The Body as a Battlefield of Spirit: Asia Butoh Gathering 2026 Descends on Manila

Wazzup Pilipinas!?

In the quiet tension between a falling leaf and a rising storm, the art of Butoh finds its home. This February, Manila transforms into the epicenter of this "dance of darkness" as the Asia Butoh Gathering (ABG) 2026 convenes practitioners from across the continent for a landmark three-day festival.

Titled "Moving Roots, Moving Cultures," the gathering is more than a performance series; it is a profound cultural bridge marking 70 years of Japan-Philippines diplomatic relations. From February 6 to 8, artists from Japan, Thailand, Taiwan, Singapore, South Korea, Malaysia, Indonesia, Hong Kong, and the Philippines will unite to explore the shared pulse of an Asian identity through embodied movement.

A Living Ecology: Butoh in the Time of Ecological Crisis

While Butoh was born in the post-war soil of Japan, ABG 2026 recognizes it as a living, evolving ecology. The festival’s curatorial frame, "Butoh in the Time of Ecological Crisis," addresses a world grappling with environmental collapse and the desperate hope for renewal.

The visual heart of the festival is a haunting stage installation: a floating, uprooted tree—suspended in mid-air, wounded yet stubbornly alive. It serves as a visceral symbol of the tension between decay and resilience, mirroring the festival's central performance program, "Falling Earth, Moving Sky". This performance arc moves from the "Falling Earth"—gestures of extinction and grief—to the "Moving Sky," where bodies search for new forms of kinship and repair.

The Program: From Critical Discourse to Embodied Magic

The festival offers a rich tapestry of intellectual and physical immersion across multiple venues:

Dialogue & Workshops (Feb 6): The event opens at WhyNot Manila with roundtable conversations featuring speakers from nine Asian regions, moderated by Katrina Stuart Santiago, and a keynote by Anton Juan. The evening transitions into the physical with a workshop led by the renowned Yuko Kawamoto.

Archives & Cinema (Feb 7): Attendees can experience a screening of the 84-minute film Darkness Princess Bamboo, followed by lecture-presentations from Japanese masters Kae Ishimoto, Tenko Ima, and Yuko Kawamoto.

The Grand Finale (Feb 8): The festival culminates at the Carlos P. Romulo Auditorium (RCBC) with the ticketed performance "Falling Earth, Moving Sky," a powerful exploration of ancestry, land, and gender.

President Marcos leads launch of key education initiatives with PBBM-GABAY ng Bayan Programs

Wazzup Pilipinas!?

LAOAG CITY, 23 JANUARY 2026 — President Ferdinand R. Marcos Jr. on Friday led the rollout of major education initiatives under the “Programa para sa Buti ng Bayan at Mamamayan: Galing, Akses, Batid at Angat Tungo sa Yaman ng Bayan” or the PBBM-GABAY ng Bayan Programs at the Ilocos Norte Centennial Arena in Laoag City.

The launch formed part of the 2nd Joint Education Trifocal Management Committee Meeting of the Commission on Higher Education (CHED), the Department of Education (DepEd), and the Technical Education and Skills Development Authority (TESDA), with the Second Congressional Commission on Education (EDCOM II). The event highlighted the national government’s unified approach to strengthening access, equity, and relevance across the Philippine education system under the Bagong Pilipinas agenda.

Officials from the education agencies, partner national government offices, local government units, higher education institutions, and other education stakeholders attended the program. Around 5,000 participants, including high school students and Pantawid Pamilyang Pilipino Program (4Ps) beneficiaries, witnessed the rollout of the initiatives.

A central highlight of the program was the ceremonial signing of the joint memorandum circular on the Policies and Guidelines for the Bagong Pilipinas Merit Scholarship Program (BPMSP) by CHED, DepEd, and TESDA. The guidelines establish a unified framework for the transparent and coordinated implementation of the program across the education sector.

The BPMSP, representing Galing in GABAY, is a competitive, merit-based scholarship program open to top-performing senior high school graduates nationwide from both public and private schools, including the Philippine Science High School System, as well as qualified holders of TESDA National Certificates. Scholars may pursue degree programs aligned with priority sectors such as healthcare, engineering and digital technology, agriculture and fisheries, education, and financial services in public or private higher education institutions that meet quality standards. Likewise, scholars may also choose to study TESDA-identified priority diploma programs offered by registered Technical Vocational Institutions. These include courses in industry sectors such as agriculture, ICT, healthcare, and advanced manufacturing and semiconductor. Applicants to this program must have attained a minimum General Weighted Average of 90% or its equivalent.

For Academic Year 2026–2027, the program targets 20,000 scholars nationwide.

