DepEd pilots School Building Program Monitoring System, highlights collaboration with CSOs

The Department of Education (DepEd) highlighted the significance of collaboration between the government and civil society organizations (CSOs) during the ongoing Pilot Roll-Out of the School Building Program Monitoring System.

Spearheaded by the School Infrastructure and Facilities (SIF) strand, DepEd convened with various CSOs to introduce the said monitoring system as a step towards addressing pressing school building-related issues.

Recognizing the urgent need to provide retrofitted classrooms and disaster-resilient school buildings nationwide, DepEd, through the SIF, also emphasized the importance of openly communicating and sharing plans, timelines, and objectives with different members of the organizations.

"There is an urgent need to address the learning gaps in the basic education, studies show improved learning capacity of students being taught inside a regular classroom. If not addressed immediately, it will have profound economic implications for the future of the country—affecting the quality of life, literacy rates, and the overall fabric of Filipino society," Usec. Densing said.




The General Appropriations Act (GAA) provides a special provision within the Basic Education Facilities Fund (BEFF) to capacitate and involve Civil Society Organizations as partners of DepEd to monitor the construction of school buildings and other infrastructure projects.

The program was attended by CSOs represented by the Parent-Teachers Association, Civil Society Network for Education Reforms (E-Net Philippines), and Cebu City Youth Development Commission.

Cebuano Youth Ambassadors Inc., Supreme Student Government, Unang Hakbang Foundation Inc., Food for the Hungry Inc., World Vision, Quidan Kaisahan, and Bulacao Youth for Service and Empowerment also attended the conference.

SSS implements KaSSSanga Collect, eWheels sa Barangay programs in San Isidro, Abra

The Social Security System (SSS) Bangued Branch and the local government unit (LGU) of San Isidro, Abra recently signed a Memorandum of Agreement (MOA) that will benefit 107 job order (JO) and contract of service (COS) workers under the KaSSSangga Collect Program.

Under the partnership, JO and COS will be registered as self-employed members of the SSS. Meanwhile, the LGU shall deduct the monthly contributions from the JO and COS workers’ salaries and remit them to SSS Bangued Branch on schedule.

The regular remittance of SSS contributions shall make the JO and COS workers qualified for social security benefits such as sickness, maternity, disability, retirement, death, and funeral, and benefits under the Employees’ Compensation Program such as sickness, disability, and death. They can also avail of SSS short-term loan privileges such as salary and calamity.

In addition, the “SSS eWheels sa Barangay” was also conducted to bring SSS services to the barangays in San Isidro and teach it residents how to use the various digital platforms like the SSS Website (www.sss.gov.ph), My.SSS Portal and uSSSap Tayo Portal. SSS also assisted the constituents of the LGU with their contribution and loan verifications, disbursement account enrollment, benefit and loan applications, and other SSS online services.

DepEd to conduct National Learning Camp to enhance learning outcomes, support teachers

In support to the MATATAG Basic Education Agenda and as a sub-program under the National Learning Recovery Program (NLRP) aimed at addressing learning loss, the Department of Education (DepEd) is set to roll out the National Learning Camp (NLC) during the 2022-2023 End-of-School Year (EOSY) break.

With a two-fold purpose of improving learning outcomes and supporting teachers to teach better, the NLC will run for three to five weeks, from July 24 to August 25, 2023, with three days of teacher-learner engagement and two days dedicated to collaborative expertise through Learning Action Cell (LAC) sessions among teachers.

The NLC is a voluntary program that will start its phased implementation with Grades 7 and 8 focusing on English, Science, and Mathematics.




Schools may also conduct other EOSY break activities such as Reading and Mathematics Program for Grades 1 to 3 and enrichment activities in other grade levels alongside the phased implementation of the NLC to support learning recovery across grade levels.

Based on the specific needs of the learners, they shall be enrolled in one of three Camps: Enhancement Camp, Consolidation Camp, or Intervention Camp.

The NLC aims to create a camp-like atmosphere by integrating fun and engaging activities to foster learner interests, socio-emotional skills, personal growth, and character development.

Participation of teachers in the NLC is voluntary. Since the NLC entails the services of teachers beyond regular school days, they shall be provided with vacation service credits, certificate of recognition for teachers, and other incentives, subject to the availability of funds and guidelines set.

