Prioritize safety during the Holy Week break; know how to call 911

The Holy Week starts on March 22 and despite the prohibitive fuel price hike, families and groups are still expected to travel by land, sea or air.

Whether the chosen destination is near or far, or even if one decides to stay at home, safety should continue to be the top priority.

Summer travelers must make sure to secure their homes by locking all doors and windows, unplugging all electrical cords to disconnect appliances, computers, air conditioners, TV sets and the like to protect them from power surges and to conserve electricity.

Travelers or even those who stay at home should always be alert for incidents of fire, theft, break-ins, medical emergencies or even suspicious activities.



The good news is that calling for help when there are emergencies, accidents or break-ins has never been easier. NGA 911 Philippines, provider of the next generation advanced technology being used by the nationwide Unified 911 System, says citizens all over the country now have unprecedented access to the national police, the Bureau of Fire Protection and emergency services.

Anyone can dial 911 from anywhere in the country for quick, integrated assistance from first responders, says NGA Philippines Country Head Robert Llaguno. Whether calling from a landline or a mobile phone the call will be routed through a single system to the nearest police, fire or medical response unit.

The Unified 911 system can respond to voice, text or video messages and its GPS feature can accurately locate callers wherever they are, Llaguno said.

For mobile phone owners, there is more good news. They can call 911 even without load or an active mobile plan on their phone. 911 calls are always prioritized and are free of charge, regardless of SIM card status.

How does the unified 911 system respond to emergency calls and why is it considered a landmark achievement in emergency response in the country?

Once a caller presses the numbers 911 on his or her gadget, the call instantly goes through an integrated network to a central point. Trained responders pick up the call in just two rings and can converse with the caller in different local dialects, Llaguno said.

The responders can evaluate the call to determine what type of emergency response is needed.

Quick response is guaranteed because the integrated system links the call to the Philippine National Police (PNP), the Bureau of Fire Protection (BFP) and local governments for effective coordination. Geo location pinpoints exactly where the emergency is taking place and first responders can arrive on the scene right on time. Police, fire or medical units are dispatched as needed.

Whether in cities or in tourist locations in the country, the 911 call can be placed and first responders will arrive.

However, Llaguno says 911 must be dialed for true emergencies only. Besides, the intelligent system can identify and locate prank callers and address them accordingly.

“Dialing 911 in case of emergency – whether you are on vacation, on the road, or at home – provides a streamlined, efficient way to get urgent help from the police, the fire department or from medical services. This time we have just three universal numbers to remember – 911 – unlike the many different numbers that were unique to various LGU’s before.”

“Today we are at par with countries in Europe and the United States that use the next generation advanced technology. It is a major leap in public safety modernization,” Llaguno said.

In a move to make scholarly knowledge more accessible, the Ateneo de Manila University has donated a curated collection of its academic journals—spanning topics ranging from precolonial history to modern technology—to the Book Nook at SM North EDSA. The initiative reinforces the University’s commitment to bridging research and the public.

The donation features peer-reviewed texts across multiple disciplines and research areas, including Philippine history, culture, society, and interdisciplinary studies. Close to a hundred journal copies were turned over from across the Ateneo’s various signature publications, including Perspective in the Arts and Humanities, Budhi: A Journal of Ideas and Culture, Social Transformations: Journal of the Global South, Journal of Management for Global Sustainability, and Philippine Studies: Historical and Ethnographic Viewpoints, with the latest issues from 2019 to 2025. 

By bringing these journals into a public, community-oriented space, the initiative opens new pathways for learners, readers, and curious minds to engage with academic works beyond the classroom and traditional library settings.

Book Nook, a community reading initiative pioneered by Singapore-based architect Shereen Sy, reimagines everyday spaces as accessible hubs for learning and exchange. It currently has three locations in Metro Manila–at SM Podium, SM Aura Premier, and SM North EDSA–each designed as an open, free-to-use library that invites visitors to read, share, and donate books. The addition of Ateneo’s journals enriches the space by introducing peer-reviewed academic resources into a more relaxed and welcoming environment.

