DOST-SEI Official Statement on Scholars' Stipends

The Department of Science and Technology - Science Education Institute (DOST-SEI) DOST-SEI would like to assure the public and all stakeholders of its continuing commitment to ensuring the safety and welfare of all our scholars amid the ongoing COVID-19 pandemic. They recently consulted with the various universities under the National Science Consortium (NSC) towards revisiting their existing policies and revising these where possible so as to help the scholars better cope with these trying times.

In particular, they are looking at ways to help scholars receive funding in a more timely manner given the adjustments and concessions that universities have had to undertake in the wake of the pandemic. They are also revisiting policies on the disbursement of funds so as to better provide for their needs above and beyond the demands of the classroom—an urgent concern, given how many of them have been thrust into the thick of research early in their programs.

They recognize that the unusual circumstances of the ongoing pandemic have necessitated major changes and adjustments across all sectors of society, and it behooves them to join hands with their scholars and stakeholders in working through this temporary period of upheaval and uncertainty.

The stipends for current undergraduate and graduate scholars were already released in full in the latter half of this year. Meanwhile, they are working for the prompt release of stipends for new scholars within the coming months. As they make these adjustments, they are looking forward to improving their services through constant dialogue with the NSC, scholars, and stakeholders.

DOST-SEI remains committed to working towards a COVID-free society, with science in full service of the Filipino people.

State of Qatar in Manila delivers aid to Philippine Red Cross for typhoon victims

Ambassador of the State of Qatar in Manila delivers more than 40 tons of urgent humanitarian aid to the Philippine Red Cross for victims and those affected by typhoon (VAMCO) in the Philippines

With directives of His Highness Sheikh/ Tamim bin Hamad Al Thani, Emir of the State of Qatar, "may Allah protect him", to provide urgent humanitarian assistance to the victims and those who were affected by the recent super typhoon (VAMCO) that struck the Philippines, His Excellency Dr. Ali bin Ibrahim Al-Maliki, Ambassador of the State of Qatar In the Republic of the Philippines, on Friday, December 04, 2020, handed over to Senator/ Richard Gordon, President of the Philippine Red Cross (PRC), during an official turn-over ceremony held at the (PRC) building, more than 40 tons of various food and non-food items, shelter, tents, water and sanitation units, generators, rescue boats, and other items, provided by Qatar Fund.

The urgent humanitarian aid - that arrived at Manila Airport (NAIA) on Friday morning on- board Emiri Air Force cargo plane - comes through an air bridge “Airlift” from the Qatari Armed Forces, as it comes within the framework of the Qatari extended bid to help friends in the Republic of the Philippines, and a commitment from the State of Qatar to alleviate the suffering of the victims, and to strengthen International efforts in the field of emergency relief.









It is worthy to note that Senator/ Richard Gordon, President of the Philippine Red Cross, praised Qatar aid and thanked Qatar for its humanitarian efforts, considering the State of Qatar key and strategic partner of the Philippines in this field, through its support for the Qatar Red Crescent, which works in coordination with the local partner, the Philippine Red Cross. Senator / Gordon also mentioned some examples of projects and contributions provided by the State of Qatar to the Philippines during the last period.

It is worth noting that the Qatari humanitarian aid program is implemented in cooperation and partnership between Qatar Charity and the Qatar Red Crescent, while the materials on the ground will be distributed urgently to those affected by the super typhoon in coordination between the Qatari Red Crescent and the Philippine Red Cross.

He's been to Subic, Boracay, Baguio, Cebu, and now Palawan. Is he doing this travel spree using his own budget?

Harry Roque seems to have delusions of grandeur. He is a legend in his own mind, a hero to his ego. He thinks he is above and beyond all of us, and worst is he is proud of it.

