DOST scholarships await Marawi students thru new DOST-SEI, MSU MoA

Marawi’s rehabilitation continues with strengthened science education.

On January 31, 2023, the Department of Science and Technology-Science Education Institute (DOST-SEI) and the Mindanao State University (MSU) System renewed their memorandum of agreement (MoA) for the Bangon Marawi Program in Science and Technology Human Resource Development.

Through the program, more students from Marawi City and nearby towns can pursue their degrees as DOST scholars. “Education is a powerful tool for development, and a fundamental right for all young people, especially those affected by the conflict,” DOST-SEI Director Dr. Josette Biyo said.

In Bangon Marawi, the DOST-SEI prioritizes applicants who were directly affected by the siege.

The DOST-SEI and MSU first inked a partnership in 2018. In its five-year run, over 500 scholarship slots have been awarded to MSU students and faculty taking up science, technology, engineering, and mathematics (STEM) courses at the undergraduate and graduate levels. Almost 400 have finished their studies, with around 70 scholars marching with high honors.

Right after the MoA signing, 73 new scholars signed their scholarship agreement, becoming the first batch of qualifiers for the approved 200 slots for the year. The remaining slots will be awarded to qualifiers of the March 2023 examination.

MSU System President Atty. Basari Mapupuno reiterated the University’s support to the program. “Bangon Marawi is a blessing not only to MSU but to numerous individuals who have been aided by this endeavor.”

Bangon Marawi scholars enjoy the same privileges accorded to DOST scholars, such as book and thesis allowance; accident insurance; and a monthly stipend of P7,000 for undergraduate students and P25,000 and P33,000 for MS and Ph.D. students. The DOST-SEI also covers graduate students’ tuition fees and provide research grants of up to P475,000.

New undergraduate scholars Soraya Al-Obinay and Aiman Cayongcat, who lived in Marawi’s “ground zero” during the siege, were overjoyed at the opportunity. For Soraya, the Bangon Marawi scholarship is an answered prayer. Her family had been struggling financially after losing their business. Aiman added that the siege wasn’t the only challenge his family faced as the pandemic also hit them hard. He vowed to make the most of his scholarship. Both scholars intend to help their families, pursue graduate studies, and give back to their communities.

DOST Secretary Renato Solidum Jr. ensured the program’s continuity, emphasizing the significance of human and social infrastructures in Marawi’s rehabilitation. “By restoring people’s confidence in their abilities and assuring them that nothing, not even poverty, war, or a pandemic, can stop them from pursuing their dreams, we rebuild Marawi from within,” he said.

The Department of Science and Technology-Science Education institute (DOST-SEI) dedicates a special scholarship program for Marawi students, ensuring a stronger science culture in the region and strengthening S&T’s role in the city’s rehabilitation.

THE ROAD TO MARAWI isn’t filled with product advertisements or political posters, but with an unusual number of banners congratulating graduates and board passers. Even first-time travelers get the message loud and clear – the Maranaos highly value education. It’s not surprising that after the 2017 Marawi siege, one of the most disheartening realizations for many residents is that it would be more challenging to finish education.

Jafar Lomantong knew this all too well. He was in senior high school when the armed conflict broke out. Losing their family’s small business meant he had to live with his relatives to continue schooling. While the effects of war only amplified his desire to finish school, he was aware the journey would be more difficult, especially with ten siblings in the family. In 2019, while taking his BS in Biology at Mindanao State University (MSU), he learned about the DOST-SEI Bangon Marawi Program in Science and Technology Human Resource Development. He immediately applied and qualified.



A package of hope

DOST scholarships are often described as a package of opportunities. Aside from a monthly stipend, book and thesis allowances, and training opportunities, scholars enter the world of work with the advantage of a DOST stamp.

The Bangon Marawi Program, however, is more apt to be called a package of hope. Since its implementation in 2017, it has given hope to more than 500 science scholars.

“Some things are equally, if not more important than getting shelter and livelihood back after a catastrophe. For instance, people’s hopes and dreams. Bangon Marawi scholarships are meant to fuel these,” said DOST-SEI Director Josette Biyo.

