The accusations stemmed from testimonies of contractor couple Pacifico and Cezarah “Sarah” Discaya, who claimed there were 25% kickbacks in infrastructure projects — a revelation that sent shockwaves through the bureaucracy.


But as investigations unfolded, the story grew murkier.


The Discaya couple later withdrew from full cooperation, citing legal counsel and self-incrimination risks. Meanwhile, Romualdez and Abalos categorically denied all allegations, submitting themselves to inquiry and demanding evidence. President Marcos Jr. himself assured the public that “no ally will be spared” from investigation — a line that sounded more like damage control than a declaration of war against corruption.


As of October 2025, the ICI’s official report has yet to name any official guilty of wrongdoing. No criminal charges have been filed, and the flood-control case remains mired in hearings and subpoenas.


Barzaga’s claims, while headline-grabbing, remain unproven.

The Billion-Dollar Logic of Building Back Smarter

According to the report, resilience investments yield at least four times more benefits than costs, boasting an average 25% annual return rate—a performance that rivals or exceeds most traditional markets.


If scaled up globally, such efforts could add up to 15% GDP in the most climate-vulnerable countries by 2050, reduce sovereign debt risks, and prevent up to 2 million annual deaths linked to climate impacts.


These are not abstract projections. Over the past two decades, developing economies have already lost over $525 billion due to climate-related disruptions. Without decisive action, the cost of inaction could reach $1.2 trillion in corporate losses and a 23% global GDP decline by 2050, according to S&P Global and the Network for Greening the Financial System (NGFS).


Yet despite the overwhelming data, for every $1 spent on resilient infrastructure, $87 is still spent on infrastructure that fails to account for climate risks.


As Dr. Pep Bardouille, Director of the Bridgetown Initiative and climate advisor to the Prime Minister of Barbados, bluntly puts it:


“Resilience is the bedrock of prosperity, yet it remains the most undervalued investment of our time. Our financial rules constrain it instead of enabling it.”

SSS activates Calamity Loan Program for members affected by Davao Oriental earthquake

QUEZON CITY – The Social Security System (SSS) announced that, starting today, October 16, it has activated a Calamity Loan Program (CLP) for members in Davao Oriental who were affected by the two powerful earthquakes that struck the province last week.


SSS President and Chief Executive Officer Robert Joseph Montes De Claro said the CLP aims to give timely financial support to SSS members living or working in the earthquake-affected areas.


Following the declaration of a State of Calamity for all 11 cities and municipalities in Davao Oriental by the National Disaster Risk Reduction and Management Council (NDRRMC) due to the twin earthquakes, De Claro emphasized SSS’ commitment to assist its members during this difficult time.

 

“We at the SSS are deeply committed to supporting our members in Davao Oriental. We understand the challenges they face after the earthquake and we are here to provide timely assistance to help them recover from this calamity,” he said.

 

Qualified members can avail of calamity loans of up to P20,000 at a lowered interest rate of 7% per annum. Applications can be filed online through their My.SSS account and approved loans will be credited directly to the member’s enrolled bank account.

 

To qualify for the calamity loan, members must:

Reside or work in an area declared under State of Calamity;

Have at least 36 monthly contributions, with at least six posted within the last 12 months before filing. Individually paying members must have paid six contributions under their current membership type;

Have an active My.SSS account;

Have no past due loans or outstanding restructured loans;

Have not been granted any final benefit;

Be of legal age and under 65 at the time of application; and

Have not been disqualified due to fraud against the SSS.

Employed members are reminded that their employers must be updated on SSS contributions and loan remittances to qualify.

 

De Claro assured the public that SSS will remain a reliable partner of Filipino workers, helping them rebuild their lives in the aftermath of disasters.

 

“We further remind our members about SSS’ benefit and loan programs that may be relevant to them during these difficult times.  The Pension Loan Program (PLP) was also recently enhanced allowing retirement pensioners to borrow up to P300,000 and, now, survivor pensioners can also avail of the PLP and borrow up to P150,000.  Thus, there is a loan facility for actively contributing members and for retirement or survivor pensioners,” De Claro added.