This guy is something else. Ibang klaseng nilalang. Since when did a Presidential Spokesperson became a tourism promoter? Maski ako nalito na sa job description niya. Papalitan ba niya Secretary ng Tourism. We see more of him than Secretary Berna Romulo-Puyat....or even the head of Tourism Promotions Board. It's alright to help out but not to the expense of overshadowing the real tourism peeps.

Is that part of the job description? I think there are more important tasks he has to do being a Spox especially when all of his statements have been questionable. He needs to improve his craft first before he goes spending government funds on his sponsored travels.


Sorry, but he did not pass the audition for travel spokesperson. There is nothing about him that will persuade people to visit places. Next applicant, please. 

Maybe he’s promoting “It’s More Funny in the Philippines!” because that is what he is for most of us....a laughing stock?!

Whenever I see him, I am waiting for the punchlines. Those moments when it's time to laugh out loud with this comedian who was a former human rights lawyer but set it aside when he became, twice, a Spokesperson for Malacañang.

I have to admit that it is tough to set aside your integrity and credibility so I guess the rewards are too great that he is willing to be become one of the clowns of the government.

But it is not a laughing matter when the country and it's people are in stake.

Here's another disgusting story of a multi-billion-peso network asking for free work: 

"Wilson Paguyo, an OFW working as a chef in Paris, was one of many Filipinos whose work was put on hold after French authorities implemented a strict lockdown due to the coronavirus pandemic.

Concerned for the welfare of fellow Filipinos who are out of work and unable to return home to the Philippines, Wilson organized relief drives to help them survive the lockdown.

Wilson used his own savings and raised funds by selling vegetables, and risked his life going door to door to deliver food and essentials to fellow Filipinos. He was especially concerned for elderly and undocumented Filipinos who were afraid to be deported.

Wilson's story caught the attention of @gmanews, and wanted to feature him in a series of documentaries showing life of Filipinos who are stranded abroad because of the pandemic.

He was told it would help give attention to his cause, so Wilson agreed.

GMA got in-touch with Wilson daily, sending him lists of shots and pegs that they wanted for the show. They asked him to conduct interviews and even to shoot establishing shots of famous Paris landmarks. 





They were consistent in praising him and reminding him that it would help his cause. In the end, GMA was able to produce an entire documentary off of his work which he did for free.

Running out of funds, he desperately asked GMA if they could at least donate directly to his cause in exchange for his work, to which GMA responded that they "don't have the budget." He never heard from them again.

Wilson got in-touch with me after he saw my posts of GMA asking for free work. In our video conversation, I explained how GMA is profiting off of free material, given to them by unwitting people who have little or no knowledge as to how their material is being exploited.

Wilson broke down in tears as he regretted giving away his work for free, he said he could've helped more people if GMA had compensated him fairly for his work.

He recalled an incident where he filmed the Notre Dame on fire, and CNN and Reuters approached him and offered upfront to pay for his amateur footage.

Wilson now worries that GMA did the same to OFWs from other countries who were also featured in their documentary series. Wilson is still in Paris, which remains under lockdown. He has run out of money, and many fellow Filipinos are still asking him for help.

Wilson's particular episode enjoys nearly three million views on Facebook, while other episodes in the series have millions more.

(For those unaware, yes you can make money from Facebook as well. Like YouTube, Facebook pays out a share of revenue from ads — those annoying one minute commercials featuring a product or game that suddenly appear while you're watching a video.)

This is aside from the fact that GMA now owns rights to republish and profit off of Wilson's work for as long as they want.

Need I say it? This predatory practice of big networks asking for free work MUST END — be it a work produced by a professional or a home video produced by an amateur.

These networks make BILLIONS and often grab content from social media and from unwitting people like Wilson, and they don't pay them a single centavo.

For a multi-billion-peso network like GMA to ask someone vulnerable like Wilson to produce free work is repulsive and deplorable to say the least.

It could be a fair deal for newbies like me being guested for the first time in one of their shows....but for experts and the needy like the victims of floods, maybe a financial compensation is in order.