Jonaimah Mangorangca, another Bangon Marawi scholar, narrated how COVID-19 made their situation worse. Still reeling from the effects of the siege, their family of eight had to endure more hardships as her parents lost their jobs at the height of the pandemic. Like Jafar and many other DOST scholars, she used her stipend to help her family.

The P7,000 monthly stipend for undergraduate scholars goes a long way especially in Marawi where cost of living is relatively low. Because of their stipend, Jafar and Jonaimah were able to catch up with synchronous learning, conduct experiments, buy tools for their theses, and even help friends who were also struggling that time.

“I appreciated DOST’s assistance the most during the pandemic,” Jafar recalled. “We received full stipend even when we couldn’t finish the semester. It did not only help in financing my education; it saved my family and friends.”

THE DOST SCHOLARSHIPS ADVANTAGE. Aside from increasing the number of scholarship slots, the DOST-SEI continues to beef up its scholarship benefits.



Science for the people

Rebuilding Marawi takes many forms, and the DOST deemed it crucial to first empower those who know and love the city best – its residents.

So, when former DOST Secretary Fortunato de la Peña joined the government’s Inter-Agency Task Force (IATF) Bangon Marawi, he prioritized the creation of a sub-committee at the DOST and tapped the SEI to implement a scholarship program for the immediate members of families affected or displaced from their communities.

The program’s initial run was a challenge for both the DOST-SEI and the applicants. “We had to move fast because the students needed help immediately,” Dr. Biyo shared.

She quickly gathered a team of project staff and formed technical committees from DOST-SEI and its partner institution, the Mindanao State University (MSU) System.

The qualifying examinations were waived for the first few years and applicants only needed to submit documentary requirements. But even this had been difficult and costly for students because the city was still in ruins.

Despite all these, the DOST-SEI was able to award over 200 scholarships on its first year of implementation. Of this, 90% completed their studies on time.

SCIENCE FOR THE PEOPLE. In January 2018, former DOST Secretary Fortunato de la Peña signed DOST’s memorandum of agreement with MSU for the Bangon Marawi scholarship program. Three Mindanao State University (MSU) campuses agreed to deliver the scholarship programs: the MSU-Main Campus, the MSU-Iligan Institute of Technology (MSU-IIT), and the MSU-Lanao National College of Arts and Trades (MSU-LNCAT).

LEARNING RESOURCE CENTER. A Learning Resource Center (LRC) was established at the MSU-Main Campus to help Bangon Marawi and other DOST scholars in their academic requirements. The LRC is equipped with computers and printers.


Inspiring patriotism

The Bangon Marawi Program is not just about providing scholarships or rebuilding the city’s human resource capabilities; it’s also about regaining people’s trust and confidence in the government. It’s about inculcating love of country. It’s about giving back to the community that nurtured the scholars.

This was especially true for Jonaimah who once blamed the government for her family’s predicament. Not only did the scholarship change her perspective, but it also sparked her desire to take part in the city’s recovery.

To reinforce the core values of professional excellence, social responsibility, and servant leadership, the DOST-SEI integrated its Filipino Patriot Scholars Project (FPSP) in the program. Scholars participated in various activities, such as values formation, community resilience, and leadership trainings.

PATRIOT SCHOLARS. Bangon Marawi scholars decide which body part to use in solving a specific problem in their community during Humanizing the Scholar activity of the 2-Day Scholars’ Formation Program.

It didn’t take long to see FPSP’s effect on the scholars. In March 2020, at the onset of the pandemic, several Bangon Marawi scholars organized a community outreach program, pooling funds from their scholarship benefits to buy relief packs, groceries, and other essentials that were distributed to families in Marawi.



One DOST for Marawi

In 2022, newly appointed DOST Secretary Renato Solidum Jr. pushed for the continuity of Bangon Marawi Program. Recognizing its accomplishments and the scholars’ crucial role in the city’s recovery, he requested the approval of 200 slots to be awarded the following year. The DOST-SEI also started administering qualifying examinations.

The first batch of 73 scholars signed their scholarship agreement on January 31, 2023, the same day DOST-SEI and MSU inked a new memorandum of agreement (MoA). To award the remaining 125 slots, the DOST-SEI will hold another exam in March 2023.

