennale (under the curatorial program of Joselina Cruz for the Philippine Pavilllion). He has subsequently participated in numerous museum exhibitions and biennials around the world, including the biennials of Gwangju (1997), Lyon (2000), Berlin (2001), and Seville (2004). Consistently exhibiting and organizing exhibits in and outside the Philippines, noteworthy of which is the series Bastards of Misrepresentation and Manila Vice in Sete, France.

Manuel Ocampo emerged at the time when postmodernist art was coming to a close giving way to an urgent voice that sought to level the cultural field through the representation of the other, landing in California after leaving the country right after the People’s Power Revolution in 1986. Living under Martial Law and being schooled by Catholic priests where he was trained to make copies of devotional retablo paintings, within such aforementioned circumstances “he wrestled with the trinity of the spiritual (Spain), the material (U.S.), and the self (Philippines).” Within this conflicting triumvirate, he has created an equally iconic visual idiom that mixes high and low, academic and popular, sacred and secular images that resound overt commentaries on religious and social taboos, race, oppression, language, and geopolitics.

The works from his early period well represented in this exhibition bear influence that are discernible in the paintings of younger contemporaries such as Robert Langenegger (the scatological Catholic imagery and political cartoon type of depicting racial tensions), Jayson Oliveria (the non-hierarchical use of images and texts), Louie Cordero (the explosion of colours), Dina Gadia (the patina of nostalgia of sourced images, mostly ads and cartoons from post-war mid-century); and in his own contemporaries who are based in Manila such as Romeo Lee (the over-all grotesquerie), and Gerardo Tan (the layering of images and erasures/defacements that reveal the conceit of an artwork being foremost a painting than a language or a political stand). It’s no coincidence that these artists were also part of the multicity travelling exhibit Bastards of Misrepresentation out of a psychic affinity and convivial friendship.

Subject of a retrospective hosted by Archivo 1984, the bulk of these artworks have been repatriated from the collection of Track 16 Gallery and collector Tom Patchett in San Diego, USA. Complemented by a few pieces belonging to local collections, this will be the first time that these works will be exhibited here in the Philippines and is the first ever significant show of Ocampo’s notorious early period that the country is able to scrutinize.

It’s a timely and apt homecoming in light of recent global political events that appears to have reverted to how it was thirty years ago, at the dawn of a Perestroika and Glasnost, as the roots of multiculturalism began to emerge with the promise of a utopian Benetton world. Despite the altruistic aims of such an aspiration, its unraveling had been vested much in its very liberalism, its unintended consequences the unbridled hold of big business almost taking stead already of the state. What was the voice of multiculturalism shouting dissent against neo-colonial homogeneity has been umbraged into a market stranglehold, and with it the double-edged blessing of market expansion into the art world. Yet how can artists live with this paradoxical guilt of making political critiques against this system where they make money from? Ocampo, knowingly and/or queasily inserts himself in this paradoxical dilemma, playing the game, as he’d rather see it, playing the identity politics card, and acing it in a luck of the draw. Yet he bemoans that dilemma : “it’s harder to forget than it is to remember.” – an identity that catches up with him in his nomadic state, forever in exile, treading through his own path of resistance before the world gets totally walled in by tyrannical philistines.

Cusi Pushes Strict Energy Safety Standards

Energy Secretary Alfonso Cusi emphasized over the weekend the need to ensure the safety and security of all energy-related undertakings whether in the transport of fuel products or in operating and maintaining energy facilities.

Cusi expressed this sentiment as he administered the Oath of Office of the new Board Members of the Safety and Health Association of the Philippine Energy Sector, Inc. (SHAPES) at the DOE office in Taguig City.

SHAPES is an organization composed of safety, health and environmental professionals.

“We at the DOE put a premium on ensuring the safety of communities and the environment, especially the energy sector workers.

Our manpower in the energy sector is our most important asset as we work with the private sector towards an adequate, stable and sustainable energy supply for our country,” said Cusi.

Cusi invited SHAPES to be one of the private sector partners of the DOE in minimizing the dangers or hazards that are inherent in the power sector.

The DOE Chief cited as an example the ever-present hazard in transporting and storing petroleum products like gasoline, diesel and liquefied petroleum gas.

For this reason, Cusi said the DOE is always working with all the stakeholders to elevate the safety standards and protocols.

Cusi also asked SHAPES to look into the country’s adoption of modular power plants, some of which are being run in other countries by competent Filipino engineers and technicians.

“If it can be done in other countries with Filipinos working on modular nuclear power plants, why not here in the Philippines?” asked Cusi.

In conclusion, the Energy Chief also stressed the need to reintroduce a nuclear energy curriculum in the Philippine academic sector.

DOTr Commends Those Who Assisted During Transport Strikes

Department of Transportation (DOTr) Secretary Arthur P. Tugade today commended various bus operators, transport organizations and government agencies for their assistance during the February 6 and 27, 2017 transport strikes.

