SSS Service Caravan goes to PanAsiatic Solutions Inc.

The Social Security System’s (SSS) Service Caravan went to PanAsiatic Solutions Inc. last July 7, 2023 to provide SSS online and on-site services to 4,390 employees.

"This program is in partnership with our SSS Regional Offices to cater to the needs of our business employers with huge number of employees. We set-up an information and service booth to respond to their queries and assist them with their online and onsite transactions,” said concurrent Acting Head of Accounts Management Group Atty. Neil Hernaez.

The recently-held caravan has successfully processed 129 transactions of PanAsiatic employees which include issuance of Social Security (SS) Number, Member Data Change Request (MDCR), SSS Web Registration and Disbursement Account Enrollment. SSS branch personnel also responded to the queries of over 60 SSS members.

The conduct of Service Caravan also led the SSS and PanAsiatic Solutions Inc. on the conceptualization and creation of SSS E-Center within the company premises which will officially open on August 7, 2023.



LearnCon participants spearhead National Action Plan for Learner Participation crafting

Selected learners from 17 regions of the country convened to contribute in the crafting of the National Action Plan for Learner Participation during the recently concluded Learners’ Convergence (LearnCon) PH 2023.

As active and responsible contributors to nation-building, around 1,890 youth leaders in attendance committed to mobilize learner-centered campaigns and initiatives on health, sports, learner formation, disaster risk reduction and management, and learners’ rights and protection to make a huge impact in the country’s basic education.

Vice President and Education Secretary Sara Z. Duterte commended the delegates for using their voice to advocate for policies supporting quality and inclusive education through their involvement in school’s student government or other student organizations.




"As youth leaders, I encourage you to collaborate and build a strong network across regions and organize awareness campaigns about issues affecting Filipino youth," VP-Sec. Duterte said in a written speech.

Another highlight of LearnCon is the election and oathtaking of the new set of National Federation of Supreme Secondary Learner Government (NFSSLG) officers for School Year 2023-2024.

Ma. Cassandra Austria from Quezon City, NCR was elected President among 17 regional SSG presidents. The other elected officers are Gian Franscine Lampaz of CAR-Baguio City as Vice President; Alexa Delle Aranda of Region I – Pangasinan as Secretary; and Nina Keira Noelle Lezada of Region X – Cagayan de Oro City as Treasurer.

In addition, John Carl Hermocilla of Region IX – Zamboanga Sibugay will serve as Auditor; Mark Kristoff Javate of Region VIII – Calbayog City as Public Information Officer; and Jan Xerohj Olivo of Region IV-A – Antipolo City as Protocol Officer.

“It is essential for us to recognize that we are not mere recipients of change but active agents in shaping the future we envision for our education system,” Austria said, noting that the NFSSLG, under her leadership, will seek to strengthen student representation at all levels of decision-making.

Meanwhile, Assistant Secretary for Operations Dexter Galban encouraged learners to work with the newly elected officers and board members to champion causes dear to their heart.

Anchored on the theme “SaMakabata: Sentro ng Karunungan, Huwaran ng Kagalingan,” the recently concluded learner engagement emphasized the importance of recognizing learners as the center of educational processes. It also provided them the opportunities to acquire new knowledge which can enrich their lives and aid them in addressing challenges in their respective schools and communities.

Huwag bibitiw’: UP professor emeritus urges new scientists to shape PHL’s future

In the face of a future yet to be written, beset by Promethean technologies and an Apolakian climate, one of the country’s foremost Filipino writers calls on a new generation of Filipino scientists to stay grounded—and stand their ground.

“Ihahabilin ko ito nang may pakiusap: huwag sanang magbago ang isip ninyo. Kailangan ng bansa natin ng higit pang maraming scientist,” distinguished writer Dr. Rosario Torres-Yu exhorted the University of the Philippines - Diliman College of Science (UPD-CS) graduating class of 2023, noted for having the most number of PhD graduates in the College’s 40-year history.

A professor emeritus and former dean of the College of Arts and Letters (UPD-CAL), Dr. Torres-Yu expressed cautious optimism for the future in her keynote address delivered at the UPD-CS Special Recognition Program last July 29. She also underscored the fundamental role of Filipino scientists in safeguarding the country’s future.

UPD-CS’s newly-minted graduates should never forget why they became scientists, Dr. Torres-Yu said, waxing poetic: “Ang kinang ay dapat timplahin ng kabuluhan para higit na maging kapakinabangan sa bayan at sambayanan. Samakatwid, hindi tayo nabubuhay para sa sariling kinang lamang.”