TESDA Secretary Kiko Benitez said the BPMSP supports TESDA students in combining technical skills with further education. “Certificate holders can choose to continue their studies and complement the skills they’ve already earned, opening up new possibilities,” he added.

Representing Akses was the Project “Patuloy na Edukasyon, Patuloy na Pag-Ahon” (Project PEPA), a nationwide information caravan designed to improve access to accurate and timely information on government-funded education opportunities for 4Ps families. This aims to reach nearly 490,000 senior high school graduates from 4Ps households across all regions, who are eligible for the Tertiary Education Subsidy (TES) Program upon enrollment in public or CHED-recognized private higher education institutions.

For Batid, CHED launched TANAW, a national higher education data visualization platform that integrates institutional, enrollment, scholarship, and graduate outcomes data to support transparency, informed student choice, and evidence-based policy and planning.

CHED Chairperson Shirley Agrupis emphasized the importance of timely and accurate data in helping education stakeholders make better choices. “Sound decisions also require reliable information. CHED TANAW provides a national, data-driven platform that allows students and families to verify institutions, programs, and quality indicators using official data, reducing misinformation and uncertainty in education choices. Reaching those farthest from information is equally important,” she said.

Education Secretary Sonny Angara led the oath-taking of more than 700 newly promoted public school teachers under DepEd’s Expanded Career Progression (ECP) System. Angat, as embodied in GABAY, reflects the administration’s commitment to recognizing merit, uplifting educators, and strengthening the education workforce.

“For years, public school teachers dedicated themselves to their students while waiting for long-delayed promotions, with some only reaching senior ranks near retirement and away from the classroom they loved. The ECP addresses long-standing delays in teacher promotions by linking career advancement to merit and performance,” DepEd Secretary Sonny Angara said.

CHED and the Pag-IBIG Fund likewise signed a Memorandum of Understanding for Project BALAY: Building Access to Learning for Students, a strategic partnership focused on developing affordable student housing, faculty and staff accommodation, and higher education infrastructure, particularly in state universities and colleges. CHED Chairperson Agrupis and Pag-IBIG Fund Chief Executive Officer Marilene Acosta underscored the project’s role in improving learning outcomes and student completion in higher education institutions.

Taken together, these initiatives demonstrate a coordinated and integrated approach to education reform across all levels.

CHED, DepEd, and TESDA reaffirmed their to working hand in hand to implement the PBBM-GABAY ng Bayan Program effectively. Yaman, the culmination of GABAY, represents mga mamamayang may kakayahan at oportunidad or Filipinos equipped with knowledge and skills to contribute productively to nation-building.

Under the Bagong Pilipinas agenda, the government continues to position education as a key driver of inclusive growth, workforce development, and long-term national competitiveness.

Sec. Angara, Rep. Sandro Marcos lead teachers’ oath in Laoag as DepEd eyes 100k career upgrades by 2026

Wazzup Pilipinas!?

LAOAG CITY, ILOCOS NORTE, 23 January 2026 — As part of President Ferdinand R. Marcos Jr.’s education agenda, Education Secretary Sonny Angara and House Majority Leader Sandro Marcos on Friday led the mass oath-taking of 789 public school teachers in the province whose careers were upgraded under the Department of Education’s Expanded Career Progression (ECP) system, as the agency eyes to deliver up to 100,000 teacher career upgrades nationwide by 2026.

The mass oath-taking was conducted alongside the administration’s Programa para sa Buti ng Bayan at Mamamayan: Galing, Akses, Batid at Angat Tungo sa Yaman ng Bayan” or the PBBM-GABAY ng Bayan—an integrated set of initiatives jointly implemented by the Department of Education (DepEd), Commission on Higher Education (CHED), and Technical Education and Skills Development Authority (TESDA).

“Let us build a Bagong Pilipinas where education is a sturdy foundation for stronger families, a more capable workforce, and a more progressive nation,” the President’s message said.

Of the newly promoted teachers, many had waited years—some decades—for advancement due to limited plantilla items and a promotion system dependent on natural vacancies. More than 2,000 additional teachers in Ilocos are also currently undergoing processing for promotion under the ECP, with their reclassification documents already submitted.

Education Secretary Sonny Angara said the reform champions teachers’ welfare and professional growth, aligned with the principles of the Magna Carta for Public School Teachers while strengthening instructional quality by keeping experienced educators where they matter most—inside classrooms.

“Hindi na kailangang umalis sa silid-aralan para umangat. Sa ilalim ng ECP, kinikilala natin ang husay sa pagtuturo at binibigyan ito ng malinaw na landas,” Angara said.

Angara said the reform is meant to recognize teachers who have spent years refining their craft in the classroom, citing educators like Teacher Lilliane Z. Tarriga of Filipino East Elementary School, who was promoted to Teacher IV after serving as Teacher I for 37 years.