DepEd welcomes the support of internal and external stakeholders in ensuring the success of this year’s National Learning Camp.

The Visayas West 1 Division of the Social Security System (SSS) participated in the nationwide celebration of Labor Day by conducting eWheels in various venues in the province.

“We believe that the labor force covers not only the employed workers but also the self-employed and voluntary members who toil for their everyday sustenance. To show our appreciation for their hard work, we are bringing SSS services closer to them through the conduct of simultaneous eWheels in the key cities of Negros Island. On top of our regular activities, we also joined in various local government unit and school activities like job fairs and festivals,” SSS Vice President for Visayas West 1 Division Dr. Lilani Benedian said.

The “SSS eWheels sa Barangay” is a mobile service program launched in March this year to bring SSS services closer to the barangays and teach its clientele how to use various digital platforms like the SSS website (www.sss.gopv.ph); my.SSS Portal, uSSSap Tayo Portal, and the SSS Website. Services also available at the eWheels include issuing Social Security (SS) Number; My.SSS registration and password resetting; Payment Reference Number (PRN) generation for contribution and loan payments; online application for Salary Loan, Pension Loan, and ConsoLoan (loan penalty condonation program); enrolment at the Disbursement Account Enrollment Module (DAEM); online submission of benefit claim applications via My.SSS Portal; Member Data Change Request; response to inquiries; and distribution of SSS Forms.

Five barangays and one LGU benefitted from the said activity, which include Barangay 1 in San Carlos City, Barangay Alijis in Bacolod City, Barangay Payao in Binalbagan, all in Negros Occidental, and Barangay Sta. Agueda in Pamplona and Barangay Poblacion in San Jose in Negros Oriental province. Also, a job fair was held in EB Magalona, Negros Occidental, which served 877 clients and processed 1,024 transactions.

Mike Paragozo, a farmer from Agusan del Sur, also attests to Morado’s potential to increase income. He shared that the market value of Morado commands a premium, with prices ranging from 50 to 80 pesos per kilo, compared to other corn varieties.

From Mike’s experience, customers are willing to purchase Morado, regardless of size and higher price, as they prioritize the health benefits it offers. 

"Every week, we plant 1-2 kg of Morado to ensure a continuous supply," says Mike. This consistent planting approach enables him to meet the growing demand for this unique crop and capitalize on its market potential. Mike also shared that it is easy to grow Morado. He proudly mentions, "From my experience, Morado has a high germination rate at around 95%. It is also strong against diseases."

The uniqueness and versatility of Morado also open up various marketing avenues for farmers like Mike. He shares, "Morado can be sold to processors of corn coffee, fresh markets or directly to consumers."

Moreover, because of its unique purple color, farms planted with Morado have the potential to attract tourists, offering an additional income opportunity for farmers. Mike is establishing Morado as a trademark in his farm in Agusan del Sur to attract tourists who are intrigued by this distinct purple corn.

Filipino scientist to lead science diplomats from INTERPOL, NASA, and international orgs

A stellar roster of global leaders in science diplomacy—including executives from NASA and INTERPOL— are set to convene this September under the leadership of a Filipino scientist. Internationally acclaimed Filipino Science Diplomat Glenn Banaguas was designated as Chairman of the 6th Asian Science Diplomats Assembly (SDA) to be held from September 18 to 22 at the EDSA Shangri-La Hotel in Manila. He will be helming an esteemed board that includes members from the US National Aeronautics and Space Administration (NASA), the International Criminal Police Organization (INTERPOL), and various esteemed international government agencies and institutions.

With over 100 science diplomats in the Asian region alone, the annual SDA plays a pivotal role in furthering the integration of science and diplomacy across the region’s diverse countries and cultures as well as its strategic capacities, policy goals, and the development of elucidations for societal challenges – food security, sustainable energy, water sufficiency, human security, health security, biodiversity, marine, cybersecurity, infrastructure, transportation, waste, climate change, disaster risks, conflicts, violent extremisms, and terrorism.

The specific objectives of the SDA include raising awareness of science diplomacy among the science and diplomatic communities, identifying gaps and challenges in the science diplomacy sphere, and providing strategic solutions for global influence at the intersection of science, technology, innovation, peace, security, and diplomacy, and capacitating science diplomats in the use of tools and participatory mechanisms to shape policy.