The Book Nook team welcomed the turnover and emphasized the significance of collaboration in advancing literacy and community engagement.

Through this initiative, the Ateneo de Manila University continues to extend the reach of its academic works, affirming the role of scholarship in public life and community development.

The orbital highways of our planet, once vast and empty, are becoming a congested graveyard of speeding titanium and dead satellites. In this invisible frontier, a single collision could trigger a domino effect, crippling the GPS, shipping, and disaster response systems that hold modern ASEAN life together.


But on March 19, 2026, the Philippines sent a clear message: the region will no longer be a passive bystander in the chaos of the cosmos.


The Manila Summit: A Region Steps Up

Under the banner of the Philippine Space Agency (PhilSA), in a historic partnership with the United Nations Office for Outer Space Affairs (UNOOSA) and Thailand’s GISTDA, the ASEAN Space Situational Awareness (SSA) and Space Traffic Management (STM) Seminar-Workshop convened in Manila.


The stakes could not be higher. As ASEAN Secretary-General Dr. Kao Kim Hourn warned, the region’s very survival is now "deeply dependent" on space-based services. From the aviation routes over the South China Sea to the digital connectivity of remote villages, the "stakes are direct and concrete."


Tracking the Invisible Danger

Space is no longer just for dreamers; it is a logistical minefield. The workshop focused on two critical pillars of modern survival:


Space Situational Awareness (SSA): The art of tracking, predicting, and identifying the millions of objects—both functional and junk—orbiting our world.


Space Traffic Management (STM): The coordination required to ensure that when two objects are on a collision course, operators can communicate and maneuver safely out of the way.


Dr. Marc Caesar R. Talampas, PhilSA Deputy Director General, brought the danger closer to home. He highlighted the "growing hazards" of uncontrolled rocket reentries—debris that sheds during staging and threatens not just spacecraft, but civil aviation and the very populations on the ground.


"The Philippines invites our ASEAN partners to consider broadening the scope of our regional framework to include the complete arc of a space object’s life—from launch through reentry."


A Shared Vision: The ASEAN Declaration

The Philippines, currently chairing ASEAN, is not just hosting talks—it is architecting a future. Dr. Gay Jane P. Perez, PhilSA Ad Interim Director General, proposed a landmark ASEAN Declaration on Space Cooperation.


This isn't just a formal statement; it is a regional battle plan. It envisions a collective capacity to harness space technology for:


Disaster Resilience: Using satellite data to save lives during typhoons and earthquakes.


Environmental Sustainability: Monitoring the region’s precious ecosystems from the ultimate high ground.


Economic Growth: Ensuring the digital economy remains shielded from orbital disruption.


A Global Legacy for the Next Generation

The summit also looked beyond the technical. PhilSA and UNOOSA signed a Memorandum of Understanding to collaborate on space law and public engagement. In a move that bridges the gap between high-level policy and the classroom, the Philippine children’s activity book, “Si Tala at ang Kanyang Lakbay Kalawakan!”, will be adapted into all six official UN languages.


From Manila to the world, the message is clear: the law of the stars must be understood by everyone, from the heads of delegations to the children who will one day live among them.

As the heads of delegation from Singapore, Myanmar, Thailand, Cambodia, Indonesia, and Malaysia stood together in Manila, the "silent shield" of space cooperation began to take shape. The ambition of a maturing ASEAN is now being matched by a profound sense of stewardship.


The stars are no longer just for looking at—they are a domain that must be protected, managed, and shared. In the heart of Southeast Asia, the journey to a secure and sovereign sky has officially begun.

Bagong Pilipinas Serbisyo Fair boosts senior high school graduates’ employability

MAKATI CITY, 19 March 2026 — The Department of Education (DepEd) on Thursday rolled out the Bagong Pilipinas Serbisyo Fair (BPSF) across three key public schools in Metro Manila to eliminate the steep financial and bureaucratic barriers facing graduating Senior High School (SHS) students.

