Gateway Gallery opens 2018 with an exhibit by Julius Legaspi who will present new pastel paintings in his fourth solo show, Paghirang. Paghirang will have its Artist Reception on January 6, 2018, 6 pm at the Small Room of Gateway Gallery. In this solo show, Legaspi will again demonstrate his mastery of the pastel medium. His talent in rendering forms and tones in pastel is matched by his ability to evoke moods in his landscape, still life or genre paintings. He is a prolific artist whose artworks can be found in various art collections.

Julius Legaspi, who hails from Bulacan, is a well-rounded artist whose time is not limited to visual art making. He is also a generous teacher, sharing his knowledge by conducting art workshops. He is also a mentor as he guides the members of the Philippine Pastel Artists to become better image-makers. He currently sits as president of Philippine Pastel Artists. He is also a member of the Philippine Art Educators’ Association which updates him with regards to art education.

Legaspi, who graduated from the UP College of Fine Arts, was a follower of conceptual artist Roberto Chabet. This makes it easy for him to create abstract pieces. He is however known for his soulful still life and evocative landscapes, images that only a perceptive artist can see. He also dabbles in music as a song writer and lead guitarist.





Paghirang will be open for viewing to the public on January 7 and will run until January 20, 2018. Parts of the proceeds of the exhibit will go to Remote Area Medical Philippines to support is medical missions.

Gateway Gallery is open daily, from Monday to Sunday, 10 am to 7 pm. It is located at the 5F Gateway Tower, Araneta Center, Quezon City. Gateway Tower is the building in front of Kia Theatre. BURI, JV Members Disqualified from Bidding for Any Government Projects

This is to clarify various news articles published on 25 December 2017, regarding the supposed qualification of certain shareholders of the terminated MRT-3 maintenance service provider, Busan Universal Rail, Inc. (BURI), for three (3) other railway projects.

BURI and its joint venture members, which include Busan Transportation Corporation (Busan) and Edison Development and Construction (Edison), are DISQUALIFIED from participating in the bidding of government projects, which is a consequence of the termination of BURI's contract for the maintenance of MRT-3 due to poor performance and breach of contractual obligations, which took effect last 6 November 2017.

Under the Uniform Guidelines for Blacklisting of Contractors, after termination of a contract due to the fault of the contractor, the erring contractor shall be barred from participating in the bidding of all government projects.

As noted in various news reports, Busan and Edison recently submitted bids for railway projects: DOTr's Systematic Rail Replacement Project for MRT-3, LRTA's Maintenance Contract for LRT-2, and LRTA's Restoration of Four Train Sets Project also for LRT-2.

Busan and Edison’s submission of a bid for a project does not mean that they are qualified.

While Busan and Edison may have submitted the legal, technical, and financial documents required under R.A. 9184 (which is evaluated on a "presence" or "absence" criteria), Busan and Edison have not been declared qualified for the projects, which is done in the Post-Qualification stage of a procurement process.

All 3 projects are currently in Post-Qualification stage, and Busan and Edison's disqualification from all government projects, pursuant to the Uniform Guidelines for Blacklisting of Contractors, will disqualify them from the 3 projects.

Statement on the Release of Scholarship Allowances

The Commission on Higher Education (CHED) embarked on an unprecedented investment in the higher education sector in June 2016 through the K to 12 Transition Program, to provide scholarships and grants to faculty affected by the K to 12 implementation. More than 9,500 scholars are being supported under the program, which include support for the tuition fees, living allowances, and other privileges such as thesis/dissertation grants, book allowances, and transport expenses.

In the implementation of the program since June 2016, the Commission has encountered the following challenges that contributed to delays:


Volume of documents, which stands at approximately 11,000 sets to date;
CHED internal system that is not designed to take in the large scale of scholarship administration, taking in more than 4,000 scholars per year under the K to 12 Transition Program alone, and on top of student scholarships, institutional support, and research grants that the Commission undertakes;
Issues and discrepancies in documentary requirements that required multiple follow-ups and re-submissions. 48% of submitted documents have issues, such as:
· Incomplete documentary requirements such as authenticated copy of enrollment form or authenticated copy of grades.

· Incomplete grades and difficulty in verifying of submitted grades with their HEIs and/or failing grades, as good academic standing (passing general weighted average) is needed to continue release of allowances.

Additional requirements prescribed by the Commission on Audit (COA). The resident auditor of the Commission issued notices of suspension of audit covering the disbursement of allowances to scholars and grantees approved in FY 2016, requiring the submission of additional documents that should form part of the requirements that will trigger the disbursement; and
Delays in the submission of these additional requirements from sending Higher Education Institutions (HEIs).
The Commission acknowledges that the delays have caused pain to our scholars, many of whom rely on the living allowances for the daily subsistence of their families. The Commission is taking steps to fast-track the release of allowances through: (1) the hiring of additional manpower to process more than 11,000 sets of documents; (2) introduction of quality checks to ensure that discrepancies can be detected early on, and those with complete and valid requirements get prioritized; and (3) closer coordination with the Regional Offices to expedite the collection and evaluation of documentary requirements, and communication with scholars and their sending institutions.