“It is significant to effectively communicate our scientific work to all types of stakeholders. We do not want our science to be siloed,” Banaguas said.

“No matter how technical our work is, we want to make sure that our science will truly create positive impacts and changes in society. It is our commitment to use science for service,” Banaguas added.

Sci. Dpl. Banaguas is no stranger to the international scene. A Distinguished Fellow of the UK-based Royal Society for the Arts, he is one of Asia’s leading experts in environment, climate change, and disaster risk. He is the Chairman of the ASEAN Science Diplomats and the US-ASEAN Fellows for Science and Technology, and the Climate Diplomat of the EU-Asia Expert Panel for Climate Diplomacy and Environmental Security. He was also Lee Kuan Yew Senior Fellow in Public Service and an Executive Fellow of the Geneva Centre for Security Policy in Switzerland. He is also a United Nations Sasakawa for Disaster Risk Reduction and The Outstanding Filipino (TOFIL) Laureate for Environment Conservation and Science Diplomacy, as well as an Asia Leaders Awardee for Sustainability Leadership.

VP Sara underscores critical role of monitoring and evaluation to refine education reforms

Vice President of the Republic of the Philippines and Secretary of Education Sara Z. Duterte underscored the critical role of Monitoring and Evaluation (M&E) in the 1st DepEd National Monitoring and Evaluation (M&E) Conference conducted from June 20 to 22.

The conference aims to: (a) set the direction of DepEd’s M&E system; (b) provide updates on the global and national M&E practices; (c) discuss the principles and standards of M&E; (d) discuss the M&E strategies and mechanisms of DepEd in doing M&E, and; (e) promote cooperation among DepEd program managers and staff to support M&E initiatives across governance levels.

“It empowers us to create and refine education reforms based on data and evidence, guiding us toward better-informed decisions for the benefit of our learners,” Vice President and Secretary Duterte said in her message.

“M&E is more than a procedural exercise—it breathes life into our organization, fostering transparency and accountability and a culture of continuous learning and improvement,” Her Excellency explained.

VP-Sec. Duterte noted that the timely theme of “M&E for Improved Basic Education Governance” underscores the necessary efforts to strengthen the education system in these challenging times.

“The M&E Conference resonates profoundly with our MATATAG Agenda, symbolizing our unwavering promise to deliver accessible, quality, and equitable education for our learners,” VP-Sec. Duterte noted.

During the three-day conference, participants from DepEd, Ministry of Basic, Higher and Technical Education (MBHTE), and select DepEd partners gathered to gain insights and learnings on M&E concepts, approaches, and strategies discussed in the forum and breakout conference sessions.

Among the vital topics discussed in the forum were the Anchoring M&E to the MATATAG Agenda and Basic Education Monitoring and Evaluation Framework (BEMEF) Policy; Measuring Learning Proficiency amid the Learning Crisis; National Evaluation Policy Framework (NEPF) and National Practices on M&E; the Importance of Evaluations in the Education Sector; and the Utilization of Evaluation Findings in Policy Formulation.

Meanwhile, DepEd’s development and government partners conducted breakout sessions to discuss important concepts in developing the M&E framework, establishing the purpose and scope of M&E, gathering the right information, analyzing data, and communicating findings.

Furthermore, the forum also tackled M&E mechanisms in DepEd which includes discussion of the existing data management and information systems such as the Learner Information System, Basic Education Information System, National School Building Inventory and the Program Management Information System as tools for M&E.

Spearheaded by the Planning Service – Policy Research and Development Division (PS-PRDD), the 1st DepEd National M&E Conference 2023 served as a platform for dialogue on how community of practice could fully support the BEMEF and contribute to the realization of MATATAG Agenda and BEDP 2030.

PHLPost releases PDIC’s 60th Anniversary postage stamps

The Philippine Postal Corporation (PHLPost) has released new stamps and official first day covers in celebration of the 60th Anniversary of the Philippine Deposit Insurance Corporation (PDIC) with the theme “Championing Depositor Protection, Fostering Financial Stability”.

