Davao educators celebrate career promotion as DepEd strengthens support systems

DAVAO DE ORO, 06 March 2026 — Education Secretary Sonny Angara led the Ceremonial Oath-Taking of 2,649 educators from the Davao Region at Nabunturan National Comprehensive High School, marking their advancement under the Expanded Career Progression (ECP) program and signaling new milestones in their professional journey.



"Sa pangunguna ni Pangulong Bongbong Marcos, katuwang ang Kongreso, kinikilala natin ang sakripisyo at walang sawang dedikasyon ng ating mga guro at school heads sa pagsusulong ng dekalidad na edukasyon sa ating bansa—kaya’t prayoridad natin ang pagpapatupad ng Expanded Career Progression sa ating bansa," ayon kay Secretary Angara.






"We must ensure that the very foundation of education remains strong—and one way to do that is by further reinforcing and empowering the workforce of the basic education system," dagdag pa niya.



Of the 2,649 promotees, 456 educators are from Davao Oriental, 391 are from Davao del Norte, 358 are from Panabo City, 344 are from Davao de Oro, 283 are from the Island Garden City of Samal (IGACOS), 237 are from Mati City, 195 are from Digos City, 172 are from Davao City, 123 are from Davao del Sur, 69 are from Tagum City, and 21 are from Davao Occidental.



The Department emphasized that both the previous and the recent oath-taking programs form part of the agency’s broader effort to promote 100,000 teachers within this fiscal year—underscoring that strengthening the education workforce system remains a key pillar of the Five-Point Reform Agenda.



Alongside Secretary Angara and members of the Executive Committee, the program was also attended by Davao de Oro 1st District Representative Marica Carmen Zamora-Mabanglo, Governor Engr. Raul Mabanglo, and 2nd District Representative Leonel Ceniza.



After the ceremony, the Education Chief also led the blessing of the new Schools Division Office (SDO) Davao de Oro facility, highlighting DepEd’s continuing commitment to expanding career growth opportunities while fostering better and more supportive working environments for its personnel.



The new building will serve as the home of 7,615 teaching and 739 non-teaching personnel who collectively support 204,682 learners from 456 schools across the province.

In a landmark moment that will be etched into the nation’s history, the Philippine Space Agency (PhilSA) has officially signaled that the archipelago is no longer just an observer of the space race—it is a contender. On March 4, 2026, amidst the high-stakes atmosphere of the Philippines–Korea Business Forum at Conrad Manila, a "Coalition of the Bold" signed a Memorandum of Understanding (MOU) that effectively lays the launchpad for the first-ever Philippine spaceport.


A Strategic Alliance of Giants

This isn't just a government decree; it is a symphony of international cooperation and private-sector muscle. The agreement brings together a powerhouse roster of visionaries:

In the heart of Taipei’s Songshan Cultural and Creative Park, a historic convergence recently took place that may well be remembered as the moment the Asia-Pacific region finally began to break its addiction to the linear "take-make-waste" economy.


The 2025 Asia Pacific Circular Economy Roundtable & Hotspot (APCER & Hotspot) was more than a conference; it was a high-stakes laboratory for a planet in crisis. For four days, over 500 leaders from 50 countries gathered to witness a bold proclamation: "Taiwan Can Lead".


The Circular Trilogy: A Blueprint for Survival

The atmosphere was charged with a sense of urgent mission, framed by a revolutionary philosophy known as the Circular Trilogy.



Good Ideas: The spark of innovation.



Good Governance: The bridge of policy and institutional design.



Good Business: The ultimate goal—scalable, profitable industrial practices that integrate circularity into the mainstream economy.


"The circular economy is not merely an environmental concept," declared Minister of Environment Peng Chi-ming, "but a scalable industrial practice capable of generating significant economic value". DepEd advances voucher reforms, strengthens classroom observation system

DAVAO DE ORO, 05 March 2026 — Education Secretary Sonny Angara pushed forward key reforms, engaging private school partners to improve the voucher program implementation and directing the Department’s Management Committee to enhance the classroom observation system under the Teacher Growth and Performance framework.