During the recently concluded “Parangal” held today, 13 March 2017 at the Camp Aguinaldo Grandstand and Parade Grounds in Quezon City, Secretary Tugade recognized and thanked various bus operators, transport groups and the Joint Quick Response Team—National Capital Region(JQRT-NCR) for their effort and/or for providing resources that minimized the impact of the strike to commuters.

The Department of Transportation, through the Land Transportation Franchising and Regulatory Board (LTFRB), gave Certificates of Commendation to 24 private bus companies/operators who shared resources to augment transport services during the strike. These operators include the following: St. Rose Transit; RRCG; Marikina Auto Line/G Liner Erjohn & Almark; TAS Transport/ San Agustin Bus Co./Batman Express; Malanday Metrolink; Vil 5000/Hi-Star; MannRose Transit/Tessele One-Liner; Jayross Lucky Seven Tours; JAC Liner; Jam Liner/ PhilTourister; Golden Bee Transport; Baliwag Transit; First North Luzon/Bataan Transit; Luzon Cisco; Pangasinan 5 Star; Victory Liner; SOLUBOA; CEM Transit; BBL Trans; ES Transport/ Kellen Transport; HM Transport/ Worthy Transport/ Pascual Liner; Jasper Jean Liner, Inc.; and Thelman Transit.

Also commended were transport groups and a civic group which actively supported the government during the February “tigil pasada.” The transport groups include the following: Federation of Jeepney Operators and Drivers Association (FEJODAP); Pangkalahatang Sanggunian Manila and Suburbs Drivers Association Nationwide (PASANG MASDA); Alliance of Concerned Transport Operators (ACTO); Alliance of Transport Operators and Drivers Association of the Philippines (ALTODAP); Liga ng mga Tsuper at Operators sa Pilipinas (LTOP); 1-United Transport Koalisyon or 1-UTAK; Coalition of Operators, Drivers, Employees atbp. (CODE-X); and the National Center for Commuter Safety and Protection (NCCSP).

From the government, the following members of the Joint Quick Response Team—NCR were also awarded Certificates of Commendation: Armed Forces of the Philippines (AFP), Department of Public Works and Highways (DPWH), Philippine Coast Guard (PCG), Philippine National Police (PNP), Highway Patrol Group (PNP-HPG), Metropolitan Manila Development Authority (MMDA), Office for Transportation Security (OTS), Bureau of Fire Protection (BFP), and the Department of Health (DOH).

TPB COO Cesar Montano Accused of Corruption

It seems not all are starstruck by Cesar Montano who's now the Chief Operating Officer (COO) of the Tourism Promotions Board (TPB).

The news must be true since the complaints are coming from TPB employees themselves who have inside information of what's happening within the agency.

When most newbies at work try to impress, Montano seemed to have irked his staff so soon. With charges of nepotism, conflict of interest, incompetence - quite a litany of complaints all pointing to mismanagement and corruption.

The complaint listed several alleged misdeeds of Montano highlighted by accusations of entering into multi-million pesos’ worth of questionable contracts.

One of the questionable contracts was TPB’s cash sponsorship worth P16.5 million to a company that handled the production of a rally for President Rodrigo Duterte staged Feb. 25 at the Luneta, attended by people brought in by local government units.

Another was TPB’s cash sponsorship worth P12 million of a concert overseas featuring James Reid and Nadine Lustre.

Montano allegedly entered into contracts with producers to hold concerts and events where he was one of the performers.

China Ship Spotted at Benham Rise

Benham Rise is ours and ours alone. Let's prevent another Scarborough Shoal incident. China is crossing the line with their presence there.

Chinese survey ships have been spotted east of Luzon—within the Philippines' continental shelf and beyond the disputed South China Sea.

The Navy monitored the presence of the Chinese vessel in Benham Rise for three months, but have yet to determine the purpose of ship’s plying the territory which has been officially recognized as part of the Philippine archipelago.

"I ordered the Navy that if they see this service ship this year, start to accost them and drive them away from the eastern side of the Philippines," Defense Secretary Delfin Lorenzana said.

The Philippines has sent a Note to the Chinese Embassy seeking clarification on this. The Department of Foreign Affairs (DFA) sent protests to the Chinese ambassador about the activity, which the latter denied. "We cannot drive them away. We do not have the armaments or the might to dislodge them from those areas but we keep on protesting. Even if they ignore the protest, we will still protest."

An international environmental group has urged the establishment of a management framework for the protection of the Philippines' ecologically-rich Benham Rise, in light of recent news of unauthorized foreign incursion in the area.

Benham Rise is a 13-million hectare area off the coast of Aurora province, which the United Nations (UN) recently confirmed as part of the Philippines' continental shelf and territory.

Unlike Scarborough Shoal and other portions of the South China Sea, no other country claims the area that is almost a quarter bigger than the 10.5-million hectare Luzon.