“We envision a science-based future for Marawi, and that can only happen if we support our talented S&T students now,” Sec. Solidum said. On top of S&T scholarships, the DOST has initiated various programs and research projects and turned over technologies for Marawi residents.

The Bangon Marawi Program is now on its 6th year. It has produced almost 400 graduates. Some are already employed while others are either pursuing graduate studies or looking for jobs. Over 70 marched with Latin honors.

Originally meant to help students after the siege, the program has developed into a “long-term and sustainable solution” to uplift the lives of Marawi residents.

Jonaimah graduated last year and is preparing to get into medical school. She hopes to become a doctor in their province, while Jafar gears up to become a scientist. He now attends MSU Naawan Campus for his master’s degree in Marine Biology, a course he pursues to better contribute to his advocacy, the conservation of Lake Lanao.

For Jafar, his role as Bangon Marawi scholar is to help rebuild not just Marawi but the entire province of Lanao del Sur. “I will dedicate my profession in advancing communities. Whenever MSU or DOST needs me, I will serve.”

Coastal Town Youth Convenes to Promote Peace through Arts

National Arts Month is celebrated annually throughout February in the Philippines. The events and activities that take place during this month are geared toward showcasing the artistic talent of Filipinos, as well as providing avenues for artists to channel their creative energies. It is a time when people celebrate the richness and diversity of the country's art and culture. Themed “Ani ng Sining, Bunga ng Galing,” this year's celebration aims to immerse Filipinos in diverse cultural expressions and celebrate the bountiful harvest from the Filipino imagination.

In the Coastal town of Sagay City, Arts Month is celebrated with the theme "Diin Tabo Man? Nature Encounter X". The SKC Sagay City Council together with the only Rotary Club in the city, the Rotary Club of Sagay-Sinigayan, its Rotaract Club, NONESCOST Supreme Student Council, TUPV at SC University Student Government, Sagay Young Tourism Volunteers, and Young Disciples in Mission staged an art forum and exhibition entitled “HINUN-ANON SANG KATILINGBAN: A Conversation for Peace and Conflict Prevention through Arts. The event was held at the SUNN Hotel of the Northern Negros State College of Science and Technology (NONESCOST) over the weekend.






HINUN-ANON SANG KATILINGBAN which roughly translates to “Community forum” is a gathering of the Sagaynon Youth for a conversation with seasoned artists representing each discipline of art to get a better understanding of how arts can be a medium to promote peace and conflict prevention/resolution in our communities and to inspire young people to pursue their passion in arts.

There was also an exhibition where the works of young budding artists were presented. From visual artworks from the previous contests of the Sagay City LGU, freshly made paintings and sketches of students of NONESCOST and the Technological University of the Philippines in the city, to posters of films joining the upcoming Margaha Film Festival –the first of its kind that encourages all homegrown writers and directors to create a film depicting the Sagaynon heritage and lifestyle through film.

All these were inspired by one of the locals, Maestro Nunelucio Alvarado, renowned for his exceptional work as a social realist. A founding member of the Black Artists in Asia—one of the most prominent collectives in the region—Nune, as his friends fondly call him fondly, is known for large-scale depictions of difficulty and despondency in the cane fields of Negros.

Maestro Nune with the support of the local government has created a community that gradually paints peace and progress in the region.

“We share with the Maestro his dream that someday, art can bring us together and that art can be the most powerful weapon to promote peace and progress,” says Benson Fernandez, President of the Rotary Club of Sagay-Sinigayan

“Through Rotary, we imagine Sagay to be a peaceful and progressive city where arts and diversity are celebrated,” He added.

“True enough, leaders from various organizations were brought together by this common cause and for the first time, brought to life a beautiful space where the youth and our seasoned artists can exchange ideas. A reminder to us that all our organizations’ causes have an underlying connection to peace and that peace in the community can be achieved through arts.” Said Ellirie Aviles, one of the event convenors.

President Ferdinand Marcos Jr. recently joined the world in congratulating Filipino science diplomat Glenn Banaguas for the latter’s induction into the United Kingdom London-based Royal Society of Arts (RSA). Banaguas is the first science diplomat from the Philippines to become a fellow of the RSA, which counts among its distinguished ranks historical luminaries such as Charles Dickens, George Washington Carver, David Attenborough, Nelson Mandela, Tim Berners-Lee, Karl Marx, Marie Curie, Stephen Hawking, and Benjamin Franklin.