We know how big they charge for commercials so it's but right they also pay for using somebody's work.

GMA News, kung gusto nyo ng magandang documentary magpagod kayo, gumastos kayo, tumulong kayo at huwag na huwag kayong gumamit ng ibang tao na ang gusto lang naman ay makatulong sa kapwa. Sobrang nakakahiya. Nakuha nyo ng libre at pinagkakitaan pa ang gawa ng iba. Ibang klase.

Diosmio GMA sa US nga kahit amateur vids eh binabayadan pa rin ng mga networks dun like CNN before they broadcast it! You mean yung mga “kuha ni youScooper Firstname Lastname” na mga vids na pinapalabas sa mga news broadcast niyo eh “libre” niyo ginagamit?

We acknowledge concerns raised about how GMA Public Affairs has been sourcing video and photos for some of its programs. 

This has led to an internal review of our practices in relation to sourcing third party material. 

Our audit shows that a good number of our programs provide financial incentives to those who contribute their footage, while others consistently secure permission from contacts to air their material for free. We recognize the need to standardize our processes and improve.

Our immediate action is to put a stop to the practice of our teams requesting for use of photos and videos without compensation, particularly requesting interview subjects to shoot video for us for free. 

In the spirit of healthy dialogue, we also request that the rights of our staffers be respected and that their private information be protected from undue exposure that may lead to public shaming. 

Our Public Affairs teams have only done their best to produce our programs during these unprecedented times.

You need to compensate these people that you have used for your program.

Nakakahiya naman sa GMA News. May prangkisa pero ayaw magbayad royalty fees? Dapat ba meron din sila right to sell, license or sublicense works they didn’t actually pay for? Luh “Walang Binabayaran, Serbisyo mo dapat Libre lang” ata dapat tagline nila.

Sum it up. Why not, 'We acknowledge our shortcomings, and to make amends, we assure you that any and all future projects, contributors will be justly compensated." Period.

Advance, OWTO Sign Exclusive Partnership To Give Drivers Their Earnings On-Demand

The word "pandemic" has been declared the word of the year by Webster's for obvious reasons, and not really for something good. The Coronavirus or what we now know as Covid-19 has indeed become a big deal for many as it has caused a lot of pain and suffering for many especially those infected by the virus.

Qatar Fund for Development provides assistance to victims of super typhoons

In response to the directives of His Highness Sheikh Tamim bin Hamad Al Thani, Emir of the of the State of Qatar

Qatar Fund for Development provides urgent assistance to support victims and those who were affected by the super typhoons that struck the Republic of the Philippines, by sending urgent relief aid through an air bridge “Airlift” from the Qatari Armed Forces.

His Excellency Khalifa bin Jassim Al-Kuwari, Director General of the Qatar Fund for Development, said that this aid arrived due to the directives of His Highness Sheikh Tamim bin Hamad Al Thani, Emir of the State of Qatar " May the Almighty Allah protect him", and it comes within the framework of the Qatari extended bid to help friends in the Republic of the Philippines.

His Excellency affirmed that the State of Qatar acted urgently in this regard in solidarity as of the difficult conditions that, the affected people are currently facing “The wise leadership interacted promptly with the repercussions of the disaster, confirming its keenness to alleviate the suffering of the victims, and to strengthen international efforts in the field of emergency relief.

As urgent humanitarian aid was provided to those affected by the typhoon "FAMCO" in the Republic of the Philippines, the aid includes more than (40) tons of various food and non-food items in addition to shelter, tents, water and sanitation units, generators and rescue boats1-9.

The aid program will be implemented in partnership and cooperation between Qatar Charity and the Qatar Red Crescent, which in turn will coordinate, with the Philippine Red Cross to ensure the provision of aid as quickly as needed in due to circumstances of those affected by the super Typhoon.

It is worth noting that five typhoons struck the Republic of the Philippines over a period of four weeks, including typhoon "FAMCO" and "Goni", which is the strongest in the world this year so far.

