The 2026 National Expenditure Program earmarks a ₱114.39-billion budget for Personnel Services, guaranteeing that salaries, benefits, and allowances are fully funded. To address health concerns, DepEd has fast-tracked the ₱7,000 annual medical allowance for teachers. In time for the National Teachers’ Month celebration, the Department of Education (DepEd) has rolled out a transformative reform that promises to rewrite the professional journey of Filipino educators. The Expanded Career Progression (ECP) System, institutionalized through DepEd Order No. 024, s. 2025, now gives teachers a clearer, fairer, and competency-based path to advancement—without the long wait for vacant posts that has crippled the old system for decades.


Education Secretary Sonny Angara emphasized that this initiative directly addresses the long-standing frustrations of teachers who, despite their dedication and excellence, often found their careers stalled by a rigid vacancy-dependent promotion system.


“Matagal nang hinaing ng ating mga guro ang limitadong pagkakataon para umangat. Ngayon, hindi na kailangang maghintay ng bakanteng posisyon. Kapag natugunan ang pamantayan at naipakita ang husay, maaari nang umusad sa karera,” Angara declared.


A New Path Forward

The ECP system introduces new teaching positions (Teacher IV to VII and Master Teacher V), expanding the ladder of growth beyond the previously capped structure. More significantly, teachers may now pursue two distinct tracks:


Classroom Teaching Track, for those committed to honing instructional quality and staying in front of learners.


School Administration Track, for those preparing to step into leadership and management roles.


Under this reclassification model, promotion is no longer a race for limited slots. Once teachers meet the prescribed qualifications and demonstrate competencies under the Philippine Professional Standards for Teachers (PPST) or School Heads (PPSSH), they can advance—turning career development into a matter of merit, not chance.


Correcting a Broken System

For years, teachers endured a bottleneck: regardless of their performance, they had to wait for others to vacate positions before advancing. This created a cycle where motivation waned and talents were underutilized. The ECP ends this vicious waiting game.


“Ang Expanded Career Progression System ay handog ng pamahalaan upang suklian ang kanilang sipag at sakripisyo sa pamamagitan ng mas malinaw na landas para sa kanilang career sa pagtuturo,” Angara said, adding that better morale among teachers will directly translate into improved quality of education for students.


Transitioning to a New Era

The system will undergo a three-year transition period (February 25, 2025 – February 24, 2028). Key adjustments include:


Vacant Head Teacher and Assistant Principal posts will be converted into Teacher I items after 90 days of the Order’s issuance.


Unfilled Teacher I–III and Master Teacher I–IV positions must be filled within a year from the issuance of the Implementing Rules and Regulations (IRR).


Incumbent Head Teachers and Assistant Principals may either keep their current titles or be retitled into equivalent positions without loss of salary or benefits.


They will also be “on-stream candidates” for promotion to School Principal positions without needing to start from Master Teacher I.


This transition ensures that no current educator is left behind while allowing for a smoother integration into the new system.


Empowering Teachers Beyond Promotion

Promotion, however, is just one part of the reform. Recognizing that career growth must be paired with continuous learning, DepEd—through the National Educators Academy of the Philippines (NEAP)—will ramp up training programs tailored to teachers, head teachers, and assistant principals eyeing leadership roles.


Priority will be given to teachers nearing retirement within five years, granting them overdue recognition and opportunities before they exit service.


“Kasabay ng bagong career progression, tinutukan din natin ang professional development ng guro—mula sa mas malinaw na job descriptions hanggang sa mas madaling access sa training at mentorship. Lahat ng ito ay bahagi ng mas malawak na reporma para gawing mas kaaya-aya ang propesyon sa ating kaguruan,” Angara explained.

NRW was reduced from a crippling 24% to 18%.

In the quiet town of Solana, Cagayan, northern Luzon, history stirred beneath the earth. What began as a chance encounter by a local resident has now shaken the scientific world: the discovery of the very first Stegodon fossil skull ever found in the Philippines.


This extinct giant, a prehistoric cousin of the modern elephant, once roamed across Asia. For decades, scientists only had fragments—isolated teeth, tusks, and bone shards—to piece together its story in the Philippines. But now, thanks to the work of paleontologists from the University of the Philippines Diliman’s College of Science (UPD-CS) and the University of Wollongong in New South Wales, Australia, the nation finally holds concrete proof that these creatures once walked its lands.


A Once-in-a-Lifetime Find

The study, recently published in Palaeogeography, Palaeoclimatology, Palaeoecology, describes the fossil skull as a million years old, crushed and deformed yet miraculously intact enough to reveal two small tusks and a complete tooth. For paleontologists, this is nothing short of extraordinary.


“Large animal fossils are already rare. Skulls are even rarer because they are fragile, hollow, and easily broken long before they can fossilize,” explained Meyrick U. Tablizo, a researcher at UPD-CS National Institute of Geological Sciences (NIGS) and lead author of the study. “That’s why most Stegodon remains we find in the Philippines are just teeth or tusk fragments. A skull is a once-in-a-lifetime discovery.”


The fossil, believed to belong to a teenage Stegodon, stood only slightly taller than the average Filipino. Yet, a fully grown member of its kind may have reached near the size of today’s Asian elephant.


Ancient Swimmers of the Sea

But how did a colossal animal end up on the Philippine islands, isolated by seas with no known land bridges?