"Tunay ngang ang galing at talino ng mga Pilipino ay maipagmamalaki saan man sa mundo. Maraming salamat sa kahusayang iyong patuloy na ipinamamalas (Indeed, the brilliance and intelligence of the Filipinos can be pround of anywhere in the world. Thanks to Glenn Banaguas for his continued excellence)," President Marcos said in his official message, which was broadcast across all official government channels.

Banaguas thanked the President for the latter’s kudos, which he welcomed as warm support from his countrymen.

“While I am thankful and deeply humbled by the international recognition I have received, the President’s message resonates deeply for me since it comes from where support is most needed—from home,” Banaguas said.

“Thank you so much, Mr. President. I greatly appreciate your message, Sir. I have never expected that someone who is nobody like me would be commended by the most powerful man in the country. Banaguas, a distinguished scientist and science diplomat, is among Asia's leading experts in environment, climate change, and disaster risk. He is the founder and president of the Environmental and Climate Change Research Institute, an organization that brings "science and diplomacy" to the poorest communities and marginalized sectors in the Philippines.

Banaguas founded Climate Smart Philippines: Science for Service Program, which provides research, training, and capacity-building to all stakeholders in the country to combat climate change and disaster risks. He also chairs the Association of Southeast Asian Nations (ASEAN) Science Diplomats and the United States (US)-ASEAN Fellows for Science and Technology. He also serves as climate diplomat of the European Union-Asia Expert Panel for Climate Diplomacy and Environmental Security. He is also the Executive Fellow and Expert of the renowned Geneva Centre for Security Policy (GCSP) in Switzerland.

Banaguas is the Adviser of the country's flag carrier, the Philippine Airlines for sustainability and resiliency programs. He also provides climate change capacity-building efforts to the Philippine Association of Colleges and Universities. He leads the UNDP's climate security program for the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) and provides technical assistance to Mindanao Development Authority's climate change and energy projects.

Banaguas has Ivy League credentials - he took Climate Change and Energy from the Harvard Kennedy School and Sustainability Leadership from Yale University. He also took the Applied Remote Sensing program from the National Aeronautics Space Administration (NASA), peacebuilding programs from the United States Institute of Peace (UNIP), and security courses from the Geneva Centre for Security Policy (GCSP).

Updates on DepEd Legal Actions

The Department of Education (DepEd) is taking measures to ensure that values of integrity, transparency, and accountability are being upheld by our officials, teachers, and non-teaching personnel.

In the past months, we have immediately acted on several legal cases filed against alleged erring public officials, personnel, and service providers of DepEd. In the spirit of transparency, we would like to provide the following legal updates:



1. On the Senate Blue Ribbon Committee (BRC) report re: procurement of overpriced laptops

The DepEd welcomes the Senate Blue Ribbon Committee report on the laptops procured by PS-DBM in 2021

The filing of cases against past and present officials of the DepEd, as recommended by the Senate Blue Ribbon Committee, will be referred to the Office of the Solicitor General (OSG) for evaluation and appropriate action.

We are ready to receive the official BRC report from the Senate.

In addition, there is a pending administrative case against one DepEd employee involved in the procurement.






 


2. On DepEd laptops being sold in Cebu

The Department has confirmed that the laptops being sold in a surplus store in Cebu, although not amongst those procured through the PS-DBM, were part of the DepEd Computerization Program (DCP). The Department is now coordinating with relevant law enforcement agencies to apprehend the perpetrators.



3. On government ‘scammers’

DepEd lauds the Criminal Investigation and Detection Group (CIDG) of the Philippine National Police (PNP) for the arrest of Diokno Eje, a.k.a Vaughn Vincent, who is the subject of numerous complaints about an alleged "appointment scam" wherein several personalities were offered government posts in exchange for a huge sum of money.

Likewise, the Department is investigating a similar case of fraudulent dealings of a DepEd employee named Maricon. Administrative proceedings for various charges have been instituted and are already underway.