These steps have improved the release of allowances to the batch of scholars approved in 2017. Furthermore, the allowance for scholars approved in 2016 is being fast-tracked by the Central Office. The Commission has processed documents of 2,152 scholars in the last three weeks, whose documents have been found fully compliant of the guidelines, and their allowances are expected to be released before the year ends.

Meanwhile, recognizing the exigency of providing relief during this time of the year, the Commission is implementing steps to accommodate scholars whose documents are still pending full compliance. For scholars with signed contracts and submitted enrolment forms and/or grades of the completed semester, allowances will be partially released. These scholars however are advised to submit their deficiencies to their respective CHED Regional Offices on or before 10 January 2018 in order to process the balance.

The Commission’s K to 12 Transition Program Management Unit will work on the backlogs during the Christmas holidays, and shall also be accepting the submissions through this period.

The Commission recognizes that the stop-gap efforts are not enough and we apologize to the scholars for our shortcomings. Longer-term structural reforms should be implemented to sustainably address the perennial problem of delays in releases. CHED appeals for extended patience and continued support in this once-in-a-generation effort.

Such an investment in higher education faculty has never been seen before, contributing to the larger aim of enhancing the Philippine higher education sector, and will redound to the production of better-equipped graduates in a more globalized and competitive economy. The Commission will, with the highest degree of integrity, make the improvement of these systems its top priority, assuring the public that despite the challenges, it remains steadfast in finding ways to fulfill its mandate of supporting institutions, faculty, and staff during the transition period.

DOTr Chief Orders Probe of Mercraft 3 Sinking, Wants Safety Measures Implemented

Department of Transportation (DOTr) Secretary Arthur Tugade today directed maritime authorities to swiftly probe the sea mishap involving MV Mercraft 3 which sank between the waters of Quezon and Polilio Island last 21 December 2017.

Secretary Tugade likewise instructed Maritime Industry Authority (MARINA) and Philippine Coast Guard (PCG) to implement measures to prevent similar incidents.

"We want this latest incident of sea mishap be investigated on as quickly as soon as possible so we can immediately implement safety nets and preventive measures. Ensuring the safety and security of travellers must be our priority," Secretary Tugade said.

Based on initial reports from MARINA, the vessel sank due to heavy rains and strong winds caused by the bad weather.

Meanwhile, PCG Commodore Joel Garcia said that there was no overloading of the capsized vessel, which has an authorized capacity of 286 passengers. There were 251 passengers and seven crew members were on board the vessel when it sank.

Of the 251 passengers, 243 survived the incident, and were immediately brought to the Barangay Dinahican Village Hall in Quezon for immediate medical attention.

Six bodies were retrieved, while three remained unidentified as of this writing. The cadavers are currently kept at the Claro M. Recto Memorial District Hospital in Infanta, Quezon. Three more passengers are still missing.

Garcia noted that there was no breach of PCG circulars or protocol.

"There was no typhoon signal issued by Pagasa that may prompt d PCG to hold the departure of the vessel; the sea was moderately calm when the vessel left the port," he said.

For his part, MARINA Administrator Al Amaro said that MARINA will facilitate immediate determination of the cause of accident, in order to passenger safety while on sea travel, land to prevent similar incidents to happen in the future.

”Investigators coming from our Enforcement Service based in MARINA central office were dispatched to conduct in-depth investigation to determine the root causes of the accident so we can prevent the same to happen in the future. We follow the international maritime accident investigation model— one that is done without prejudice, does not apportion blame, and does not establish liability. This investigation does not establish legal or economic liability,” Amaro added.

Administrator Amaro likewise mentioned that burial assistance and hospital bills were already shouldered by the MV Mercraft 3 owner, on top of the insurance claim of the victims.

"The company is new and in fact they are the ones who immediately complied with our campaign to modernize their vessel in view of our rules to phase out wooden hulled boats," Administrator Amaro said.

Maritime authorities are set to come up with recommendations as soon as the ongoing investigation wraps up.

Safe Spaces On Giving Free Condoms with Lube Launched

There’s nothing wrong in protecting one’s self, more so in using condoms with lube during sexual activities. This is what LoveYourself, an HIV prevention advocacy group, reiterates over and over again.

Yet, the usage of condoms with water-based lubricants as protection against HIV and other sexually transmitted infections (STIs) remains a taboo among many Filipinos, even to populations most at-risk to these sexual health concerns.

“The government offers condoms for free not just as contraceptive, but more importantly as a protection against contracting HIV and STIs. We just have to mobilize its distribution to ensure that we really target and reach the right market or people,” LoveYourself Executive Director Ronivin G. Pagtakhan emphasized.

Pagtakhan pointed out that “Correct and consistent use of condoms with water-based lubricants remain the most effective method in preventing the spread of HIV, but accessibility and people wanting to have access to these services is still a huge challenge.”

“A sizable number of condoms procured by the government are largely unknown and untapped by the public, hence sometimes these were put to waste unused,” he added.