This one-stop shop directly addresses the struggle of SHS Technical-Vocational-Livelihood (TVL) graduates and Alternative Learning System (ALS) learners who often miss job opportunities due to the high cost and complexity of securing pre-employment documents.

Following a directive from President Ferdinand Marcos Jr. to align the K-12 curriculum with industry needs and remove barriers to work, DepEd is bringing government services straight to school grounds to ensure graduates are workforce-ready.



 

“We are bringing the government closer to our learners to ensure that their transition from the classroom to the workplace is seamless and cost-free, as envisioned by President Marcos,” Secretary Sonny Angara said.

“Through these reforms and partnerships, we are transforming our graduates into highly employable assets who are ready to contribute to our nation’s growth.”

Conducted in partnership with the Department of Labor and Employment (DOLE) and other government agencies, the initiative provides a critical solution for families, especially amid spiraling fuel prices due to the Middle East conflict, by saving each student upwards of PhP1,000 in clearance fees and transportation costs.

By offering essential clearances and certificates for free as mandated under the First Time Jobseekers Assistance Act, the program also removes the added burden of multiple trips and significant transportation expenses.

Across the three venues, the Bagong Pilipinas Serbisyo Fair is expected to serve around 488 beneficiaries in Tala National High School in Caloocan City; 290 in Makati High School in Barangay Poblacion; and 397 in Mataas na Paaralang Neptali A. Gonzales in Mandaluyong City.

Beyond documents, the initiative also includes industry-aligned job matching and career guidance to bridge the gap between education and real-world employment.

Backed by huge private sector support, the Bagong Pilipinas Serbisyo Fair features dozens of employers offering vacancies.

With about 550,000 SHS-TVL students set to graduate nationwide, DepEd remains committed to scaling the Bagong Pilipinas Serbisyo Fairs to sustain the momentum of the President’s employability agenda.

Ang MOU na ito ay para sa pagtatatag ng Sentro ng Wika at Kultura (SWK) sa pamantasan. Layunin nitong paigtingin ang mga programa at pananaliksik na magsusulong sa pagpapaunlad at pagpapalaganap ng wikang Filipino sa bansa.



Binuksan ang programa sa pagpapahayag ng mensahe ni Dr. Bert J. Tuga, Pangulo ng PNU, tungkol sa kahalagahan ng akademikong pakikipagtulungan.







Nagpahayag naman ng suporta rito si Tagapangulong Atty. Marites A. Barrios-Taran ng KWF at ibinahagi ang bisyon ng komisyon para sa masiglang ugnayan sa mga unibersidad.



Ang hakbang na ito ay inaasahang magbubukas ng pinto para sa mga bagong proyekto, seminar, at publikasyong lalong magpapatatag sa pambansang wika.

MARIVELES, Bataan, March 19, 2026 — President Ferdinand Marcos Jr. on Thursday inspected newly installed prefabricated classrooms at Mariveles National High School– Alasasin Annex, highlighting how the Department of Education (DepEd) is turning to fast-build solutions to quickly deliver learning spaces and help bridge the country’s classroom gap.



Through the donation of First Lady Louise Araneta-Marcos and the Next Gen Foundation, the modular classrooms were completed in less than two weeks after the site was identified earlier this month, demonstrating how prefabricated structures can significantly shorten construction timelines compared with conventional school buildings.



Education Secretary Sonny Angara said prefabricated classrooms offer a practical and faster solution to immediate infrastructure needs while longer-term school building projects are underway.







“Ang mahalaga, mas mabilis nating nabibigyan ng maayos na silid-aralan ang ating mga mag-aaral. Habang tinutugunan natin ang long-term classroom needs, may agarang solusyon para hindi na kailangang magsiksikan ang mga bata,” Angara said.



President Marcos’ visit also included the turnover of digital learning devices and the rollout of the YAKAP at Kalinga Caravan supporting student health and welfare.