 

The earthquakes struck last October 10, with the first measuring 7.4 magnitude at 9:43 a.m. and the second with a magnitude of 6.8 at around 9:12 p.m. The epicenter was near Manay, Davao Oriental. As the country’s premier art fair, ManilART 2025 opens its 17th edition at the SMX Convention Center of SM Aura, Bonifacio Global City, Taguig, the air is electric with color, creativity, and conviction. This year’s theme, “Across Forms, Beyond Borders,” captures the very spirit of transformation—how inspiration flows across disciplines and identities, defying the limits of medium and tradition. From fashion to food, from digital design to sculpture, this year’s ManilART celebrates the boundless nature of creativity and its power to heal, connect, and redefine.


And at the heart of this celebration stands Booth E1 — LA GALERIA DE MARIA, with its evocative exhibition entitled “Her Story in History.”

It is not just a collection of artworks—it is a sanctuary of strength, resilience, and womanhood.


A GALLERY WITH PURPOSE

On Day 1, October 15, VIP Night, Wazzup Pilipinas had the honor of meeting three extraordinary women whose works breathe life into this theme: Mari Zhar, Cas Lib, and Leslie Pucay. Each artist, in her own right, carries a distinct story—yet together, they form a tapestry of purpose and truth, bound by passion and empowerment.  


Be sure to watch also the videos of my actual one on one interviews with these three women. I will upload them soon. The art fair had so many notable artists with their respective signature or style of art that it's actually impossible to stay at one spot because you'll be overwhelmed with all the sights at every corner of the SMX Convention Center of SM Aura in Bonifacio Global City, Taguig. The art everywhere could not stop me from getting a close-up look drawing me like magnetized yet every piece was pulling me and all demanding my attention. Add the fact that there were gracing tables and buffets offering sumptuous food that are equally works of art on both taste and form. But that will be another significant story to share in another article. 


For this moment, we focus on three women that I had a face-to-face opportunity to dwell within their thoughts more intimately, where they even shared the prices of their artworks.. But for the truly discerning, the amount they mentioned should be more than their asking price. I would treat my works as priceless actually especially if the beholder truly understands what goes on in the minds of every passionate artist out there, not just from the ManilArt art fair, not just of Filipino artists, but of everyone worldwide. Their creativity are definitely without any boundaries and of many forms. 






MARI ZHAR – Art With Purpose. Truth With Power.

At first glance, Mari Zhar Carvill’s presence commands both warmth and depth. An artist, author, and advocate, her works echo stories of struggle and strength—turning silence into color and emotion into form. Influenced by Modern Abstract Expressionism and shaped by her travels across Europe, the U.S., and Asia, Mari Zhar transforms personal pain into communal healing.


Her art is deeply rooted in human experience—loss, betrayal, and ultimately, rebirth.

“My dream is not a gallery; it’s a sanctuary,” she says. Through her foundation Shaped Women Org. PH and projects like Pigmento.PH and Children’s Avenue, she creates spaces for healing, especially for women and children silenced by life’s cruelties.


Hand-painted colorful crumpled forms could be depicting how our lives are virtually not as smooth as always but we still are able to emerge out of the chaos due to our resilience and perseverance. 


Mari’s art doesn’t seek to impress—it seeks to awaken. Every brushstroke is a prayer for the forgotten, a voice for the grieving, and a light for those rediscovering themselves. “Every ending is a spark,” she writes, “and every spark is the start of becoming who you were always meant to be.”

CAS LIB – The Artist, The Chef, The Healer

Beside the frame of her signature work lies a story of transformation. Cas Lib, once a dentist turned international chef, discovered her truest self through art. Her journey from the kitchen to the canvas mirrors the fluidity celebrated by ManilART’s theme—proof that creativity knows no single form.


Now a celebrated artist, chef, and businesswoman, Cas Lib’s paintings serve as her therapy and testimony. After years in New Zealand and a life filled with reinvention, she picked up the brush not to impress, but to cope and connect.


“Painting helped me turn anxiety and grief into something visible,” she shares. “Every color carries weight. It’s not just art—it’s what I’ve lived.”

Her works often feature gentle, deliberate strokes—echoes of both culinary precision and emotional release. Cas Lib’s artistry bridges her many worlds, reminding us that creation itself can be both a refuge and a revolution.

And you would be surprised that her pen name is actually the last name of her husband whom she wants to honor? When many would normally put their name or branding on their works, she instead puts the name of another on her artwork. I'm sure you would know why and which kind of person she is - unselfish and humble could just be one layer as I see her as more than that. 