These initiatives aim to ensure smoother voucher delivery for learners while strengthening instructional support systems for teachers across schools.



"Sa ngayon, nakatutok tayo sa pagpapabuti at pagpapalawig ng implementasyon ng ating voucher programs sa bansa. And it begins with meaningful conversations with our leaders in private education institutions to ensure that our priorities are aligned in implementing the program," Secretary Angara said.






Led by Secretary Angara, the Private Education Assistance Committee (PEAC) convened for the 351st time, where the committee and private education leaders discussed how the two sectors can work together to ensure that the implementation of the Senior High School Voucher Program remains corruption-free.



DepEd also noted that the new guidelines for the Expanded Government Assistance to Students and Teachers in Private Education (E-GASTPE) will prioritize learners from middle-income and low-income households.



The meeting was also attended by Catholic Educational Association of the Philippines (CEAP) President Fr. Karel S. San Juan, SJ; PEAC Regional Secretariat XI Regional Program Director Sr. Ma. Marissa R. Viri, RVM; school heads of GASTPE-participating schools in Davao; and other officers and trustees of regional associations.



Secretary Angara also convened DepEd’s National Management Committee members to discuss how the agency can further improve classroom teaching observations while avoiding unnecessary stress among public school teachers.



In response to this concern, the Department is currently working on a policy that focuses on teachers' growth and performance. The framework highlights four key components—Learner Evidence, Professional Artifacts, Collaboration and Professional Engagement, and a Single Classroom Observation—each weighted at 25%, ensuring that no single measure disproportionately determines a teacher’s performance rating.



Furthermore, the proposed policy seeks to promote teachers' professional growth, ensure fairness, manage workload effectively, and ultimately improve learning outcomes.

"Muli, patuloy tayong magsusulong ng mga polisiya at programa para sa ikabubuti ng ating mga kaguruan. President Bongbong Marcos has emphasized time and again the need to protect the welfare of our teachers—and we remain steadfast in carrying out this directive," Secretary Angara said.

San Miguel opens museum at oldest brewery to honor 135 years of enduring legacy

A museum dedicated to one of the Philippines’ most iconic and enduring brands, highlighting over 135 years of history and brewing tradition, and paying tribute to generations of employees, has opened at the country’s oldest surviving brewery in Polo, Valenzuela City.



San Miguel Corporation (SMC) President and COO John Paul L. Ang and San Miguel Brewery Inc. (SMBI) President and COO Carlos Antonio M. Berba recently led the opening of the company’s Polo Brewery Museum — marking the completion of a decades-long effort to gather and preserve archival records, historical objects and artifacts, and oral histories tracing San Miguel’s history as a beer brewer founded in 1890 — before it became a diversified conglomerate operating in multiple industries, today.



The museum, housed in the original building of the Polo brewery, features a wide collection of displays, including once-state-of-the-art brewing equipment, facsimiles of historical documents, classic labels and advertisements, workers tools, among others — all tracing the company’s evolution across generations.



Also featured are other priceless pieces used in the brewing process, including a mash filter used in separating liquid wort from solid grain, in preparation for beer brewing; a washing machine used for the filter cloth for the mash filter; an all-copper centerpiece mash tun, where the brewing process begins; and mash kettle where the liquid wort is boiled.



The items represent the company’s “last remaining connection” to its long and remarkable history.



“This tribute to San Miguel’s beginnings and milestones could not have been better placed. Polo Brewery is our oldest operating facility and it serves not just as a sentimental link to our past, but as a source of strength. It should remind us of our tradition of excellence and hard work through generations of employees. That same tradition powers our company today,” said Ang.



Following the destruction of World War II, San Miguel had to rebuild from the ruins of the City of Manila where it was originally founded in the San Miguel district in 1890 to its then acquired Balintawak Beer Brewery in Polo, when the area was still part of Bulacan in 1947.