“Para sa atin ito. Para sa lahat ng guro na nagbuhos ng oras at sakripisyo sa serbisyo. Yung statement na walang teacher ang magre-retire na Teacher I, sabi ni PBBM, yun talaga ang nag-motivate sa akin. Salamat talaga kay President Bongbong at kay DepEd Secretary Sonny Angara,” Teacher Lilliane said.

As the administration moves to synchronize reforms across basic, higher, and technical education, the ceremony stood as both a culmination and a signal that education reform is now being executed across institutions, ranks, and regions.

Bringing access to inclusive development through Islamic Financing

Wazzup Pilipinas!?

Cagayan de Oro – The Peace and Equity Foundation (PEF) and Escaping the Middle-Income Trap: Chains-for-Change (EMIT C4C) Program of the University of the Philippines Center for Integrative and Development Studies (UP CIDS) presented the landscape, opportunities, and challenges of developing Islamic Financing in the Bangsamoro region on December 9, 2025, in this city.

Attended by representatives from the Bangsamoro parliament, civil society, advocates, microfinance institutions, and academia, the presentation highlighted the development of Islamic finance in the region, current efforts to advance its implementation, and best practices from organizations that have implemented the program.

“The Islamic practices of Sharia Financing, Halal, and other essential mechanisms are not just viable options, but pathways to dignity, inclusion, and opportunities in the region, PEF Executive Director Roberto Calingo remarked.

Crafting the Islamic Finance Landscape

Islamic finance, or Shari’ah-compliant financing, refers to instruments and services that comply with Islamic law. According to the action research, its development and promotion will advance financial inclusion and deliver solutions for Muslims residing in the Bangsamoro region.

“This mechanism is an appropriate and relevant tool for promoting financing because it addresses the pressing need to mobilize capital ethically, fairly, and inclusively,” EMIT-C4C Co-Convenor Annette Balaoing-Pelkmans said in her presentation of the study results.

In April 2024, PEF and EMIT C4C partnered with the UP Strategic Research and Management Foundation to launch a collaborative action research project. The teams conducted extensive interviews and gathered data across Cotabato City, Sarangani, Lanao del Norte, Lanao del Sur, and Zamboanga City. Their findings were later compiled into a comprehensive monograph published in 2025.

After presenting the study results, Bangsamoro Parliament’s Policy Research and Legal Service Director Nassef Manabilang Adiong shared the government's efforts to develop a framework for implementing Islamic Finance.

CARD-MRI Program Manager Daissiel Gonzales also presented their Paglambo project, their Shari’a-inspired microfinancing program. At the same time, Islamic Social Finance expert Rini Supri Hartanti from Indonesia shared the model used by Ramon Magsaysay Awardee Dompet Dhuafa, along with other best practices in Islamic finance implementation from Indonesia, highlighting approaches to advancing inclusion and diversity in financing.

Making an Islamic Finance ecosystem a reality

According to Calingo, PEF will pursue additional efforts beyond action research to develop and scale up community-based models, while partnering with other institutions to expand the implementation of Islamic Finance in the region.

“This is not a one-time engagement for PEF but part of their long-term vision to empower families and strengthen local economies,” he said.

Robinsons Hotels and Resorts Sets a New Landmark for Inclusivity as the Largest Muslim-Friendly Hotel Group in the Philippines

Wazzup Pilipinas!?

January 2026, Manila – Robinsons Hotels and Resorts (RHR) has reached a historic milestone, becoming the largest hotel group in the Philippines to be certified as Muslim-friendly by the Department of Tourism (DOT).

In a formal ceremony, Tourism Secretary Christina Garcia Frasco personally awarded the certification to the RHR brand, recognizing its portfolio-wide commitment to inclusivity and cultural sensitivity. A total of 22 RHR properties have received this official certification, covering the group’s extensive portfolio including Grand Summit Hotel, Summit Hotels and Resorts, Go Hotels Plus, Go Hotels, and its international brands, The Westin Manila and Crowne Plaza Manila Galleria.

The journey toward this landmark certification began with Grand Summit Hotel General Santos, the first RHR property to receive the distinction. Its prayer room has been lauded by the DOT as one of the best in the country, subsequently serving as the blueprint for other hospitality establishments nationwide. To ensure a seamless experience for Muslim guests, RHR has implemented specialized facilities and services, including dedicated prayer spaces and specialized staff training to ensure hospitality that honors Muslim traditions and preferences.

This initiative is the latest achievement for RHR, which continues to be recognized on the global stage. Recently named “Philippines' Leading Hotel Group” at the World Travel Awards Asia and “Best Hospitality Developer” at the Property Guru Asia Property Awards, the group views these accolades as a responsibility to innovate.