The caravan provided a one-stop shop for essential health services, including free medical consultations, laboratory tests, essential medicines, and vision screening for learners and personnel.

This joint initiative of the Philippine Health Insurance Corp. (PhilHealth) and DepEd supports student well-being and promotes preventive healthcare within the school community.



Angara shared that the site was first inspected on March 5, when engineers confirmed that the available area could accommodate a one-storey, two-classroom modular building. A joint validation with representatives from the DepEd Central Office followed the next day to confirm the project’s feasibility.



Site clearing began on March 9 in preparation for the installation of the modular units, while classroom furniture was delivered on March 11 ahead of the completion of the structures.



The newly installed modular classrooms will immediately provide additional learning spaces for Senior High School learners. Mariveles National High School– Alasasin Annex currently serves 1,031 learners and is projected to face a shortage of at least five classrooms with the expected influx of Grade 12 students in the next school year.



For teachers and learners, the additional classrooms are expected to ease congestion, allow more organized class schedules, and provide better learning environments.

Angara also noted that the school is included in the Department’s 2026–2030 school building masterplan, which targets the construction of a four-storey building with 12 classrooms to address the school’s long-term infrastructure needs.

A Vision Forged in the Fire of Combat

The DPCW was not born from abstract, ivory-tower ideals. Its roots are found in the harrowing firsthand experiences of HWPL Chairman Man-hee Lee, who served as a student soldier during the devastation of the Korean War.


Haunted by the sight of lost lives, Lee founded Heavenly Culture, World Peace, Restoration of Light (HWPL) with a singular, burning conviction: the cycle of sending young people to the battlefield must end with this generation. This mission reached a turning point in September 2014 at the HWPL World Peace Summit in Seoul. There, nearly 2,000 participants from 152 countries reached a consensus that the world needed more than just a reaction to conflict; it needed a way to institutionalize peace.









The Blueprint: 10 Articles and 38 Clauses

To turn this vision into a legal reality, HWPL launched the International Law Peace Committee (ILPC) in 2015, a brain trust of global legal experts. Their work culminated on 14 March 2016 with the proclamation of the DPCW.


The DPCW does not seek to dismantle the existing legal order. Instead, it clarifies and strengthens it through:



Defining Standards: It sets clear rules on the use of force and procedures for peaceful resolution.



Total Inclusion: It incorporates the vital roles of religion and civil society into the framework of global security.



Structural Change: It moves humanity beyond an order that presupposes war as a valid tool for conflict resolution.


"The question raised by the DPCW is simple: even if conflicts exist, must they necessarily result in war?"

Layunin ng MOU na paigtingin ang kolaborasyon sa pagpapaunlad, pagpapalaganap, at preserbasyon ng wikang Filipino at iba pang mga wika ng bansa, partikular na sa loob ng akademikong komunidad.



Binuksan ang programa sa isang bating pagtanggap mula kay Fultaym Komisyoner Benjamin M. Mendillo, Jr., ang kinatawan sa Wikang Ilokano ng KWF.






Nagbigay ng mensahe si Tagapangulo Atty. Marites A. Barrios-Taran ng KWF ukol sa kritikal na kalagayan ng wikang Abëllën, na batay sa datos ng KWF sa Sigla ng Wika, ang Abëllën ay kasalukuyang nasa Grado 4 o "Di-ligtas" (Unsafe).



Ipinaliwanag ni Barrios-Taran na bagaman ginagamit pa ang wika ng ilang bata sa lahat ng domeyn, ang kabataan ay gumagamit na lamang nito sa mga limitadong pagkakataon. Sa ilalim ng Salik 3 (Proporsiyon ng mga Ispiker), ang wika ay nasa antas na "Tiyak na Nanganganib" (Definitively Endangered).



"Ang liit ng bilang ng mga ispiker kompara sa kabuoang populasyon ay isang malakas na hudyat na kailangan natin ng mabilis na aksiyon. Ang ating paglalagda sa MOU na ito ay hindi lamang pormalidad, ito ay isang pagsagip sa isang nanganganib na kultura," dagdag pa niya.