 



Hopeful vigilance for the future

Dr. Torres-Yu said she would be remiss as a professor and mentor if she did not urge vigilance and caution amid the celebration. She reminded UPD-CS’ new scientists that their lives and work are not isolated from the rest of the world:

“Anuman ang laboratoryong piliin, hindi ito maitatago sa nangyayari sa mundo. Kumbaga sa bagyo, literal at metaporikal, umaabot sa atin ang unos, baha, lindol, pagkawasak ng kapaligiran, kabuhayan at kapayapaan… Gusto ko mang iwasan ang pagbanggit tungkol dito, dahil ang pagtatapos ninyo ay dapat na maging masaya, magkukulang naman ako bilang guro kung hindi ko man lang mabanggit ang tungkol dito,” she told the gathered crowd of over 400 graduates.

“Ang mahalaga ay manatili ang ugaling mapagmatyag na taglay na ninyo dahil mga scientist kayo; maging mapanuri, makilahok at pumanig sa pagbabagong makabubuti sa ating bayan at sa sangkatauhan,” she added.

She also touched on the need to inspire Filipino children to pursue science, technology, engineering, and mathematics (STEM) through literature. Dr. Torres-Yu’s non-profit organization, Supling Sining, Inc. (SSI), collaborated with UPD-CS to create the Sulong-Agham multilingual children's books series.

UPD-CS’s Class of 2023 produced a total of 454 graduates. This number consists of 19 PhD graduates, 108 MS graduates, seven MA graduates, three Professional Masters, five diploma recipients, and 312 BS graduates. The number of the College’s PhD graduates for 2023 is also almost double that of the previous year, the most number of PhD graduates UPD-CS has had in its 40 years of existence.

SSS beefs up campaigns against delinquent employers

The Social Security System (SSS) asserted that it is aggressively pursuing delinquent employers nationwide and vows to intensify further its efforts to collect their unremitted contributions.

SSS President and Chief Executive Officer Rolando Ledesma Macasaet made the statement to assure all SSS members of its commitment to pursue delinquent employers and to urge all employers to comply with their obligations of religiously remitting the social security contributions of their employees.

“Each employer is assigned to a specific SSS Account Officer (AO) whose responsibility is to ensure employers’ compliance to Republic Act 11199 or the Social Security Act of 2018, such as registration and reporting of their employees and remittance of corresponding contributions to SSS,” Macasaet explained.

He added that Statements of Account (SOAs) are prepared regularly, which leads to the conduct of payroll audits whenever discrepancies are discovered. Billing letters are then sent to the employers who are obliged to settle as soon as possible or within the payment deadline.

Errant employers will receive a demand letter from SSS which could lead to the filing of a case assuming the persistent non-compliance by the employer.

SSS intensified its Run After Contribution Evaders (RACE) campaigns, which aim to compel delinquent employers to comply with the law by issuing a Notice of Violation and instructing them to report to SSS within 15 days or face legal consequences.

“Even though we are aggressively pursuing delinquent employers, we still offer them some relief through our contribution penalty condonation programs for their consideration so that penalties may be waived if they are deemed eligible,” he said.

“SSS is also continuously reconciling and updating its records since we discover that several employers sometimes neglect to update the list of their employees in the SSS records resulting in overstated SOAs being issued by SSS,” Macasaet said.

SSS issues hundreds of thousands of SOAs and billing letters, which have to be later classified depending on actions taken by SSS and/or the concerned employer.

SSS regularly coordinates with state auditors toward fairness in the presentation of financial statements as well as in assessing compliance with pertinent laws, rules, regulations, and policies or procedures. State auditors’ observations, recommendations, and reports help drive continuous efforts to improve SSS operations.

Meanwhile, Macasaet ensures stakeholders that SSS is financially capable of continuously paying benefits and granting loans to its members and pensioners as its cash flows remain healthy, with revenues outpacing expenditures.

31st Grand AdClash unlocks new milestones, ends with groundbreaking success

The 31st Grand AdClash, Polytechnic University of the Philippines’ (PUP-DAPR) most prestigious Integrated Marketing Communications (IMC) case competition, officially marked its victorious end last July at SM City Manila, defying all the challenges of the return to physical implementation with utmost precision.