Barun Jolly, Senior Vice President and Business Unit General Manager of Robinsons Hotels and Resorts, emphasized that the group is not resting on its laurels: "This certification is a testament to our deep respect for the Muslim community, which is an increasingly vital and vibrant part of our national tourism landscape. As a multi-awarded group—honored by the World Travel Awards Asia and Property Guru Asia—we are constantly looking for ways to be truly deserving of these citations. By certifying 22 of our properties, we are ensuring our hospitality is world-class and inclusive. We are honored to support the Department of Tourism’s vision of a more diverse and globally accessible industry where every traveler, regardless of faith, feels truly at home."

The certification of Robinsons Hotels and Resorts, the hospitality arm of Robinsons Land Corporation, marks a significant step in supporting the DOT’s National Tourism Development Plan. By securing the most certifications for a single hotel group in the country, RHR cements its position as an industry leader, advocating for a more inclusive and culturally aware landscape for all visitors. Robinsons Hotels and Resorts is the largest hospitality group in the Philippines with the most diversified portfolio ranging from ultra-luxury to essential value. It has 30 properties in 20 cities and municipalities, with more than 5,000 room keys nationwide.

Electricity consumers call for transparency on RE projects amid Solar PH mess

Wazzup Pilipinas!?

Metro Manila (January 22) – Electricity consumers are calling for transparency on all renewable energy (RE) project contracts and a swift, comprehensive probe into the controversy surrounding Batangas First District Rep. Leandro Leviste’s solar energy firm.

“We believe that the issues involving the congressman’s company are not fabricated, nor are they an isolated case,” says Kuryente.org National Coordinator Bas Umali. “Much like the public’s demand for justice on the flood control ‘ghost’ project scandal, we electricity consumers also demand transparency in all renewable energy project contracts and the status of their completion.”

Earlier, the Department of Energy (DOE) terminated 33 service contracts of Leviste’s Solar Philippines Power Project Holdings Inc. (SPPPHI) and announced a P24 billion penalty, due to its failure to deliver on its power production commitments. In total, the DOE cancelled 163 RE service contracts with a total potential capacity of over 17,900 megawatts.

“The company’s failure to fulfill contractual obligations has a direct impact on us consumers, who have long been suffering from high electricity prices. If supply were greater, there would be a higher chance of lowering electricity rates; thousands of megawatts could have been added to the capacity of our energy sector,” says Umali.

Leviste had previously claimed that the cancellation of the contracts was politically motivated amid his recent exposés related to the flood control corruption mess, while Secretary Garin asserted that the cancellations began in early 2024, before the flood control scandal was on the public radar.

Despite the terminated contracts, Garin assured the public that the government will hatch a catch-up plan to proceed with reaching the 35% target RE in the country’s power mix by 2030.

“We hope the DOE will resolve this matter urgently and will not exercise leniency knowing that the person and company involved is connected to an influential family,” adds Umali. “The DOE must also inform the public with regard to the status of other concessions with similar cases.”

Enhanced Alternative Learning System expands flexible pathways for out-of-school learners

Wazzup Pilipinas!?

MAKATI CITY, 22 January 2026 — The Department of Education (DepEd) has rolled out an enhanced Alternative Learning System (ALS) aimed at widening flexible learning pathways for out-of-school children, youth, and adults, aligning the program more closely with the formal K to 12 curriculum while strengthening employability and life skills.

Education Secretary Sonny Angara underscored the human impact of the reforms, citing the the dedication of Mang Eduardo Saplala, an 81-year-old Aeta from Porac, Pampanga, who is currently enrolled in ALS in the province.

Saplala, a member of the Aeta community in Barangay Camias, is taking up Basic Literacy Program (BLP) under DepEd’s ALS program in the province. His return to learning was enabled by community-based instruction, flexible pacing, and competency-based assessment—features now embedded more formally under the updated guidelines.

“Patunay si Mang Eduardo na walang edad ang edukasyon. Sa Alternative Learning System, may ikalawang pagkakataon ang bawat Pilipino,” Angara said. “Pinapalakas natin ang ALS para maging tunay na alternatibo—hindi pansamantala, hindi panghuli, kundi isang lehitimong landas ng edukasyon.”

He added that the program’s expansion is anchored on President Ferdinand R. Marcos Jr.’s push for inclusive growth. “Sa malinaw na direksyon ng Pangulo, isinusulong natin ang edukasyong may dangal at oportunidad, lalo na para sa mga naiwan o napag-iwanan ng sistema,” Angara said.