Ipinahayag naman ni Dr. Erwin P. Lacanlale ang kahandaan ng Tarlac State University na isulong ang mga probisyon ng MOU at isabuhay ang pagpapahalaga sa pambansang wika sa kanilang kampus.



Nagtapos ang programa sa pangwakas na mensahe ni Fultaym Komisyoner Carmelita C. Abdurahman, Kinatawan ng Wikang Samar-Leyte. Hinikayat niya ang parehong panig na huwag hayaang manatili lamang sa papel ang lagdaan, kundi magbunga ito ng mga kongkretong aksiyon at proyekto para sa kapakanan ng mga mag-aaral at ng sambayanang Pilipino.

MAKATI CITY, 18 March 2026 — Spearheaded by President Ferdinand R. Marcos Jr., the Department of Education (DepEd) recently conducted the Yaman ng Kalusugan Program (YAKAP) at Kalinga Caravan at Marcelo B. Fernan-Polambato Elementary School in Bogo City to bring essential medical services directly to learners, teachers and the school community.

The initiative, a joint project of the Philippine Health Insurance Corp. (PhilHealth) and DepEd, aims to link schools with the local healthcare system for better accessibility to preventive care and diagnostic services. 





During the latest YAKAP at Kalinga mission, some 200 beneficiaries received free medical consultations and laboratory tests.

The President, together with First Lady Louise Araneta-Marcos and Education Secretary Sonny Angara, also witnessed the distribution of reading glasses and essential medicines.

Along with medical services, President Marcos also inspected the new disaster-resilient Learning Continuity Spaces (LCS) at Marcelo B. Fernan-Polambato Elementary School as part of the larger effort to ensure uninterrupted education following the 6.9-magnitude Cebu earthquake last September.

The program is set to expand its reach to Bataan, with a dedicated caravan scheduled to bring these vital health interventions to the students and faculty of Mariveles National High School-Cabcaben Annex Alasasin.

Secretary Angara said the YAKAP at Kalinga Caravan is a cornerstone of the agency’s reform agenda to prioritize learner wellness.

"This project reflects the marching orders of President Marcos to ensure that no Filipino learner is left behind, even in the face of the most challenging health and environmental calamities," Angara said.

The YAKAP at Kalinga Caravan for schools aims to make preventive care accessible within the campus to reduce out-of-pocket expenses for learners and teachers.

President Marcos and Secretary Angara have led several of these missions in several school locations across the country, recently in Minuyan Elementary School in San Jose del Monte, Bulacan and in San Francisco High School in Quezon City, to ensure primary healthcare reaches the most remote teaching communities.

DepEd remains committed to expanding these caravans nationwide to institutionalize comprehensive school-based health services.

EcoWaste Coalition Flags 1,041 Online Product Listings for Skin Lighteners Banned for Mercury Adulteration and/or Lack of Authorization

18 March 2026, Quezon City.  While women’s contributions to society are celebrated during the National Women's Month, the EcoWaste Coalition is demanding real action from government regulators and administrators of online shopping and social media platforms:  protect women from hazardous products, specifically mercury-laced skin lightening products, which threaten women’s health and the safety of their families.


“We appeal to e-commerce regulators to use their powers under the Internet Transactions Act and related laws to enforce the prohibitions against skin lightening products with mercury content to protect our women and their families, knowing exposure risks can extend beyond the primary users of contaminated cosmetics,” said Aileen Lucero, National Coordinator, EcoWaste Coalition.


“Administrators of online shopping and social media platforms must take down without delay all product listings and related materials promoting the consumption of products flagged by health authorities or civil society groups due to mercury adulteration and/or for lacking the required authorization,” she said, emphasizing “they need not wait for takedown orders to protect their customers.”  


The EcoWaste Coalition’s latest call for action came on the heels of the monitoring conducted by student interns from the University of Rizal System (URS), confirming the presence of hundreds of online product listings for mercury-containing and other unauthorized skin lightening products. The monitoring was conducted between March 10 and 16, 2026.