It is noteworthy that the Republic of the Philippines is exposed annually to about 20 tropical cyclones on average, which cause floods, landslides and other accidents.

Dulawan, Datu Piang Town Center under attack by 'alleged' ISIS inspired armed group. Latest report says security forces have started to mitigate the ongoing firefight.

Around 50 armed men stormed a police station  last night.

Army Chief Lt Gen Cirilito Sobejana said that police and military units have managed to control the situation—there are no reports of casualties as of this time.

Sobejana said combined units managed to repel the attack. "As of now, we are in control of the town proper," Sobejana said in a message. He once served as commander of the 6ID based in Maguindanao

Blazing fire in Notre Dame School in Datu Piang, Maguindanao. Is this ISIS-related? Their poblacion is surrounded by group of militants. 

Residents report that the Church and the School is under fire, while no confirmed reports has reached the Police yet. 

Datu Piang has had a long history of similar incidents with the Bangsamoro Islamic Freedom Fighters where military operations as recent as March 20 last year has overrun their enclaves.

A 2018 explosion in the same place has killed two farmers while a 2014 explosion takes place in a buss terminal.

Clashes in a bridge project in 2016 has resulted in the death of 3 BIFF, while similar conflicts occurred also in 2013.

A bombing incident in July 12, 2010, has also killed a 7 year old, along with wounding 4 others.

With this long history of terroristic activity in Datu Piang, we are to see if the new "Anti-Terror Law" would have some teeth and strike some change in the situation.

Laguna mayor Caesar Perez shot dead inside municipal hall

Los Baños, Laguna mayor and former vice governor Caesar Perez, who was included in President Duterte's narco list, was shot inside the municipal hall tonight. Sources said he was critical. 

The mayor was declared dead by attending physician at around 9:25 p.m., according to police report.

People were gathering outside HealthServ in Los Baños Laguna where Mayor Cesar Perez was rushed after being shot in the municipal hall around 9pm Thursday. Laguna Gov.Ramil Hernandez later confirmed Perez died.




The number of dead mayors under this administration is unprecedented. Hoping  justice for him and all the victims of EJKs.

The brazen killing of Los Baños mayor Cesar Perez right inside the municipal hall is distressing news for the nation in general, and for the residents of LB in particular. May the truth and justice surrounding this terrible incident be urgently pursued.

The mayor has been an influential figure in making Los Baños into what it is today. Los Banos, Laguna lost a father figure tonight. Rest in Peace and thank you for your service and love for Los Baños, Mayor Perez.

Boxing legend Senator Manny Pacquiao revealed that he regrets entering politics in an episode of "Nas Talks" podcast with vlogger Nuseir Yassin, popularly known as Nas Daily.

Is Nas Daily lowkey promoting Manny Pacquiao lalo na when they are talks that he’ll be running on the 2022 presidential elections?

“Because of the system of politics, there's a lot of corrupt (politicians). I'm not saying all of them, but most of them,” Pacquiao said in an interview with internet celebrity Nas Daily’s podcast Nas Talk, posted on Nov 25. 

As the PDP Laban announced that Pacquiao is their new leader, and days ago I was amazed that Nas Talks (Nas Daily podcast) interviewed Sen. Manny and he said there that he regrets entering politics. But now ambot sa imo Manny, now I know bakit may mga exposure na si sir!

Not Nas Daily getting paid to promote Manny Pac-whatever-the-spelling-is.

I use to like Nas Daily, but now he is annoying and polarizing.


First it was Fil-Am vlogger Will Dasovich, now it's Manny Pacquiao, both of not so credible characters tainted by political agendas.

Yuck, bye Nas Daily. Thanks for promoting a homophobic, misogynist, supporter of an incompetent president. Thank you for using your reach to perpetuate personality politics. 