In DepEd Order No. 1, s. 2026, DepEd has standardized ALS delivery across regions while expanding learning options for out-of-school children, youth, and adults. The policy aligns ALS competencies more closely with the formal K to 12 curriculum and institutionalizes flexible learning modalities and recognition of prior learning, and introduces micro-certification,

In the policy, learners progress based on demonstrated mastery rather than age or length of participation. Individual learning agreements and portfolio-based assessments are now central to tracking progress, allowing learners to enter, pause, and resume education depending on their circumstances.

It also clarifies equivalent pathways across ALS programs, including Basic Literacy, Accreditation and Equivalency at the elementary and junior high school levels, and senior high school offerings. ALS completers may transition to formal schooling, pursue technical-vocational certification, or enter employment, depending on their goals and competencies.

The enhanced framework likewise affirms the role of local governments, universities and colleges, non-government organizations, and private entities in implementing ALS, including the operation of community learning centers and access to facilities, learning resources, and specialized instruction through existing coordination mechanisms.

DepEd also institutionalized capacity-building programs for ALS teachers and implementers, including training on the revised curriculum, learner assessment, and blended learning delivery. Monitoring and evaluation mechanisms were tightened to ensure consistent standards and track learner completion and transition outcomes nationwide.

Beginning School Year 2026–2027, all schools division offices are directed to fully implement the revised ALS curriculum for Basic Literacy and Accreditation and Equivalency programs, with separate guidelines to follow for a strengthened ALS senior high school track.

For DepEd, cases like Saplala’s are no longer framed as isolated success stories but as outcomes the enhanced policy is designed to produce—accessible, flexible, and credible education pathways that allow Filipinos to reenter learning at any stage of life

Unified 911 system gets revolutionary upgrade via unified dispatch using mission critical technology

Wazzup Pilipinas!?

True to the Department of the Interior and Local Governments’ (DILG) vision of providing the country with a world-class emergency response system, Unified 911 command centers will soon get next-level critical communication software that will also equip first responders with state of the art tools.

Called the Unified Platform for Communications & Dispatch (UPCAD), the system consists of a field-proven dispatch console designed to meet the challenges of a demanding public safety environment plus robust smartphones, feature phones and tablets for first responders that meet high durability standards built for industrial and mission-critical use,

The global best practice on dispatch and communication for first responders on the ground was shared at the Unified Dispatch and Communications Forum held at Solaire North on January 21, an event focused on empowering first responders through connected command.

Representatives from government offices involved in peace and order, civil defense, fire protection, maritime security, the air force, civil aviation and the embassies of France and the United States attended the event.

NGA 911 Philippines and Next Generation Core Services (NGCS), providers of the next-generation advanced emergency response technology used in the unified 911 system together with PLDT and ePLDT, which provides the telecommunications infrastructure and cloud hosting services for unified 911, hosted the event. Streamwide S.A., a French software company specializing in communication and operational solutions for mission critical communications, and Rug Gear, designer and manufacturer of ultra-durable emergency communication tools, also collaborated in the event..

Demonstrations held at the forum showed how the new software delivers instant, rich data to the field and tracks real-time positions with geolocation services. These boost coordination with secure Mission Critical Data (IM) and leverage Mission Critical Video as live feeds are shared from the scene.

Called TOTR or Team On The Run, the integrated communication approach will introduce modern cellular networks and data capabilities as tools to provide instant, secure and feature-rich coordination beyond traditional land mobile and hand-held radios.

The cutting edge mission critical technology will be integrated into national 911 services in February and ensure uninterrupted, secure, and reliable communication during emergencies, faster response times, greater situational awareness, and better public safety outcomes – despite climate, physical and situational challenges during the emergency. Agencies, LGUs and first responders will be linked with one another to apply solutions to emergencies.

“Unified Dispatch is not just about connecting platforms. It’s connecting people, agencies and decisions seamlessly and in real time. It’s the police, military, coast guard, disaster response and LGUs seeing the same operational picture. The calls, data and intelligence flowing securely across agencies and command centers empowered with clarity instead of complexity. The first responders are supported by technology that works with them, not against them,” explained Ishka Villacisneros, Chief Financial Officer of NGA 911 in the USA and President of NGA 911 Philippines.

As things stand, the Philippines is the only country in Southeast Asia with a complete Next Generation 911 call system, she noted, and shared that other neighboring countries are looking at the Philippines as the model for public safety in the region.

Rob Llaguno, Country Head of NGA 911 Philippines, who has spent the past five years working for a national public safety system, said “A truly effective emergency response system requires the combined efforts of the national and local governments, private and public sectors and civilian and uniformed services. A unified dispatch and communications system will empower first responders through connected command. It will improve interoperability and ensure all Filipino citizens in the country are properly served and given protection and peace of mind.”

How to Choose the Best DEX Exchange Crypto App

Wazzup Pilipinas!?