The interns identified 1,041 product listings on Shopee, Lazada, Carousell, Alibaba, TikTok, Facebook, Instagram, and YouTube for skin-lightening products flagged by the Food and Drug Administration (FDA) for containing mercury and/or lacking market authorization. A similar monitoring conducted in July 2025 identified 1,146 online listings for mercury and mercury-added products, including 1,057 for non-compliant skin lighteners.


Among the FDA-flagged products with the most number of product listings and related promotional materials were Goree Beauty Cream with Lycopene, Goree Day & Night Beauty Cream, Goree Gold 24K Beauty Cream and the newly-introduced Goree 4-in-1 Beauty Kit and Goree Gold 24K 3-in-1 Beauty Kit, as well as other Pakistan-made products such as Faiza Beauty Cream, Golden Pearl Beauty Cream, Parley Goldie Advanced Beauty Cream, and Sandal Beauty Cream.


Product listings for China-made skincare products such as Aichun, Ailke, BIB, Feique Jiaoli, and S’Zitang were also found, as were listings for Thailand-made 4K Plus, 88 Total White, Dr. Yahnee, and Meyyong products, Indonesia-made Collagen Plus Vit E, and Malaysia-made Erna.  Some of these products may be counterfeits.


Previous studies by the EcoWaste Coalition of skin lightening products sold online have detected extremely high mercury concentrations in numerous samples at levels way above the one part per million (ppm) trace amount limit for mercury under the ASEAN Cosmetic Directive.


Other studies have also affirmed the prevalence of mercury-laden cosmetics peddled online. For instance, a study published in 2025 by researchers from the Department of Science and Technology (DOST) detected mercury ranging from 1.8 ppm to 144,894 ppm in 58 percent of the 134 samples of skin lightening products bought online from seven Asian countries, including the Philippines, “reflecting significant regulatory gaps.”


“The findings highlight widespread non-compliance with safety standards, especially for online cosmetics, where regulatory oversight is limited,” the report abstract stated. “Immediate action is needed to strengthen enforcement, enhance consumer awareness, and implement routine monitoring to address the health risks posed by mercury-containing cosmetics.”


Aside from urging government regulators and digital platform administrators to act, the EcoWaste Coalition implored consumers, especially women, to shun chemical whiteners, resist color-based bias, discrimination, and prejudice, and embrace the natural color of one's skin at birth, noting that beauty and success come in every shade.

From Policy to Pavement: Landmarks of 2025

The year’s achievements were marked by "courageous steps" and historic firsts, grounding high-level theory in real-world application:



Malaysia’s National Blueprint: SCPH served as a core technical partner in the launch of the National Planetary Health Action Plan (NPHAP). This makes Malaysia the first country on the planet to adopt such a comprehensive roadmap for aligning development with ecological limits.



The Ipoh Doughnut Economics Launch: In a regional first, SCPH partnered with the Ipoh City Council to launch the Ipoh Doughnut: City Portrait in Action. This innovative roadmap seeks to meet the needs of all citizens without overshooting the planet’s boundaries. 



A Historic Global Partnership: At the World Economic Forum in Davos, Sunway University secured a landmark RM17 million (CHF3.4 million) grant from Fondation Hoffmann. This represents the first time the foundation has awarded such a grant to an institution in the Global South, solidifying the Centre’s role as a global leader.


Empowering the Next Generation

SCPH’s mission extends beyond policy to the people who will inherit the Earth. Through the Climate Courage Workshops, youth leaders are provided a safe space to process "eco-anxiety" and build the emotional resilience required for long-term climate action. Meanwhile, the Global Health Governance as Public Service (GHGAPS) programme has empowered youth delegates to take their seat at the table in international forums like the World Health Assembly.


2026: The Year of Mobilising

As the Centre looks toward 2026, the focus shifts to "de-jargonising" planetary health. By making complex science accessible and relevant to everyday communities—from the limestone hills of Ipoh to the heat-stressed neighborhoods of Melaka—SCPH is turning evidence into a collective movement.