It is in this building that the museum now showcases its displays, foremost of which is the Royal Patent issued by the government of Spain in 1890 that granted founder Don Enrique Maria Barretto de Ycaza the 20-year exclusive rights to brew beer at his La Fabrica de Cerveza de San Miguel in Manila.



Also on display are old promotional materials and advertising from the 1950s through the 1990s, as well as the various packaging and bottles developed over the decades.



Berba said preserving San Miguel’s history carries both honor and obligation. “You have to remember, while heritage… is a privilege, it is also a responsibility. It is our responsibility to make sure this legacy continues for SMB,” he said.



Efforts to establish the museum date back to as early as January 2000, but progress came gradually, with archives and historical pieces slowly accumulated through successive plant leaderships.



Stronger resolve to work on its completion came in 2025 as San Miguel marked its 135th anniversary, a milestone that highlights its longevity in Philippine business. Additional resources poured into transforming the space into what company officials described as a lasting source of pride for employees, and a reminder that long-term success is built on adaptation, discipline, and continuity.



For now, the Polo Brewery Museum is not open to the public, with only employee visits and pre-arranged, special visits allowed. It is intended not just to preserve artifacts, but also to highlight how brewing excellence, workforce training, and technological standards helped sustain the company’s expansion locally and regionally, for over a century.

Bukidnon 1st District Rep. Jose Manuel Alba, a long-time human resources officer of SMB, cited in his keynote address how he sees the human side of the company’s industrial story and its connection to the nation’s progress.



“Our rich history deserves to be honored even in a brewery like Polo — people need something that speaks to the heart,” Alba said. “Whether in San Miguel or in the public sector, the calling remains the same: Serve with your heart; struggle if you must; but always choose to be good.” ##30##

Warning Out on Mercury-Tainted Cream that Promises ‘Even and Velvety Skin Tone'

5 March 2025, Quezon City. As the commemoration of the National Women’s Month gets underway, the toxics watchdog group EcoWaste Coalition urged women to celebrate their natural skin tone, stressing “the skin color you’re born with is not a flaw to be corrected.”

The group emphasized that “women do not need a lighter skin complexion to be seen and heard as their brilliance, creativity, courage, and kindness already make them whole.”

The EcoWaste Coalition, an advocate for zero waste and a toxics-free society, emphasized “all skin tones are beautiful” amid its discovery of another imported skin lightener sold online laced with mercury.

During the last four weeks, the group announced the detection of mercury in other similar products it obtained from online sellers, including Nen Fu Mei Yan from China, Rose White & Natural Cream from Indonesia, and Tibet Snow Cream, Yaz Beauty Cream, and Yaz Gold Beauty Cream from Pakistan.

For its latest exposé, the group revealed it detected 1,593 parts per million (ppm) of mercury on a Lianibo Whitening Cream (Night Cream) purchased online for P343. The group used an X-Ray Fluorescence (XRF) device to screen the item for heavy metals like arsenic, lead, cadmium, and mercury, which are not allowed in the composition of cosmetic products as per the ASEAN Cosmetic Directive.

According to the product label, “regularly used, this cream gives an even and velvety skin tone.”

As explained further in the insert, “it is a cutting-edge product that is effective in whitening black spots, freckles, and various other types of spots.”

The Minamata Convention on Mercury, as updated in 2023, set a new 2025 global phase-out deadline for mercury-added cosmetics, which should have been phased out in 2020 based on the original treaty text.

“Adverse health effects of the inorganic mercury contained in skin lightening creams and soaps include: kidney damage, skin rashes, skin discoloration and scarring, reduction in the skin’s resistance to bacterial and fungal infections, anxiety, depression, psychosis, and peripheral neuropathy,” according to the World Health Organization (WHO).

Mercury exposure through the use of contaminated skin whiteners poses distinct and severe threats to women, particularly on reproductive wellness and fetal growth. While mercury can damage the kidneys, nervous system, and the skin itself, it has the ability to interfere with hormones and penetrate biological barriers such as the placenta, making it a major concern for those who are pregnant or planning to conceive.