Decentralized finance (DeFi) has exploded into one of the most powerful revolutions in the global digital economy. DeFi platforms surpassed $60 billion in value in 2025, and this shows just how rapidly investors are shifting away from centralized exchanges to decentralized platforms. Up to 25% of global crypto traders now prefer DEX platforms for their transparency, low fees, and direct control over assets. As far as DeFi adoption is concerned, more traders across the world are now embracing decentralized exchanges to swap, stake, and earn from the Web3 economy. However, with so many crypto apps out there in the system, finding the right decentralized exchange to take absolute control over your asset ownership becomes challenging. Beginners may ask: How do I pick a DEX app that offers security, low fees, and earning opportunities without compromising on transparency? Well, that's where this informative post comes in handy to ease your worries with a practical guide to the best DEX exchange apps.

How to Choose the Best Dex exchange app in 2026:

Here are a few proven and powerful steps to help you choose the best DEX exchange crypto app to earn safely and confidently from DeFi and Web3.

1. Prioritize Transparency and Security

Security is a key factor worth considering when choosing a decentralized exchange or Platform to trade cryptocurrencies. Ideally, legitimate DEX platforms must be non-custodial, meaning users can ensure total control of their private keys and funds. This eliminates the risk of centralized hacks or exchange collapses, common pitfalls in traditional crypto exchanges. It helps to look for transparent smart contracts that are open-source and audited by reputable firms. Anything that is not transparent in DeFi is probably not trustworthy.

2. Compare Fees and Liquidity

Have you ever been frustrated by paying high gas fees or getting stuck in a low-liquidity pool?

Please remember that's a potential sign of a poor DEX experience. The best decentralized exchange apps, like Flipper Dex, maintain deep liquidity pools and offer competitive, fair transaction fees. Liquidity is also worth considering as it ensures that your trades can be executed smoothly without major price slippage. Lower liquidity may lead to unpredictable losses or delayed trades, especially during market volatility. Many Crypto users prefer the Flipper DeX exchange website https://flpp.io/ which offers minimal fees and deep liquidity pools across major crypto pairs.

DepEd, LGUs set new MOA to fast-track classroom builds for learners and teachers

Wazzup Pilipinas!?

MAKATI CITY, 21 January 2026 — The Department of Education (DepEd) has finalized a new memorandum of agreement (MOA) with local government units (LGUs) to accelerate the construction, repair, and improvement of public school classrooms under the 2026 national budget, a move expected to ease classroom congestion and improve learning conditions for learners and teachers.

The agreement follows President Ferdinand R. Marcos Jr.’s directive to fast-track the delivery of basic education facilities, with Education Secretary Sonny Angara saying the MOA strengthens coordination between DepEd and LGUs in identifying priority schools, mobilizing resources, and implementing classroom projects that meet national education and infrastructure standards, while remaining responsive to local needs.

“Mas mabilis kaming makakakilos kapag katuwang ang LGU, dahil sila ang mas nakakaalam kung alin ang pinaka-kailangan ng kanilang mga paaralan,” Angara said. “Ginagawa natin itong malinaw at maayos kasama ang mga liga ng LGU para siguradong ang pondo ay mabilis na nagiging silid-aralan para sa mga bata at guro.”

The MOA is anchored on provisions of the 2026 General Appropriations Act that authorize DepEd to partner with qualified LGUs for the delivery of basic education facilities.

Angara is also coordinating with major LGU associations, including the Union of Local Authorities of the Philippines (ULAP), the League of Provinces of the Philippines (LPP), and the League of Cities of the Philippines (LCP), to finalize implementation details and ensure that local governments are aligned on standards, processes, and timelines for classroom delivery.

Under the MOA, LGUs may participate as implementing partners using various modalities, including their usual procurement processes, different funding mixes from national allocations, the national tax allotment, and special education funds (SEF), as well as programs covering new construction, repairs, or other learning space improvements.

DepEd will provide standardized designs, technical frameworks, and oversight to ensure that all projects meet Minimum Performance Standards and Specifications, as well as audit and accountability rules.

The MOA defines the roles and responsibilities of DepEd and participating LGUs, including the scope of projects, funding arrangements, timelines, and monitoring mechanisms. It also sets safeguards to ensure transparency, proper use of public funds, and compliance with government auditing rules, with DepEd retaining authority to review plans, validate completed classrooms, and require corrective action when standards are not met.

Angara said the agreement is expected to help fast-track the delivery of classrooms as the government works to bridge the 165,000-classroom building gap, ultimately providing safer, less crowded, and more conducive learning spaces for millions of public school learners and their teachers.

More classrooms for learners, career milestones for teachers as Angara leads Cavite event

Wazzup Pilipinas!?