These barriers include people’s averse to avail free condoms from the health centers or any designated areas where it is available; at times, insufficiency of condom supply on these designated areas; many people do not know that government-subsidized condoms are given for free; and many people do not know where to get these free condoms.

DOE, Energy Team on Heightened Alert vs 'Vinta'

Energy Secretary Alfonso G. Cusi today directed the energy family to observe energy resiliency measures to combat the adverse effects of Severe Tropical Storm (STS) Vinta (international name: Tembin).

“The DOE assures the public that the energy family will work together on a 24/7 basis to immediately secure and normalize the energy supply in the STS Vinta-affected areas,” Cusi concluded.

According to the weather bureau PAGASA, the maximum sustained winds of STS Vinta reach 65 kilometers/hour (kph) near the center and gustiness of up to 110 kph. The center of the storm has traversed the vicinity of Marawi City in Lanao del Sur, compromising power facilities in the franchise areas of electric cooperatives in nearby provinces.

“We are coordinating with electric cooperatives and other energy stakeholders in the affected areas through the Inter-Agency Task Force on Securing Energy Facilities (IATFSEF). We continuously monitor developments and reports so that we can mobilize our assets to assist the most affected households and stakeholders in the storm-hit areas,” Cusi said.

For the transmission sector, the National Grid Corporation of the Philippines reported that the affected energy facilities are as follows:

1. Paranas-Quinapondan 69kV Line, which was out at 10:49 p.m. of 22 Dec. affecting Eastern Samar Electric Cooperative (ESAMELCO);

2. San Francisco-Tandag 69kV Line, which was out at 6:19 p.m. of 21 December affecting Surigao del Sur II Electric Cooperative (SURSECO II);

3. Bislig-Cateel-Baganga 69kV Line, which was out at 1:28 a.m. of 22 December affecting Davao Oriental Electric Cooperative (DORECO);

4. Jasaan-Kinoguitan 69kV Line, was out at 4:06 a.m. of 22 December but with atrial restoration at 5:23 a.m. The transmission line affected Camiguin Electric Cooperative Incorporated (CAMELCO) and Misamis Oriental II Electric Service Cooperative (MORESCO II);

5. Balo-i-Marawi 69kV Line, which was out at 5:02 a.m. of 22 December affecting Lanao del Sur Electric Cooperative (LASURECO);

6. Agus6-Kauswagan 69kV Line, which was out 7:31 a.m. of 22 December affecting Lanao del Norte Electric Cooperative (LANECO);

7. Agus 6-Mapalad 69kV Line, which was out 10:18 p.m. of 22 December 2017 affecting Iligan Light & Power Inc.

According to the NGCP, the inspection and restoration of the affected lines will be in full swing as soon as the weather allows.

For the distribution sector, the National Electrification Administration (NEA) reported that the LASURECO franchise area is in total blackout due to heavy rains and strong winds brought about by TS Vinta. Initial reports showed that electric lines and steel poles were toppled down in some areas in MSU Barrio Salam, MSU Fisheries, Municipality of Marantao in Lanao del Sur and Municipality of Baloi in Lanao del Norte. Meanwhile, a Quick Response Team is now doing all the clearing in the affected areas.

In Agusan del Sur Electric Cooperative (ASELCO), only 1 feeder tripped in Trento substation due to a tree leaning on the line. There are also occurrences of minor trippings on the lateral lines and sitios in Veruela area.

Davao del Norte Electric Cooperative (DANECO), particularly the areas in Compostela Valley, are experiencing heavy downpour. Only the towns of Montevista, Nabunturan and Mawab are energized, while the rest are still experiencing trippings. The Municipality of Laak and Asuncion are experiencing power outage but linemen and crew were already dispatched to patrol the lines.

For the downstream oil industry sector, the DOE is closely coordinating with industry players on the ground for updates and reports on matters affecting petroleum products.

On the Sea Accident Involving MV Mercraft 3

This refers to the sea mishap that occurred yesterday, 21 December 2017 at 10:30am, between Dinahican, Quezon and Polilio Island involving MV Mercraft 3.

Please be informed that MARINA Region 4 has dispatched search and rescue operations personnel, 30 minutes after the accident happened.

Initial reports from the field revealed that the vessel sank due to heavy rains and strong winds caused by the bad weather condition.

“Per narration of the [ship] master [Eruel Meraña]... the vessel collided with a hard object on its starboard side... allegedly a steel bouy. Hence, ingress of water caused the vessel to list and flooding started, and, simultaneously, they were battered with big waves estimated to be 3-5 meters high,” says DOTr Assistant Secretary for Maritime Fernando Juan Perez.

Of the 251 passengers, 243 survived the incident, and were immediately brought to the Barangay Dinahican Village Hall in Quezon for immediate medical attention.

Five bodies were recovered; three remained unidentified as of writing. The cadavers are currently kept at the Claro M. Recto Memorial District Hospital in Infanta, Quezon.

Force multipiers from the Philippine Coast Guard (PCG) Enforcement Service have arrived in Quezon early afternoon of 22 December 2017, to check on the condition of the survivors and extend assistance on the ongoing search and rescue operation and investigation.