In collaboration with TechLife, this epic event, entitled “Smarter Ways: Tech Solutions for Everyday Life," was dedicated to pushing the Senior students’ capabilities and exploring new frontiers in delivering brilliant campaigns. This year, the Grand AdClash was able to provide a platform for young talents to showcase their creative and innovative ideas, put their expertise to the test, and represent a new generation of PUP-DAPR pride.



31st Grand AdClash Recap

Four competing teams, consisting of BILIB1D (BAPR 4-1D), AN1NAG (BAPR 4-1N), BRAVADOS (BAPR 4-2D), and AGTRESIBO (4-3D) have stood on the 31st Grand AdClash stage with their heads held high and bravely pitched out their comprehensive IMC campaigns, fueled by over three months of rigorous preparations.

Among the personalities these skillful teams had to impress are some of the industry's seasoned leaders with keen mastery in Advertising and Public Relations: Ms. Patricia Gonzales, IMC Lead at TechLife; Mr. Jimmclaude Gayo, Product Marketing Manager at TechLife; Ms. Margie Flores-Husmalaga, Media Manager at GIGIL; Ms. Shea Iris Samonte, Art Director at Propel Manila; and Mr. John Caparros, Media Relations Lead at PRecious Communications. These esteemed individuals served as the panel of judges, who blazed the competition with their unparalleled wisdom.

Attended on-site by over 300 high-spirited individuals in support of their bets, SM City Manila was filled with a high level of enthusiasm and loud chants as it hosted this year’s clash of brilliance. Meanwhile, the unwavering support for the Grand AdClash extended through social media as well, with the event livestream garnering a whopping 6.6K peak views, 1.4K engagements, and 239 shares.

With all these, the 31st Grand AdClash has shown to have reached new heights of groundbreaking success, providing the department with another remarkable milestone to take pride in.



31st Grand AdClash Hailed Victors

Each team was able to make a positive impression on the panel of judges, but only one among them reigned supreme and advanced to the coveted top spot.

In a blazing showdown of creativity and brilliance, AGTRESIBO emerged as the Grand Champion during the 31st Grand AdClash. With an exceptional display of innovative ideas and cutting-edge strategies, AGTRESIBO captured the hearts of the judges and the audience. Their 360° IMC campaign presented ingenious ideas that focused on driving brand awareness and brand recall, showcasing on-point solutions for TechLife's marketing challenges.

AGTRESIBO also dominated in most categories of the special awards. Their campaign garnered multiple awards, including Best in Social Media Activation, Best in Offline Activations and Events, Best in Print Advertisement Materials, Best in Radio Advertisement, and Best in IMC Campaign. Moreover, one of the team’s members, Mark Jonnie Lapidez, was able to clinch the Best Male Presenter award.

On the other hand, BRAVADOS and BILIB1D have placed 1st and 2nd runner-up respectively, with BRAVADOS bagging home two special awards, such as Best in Television Advertisement and Best in Jingle. Meanwhile, AN1NAG was hailed as the consolation prize awardee during the said competition.

Save the Children, Child rights groups urge solons, public support for positive parenting bill

Dahlia, a 16-year-old student from Parañaque would scream each time her mother burns her arm with mosquito coil for household chores left undone. Whenever she passes by her mother’s stall in the market, she would overhear her mother’s gossiping, calling her “prostitute” for coming home late. She ran away from home when her stepfather strangled her just because her radio was playing loudly. 

In a 2022 Report of the Council for the Welfare of Children (CWC), about 9,000 children suffered from all forms of abuses, including physical and humiliating punishments. Dahlia, and many more children who suffered terribly at the hands of parents or guardians remained unaccounted for. The Philippines is one of the 134 countries that’s bereft of a legislation to curb physical and humiliating punishment against children.

Save the Children Philippines, in partnership with Child Rights Network, Child Fund Philippines, Consuelo Zobel Alger Foundation, and parent and child rights advocates, strongly urge the government, legislators, and all Filipino families to unite behind the Positive Parenting Bill.

Rep. Natasha Co, Chairperson of the House Committee on the Welfare of Children and BHW Party list stressed that Positive Parenting will address the needs of parents on how to shift away from methods that use physical and humiliating punishments in disciplining their children. 

“The State will support Filipino parents in practicing a more effective method of discipline, which is, Positive Parenting,” Rep. Co added.