Mercury in skin lighteners can contaminate the household environment and harm non-users, such as young children who can inhale the mercury vapors emitted by adulterated cosmetics, or get exposed by hugging or kissing persons who have used such products, or by touching blankets, pillows, and towels tainted with mercury.

The EcoWaste Coalition is aligned with the international community in campaigning for the protection of women and children from preventable sources of mercury exposure, such as tainted skin-lightening products.

While pushing for the strict enforcement of the Minamata Convention’s global ban on mercury in cosmetics, the group sees the need to also address and dismantle white-centric beauty standards that drive the demand for skin lightening products laden with mercury and other hazardous chemicals.

To celebrate the enduring power of written words, the Philippine Postal Corporation (PHLPost) invites young writers from across the country to participate in the National Letter-Writing Competition for Young People. 


Held annually, the competition encourages children to develop their writing skills while reflecting on meaningful social themes and building a spirit of friendship and understanding with young people around the world through the timeless craft of letter writing.





This year’s theme, “Write a letter to a friend about why human connection matters in a digital world,” invites students to reflect on the importance of genuine relationships in an age dominated by instant messages and social media. Through letter writing, participants are encouraged to express their thoughts with sincerity, creativity, and depth.


The competition is open to students aged 9 to 15 years old, from all public and private schools nationwide. The First Prize winner will receive ₱25,000, and will be the Philippines’ official entry in the international competition organized by the Universal Postal Union in Berne, Switzerland.


Entries must be handwritten in English or Filipino, original, and limited to 800 words. The deadline for submission is on April 10, 2026.

DepEd expands global pathways for Filipino learners under renewed SPFL partnership with Republic of Korea

MANILA, 4 March 2026 - Filipino students are set to gain more global competitive advantage as the Department of Education (DepEd) and the Republic of Korea’s Ministry of Education renewed their cooperation agreement on the teaching of the Korean language in select public high schools.


The renewal was formalized through a Memorandum of Understanding (MOU) signed by Secretary Sonny Angara and ROK Minister of Education Choi Kyo-Jin.


The signed agreement was formally presented to President Ferdinand R. Marcos Jr. and ROK President Lee Jae Myung in a ceremony at the Malacañang Palace during the latter’s state visit on Tuesday.






The agreement falls under the DepEd’s Special Program in Foreign Language (SPFL), an initiative designed to prepare Filipino students for international careers by fostering cultural diversity and language proficiency.


“By renewing this partnership, we are not just teaching a new language; we are opening doors to global opportunities for our teachers and learners,” Secretary Angara said.


Originally piloted in 2009, the SPFL now offers Spanish, French, Japanese, German, Chinese and Korean languages in select secondary schools, in partnership with foreign institutions.


The SPFL-Korean was introduced through a memorandum of agreement signed in June 2017 between the DepEd and the Embassy of the Republic of Korea.


Under that agreement, the Korean Cultural Center of the Philippines (KCC) served as the official training provider, offering immersive cultural experiences to foster a deeper understanding and appreciation of Korean culture.


For SY 2024-2025, the SPFL-Korean program was implemented in 69 public secondary schools across 13 regions, benefitting 4,810 learners and facilitating the professional upskilling and language training of 168 teachers.


The new MOU ensures the sustainability of the program as the previous agreement has expired.


The renewed partnership focuses on curriculum development; teacher capacity building; provision of Korean language specialists and teaching resources; and continued institutionalization of Korean as a foreign language in select high schools.


The renewal of the agreement marks another milestone in Philippines-ROK bilateral relations, underscoring a shared commitment for educational innovation and cultural exchange.

DepEd reiterates support for Filipino teachers in the Middle East through SPIMS reintegration program

MAKATI CITY, 2 March 2026 - In light of the evolving security situation in parts of the Middle East, the Department of Education (DepEd) affirms its readiness to support Filipino teachers who may be affected and are considering returning to the Philippines.