LESLIE PUCAY – Painting the Pulse of Music, Dance, and Life

If rhythm could take shape, it would look like the paintings of Leslie Pucay. A visual artist, singer, photographer, and ballroom dancer, she brings movement and music to the canvas with effortless grace. “Through color, form, and gesture,” Leslie explains, “I translate harmony into visuals and choreography into brushstrokes.”


Her art breathes with motion—each swirl, hue, and texture evoking the pulse of life itself. Guided by spontaneity and emotion, Leslie’s works invite viewers into a dance between sound and silence, memory and imagination.


“My artistic journey is ongoing,” she reflects. “It’s an experiment in feeling, seeing, and becoming.” Every piece she creates invites us to move beyond observation and into resonance—to feel the art rather than merely view it.


I can't wait to see her art reflecting an OPM song or music as many of us are equally captivated by Western music, our own local music or songs also needs to be highlighted as equally meaningful and deep. Which colors you may ask?  But like our political inclinations depending on our class or stature in life, learning and principles, should I keep saying that our focus should be knowing that we are basically brown or kayumaggi?  Yes, we maybe very active on social media, very expressive and vocal online, but let us not detach ourselves from using both our intellect and emotion to realize that we are above all these pull or push of alliances.

In the heart of a rapidly urbanizing Philippines, a quiet revolution is taking root — one that blends environmental sustainability, community cooperation, and circular innovation. The Bayanihan Para Sa Kalikasan Movement (BKM), in partnership with Farm-Ready GG Seedling Corporation and Wazzup Pilipinas, is breathing life into the advocacy for a greener, more resilient urban landscape through urban gardening and circular economy practices.


Recently, BKM received 50 sacks of BOSS (Best Organic Sterilized Soil) Media, a premium-quality soil blend donated by Farm-Ready GG Seedling Corporation. The products were picked up directly from Farm-Ready’s warehouse in Bulacan through the coordination of Ross Flores Del Rosario, founder of Wazzup Pilipinas, and an active trustee of BKM. San Quintin LGU to fully subsidize the SSS contribution of over 200 barangay workers

URDANETA CITY – Social Security System (SSS) Luzon Central 1 Vice President Vilma P. Agapito and San Quintin Mayor Farah Lee Lumahan signed a Memorandum of Agreement (MOA) to register San Quintin LGU as the first Contribution Subsidy Provider in Pangasinan.


Starting September 2025, 217 barangay workers will receive a P760 monthly subsidy for their SSS contributions, totaling P164,920 in monthly support. The program will be fully funded by the local government throughout the term of Mayor Lumahan, as part of the municipal government’s efforts of enhancing social protection for community-based workers.

 

SSS Vice President for Luzon Central 1 Division Vilma P. Agapito said that the groundbreaking agreement between SSS and an LGU is the first of its kind in Pangasinan and Luzon Central 1 Division which covers Barangay Health Workers (BHW), Barangay Population Workers (BPW), Barangay Nutrition Scholars (BNS), and Child Development Workers (CDW) of the said municipality.

 

 “Through this MOA, we are bringing social security protection closer to our grassroots workers who serve as frontliners in their communities. This collaboration with the San Quintin LGU is a trailblazing initiative that we hope other local governments will replicate,” Agapito said.

 

She further emphasized that consistent and regular SSS contribution remittance ensures long-term protection and access to a wide range of benefits such as sickness, maternity, disability, retirement, funeral, and death benefits. Members also become eligible for salary and calamity loans, providing immediate financial assistance in times of need.

 

Meanwhile, San Quintin Mayor Farah Lee Lumahan highlighted the LGU’s commitment to the barangay workers.

 

“Our barangay workers have long been the backbone of community service. By partnering with SSS under the CSPP, we are ensuring that their sacrifices and contributions are recognized through social security protection. This is just the beginning, as we also commit to include our Civic Volunteer Organization (CVO) workers in 2026,” she said.

 

SSS Urdaneta is also conducting courtesy meetings with other LGUs in its jurisdiction to offer the CSPP, in the hope that they will follow San Quintin’s lead in providing subsidy for the social security coverage of their barangay workers.

We thought plants were silent witnesses to the pulse of the planet: rooted, passive, unfeeling. But science is now revealing a far more electrifying truth. Plants are not silent at all. They are alive with conversation — whispering, warning, and even waging war in a hidden symphony of life that has been unfolding beneath our feet all along.