Roberto Tan, PDIC President and CEO and PHLPost Postmaster General Luis D. Carlos together with PDIC Vice President for Corporate Affairs Jose Villaret Jr. and PHLPost Assistant Postmaster General for Operations Reynaldo Malacapo Jr. unveiled the stamps featuring the PDIC logo and the words “60 years” in diamond like visual to signify the anniversary of the organization. The event was held at Philippine International Convention Center in Pasay City.

The Philippine Deposit Insurance Corporation (PDIC) is a government instrumentality created on June 22, 1963 by virtue of Republic Act No. 3591, or the Act Establishing the Philippine Deposit Insurance Corporation, as amended.




The PDIC was established to provide depositor protection and help maintain stability in the financial system by providing permanent and continuing deposit insurance. On its 60th year, the PDIC fulfills its mandate to depositors as the state deposit insurer equipped with systems at par with international standards.

PHLPost has printed 40,000 copies of the stamps sold at P16 each. Francis Ian C. Guillang (PDIC) and PHLPost in-house Artist Eunice Beatrix U. Dabu did the layout of the stamps.

DOST-SEI scholar-graduates challenged to become the 21st Century STEM leaders

“We are given the privilege na maging iskolar ng bayan, but it also comes with the great responsibility and obligation to flourish beyond what is given to us by the scholarship, to give back even beyond sa kung ano yung binigay sa amin. And this includes serving the nation and future generations.”

This is one of the key takeaways of Carl Jason Guevarra, a DOST scholar and a graduating BS Psychology student from the Pamantasan ng Lungsod ng Maynila, as he attended the 2023 NCR-based DOST-SEI Scholars’ Exit Conference – an event made in efforts to keep scholars in the loop of their scholarship obligation.

Aiming to highlight the commitment of future leaders in the fields of Science, Technology, Engineering, and Mathematics (STEM), the Department of Science and Technology - Science Education Institute conducted the Exit Conference on June 21, 2023 at the Philippine International Convention Center in Pasay City, which brought together around 1,600 DOST scholars from NCR.

The main rationale of the Exit Conference is to refresh the scholar-graduates of their return service agreement after graduation, challenging them to become the future Filipino STEM leaders – creating a significant and meaningful impact not only in their own communities, but in the whole country.

Ms. Ma. Nerissa Nicolas of the DOST-SEI Scholarship Division discussed the terms and policies for the various scholarships: RA 7687, Merit, and RA 10196. Meanwhile, Ms. Charilyn Joy Layus, also from the Institute’s Scholarship Division, introduced the various DOST-SEI local and foreign graduate scholarship programs which the scholars can avail should they pursue their post graduate studies in the future.

The Director of the Institute, Dr. Josette T. Biyo, expressed her heartfelt congratulations to the new batch of DOST-SEI scholar-graduates and encouraged them to take an active role in ensuring the progress of the nation. She hailed the scholars' success and reminded them of their capacity to uplift the lives of Filipinos.

Similarly, DOST Secretary Dr. Renato U. Sodium, in his virtual message, reminded the scholar-graduates of their commitment to serve the nation. He urged them to use their expertise to contribute to nation-building and be of service to the people.

Introducing the institute’s TRACER (Tracking Actual Career Experience Report) study, Dr. Randolf S. Sasota, DOST-SEI Supervising Science Research Specialist, highlighted the significance of monitoring the career movement of DOST scholars and assessing the impact of the scholarship programs to individual progress and national and/or international development.

Also gracing the event were 2009 Balik Scientist Dr. Rigoberto Advincula, University of the Philippines National Institute for Science and Mathematics Education Development (UP NISMED) Director Dr. Sheryl Lyn Monterola, and Department of Labor and Employment (DOLE) Senior Labor & Employment Officer Mr. Ryan Roberto Delos Reyes, who all shared their inspiring journeys, invaluable insights, and motivations on how to venture successfully in S&T careers.

The Exit Conference also became a venue for preparing the students for their job application. Dr. Carmelita Pabiton, a Registered Guidance Counselor provided the scholars with some tips on how to overcome job search anxiety. Meanwhile, Ms. Ruby Chanda Jetomo, Assistant Chief of the Department of Education (DepEd), discussed their hiring arrangements for RA 10612 and RA 7687 scholar-graduates.

