Palace Explains Relief of PNP Chief PGen Nicolas Torre III

MANILA, Philippines — In a move described by the Palace as "difficult but necessary," President Ferdinand Marcos Jr. has relieved Police General Nicolas Torre III of his duties as Chief of the Philippine National Police (PNP). This decision, which came less than three months into Torre's tenure, was made to uphold the authority of the National Police Commission (NAPOLCOM) and ensure that the national security apparatus operates within the framework of the law.


The relief of PGen Torre stemmed from a recent series of developments, specifically a personnel reshuffle he initiated that was later reversed by the NAPOLCOM. The conflict arose when Torre reassigned several high-ranking officials, including Lt. Gen. Jose Melencio Nartatez Jr., the PNP's second-in-command, to a post in Mindanao. According to Interior Secretary Juanito Victor "Jonvic" Remulla, this action was a factor in the President's decision, as it was seen as overstepping authority that falls under the purview of NAPOLCOM.



In a press conference, Remulla clarified that Torre was not relieved for any legal violation but rather due to a presidential prerogative to set a "new direction for the PNP." He emphasized that "institutions must be larger than the people who run it," signaling the importance of upholding the legal and institutional hierarchy of the NAPOLCOM.


The President expressed his gratitude to PGen Torre for his brief but impactful service, acknowledging that his tenure "brought new life and energy into the PNP." However, the statement underscored the administration's commitment to ensuring a unified and collaborative approach to national security.


In a forward-looking directive, President Marcos Jr. has instructed the incoming PNP Chief, PGen. Jose Melencio Nartatez Jr., and the Secretary of the DILG to present a new, comprehensive citizen security strategy within one month. This strategy is to focus on increasing police presence nationwide to ensure that every Filipino feels secure in their communities.