Through the Sa Pinas, Ikaw ang Ma’am at Sir (SPIMS) Program, DepEd, in coordination with the Department of Migrant Workers (DMW), provides a reintegration pathway for licensed Filipino teachers employed overseas to transition into the public school system.


 


Secretary Sonny Angara emphasized the Department’s commitment to supporting returning educators: “Sa mga gurong Pilipino sa Gitnang Silangan at sa iba pang panig ng mundo, bukas ang pintuan ng ating mga pampublikong paaralan para sa inyo. Kung magpapasya kayong umuwi, kasama ninyo ang DepEd sa panibagong yugto ng inyong paglilingkod.”


Qualified applicants may be hired and appointed as Teacher I under permanent status, subject to compliance with established qualification standards and existing hiring guidelines.


The SPIMS Program is an employment reintegration convergence initiative led by the National Reintegration Center for OFWs (DMW-NRCO) and implemented in coordination and partner agencies, including DepEd, the Commission on Higher Education (CHED), and the Technical Education and Skills Development Authority (TESDA), and other relevant government offices.


The program ensures institutional coordination for a structured and orderly transition of returning Overseas Filipino Workers (OFWs) into the public education system.


Specifically, SPIMS aims to provide returning OFW Licensure Examination for Teachers (LET) passers with gainful employment in public schools, help address teacher shortages in support of the K to 12 curriculum, and offer online refresher courses for those who may need to update their pedagogical competencies in line with current educational standards.


Eligible applicants must be Filipino citizens or Philippine passport holders who are LET passers with at least one year of accumulated teaching experience within the last five years and who have not resided in the Philippines for more than three consecutive years based on their latest arrival record.


For guidance on the application process and documentary requirements, applicants may coordinate with the Department of Migrant Workers (DMW) or the National Reintegration Center for OFWs (NRCO) through their official channels. Required documents include a valid PRC ID, Certificate of Board Rating, and proof of employment abroad.

DepEd advances teacher career progression with approval of 5,335 promotion backlogs

MAKATI CITY, 3 March 2026 - The Department of Education (DepEd) has received the approval of 5,335 teacher reclassification applications processed under previous guidelines during the transition phase of the Expanded Career Progression (ECP) implementation – marking another major milestone in strengthening career advancement opportunities for public school teachers nationwide.

The clearing of the reclassification applications processed under earlier mechanisms – such as the Equivalents Record Form (ERF), MEC Order No. 10, s. 1979, and DepEd Order No. 97, s. 2011 – forms part of the Department’s transition toward the full implementation of the ECP System.

The milestone was achieved through strong inter-agency collaboration between DepEd, led by Secretary Sonny Angara, and the Department of Budget and Management (DBM) under Acting Secretary Rolando U. Toledo, in support of President Ferdinand R. Marcos Jr.’s directive to prioritize teachers’ welfare and professional development.






“This is more than achieving numbers. This is about our sustained efforts to ensure our educators receive the recognition they truly deserve. Following President Bongbong Marcos’ directive, we are accelerating the ECP system to make sure no public school teacher ever retires at the entry-level rank of Teacher I,” Angara said.

In parallel, the Department is advancing with school leadership reforms. DepEd is currently awaiting DBM’s final review and approval of 914 on-stream candidates — including Head Teachers (HTs), Assistant School Principals (ASPs), and Teachers-in-Charge (TICs) — for reclassification to School Principal positions.

With a record PhP6.1 billion allocation for FY 2026, DepEd continues to intensify the rollout of the ECP System, targeting the promotion of over 100,000 public school teachers this year.

These efforts aim to strengthen morale across the teaching force, expand leadership pathways, and ultimately improve learning outcomes for Filipino learners.

DepEd partners with DAP, AIM to strengthen leadership capacities of educators

MAKATI CITY, 3 March 2026 – In line with efforts to accelerate learning recovery, the Department of Education (DepEd) has revitalized leadership training for education officials to strengthen the Department’s internal capacity to sustain long-term reforms.