As Executive Director Prof. Tan Sri Dr. Jemilah Mahmood notes, planetary health is no longer a mere aspiration; it is the "foundation for collective wellbeing". Through "rigour, relevance, and integrity," the Centre continues to be a beacon of hope, proving that systemic change is not only necessary but entirely possible.

Ang naturang pagtitipon ay itinuturing na kauna-unahang lagdaan ng MOU na isinagawa sa isang opisina ng KWF na matatagpuan sa Harvester, Cubao, Lungsod Quezon.







Pinangunahan ni Atty. Marites A. Barrios-Taran, Tagapangulo ng KWF, ang seremonya kasama ang Pangulo ng Limay Polytechnic College na si Dr. Elmer B. De Leon. Layunin ng kasunduan na paigtingin ang pagpapalaganap, pagpapaunlad, at preserbasyon ng wikang Filipino at mga katutubong wika sa lalawigan ng Bataan sa pamamagitan ng akademikong pagtutulungan.


Bilang bahagi ng implementasyon ng kasunduan, itinalaga si Bb. April R. Cruz bilang direktor o tagapanguna ng bagong tatag na Sentro ng Wika at Kultura sa loob ng LPC. Inaasahang magsisilbi ang SWK bilang katuwang ng KWF sa mga pananaliksik, seminar, at mga gawaing pangwika sa rehiyon.


Ang pagpili sa Harvester, Cubao bilang lunan ng pirmahan ay hudyat ng mas malawak na pag-abot ng serbisyo ng KWF sa publiko at mga katuwang na ahensiya.


DepEd boosts disaster recovery with resilient learning hubs in Cebu and Masbate

BOGO CITY, 16 March 2026 — Led by President Ferdinand R. Marcos Jr., the Department of Education (DepEd) turned over new Learning Continuity Spaces (LCS) facilities in public schools in Bogo City and Masbate to address critical classroom shortages caused by recent natural disasters.



President Marcos inspected the prefabricated, modular learning spaces equipped with solar-powered setups and internet connectivity­ to ensure education remains unhampered by disasters.



This initiative directly addresses the disruption of classes for 90 learners in two elementary schools in Bogo City following a 6.9-magnitude earthquake, and 270 students in six public schools in Masbate affected by Typhoon Opong both in September 2025.







President Marcos on Monday inspected the new LCS facility at the Marcelo B. Fernan–Polambato Elementary School in Barangay Polambato, Bogo City during a visit together with First Lady Louise Araneta-Marcos and Education Secretary Sonny Angara.



Simultaneously, a YAKAP Caravan was conducted at the school, providing 200 beneficiaries with health services including medical consultations, free medicines, and laboratory services.



An LCS facility was also constructed at the Binabag Elementary School in Barangay Binabag, Bogo City.



During an earlier visit to Masbate, President Marcos, together with Angara, inspected the LCS installation at the Paniqui National High School in Barangay Panique, Aroroy.



LCS facilities also provided critical relief to Calolod Elementary School and Electo T. Verano Elementary School in the province. Additional LCS units were deployed to B. Titong High School, Asid Integrated School, and Luy-A Elementary School to restore learning environments.



Angara said these climate-resilient structures, which can be installed within two weeks, represent the administration’s proactive stance on school safety and recovery.



"This project reflects the marching orders of President Marcos to ensure that no Filipino learner is left behind, even in the face of the most challenging calamities," said Angara. "By integrating solar power and digital tools into these temporary spaces, we are not just rebuilding classrooms, but building a more resilient future for our children."



The initiative also serves as a direct response to the President’s directive to slash the national classroom shortage through the use of fast-tracked, disaster-resilient infrastructure.



Under the 2026 Disaster Preparedness and Response Fund, DepEd is targeting the construction of 1,380 LCS units nationwide to bypass traditional construction delays and provide immediate relief to high-risk areas.