The Hidden Voices of the Green World

Deep within the leaves and roots, an invisible communication network hums with life. Plants, it turns out, are sophisticated communicators. When under threat — say, by an invading caterpillar or a gnawing beetle — a plant doesn’t merely endure. It cries out. TENSION AT SEA: A STANDOFF THAT SHOOK THE NATION

The waves of the West Philippine Sea once again turned into a theater of defiance and danger as the Philippines and China locked horns in a fresh maritime confrontation. On October 12, 2025, near Pag-asa Island (Thitu Island), a Chinese coast guard ship fired high-pressure water cannons at a Philippine vessel before ramming its stern, an act that sent shockwaves across the region and drew condemnation from the international community.


The Philippine vessel, BRP Datu Pagbuaya, was conducting a support mission for Filipino fishermen when it was struck. According to the Philippine Coast Guard, the incident happened well within the country’s exclusive economic zone, an area recognized under international law as part of the Philippines’ sovereign rights. China, on the other hand, accused the Philippines of intruding into what it calls its own territory, near the disputed Sandy Cay, and claimed the Filipino crew ignored warnings to leave.


This latest clash is not an isolated case—it is part of a growing pattern of harassment, intimidation, and dangerous maneuvers in the West Philippine Sea. Over the past year, Chinese vessels have repeatedly used water cannons, lasers, and blocking tactics to deter Philippine ships from resupplying their troops and supporting their fishing communities at strategic areas like Ayungin Shoal and Bajo de Masinloc (Scarborough Shoal).


But this time, the world took notice. Nations from the United States, Japan, the United Kingdom, the European Union, and Australia have condemned Beijing’s actions, calling for respect of international law and for China to cease aggressive behavior. Beijing, in turn, has accused Manila of “provocations,” warning the Philippines to “stop stirring up trouble.”




THE LAW, THE LAND, AND THE LIVES AT STAKE


At the core of this tension lies the question of sovereignty and the rule of law. The Philippines stands firm on its rights under the United Nations Convention on the Law of the Sea (UNCLOS) and the landmark 2016 Arbitral Ruling, which invalidated China’s sweeping “nine-dash line” claims over almost the entire South China Sea. The tribunal recognized that areas such as the Spratlys and the waters surrounding Pag-asa Island fall within the Philippines’ Exclusive Economic Zone (EEZ).


For Filipinos, this isn’t just a geopolitical issue—it’s personal. The West Philippine Sea feeds thousands of families. Its waters are the livelihood of fishermen who risk their lives daily against not just the fury of the waves, but now against the might of the Chinese coast guard. Each barrel of water fired, each steel hull that slams against ours, isn’t just a breach of law—it’s an attack on dignity, survival, and national pride.


Pag-asa Island itself, home to Filipino civilians and a symbol of peaceful presence, represents our enduring claim. Its small community stands as a beacon of sovereignty—a living reminder that the Philippines isn’t merely defending territory, but the soul of a nation that refuses to bow.


THE GEOPOLITICAL UNDERTOW


The standoff is not just about two nations and one sea—it’s about the shape of power in Asia. China’s maritime assertiveness is seen by many as part of a broader strategy to project dominance in the region, to test how far smaller neighbors and the international community are willing to tolerate its actions. For Beijing, control of the South China Sea means strategic depth, economic advantage, and geopolitical leverage.


For the Philippines, it is a test of resolve—of how to defend sovereignty without sparking war, and how to assert rights while engaging in diplomacy. The Marcos administration has taken a bold stance, shining light on each provocation and inviting global transparency. The decision to publicize every incident has rallied international sympathy and pressure, transforming each maritime encounter into a global statement.


The stakes, however, are dangerously high. A single miscalculation—a collision that causes injury or loss of life—could escalate into a crisis that pulls in allies and destabilizes the entire Indo-Pacific region. With naval and coast guard vessels maneuvering in close quarters, the line between assertion and aggression grows thinner by the day.


A PATH FORWARD


The way forward is fraught with complexity, but not hopeless. The Philippines must continue to stand firm—resolute but rational, assertive yet anchored in peace. Diplomacy, backed by transparency and international law, remains the most powerful weapon in this asymmetric struggle.


True progress will depend on several fronts: sustained dialogue between Manila and Beijing to prevent accidental escalation; regional solidarity within ASEAN to present a united stance; and continued engagement with global allies to uphold the rule-based order at sea. At the same time, the Philippines must invest in strengthening its own maritime capabilities—not for provocation, but for protection.


