Very visual: The broom can easily be transformed into a magical weapon/staff, instantly making it cosplay-like.

Costume Plan (Easy + Affordable)
Base Outfit:
Neon orange or green vest (can borrow, buy cheap, or DIY with cartolina strips).
Dark pants or jeans.
Cap or wide-brim hat.
Gloves (gardening or cleaning gloves).
Hero Twist:
Cape: Made from an old tarpaulin, curtain, or recycled sack, decorated with the Philippine flag colors (blue, red, yellow) and written boldly: “Tagapaglinis ng Bayan, Tagapagtanggol ng Kalikasan”.