We thank our media partners for tipping us off, and for alerting the Vice President and Secretary of Education on this matter. It has prompted other complainants to provide critical information against her.

DepEd is encouraging those who may have personal knowledge or dealings with Maricon to come forward and provide us with more information.



4. On photos circulating online re: alleged ‘overpriced’ camera

The Department has traced the now-deleted post of photojournalist Jhun Dantes, and shared by the account of a certain Renato Reyes, of a Canon 1500D camera with a DepEd sticker attached indicating an acquisition cost of P155,929, as a property of the Schools Division Office (SDO) of Imus City.

The camera was given by the Local Government Unit to the SDO. DepEd did not have any participation or involvement in the procurement process of the subject cameras.

DepEd continues to call on netizens to be circumspect in their posts to ensure that no misinformation is propagated.



5. On failure to deliver supplies

The Department has found another case of the failure on the part of a service provider to comply with its contract — since the year 2021. We are currently exploring legal remedies and working on this issue.

Note that we have deliberately provided general statements on these updates so as not to preempt or hamper ongoing investigations.

The DepEd recognizes the important fight against corruption to improve the delivery of public service. We reiterate our call to the public to be vigilant and to actively report any fraudulent and unethical acts of DepEd personnel. Those who will be engaging in such activities will be dealt with accordingly and swiftly.

Mars Petcare partners with Plastic Credit Exchange (PCX) as part of its global efforts to increase the circularity of packaging waste

Mars Petcare recently announced a packaging recycling initiative in the Philippines as part of its global efforts to create a circular economy for plastic packaging where it doesn’t become waste. The collaboration with Plastic Credit Exchange (PCX) and retailer Pet Express is called “Fur The Best”, which is an extension of the “SWAP Recycling” initiative from Thailand that will enable the collection and recycling of mixed post-consumer flexible plastic packaging waste into useful products. It’s one of the many sustainability initiatives that Mars Petcare is running to give pet parents the opportunity to recycle their plastic packaging.

At Mars, we take our responsibility for sustainable packaging seriously, so we’re working globally toward 100 percent recyclable, reusable or compostable plastic packaging and reducing our use of virgin plastic by 25%. To reach our goal, we’ll need not only recyclable materials, but we also need collection and recycling infrastructure in place and the right consumer behavior to make it happen.

According to the 2021 Who Cares, Who Does report by Kantar Philippines, 75% of Filipinos actively seek out brands that offer ways to reduce their impact on the environment. In the Philippines, the passage of the Extended Producer Responsibility (RA 11898) law has heightened attention on solid waste management, particularly of Fast-Moving Consumer Goods post-consumer waste.




 
Johnny Racoma, General Manager for Mars Petcare in the Philippines, highlighted that Mars Petcare aims to meet consumer desire for more sustainable packaging options. Through this partnership, pet parents can collect and surrender clean and empty packaging of any number of PEDIGREE, IAMS OR WHISKAS Dry food and any petfood flexible plastic packaging in any of the following sizes: 1kg, 3kg, and 8kg.

Recycling drop-off points are available in 15 of the participating Pet Express locations in International Toyworld Inc. stores in Metro Manila, such as Megamall, Mall of Asia, SM Fairview

Pet Express North Edsa, Bonifacio Global City, SM Masinag, SM Cubao, SM Makati, Festival Mall, Pet Express Dasmarinas, Pet Express Hyper Makati, Grand Central Caloocan, Pet Express Molino, Pet Express Madison Alabang, and Pet Express Estancia.

All collected materials will be handed to PCX, the recycling facilitator of the “Fur The Best” program. The materials will be recycled into useful products such as benches that will be donated to pet shelters in the Greater Manila area.

“PCX has always advocated the need for both upstream and downstream solutions to the plastic pollution crisis. Mars’ “Fur The Best” campaign is an important step to ensuring that brands are attempting specific recovery which builds a more circular economy “, said Nanette Medved-Po who founded PCX.

Participating pet parents should scan the QR code to register and answer the survey and will receive a Php 100 coupon per transaction, once daily, regardless of the quantity given. With the Php 100 coupon, pet parents can use it on the same day of swapping as a discount when the customers purchase ANY Mars Pet Nutrition Products for their fur babies.