Above all, it must ensure that the voices of Filipino fishermen and coastal communities are never drowned by the noise of international politics. Their struggles, their stories, and their courage are the real frontlines of this fight.

What unfolds in the West Philippine Sea is more than a geopolitical contest—it is a moral reckoning. Every Filipino who watches those videos of our vessels being blasted and battered feels it deep within: a surge of anger, pride, and unity. The sea has become a mirror reflecting who we are as a people—unyielding, resilient, and proud.


In the tumultuous dance of waves and wills, where sovereignty clashes with ambition, the West Philippine Sea isn’t just a body of water—it’s the roaring heart of a nation’s defiance, a testament to our unbreakable spirit, and a vivid challenge echoing across the global stage.

Grabe ang tensyon! Sa bawat alon na bumubugso sa West Philippine Sea, hindi lang dagat ang nakikipaglaban kundi pati ang puso at dangal ng bawat Pilipino. Nakikita natin dito ang tapang ng ating Coast Guard—na kahit gaano kalaki ang kalaban, hindi sumusuko. Ito’y laban hindi lang para sa teritoryo, kundi para sa kinabukasan ng ating bansa.

Circular Economy Workshop at KNK Payatas: Communities Uniting for a Plastic-Free Future

In a powerful display of unity for environmental action, the Bayanihan Para Sa Kalikasan Movement (BKM) successfully conducted a Circular Economy Workshop at KNK Payatas last October 11, 2025, as part of its nationwide initiative, Project 1M: Hulihin ang Plastik! — a campaign that aims to capture, reduce, and repurpose one million pieces of plastic waste across the country.


The event brought together over 40 participants, representing diverse sectors of society — from environmental advocates and educators to industry partners and local community leaders. The workshop was spearheaded by Engr. Eric Raymundo, National President of BKM, who emphasized the urgent need to shift toward a circular economy where “nothing goes to waste, and everything is designed to be reused, repaired, or regenerated.”








BKM’s Mission: Bayanihan for a Sustainable Philippines

The Bayanihan Para Sa Kalikasan Movement (BKM) is a nationwide environmental coalition composed of professionals, youth, NGOs, and advocates united by a shared vision of ecological restoration and sustainable living. Among its trustees is Ross Flores Del Rosario, the influential founder of Wazzup Pilipinas, who has been instrumental in amplifying BKM’s advocacies through digital media and public engagement.

BKM has been at the forefront of green education campaigns, ecological projects, and collaborative efforts that connect businesses, workers, and communities under the framework of the circular economy — an economic model designed to eliminate waste and continuously reuse resources.


KNK Payatas: A Community of Faith and Action

The host venue, KNK Payatas (short for Kapitbahayan ng Kalikasan Payatas*), has long been recognized as a community-driven environmental hub in Quezon City. Situated near one of the country’s most historically significant landfill areas, KNK Payatas has transformed from a place once defined by waste into a living classroom for sustainability. Its “Garden Ecobricks Project,” which turns discarded plastic bottles into garden structures and sustainable landscaping materials, stands as a symbol of hope and resilience.

BKM’s renewed commitment to help improve and expand the garden Ecobricks at KNK Payatas marks another step toward making the community’s eco-projects even more sustainable, educational, and replicable nationwide.






Partners in Purpose: JBC Workers Union and Racal Industries

The success of the workshop was made possible through the collaboration of JBC Workers Union and Racal Industries, whose representatives joined hands with BKM to promote sustainable workplace practices and responsible production.


JBC Workers Union, known for championing the rights and welfare of laborers, has increasingly integrated environmental awareness into its advocacy — understanding that the fight for workers’ rights is also a fight for a livable planet.


Racal Industries, a recognized name in manufacturing and transportation, has been exploring innovations in waste reduction and material recycling, aligning with circular economy principles that minimize industrial waste and promote ecological accountability.


Also in attendance were students and faculty members from the O.B. Montessori Center, whose participation highlighted the role of education in shaping future generations of eco-conscious citizens. Their involvement underscores how academic institutions can serve as catalysts for sustainable transformation through community immersion and hands-on learning.

The Circular Economy Workshop at KNK Payatas wasn’t just another seminar — it was a movement in motion. It symbolized how collective effort, shared knowledge, and strong partnerships can transform even the most challenging environmental realities into opportunities for change.