GENERAL TRIAS CITY, CAVITE, 20 January 2026 — Education Secretary Sonny Angara on Tuesday led the turnover and blessing of a four-storey, 16-classroom school building at Santiago Elementary School, as the Department of Education (DepEd) stepped up efforts to address classroom shortages in fast-growing urban areas and advance teacher career reforms.

Angara said the project reflects the administration’s focus on delivering concrete improvements at the school level, easing long-standing pressure on time and space for learners and teachers in SDO General Trias City, where rapid enrollment growth has led to overcrowded classrooms and strained daily school operations.

“Proven naman po yan, kapag siksikan ang mga silid, hindi makapagturo nang maigi ang teachers. Ayaw na po natin ng shifting as much as possible,” he said, linking classroom construction to President Ferdinand Marcos Jr.’s broader reform agenda.

The new building, equipped with smart televisions, armchairs, and safety features such as fire alarms and emergency lights, adds to the capacity of Santiago Elementary School, which serves more than 2,400 learners.

The project was made possible through close coordination between DepEd and the city government, which has used its Special Education Fund (SEF) to accelerate school infrastructure development. More than 100 classrooms have been built or are underway across the division in less than three years, easing congestion in several schools.

Angara said DepEd is also rolling out flexibility measures nationwide to speed up classroom delivery, including allowing local government units to construct parallel school buildings, expanding public-private partnerships for large-scale classroom projects, and strengthening the Adopt-A-School Program to tap private sector support. These approaches, he noted, are meant to complement national funding and prevent delays in areas with urgent needs.

“First time in history na gagawin, ibaba na ang pera sa mga LGUs, through decentralization of power, through decentralization of resources,” Angara stressed.

More promoted teachers sworn in under ECP

After the turnover ceremony, Angara presided over the mass oathtaking of 542 teachers from the Cavite cluster promoted under the Expanded Career Progression (ECP) System, with more than half of the promotions coming from SDO General Trias City. For many teachers, the promotions ended years—and in some cases decades—of stalled career movement that had dampened morale and retention.

Among them was Carmen R. Zorilla, now a Teacher IV of Tropical Village Elementary School, whose journey resonated with many in the crowd.

“Sa loob ng 28 taon, Teacher I po ako. Kontento na sana ako, dahil ang sukatan ng tagumpay ko ay ang bawat batang natutong bumasa, umunawa, at mangarap,” Zorilla said. “Hindi ko po inakalang darating ang panahong ito, na mapo-promote ako.”

She thanked President Marcos and Angara for pushing reforms that made career advancement possible. “Sa ilalim ng Expanded Career Progression, napatunayan naming ang pag-angat ng guro ay posible. Hindi po kami pinabayaan ng DepEd. Dahil dito, wala nang gurong kailangang magretiro bilang Teacher I,” she said.

Angara said the scale of promotions marks a historic shift for the department. “Ang estimate po natin, before 2026 ends, basta na-release po 'yong pera, makakapag-promote tayo ng 100,000 teaching positions. First time sa kasaysayan po ng DepEd na ganyang karami ang na-promote, ang nabigyan ng pagkilala," he said.

Nationwide, DepEd has already hired 27,080 teachers, reclassified 16,025 educators, and processed new teaching, school leadership, guidance counseling, and administrative positions to clear promotion backlogs and stabilize the public school workforce.

The twin events—classroom turnover and teacher oathtaking—highlight the agency’s strategy of pairing infrastructure investments with human resource reforms, as it works to improve learning conditions and outcomes across the public school system.

The Chemist’s Vigil: From Synthesis to the Grave

Wazzup Pilipinas?!

In the quiet hum of a laboratory, a single molecule can represent the pinnacle of human achievement or the seed of a global catastrophe. This is the dual nature of chemistry: a science that fuels economic growth and saves lives through healthcare and agriculture, yet possesses a dark mirror capable of creating the world’s most "nefarious" weapons.

During the fifth Innovation Impact Stories webinar hosted by the University of the Philippines – Diliman College of Science (UPD-CS), Dr. Emily Castriciones revealed the high-stakes reality of this discipline. As an Analytical Chemist Inspector for the Organisation for the Prohibition of Chemical Weapons (OPCW), Dr. Castriciones views her profession not just as a job, but as a lifelong guardianship of matter itself.

Guardians of the "Cradle to Grave"

For a chemist, the responsibility for a substance never truly ends. Dr. Castriciones describes this journey as a "cradle to grave" surveillance.

The Cradle: It begins with synthesis and testing, whether creating a life-saving drug or a raw industrial material.

The Life: It continues through manufacturing and plant management, where rigorous recordkeeping and documentation are essential.

The Grave: Even after a chemical is used, chemists monitor its presence in waste streams and the environment to ensure proper disposal.