Rabiya, 38, mother to three children from Zamboanga City said that she used to hit her children each time they make mistakes. She wasn’t aware that what she was doing was hurtful until she attended the Positive Parenting seminar conducted by Save the Children in their area. “I no longer hit them, instead I talk to them now. My children and I have better relationship when we talk about the problem.”

During the presentation, Save the Children Philippines pledged full support to the Positive Parenting in All Settings Act (HBN 8306) and An Act Providing for Non-Violent Discipline of Children and Appropriating Funds (HBN 1269) because these bills recognized that children have rights and these rights must be respected. The bills also emphasized the use of physical and humiliating punishments do more harm than good to children. 

Parents have the responsibility to bring up their children in an environment that encourages positive and healthy development for children. 

Tatay Darino, 45 years old from Bukidnon had difficulty providing for his family, including his two girls. “My guilt over not having enough food, enough money, and enough resources to provide for my children has made me a cruel and unreasonable parent. Save the Children Philippines helped me see the errors of my ways as a parent with the series of seminars I participated in. My children are my life. I learned that my relationship with them is better when I raise them in love.”

Moreover, Save the Children believes that positive and non-violent parenting approaches are much more effective and have optimal advantage of bringing out the best in children. In fact, the findings of a recent global report said that the use of corporal punishment as a discipline method contributes to lower academic achievement and school dropout. This also carries the risk of long-term harm to mental and physical health and future prospects of individuals, families and societies.

“My Nanay thought that beating me up is loving me,” Carlito (not his real name) said during a conversation with Save the Children Philippines. “My Nanay Aileen attended the Positive Parenting seminar and became one of the beneficiaries of Save the Children Philippines’ livelihood project.” Carlito noticed the change in her mother’s

Solons and public urged to support for positive parenting bill

Dahlia, a 16-year-old student from Parañaque would scream each time her mother burns her arm with mosquito coil for household chores left undone. Whenever she passes by her mother’s stall in the market, she would overhear her mother’s gossiping, calling her “prostitute” for coming home late. She ran away from home when her stepfather strangled her just because her radio was playing loudly. 

In a 2022 Report of the Council of the Welfare of Children (CWC), about 9,000 children suffered from all forms of abuses, including physical and humiliating punishments. Dahlia, and many more children who suffered terribly at the hands of parents or guardians remained unaccounted for. The Philippines is one of the134 countries that’s bereft of a legislation to curb physical and humiliating punishment against children.

Save the Children Philippines, in partnership with Child Rights Network, Child Fund Philippines, Consuelo Zobel Alger Foundation, and parent and child rights advocates, strongly urge the government, legislators, and all Filipino families to unite behind the Positive Parenting Bill.

Rep. Natasha Co, Chairperson of the House Committee on the Welfare of Children and BHW Party list stressed that Positive Parenting will address the needs of parents on how to shift away from methods that use physical and humiliating punishments in disciplining their children. 

“The State will support Filipino parents in practicing a more effective method of discipline, which is, Positive Parenting,” Rep. Co added.

Rabiya, 38, mother to three children from Zamboanga City said that she used to hit her children each time they make mistakes. She wasn’t aware that what she was doing was hurtful until she attended the Positive Parenting seminar conducted by Save the Children in their area. “I no longer hit them, instead I talk to them now. My children and I have better relationship when we talk about the problem.”

During the presentation, Save the Children Philippines pledged full support to the Positive Parenting in All 

Settings Act (HBN 8306) and An Act Providing for Non-Violent Discipline of Children and Appropriating Funds 

(HBN 1269) because these bills recognized that children have rights and these rights must be respected. The 

bills also emphasized the use of physical and humiliating punishments do more harm than good to children. 

Parents have the responsibility to bring up their children in an environment that encourages positive and healthy development for children. 

Tatay Darino, 45 years old from Bukidnon had difficulty providing for his family, including his two girls. “My guilt over not having enough food, enough money, and enough resources to provide for my children has made me a cruel and unreasonable parent. Save the Children Philippines helped me see the errors of my ways as a parent with the series of seminars I participated in. My children are my life. I learned that my relationship with them is better when I raise them in love.”

Moreover, Save the Children believes that positive and non-violent parenting approaches are much more effective and have optimal advantage of bringing out the best in children. In fact, the findings of a recent global report said that the use of corporal punishment as a discipline method contributes to lower academic achievement and school dropout. This also carries the risk of long-term harm to mental and physical health and future prospects of individuals, families and societies.