Education Secretary Sonny Angara on Tuesday formally sealed DepEd’s partnership with the Development Academy of the Philippines (DAP) and the Asian Institute of Management (AIM) to undertake leadership courses for educators.



“This program answers a very felt need in the Department to enhance professionalism and empower school leaders to make informed, data-driven decisions,” Secretary Angara said.






Through the signing of the Memorandum of Agreement (MOA) with DAP and AIM, DepEd, through the National Educators Academy of the Philippines (NEAP) launched its EdLead 360: Public Education Leadership Lab initiative to strengthen school and system leadership in addressing the country’s learning crisis.



The MOA commits DepEd, through the NEAP, to implement structured and career-aligned leadership programs, in line with Republic Act No. 11713 or the Excellence in Teacher Education Act and DepEd’s reform agenda.



EdLead 360 was crafted based on the findings of EDCOM II and other studies that the effectiveness of school and system leaders is decisive for improving learning outcomes.



“Ayon sa mga ulat na ito, mahalaga sa pag-unlad ng sektor ng edukasyon ang teacher quality at continuous development kaya tututukan at palalakasin natin ito. We are inspired by the leadership of President Bongbong Marcos to really prioritize our people, especially our teachers,” Angara said.



DepEd-NEAP has has partnered with the DAP–Graduate School of Public and Development Management to revive the Superintendents’ Leadership Program.



This includes an Executive Course on Leadership and Public Finance Management for Schools Division Superintendents and Assistant Superintendents, reinforcing DepEd’s coherent, system-wide strategy to develop reform-ready leaders who can improve governance and learning outcomes.



Meanwhile through its partnership with the AIM, DepEd-NEAP will offer a four-week Postgraduate Certificate in Literacy Reform and Education Policy Leadership to 30 to 35 Division Chiefs and third-level officials.



The program aims to develop strategic leadership, systems and futures thinking, and evidence-based policy formulation, directly responding to persistent literacy challenges and governance gaps highlighted by national and international assessments and policy reviews.



The leadership skills enhancement is part of the DepEd’s overall efforts to promote the welfare of public school teachers, which includes increased allowances, reduced administrative workload, and professional advancement under the Expanded Career Progression (ECP) system.

Consumer Alert: Banned Mercury-Containing Skin Lightening Products Still Sold in Public Markets and Online Stores

As we celebrate International Women’s Month, toxics watchdog BAN Toxics has issued a consumer alert on the illegal sale of prohibited beauty products containing mercury—a highly toxic heavy metal that poses serious risks to the nervous, digestive, and immune systems.


Among the cosmetic skin lightening products banned by the Food and Drug Administration (FDA) are Goree Beauty Cream with Lycopene and Goree Day & Night Beauty Cream, priced at ₱180–₱200 each, and sold in beauty shops in Malabon, Pasay and Valenzuela, as well as through online shopping platforms. Using a Vanta C Series Handheld XRF Analyzer, the group tested the products and detected mercury at concentrations as high as 28,800 parts per million (ppm)—far exceeding the 1 ppm limit set by the ASEAN Cosmetics Directive. 


“The illegal selling of banned skin lightening products is alarming and dangerous to public health, especially to women and children,” said Thony Dizon, Advocacy and Campaign Officer of BAN Toxics.


Citing the World Health Organization, mercury exposure in women primarily causes severe neurological, reproductive, and developmental damage, with particularly high risks for pregnant women and developing fetuses. It can lead to infertility, birth defects, developmental delays in children, and chronic symptoms in women, including tremors, memory loss, depression, and numbness.


BAN Toxics, through the Zero Mercury Working Group (ZMWG), has been investigating mercury-added skin lightening products (SLPs) for several years primarily due to their health risks, their illegality under many national laws, and the Minamata Convention on Mercury’s prohibition on the manufacture and trade of mercury-added SLPs, which generally became effective in 2021.


