In a resounding call to uphold the integrity of the nation’s democratic institutions, Senate Deputy Minority Leader Risa Hontiveros has delivered a forceful reminder to her fellow lawmakers: the 1987 Constitution mandates the Senate to act—swiftly and decisively—on impeachment proceedings once the articles have been transmitted.
With the political atmosphere growing increasingly tense, Hontiveros took to the Senate floor to dismantle any attempt to defer or sidestep a looming constitutional obligation.
“It is true that the 19th Congress cannot bind the 20th Congress — and all unfinished business will be terminated,” Hontiveros admitted, speaking to the legal nuance that often clouds transitions between legislative sessions. “But this is only true for any work done by us in the exercise of our legislative functions.”
Then, with unwavering conviction, she struck at the heart of the matter:
“Napakahalagang mandato po ng Saligang Batas ito, klaro at walang kalabuan — once we receive the articles of impeachment, trial by the Senate shall forthwith proceed.”
In other words: the Senate cannot, must not, delay.
Hontiveros emphasized that impeachment is not merely a legislative task subject to political convenience or procedural delay. It is a constitutional duty — a solemn and binding mandate placed upon the Senate by the very charter of the Republic.