So Nas Daily supports an enabler of a fascist and incompetent regime. Plus, zionist din pala siya, enabler ng imperyalismo himself.

I was a previous viewer of his vids but as I see it more, I found it unsettling how he’d zero in on particular subjects but ignore the rest of the story or the context.

His content became focused on clout more than anything so this really isn’t surprising.

Eeew the grammatical errors!,, My point is he’s been like this since before but it’s clearer now because nakikisawsaw siya sa politika natin ng walang alam sa konteksto natin ngayon.

Pacquiao was just named President of PDP-LABAN, PRRD's party. He's rumored to be eyeing the Top Post in 2022.

Senator Manny Pacquiao has promised that the administration party PDP-Laban would take a strong stance against corruption and take the cudgels for the marginalized as he sits as its president. 

Kita niyo? Same old drama from 2016. Di raw tatakbo. I swear, Pacquiao is just a pawn. He may mean well but he's being used and it's not good for us all.

Waking up and seeing twitter news and I was like, WTF?

Manny Pacquiao? He's well enough the Philippine's pride of Boxing; getting the news before that he's a senator and I was like, really? And now, eyeing for presidency? Dude, I won't look down on you but please, stop there. 

Manny Pacquiao having a big chance at being president is scary.

He's loved by Filipinos, so if he chooses to run for the presidency, he might just win (popular vote).

Manny Pacquiao is another product of Populism like Dogterte.

He knows he's popular, he's influential and he can deceive anyone to vote for him.

Pacquiao is eyeing for presidency in 2022 but he never made any significant and known contribution to our society except for the recognition as a great Filipino boxer.

But he’s extremely religious (not that its a bad thing, but you know, separation of state and religion) and then he misinterprets what is written in the Bible, and he is definitely a homophobe. If he wins the presidency, all laws under him might be influenced by his personal preferences. 

Now that Pacquiao is hinting to run for 2022 presidency, let’s not forget what he thinks about gay people.

Pacquiao will turn out to be just another politician like Duterte. He will govern with cynicism. We don’t need that. We need a leader that will lift our country up. A leader who respects life— all Filipino lives. We need leadership to stir a country to the future.

I am not comfortable with the idea alone that someone with an IQ at room temperature could lead a country of 100 million. But we know since the boxing commission hearing that he has prompts... and still can not speak straight sentences when not memorized.

No disrespect to Pacquiao, but in terms of leading a country, i think it would be better both for him / his reputation, to leave it to someone more capable.

But Malacañang needs more than just a good heart—it also needs a brilliant, open mind.

To become the Philippine President?

It is NEVER appealing. It's APPALLING!!!

If Pacquiao governed like he fought, the Philippines would be world class under him. Unfortunately he governs like he's dealing poker in the back room where the lights are dim, the smoke is thick, the liquor is flowing, and the goons stand by with bad breath.

I wouldn't be surprised if he becomes the next Estrada and show his true colors to the country.

Just like Duterte, he isn't fit to be president.  Being a great boxer does not equate to being a good president.  Pinoys never learn.  We see Politics as a movie that's why we continuously elect great actors (actresses) and pretenders.

Presidency is much more than boxing. He should think like the late Dolphy who did not run because he said: "What will I do if I win?"

Respect for what Pacquiao achieved in the field of boxing & his help to many Filipinos. The political arena, however, is an entirely different thing. Hope he seriously re-considers his political ambitions for the sake of country and people.

But there's a great probability that he won't. He lives for the roar of the crowd, the clatter of the voting machines.

Sigh. It’s sad that there seem to be no voice of reason from within his circle. Each with his own agenda, thinking for his/her benefit. To hell with country. And PDP-Laban/CPC knows how to play with people’s “sweet spots”. Manny, Duterte, Pimentel, Velasco - the doomsday quartet.

I remember another Manny who also started his campaign early, he fizzled out due to corruption issues. I hope this one fizzles out too, due to incompetence as an elected official, local and national level.