“My Nanay thought that beating me up is loving me,” Carlito (not his real name) said during a conversation with Save the Children Philippines. “My Nanay Aileen attended the Positive Parenting seminar and became one of the beneficiaries of Save the 

Children Philippines’ livelihood project.”Carlito noticed the change in her mother’s way of correcting him and his siblings whenever they are in the wrong. Nanay Aileen used to hurl expletives at them whenever he and his siblings asked for money to buy school stuff or whenever they spent too much time playing outdoors. But now, she would encourage them to reason together as a family. Carlito now performs better in school and has become more aware of his rights as a child.

Above all, Save the Children Philippines applauds the emphasis of the bills on the aspect that physical and humiliating punishments of children violate their fundamental rights. The World Report on Violence recommended the legal ban on all forms of physical and humiliating punishments particularly in the home. 

However, only 65 states have adopted the law that prohibits the use of physical and humiliating punishment of children in all settings.

Benilde student film vies at CCP’s Gawad Alternatibo after US victory

A thesis film about a boy who slugs it out in a neighborhood thumb wrestling tournament against another kid, whom he cannot defeat, will compete with other short film finalists at the Gawad CCP Para sa Alternatibong Pelikula at Video or Gawad Alternatibo. This after it bagged first place in the 2023 Student World Impact Film Festival.

“Arena,” the capstone project of recent De La Salle-College of Benilde film graduate Nicole Yvonne Lee, topped the SWIFF comedy (18 years old or older) category.

The 20-minute coming-of-age film stars Matthew Stanley, Shawn Niño Gabriel, and Miaka Mon, among an ensemble of other child actors.

SWIFF director Mark Leschinsky shared that the week-long New Jersey-based event, which got more than 13,000 submissions from 120 countries, “focuses on elevating the voices of young storytellers from historically marginalized races, backgrounds, and cultures to give them the opportunity to share their stories with the world.”







Before winning the SWIFF award, “Arena” became the first recipient of the Benilde Best Thesis Film trophy at the Cinematheque Centre Manila last April.

“As a filmmaker, I just really want to make people laugh and be happy using the films I made. Since I was a student, my school projects have been in the comedy genre. Arena was made from my playful imagination,” Lee, who wrote, edited, scored, directed, and co-produced the film, revealed.

Lee got the support of production manager Krissel Bernabe, director of photography Iezer Yap Magallon, production designer Grant Frondozo, assistant director Ivan Balmaceda, script continuity Giulia Saavedra, sound supervisor Paul Van Guzman, wardrobe master Clarisse Llaguno, colorist Tyrone James Luanzon, hair and makeup artist Rose Go, and production assistants Sheina Bensurto and Rodora Bagapuro.

“Arena” will try to continue its winning streak at Gawad Alternatibo, the longest-running independent film competition of its kind in Asia.

Gawad Alternatibo, which was established in 1987, will feature some of the best works of Filipino alternative storytelling and filmmaking from August 5 to 7 at the Tanghalang Ignacio Gimenez (Cultural Center of the Philippines Blackbox Theatre).

Signing Contracts for US$49.3M, PIS (Pertamina) Now Sails across 26 International Routes

PT Pertamina International Shipping (PIS), through its branch office in Dubai, PIS Middle East (PIS ME), has achieved another success by simultaneously signing four business cooperation agreements with global players.

PIS Pte Ltd (DMCC Branch) - PIS Middle East has signed business cooperation agreements with global players, namely with Gas Walio, Gas Widuri, Gas Arjuna and Gas Ambalat, for 4 vessels owned by PIS.

PIS ME signed the deals for 4 vessels owned by PIS - namely the Gas Walio vessel, Gas Widuri vessel, Gas Arjuna and Gas Ambalat vessels. The Gas Arjuna and Ambalat vessels are chartered by SHV Gas Supply & Risk Management, the Gas Walio vessel is chartered by Geogas Trading S.A, and the Gas Widuri vessel is chartered by Vitol S.A.

"The signing of this cooperation signifies the success of PIS ME's aggressiveness in increasing revenue in the international market, as well as proving the reliability of PIS's fleet which is qualified to sail in global scale waters," said PIS CEO Yoki Firnandi at the signing ceremony on Tuesday, July 25.

The total transaction value for the four ship deal reached US$49.34 million, or the equivalent to Rp740.15 billion (dollar exchange rate of Rp15,000) with different contract durations ranging from 6 months to 3 years. The contracts also provided for new international routes and countries for the PIS fleet, including Chile (South America), Puerto Rico (USA), Dominican Republic (Caribbean), Tanzania, Poland, and Portugal.