Tablizo and co-author Dr. Allan Gil S. Fernando (UPD-CS NIGS), alongside Dr. Gerrit D. van den Bergh (University of Wollongong), believe the answer lies in the Stegodon’s surprising ability: they were strong swimmers.


“Its features match those of Stegodons from the Indonesian islands of Sangihe, Sulawesi, and Flores,” said Tablizo. “This means these ancient elephants likely swam across open seas, island-hopping to reach the Philippines.”


The discovery reinforces a vision of prehistory where giant mammals braved vast waters, long before humans ever dreamed of crossing them.


A Complex Prehistoric Picture

The implications of the Cagayan skull go beyond a single fossil. Evidence now suggests that Luzon may have hosted at least three different forms of Stegodon:


A large-bodied type.


A smaller, dwarfed variety.

Even small discoveries may become key pieces in understanding our natural history.”

The Banahaw Wind Power Project is a significant piece of this national puzzle, a monumental stride toward weaning the country off its dependence on fossil fuels. With its 38 wind turbine generators and an expansive 4,536-hectare footprint, the project is poised to be one of the largest wind energy farms in the country. The company's representatives spoke of substantial benefits, from direct and indirect employment opportunities for qualified locals during the construction and operation phases to the infusion of Real Property Tax (RPT) revenue that could fund critical community infrastructure like schools, roads, and bridges. A survey of residents revealed that a majority are already aware of the project and its potential benefits, with over half expecting additional revenue and livelihood opportunities.







Beyond the financial gains, the project is positioned as a catalyst for social progress. It aligns with government mandates like Energy Regulations (ER) 1-94, which allocates a portion of generated revenue—including a government share equivalent to 1% of gross profit—for social development initiatives. There is also the promise of enhanced local tourism, with the wind farm potentially becoming an iconic "green" landmark. As one resident poignantly suggested, the project could bring "more job in barangay" and "have a cleaned surroundings".






The Shadow of Uncertainty

Yet, beneath the surface of optimism and grand-scale plans, a current of anxiety runs through the community. The same IEC sessions that brought promises also served as a platform for profound concerns. Residents raised pointed questions about the project’s potential negative impacts, with 34.5% worrying about damage to vegetation and local ecosystems. The planned construction of 36 km of access roads and internal roads, while essential for the project, has raised fears of land reclassification and potential displacement of homes and land parcels. The company has assured that they will assess damages and provide "appropriate solution and compensation," but for many, the uncertainty is a heavy burden.





There were also concerns about the project's direct environmental effects. A resident from Barangay Ipilan asked about potential radiation and the drying up of farmlands, a fear the project proponent dismissed by citing a lack of documented incidents. Noise from the turbines, dust from construction, and the threat of in-migration were all brought up as potential disruptions. Perhaps the most visceral concern, however, was the impact on livelihoods. While the project promises new jobs, 16.1% of residents fear the loss of their traditional farming and fishing livelihoods. They also voiced concerns about the safety of their bridges, which may not be able to handle the heavy equipment required for construction.





In a moment that captured the tension between corporate assurances and community apprehension, a resident from Barangay Ilayang Bukal expressed a deep-seated fear: "If the project pushes through, I hope it will not have a negative effect on every resident of the barangay".






The Road Ahead

The Banahaw Wind Power Project is more than an engineering feat; it is a test of trust and a balancing act between national energy goals and local community welfare. GigaWind4, Inc. has pledged to continue coordinating with local government and to conduct further studies, including a shadow flicker modeling study and a visual impact assessment, to mitigate identified impacts. The Department of Environment and Natural Resources (DENR) will host a Public Scoping session in July 2025 to gather further feedback and identify key issues for the Environmental Impact Assessment study.

Brewing Hope and Inspiring Change: A Heartfelt Outreach at Darul Aytam Orphanage

The recent outreach at an orphanage in New Lower Bicutan, Taguig City was a heartfelt gathering of community advocates, volunteers, and organizers dedicated to bringing joy, care, and inspiration to the children of this sanctuary. Established as a safe haven for orphans, Darul Aytam is a place where young lives are nurtured not only with basic needs but through education and faith.



Ross Flores Del Rosario, founder of Wazzup Pilipinas, took part in a heartfelt outreach program held at this Islamic Education & Guidance Association Orphanage, The initiative was a collaborative effort involving community advocates, some of Ross' correspondents led by Renz Delim, Jenylin Dangel, together with their former colleagues, current work superiors, and friends from Diverse Coffee—a socially responsible brand dedicated to brewing more than just coffee and making a lasting positive impact in the community, together with other sponsors. 






The group conducted short talks, food distribution and several games for the children to enjoy that day. All of the children, not just the active respondents and game winners, were rewarded with prizes to cherish. The outreach was mainly hosted by the proprietor of D'Angels Collection.




During the outreach, Diverse Coffee, aside from the short talk from one of its owners, also generously distributed hygiene kits to all the children of the orphanage, helping promote healthy habits among the young beneficiaries. Ross engaged the children with a short talk focused on caring for the environment, instilling awareness and responsibility towards nature at an early age. He also delivered an inspirational closing speech, encouraging the children to be exemplary members of society despite their youth.




The event was further enriched through a partnership with "Jack & the Whirlstone Guardian," a story by Michael McGregor, aiming to inspire young minds through the power and magic of storytelling. They were not able to personally join the event due to a family emergency but they sponsored the cost of the food for the children.