"From the cradle to the grave of a chemical, there is always a chemist involved," Dr. Castriciones emphasizes.

A New Shield for the Philippines

While the Philippines has long ratified the Chemical Weapons Convention (CWC), it lacked the "legal framework" to fully enforce its protections—until now. In a landmark move for national security, President Ferdinand Marcos, Jr. signed Republic Act 12174, also known as the Chemical Weapons Act of the Philippines, in April 2025.

Dr. Castriciones was a vital architect of this shield, serving as a technical consultant and resource person for the Senate Committee and the Anti-Terrorism Council. This law bridges the gap between international treaties, like the 1925 Geneva Protocol, and local enforcement, ensuring that dangerous chemical, biological, radiological, and nuclear (CBRN) materials are regulated without stifling economic development.

An All-of-Society Defense

The battle to keep chemistry "good" requires more than just laws; it requires a massive, collaborative network. This defense includes:

Law Enforcement: Forensic labs within the PNP and the Philippine Drug Enforcement Agency are on the front lines.

Collaborative Projects: Innovations like the DOST-funded project involve the Bureau of Fire Protection and academic-government cooperatives.

Total Engagement: Dr. Castriciones is calling for a "truly all-of-society engagement," weaving together government, industry, academia, and private research institutions.

Bridging Theory and Application

The Innovation Impact Stories series serves as a reminder that science does not exist in a vacuum. By highlighting stories like that of Dr. Castriciones, the UPD-CS aims to inspire a culture where academic theory is purposefully bridged with practical, real-world applications that protect a nation.

In the world of chemistry, the difference between a miracle and a menace is often the watchful eye of a scientist dedicated to the journey from cradle to grave.

Public schools to receive bamboo-made desks as Angara puts 15-year old industry policy into practice

Wazzup Pilipinas!?

MAKATI CITY, 19 January 2026 — Under the leadership of Education Secretary Sonny Angara, the Department of Education (DepEd) will begin rolling out bamboo-made school furniture to public school learners and teachers in selected schools starting February, putting into practice Executive Order (EO) No. 879, s. 2010, which mandates a 20 percent bamboo allocation for school furniture.

From February to March 2026, DepEd will distribute 144,081 sets of learners’ tables and chairs and 3,235 sets for teachers, focusing on the replacement of worn, shared, or unusable furniture that affects daily classroom activities.

In carrying out this distribution, DepEd is also applying a long-standing government requirement that at least 20 percent of school furniture be made from bamboo, a policy issued in 2010 and now reflected in actual procurement and delivery through climate-resilient, engineered bamboo under the leadership of Education Secretary Sonny Angara, consistent with President Ferdinand Marcos Jr.’s agenda on sustainability and local industries.

"Matagal na ang itong polisiya. Pero, ngayon ay binibigyang-buhay natin ito. For the first-time in history, maipapatupad natin itong mandatory 20% bamboo allocation sa school furniture," said Secretary Angara.

"Sa DepEd, gusto nating ipakita na puwedeng maging matibay, sustainable, at kalidad ang school furniture para sa kapakanan ng ating mga learners at teachers. Magandang paraan din ito para ma-promote natin ang Tatak Pinoy na isinulong natin sa Senado noon para kilalanin ang creativity ng kapwa natin Pilipino,” he added.

Apart from that, the Department also noted that the construction of around 5,766 classrooms is currently underway, amounting to Php 16.19 billion, under the For Issuance of Special Allotment Release Order (FISARO) Batch 1.

Out of the said funding, DepEd underscored that the agency targets the construction of 2,333 Learning Continuity Spaces (LCS) worth Php 3.5 billion under the new construction funding, along with another 1,333 LCS amounting to Php 2 billion under the Disaster Preparedness and Response Program (DPRP).

Secretary Angara also said that the agency is aiming to construct 800 Last Mile Schools classrooms, amounting to Php 3 billion, as well as another 1,300 classrooms with approved Program of Works amounting to Php 3 billion. Under FISARO Batch 1, the agency also allotted Php 3.69 billion for 24,424 teachers’ tables and chairs and 1,099,111 learners’ tables and chairs, ensuring better learning environments nationwide.

Meanwhile, under FISARO Batch 2, DepEd has allotted Php 11.35 billion for the completion of 2,067 classrooms, the repair of 11,886 classrooms, and the restoration of 258 Gabaldon facilities. The Department has also funded the construction and improvement of School Health Facilities, amounting to Php 500 million.

“Muli, malinaw ang ating vision ngayong taon. Patuloy nating sosolusyonan ang kakulangan sa pasilidad natin sa buong bansa. We will continue to provide efficient and faster solutions by maximizing the funding that we got this year—for the sake of our teachers and learners,” Sec. Angara said.