Country Manager of PIS ME Andra Pelawi added that in addition to the successful commercialization of the four vessels, PIS ME has broken new business ground which will add to the company's revenue potential. "Pertamina has, through PIS ME, entered Tankers International Pool, and a TC Syndication scheme with Scorpio for a Neptune VLGC vessel in the pool. PIS will have the potential for vessel rental at international market rates," he said.

Through this breakthrough scheme by PIS, carried out initially during the second quarter of 2023 (since the VLGC vessel entered the pool in early May, through to the end of the quarter), PIS ME managed to realize a profit of around US$865 thousand, or the equivalent to Rp12.97 billion (dollar exchange rate of Rp15,000).

UP celebrates record number of scientists in almost half a century

The University of the Philippines - Diliman College of Science (UPD-CS) is poised to make unprecedented contributions to Filipino science and the collective body of human knowledge as it recently posted the most PhD graduates ever in its decades-long history.

A total of 454 newly-minted graduates celebrated the fruits of their labor on the rainy Saturday afternoon of July 29. Among them were 19 PhD graduates, 108 MS graduates, seven MA graduates, three Professional Masters, five diploma recipients, and 312 BS graduates. The number of UPD-CS’ PhD graduates for 2023 is also almost double that of the previous year.

The number of PhD enrollees at UPD-CS has been consistently on the rise every year, with last year's count reaching 464. UPD-CS’ nine institutes and programs continue to offer a total of 11 doctorate degrees, including the recently-offered PhD in Data Science.

UPD-CS Dean Dr. Giovanni A. Tapang beamed with pride as he welcomed the graduating students, their parents, and guests during the CS Special Recognition Program 2023 at the UP Theater. “This is the most number of PhD graduates we've had in CS' forty-year history,” he said.



 

The long road taken

Dr. Bernard Alan B. Racoma, this year's Most Outstanding PhD Graduate from the UPD-CS Institute of Environmental Science and Meteorology (IESM) spoke on behalf of the graduate students, extolling the virtue of taking the long view to one’s goals despite—and even amid—setbacks.

"There shouldn't be shame when we take a long time in our studies, be it in graduate or undergraduate education. When this happens, more often than not, there are reasons behind it,” he said. “Just like there are reasons why clouds form and it rains, there are always valid reasons why students fall behind, give up, get delayed, or drop out."

“Graduates of 2023, let’s make it rain. Mabuhay po tayong lahat, mabuhay ang mga siyentista ng bayan. Patuloy nating pagsilbihan ang isa’t isa, patuloy nating pagsilbihan ang taumbayan,” he concluded.



Science within reach of everyone

These sentiments were echoed by BS Physics graduate summa cum laude Mary June Ricaña in her own remarks on behalf of her undergraduate class:

“As of 2019, the Philippines only has 189 scientists per million people—a far cry from the ideal ratio of 380 per million population,” she said. “The truth is, science should not be so difficult to pursue. It should be an arm’s reach to every child who ever looked at the night sky and dreamed of one day exploring galaxies.”

“After today, we will be taking different paths, but we should always remember whom we owe all of these to, and whom all these are for. The world is a laboratory; it is imperative for us to find scientific solutions to problems faced by society. Graduating batch of 2023, let us make science serve the people,” she added.

Establishing a Filipino scientific tradition

Over two decades ago, former UPD-CS Dean physicist Dr. Caesar Saloma underscored the importance of developing a truly Filipino scientific tradition: “I expect the Filipino scientist to contribute towards establishing a scientific culture in the Philippines. I count on him or her to become part of a rich scientific tradition that all Filipinos can be proud of,” he said in his acceptance speech for the Concepcion D. Dadufalza Award for Distinguished Achievement in 2001.

In this vein of tradition, Dr. Tapang acknowledged and thanked his immediate predecessor, the late Dr. Perry Ong, as well as previous deans Dr. Joey Balmaceda, Dr. Rhodora Azanza, and the entire Filipino scientific community. Now four years into his tenure, he has always been vocal about his goal to produce more PhD graduates during his term—a legacy that he hopes will continue in the decades to come.

“Madami pang tanong na kailangang masagot,” he said. “I reiterate my call for all our PhDs to continue to mentor PhD students. And I call on our MS and BS graduates to explore and answer the pressing science questions with your professors in a PhD program here in the College.”