All five encouraged the scholars to use the skills and knowledge they have gained from their academic journey to help contribute to the nation’s development and emphasized their duty to serve the country well.

The future scholar-graduates were glad to have attended the conference as they have picked up some lessons which would prove beneficial in their journeys. They echoed how the talks have answered their inquiries and enlightened them about the true essence of being an Iskolar ng Bayan para sa Agham.

Russel Toribio, a BS Civil Engineering student and one of the attending DOST scholars from the University of the Philippines Manila, emphasized how the conference has taught them about their duty to collaborate and unite with the country’s brains of S&T.

“Yung value ng collaboration, lalo na sa field ng Science and Technology, ay mahalaga nang hindi lamang nakakulong sa isang utak ang lahat ng ideya. Ang nagbibigay ng success at ng progress sa atin ay ang diversity of ideas na nagegenerate ng maraming utak,” Toribio said.

Graduating DOST-SEI scholars are all smiles as they pose for a photo opportunity, together with the DOST-SEI officials and invited resource speakers, during the conclusion of the 2023 Exit Conference.

Concluding the 2023 NCR-based DOST-SEI Scholars’ Exit Conference was Mr. Peter Gerry Gavina, Chief Science Research Specialist of DOST-SEI’s Scholarship Division, who congratulated and praised the scholars for their perseverance, consistency, and dedication in being the best S&T scholars of their time.

Mr. Gavina expressed hope that the talks would ignite in the scholars the desire to serve the country and assured that the institute would continue rooting for them, while also highlighting the institute’s various graduate scholarship offerings should they decide to level up their science education.

Other DOST regional offices have also started conducting similar Exit Conferences for their scholars in the regions. (30)

Former director of the UP Diliman Center for International Studies (CIS), Dr. Cynthia Neri Zayas was conferred by the Japanese government the prestigious Order of the Rising Sun, Gold Rays with Rosette during the 2023 Spring Conferment of Decorations on Foreign Nationals, in recognition of her contributions for promoting academic exchange and cultural understanding between Japan and the Philippines.

According to the Embassy of Japan on its Philippine website, the Japanese government acknowledges Dr. Zayas as the Philippines’ leading maritime anthropologist and foremost Japanologist. Her field of excellence includes cultural anthropology, maritime anthropological studies of Asia, and cultures of disaster. She is also credited for pioneering maritime anthropological studies in the Philippines, together with Japanese anthropologists, after completing her master’s and doctoral degrees in Japan. Her internationally recognized works on the cultures of disasters and free women divers, or ‘ama,’ in Japan have deepened the understanding of Japanese culture and society worldwide. Dr. Zayas is also acknowledged as instrumental in introducing Japanese traditional performing arts to the Philippines.


 

The Order of the Rising Sun is the third highest order bestowed by the Japanese government to exemplary individuals, following the Order of Paulownia Flowers, mostly reserved for politicians, while the Order of Chrysanthemum is bestowed upon heads of state or royalty. It was established on April 10, 1875 during the reign of Emperor Meiji by decree of the Council of State. It was the first ever national decoration awarded by the Japanese government to those who have made distinguished achievements in international relations, promotion of Japanese culture, advancements in their field, development in welfare, or preservation of the environment.

The order consists of eight classes, and the decoration is in the form of a badge, featuring rays of the sunlight from the rising sun, symbolizing the powerful energy emanating from it. An honoree is presented a badge, depending on the class level attained. The awarding of honors, including decorations and medals, is an act performed by the Emperor with the advice and approval of the Cabinet, pursuant to Article 7 of the Constitution of Japan.

Dr. Zayas was one of four Filipino recipients of the prestigious award last April. The other three Filipino awardees were Hon. Alberto Romulo, conferred with the Grand Cordon of the Order of the Rising Sun, for his contributions in strengthening bilateral relations and promoting friendship between Japan and the Philippines; Hon. Delfin N. Lorenzana, conferred with the Order of the Rising Sun, Gold and Silver Star, for his contributions in strengthening national defense relations between the two countries; and, Hon. Gamaliel A. Cordoba, conferred with the Order of the Rising Sun, Gold Rays with Neck Ribbon, for his contributions in strengthening cooperation in the field of information and communication technology. They will receive this award on Monday, at the residence of the Japanese ambassador to the Philippines.