The UN approval means Benham Rise, an underwater plateau by definition, is an extension of the Philippines' continental shelf, an area rich in living and non-living resources like minerals and gas.

"China might have a deeper darker plan ahead for our country's continental shelf massively rich natural resources, as they have positioned their military might in the PWS, or in the spratlys, it may have a sinister plan to takeover the entire country when possible war in the west sea broke out with the US, China , North Korea, and South korea and japan.

I suggest we need to make research and platform stations to monitor our positions in the benham rise, while Duterte is doing a balancing act of a deadly dancing session with this cunning self serving and two face communist country. Or redirect our naval forces in this area, we can no longer afford to outsmart us with this resources hungry manipulative untested superpower."

The Government of the Philippines explores Benham Rise for oil, natural gas and petroleum.

The Department of Energy or DOE will conduct seismic surveys to determine the actual oil and gas content of Benham Rise. The DOE is looking to bid out portions of Benham Rise with a high possibility of including the plateau in the next contracting round for oil, gas and petroleum exploration projects. PECR (Philippine Energy Contracting Round), will need to gather the necessary data to encourage more investors. The Benham Plateau is believed to be rich in natural gas and manganese nodules, and is being eyed by a number of interested bidders. DOE Undersecretary Jose Layug, Jr. said in a briefing that four companies were set to conduct seismic surveys where the Benham Rise is located. “It will take 2 months for the seismic data to be gathered and another 2 months for the full analysis to be completed,” Layug said.

The energy official said they were hoping to include the Benham Rise in PECR 5. The department has successfully concluded the final bidding round for oil, gas and petroleum exploration project under PECR 4 in July of 2012 but the service contract has not been officially awarded to the winning bidders. To date, there are twenty seven service contracts in the Philippines involving Nido, BHP Billiton and Shell Philippines Exploration. However, only Galoc oil fields and Malampaya are consistent in gas, oil and petroleum production. The Department of Energy is pursuing energy sustainability and independence through the development of natural energy resources like coal, oil, gas and petroleum.

Ph Telecoms Summit Day 1 – DICT to Cut Red Tape to Expedite Improvements in Ph Telecoms

The very first Philippine Telecoms Summit concluded the first of two days, March 9, 2017 at the PICC Forum.

The whole day event was attended by top telecoms stakeholders, coming from the consumers’ side, the providers’, and the regulator’s. Headed by the Secretary of the Department of Information and Communications Technology (DICT), Secretary Rodolfo A. Salalima, the panel was gathered to put into light issues that hinder the positive development in the country’s telecoms services in the aspects of cost, speed, and coverage, and to find solutions for each.

Seven days – that should be the number of days to process licenses and permits for putting up infostructure and infrastructure necessary for telecommunications. Two more days may be given for the local chief executive to decide whether to approve or deny a permit, but if after that no decision has been made, the permit should be deemed approved. Secretary Salalima is confident that if this recommendation of his is followed, the Philippines will be looking at improvements on the telecoms services just after six months.

“Solutions with no deadlines are no solutions at all,” Salalima emphasized during his speech and reiterated the same over the discussions that followed. Thus, he set a deadline as mentioned.

The Summit was lined up with presentations from various key personalities and groups, and highlighted by two “Tapatan” sessions, the first of which focused on issues concerning the consumers, providers and the regulators, while the second delved into issues regarding infostructure and infrastructure.

The second day of the PH Telecoms Summit will feature talks on issues regarding competition, and a presentation of the summit’s outputs.

DOE Lauds EU Assistance Towards Full Electrification

Energy Secretary Alfonso Cusi extended his gratitude to the European Union (EU) delegates and assured them that the Philippine government is working doubly hard to provide full access to electricity to Filipinos.

Undersecretary Felix William Fuentebella delivered the Secretary's message at the Philippine-EU Access to Sustainable Energy Program (ASEP) conference held on 9 March 2017 at Bonifacio Global City.

The ASEP is a joint undertaking of the DOE and the EU collectively espousing total electrification, energy security, efficiency and sustainability in the Philippines.

“The Philippine government is accelerating its identified households for electrification in order to meet the 100% target by 2022,” said Fuentebella.

DOE Undersecretary Jesus Cristino P. Posadas highlighted the DOE's overall objective in line with the programs of ASEP in expanding sustainable energy projects and assisting its short- and medium-term targets pursuant to the Philippine Energy Roadmaps.

According to the EU, the Philippines has been granted 60 million Euros (more than P3 billion) worth of assistance to help the country meet its rural electrification targets through various energy and efficiency programs‎.

Interim Team Leader Dr. Ernesto N. Terrado provided details of the ASEP's various Technical Assistance (TA) projects.

In October of last year, ASEP also held a technical planning workshop where the DOE and other stakeholders identified the immediate technical assistance needs of the local energy sector and came up with a framework in achieving the targets set by the energy family.