In 2025, the ZMWG published a report exposing the ongoing illegal manufacture of mercury-added skin whiteners. With its partners from Pakistan, Kenya, the Philippines, and the United States, the group purchased and tested samples from six widely available brands of skin whitening creams (SWCs) made in Pakistan, as indicated on their packaging: Faiza, Golden Pearl, Goree, Aneeza, Parley, and Face Fresh. The results are alarming: 35 of the 37 creams contained mercury levels up to thousands of times higher than the legal limit of 1 ppm, with one product reaching 24,000 ppm. The products were tested in accredited laboratories in the EU and the US.


“The illegal sale of banned skin lightening products is occurring not only in the Philippines but also in other countries, including on online shopping platforms.”


The group’s continuous monitoring online showed the widespread marketing of banned skin lightening creams, including Goree Products, on e-commerce platforms such as Lazada and Shopee, which put the public at risk and requires immediate action from Philippine regulatory agencies.


“We call on both the FDA and the DTI to expedite their regulatory and enforcement functions to prevent the further sale and use of prohibited skin lightening products, ensure consumer protection, and prevent exposure to toxic mercury,” the group added.


BAN Toxics, a leading advocate for safe cosmetics regulation in the country, urges legislators to pass a law that will protect public health and the environment from hazardous chemicals in cosmetics.


“We will continue to be vigilant in monitoring and documenting prohibited skin lightening products offered for sale in the market and push for stricter product standards and enhanced consumer safety and protection.”

The era of rapid-fire energy strikes is vanishing into the geological rearview mirror. What was once a sprint from discovery to production has slowed to a grueling marathon, with new analysis revealing that oil and gas projects now take an average of 15.1 years to come online. This represents a staggering threefold increase since the industry’s mid-century peak, fundamentally altering the math of global energy.


A Legacy in Slow Motion

To understand the gravity of this shift, one must look back at the "boom decades" of 1960–1980. During this prolific era, a discovery could be tapped and flowing to market in a mere 4.9 years. Massive reservoirs like Mexico’s Cantarell field were discovered and operational within three years, eventually supplying 3% of the world's total production.


Today, those "easy" reservoirs are largely depleted. The industry has moved from the low-hanging fruit to the "white elephants"—projects so technically daunting they were once considered off-limits.


The Complexity Trap: Why the Stall?

The march toward fifteen-year lead times isn't just a matter of bureaucracy; it is driven by a descent into increasingly hostile environments:



Extreme Frontiers: Companies are now targeting "20K technology" fields, pushing into ultra-high-pressure zones (exceeding 20,000 psi) that require entirely new engineering innovations.



The Offshore Tax: Deepwater developments are notoriously slow, typically taking three years longer to reach production than onshore projects.



Toxic Chemistry: The industry is now forced to "scrape the bottom of the barrel," developing "sour gas" reservoirs with high concentrations of toxic hydrogen sulfide and CO2—projects previously deemed uneconomic and dangerous.



Geopolitical and Ecological Quagmires: Projects like Lake Albert in Uganda have faced two decades of delays due to intense scrutiny over habitat destruction and impacts on local communities.


The "Stranded Asset" Gamble

The most dramatic consequence of these prolonged timelines is the collision with global climate goals. Under the International Energy Agency's (IEA) Net Zero Emissions scenario, investment in upstream oil and gas must decline sharply.


Projects discovered today may not generate a single dollar of revenue until the late 2030s or beyond. By the time these "long-dated bets" finally come online, they may emerge into a world that has moved on to cleaner energy systems, leaving billions of dollars in "stranded assets".


"Fifteen-year development cycles mean companies are making long-dated bets on a very uncertain future," warns Scott Zimmerman, GOGET project manager. "Chasing expensive white elephants seems destined to fail." 


The Bottom Line

While some outliers like ExxonMobil in Guyana have managed to "fast-track" production in under five years, these are the rare exceptions to a hardening rule. For the rest of the industry, the path to extraction is longer, costlier, and riskier than ever before. The data suggests that instead of doubling down on harder-to-reach fossils, the safer bet for energy security lies in demand reduction and renewables.
