A spectacular BingoPlus and ArenaPlus Variety Show at Lacson Road was the highlight of the festival where popular celebrities like Kice of Idol Philippines fame, actor Tony Labrusca and Pinoy Dream Academy standout Jay-R Siaboc delivered exceptional performances together with hiphop groups Allmost, G22, Versus, Project Z and A Class, among others.

The annual celebration in Bacolod, Negros Occidental was established in 1980 to serve as a beacon of hope and resilience after a tragic sea accident occurred, that deeply affected the Negrense community. After the accident the City government enjoined the city’s artistic community, civic and business groups to hold “a festival of smiles” that would erase the sadness. Thus, carrying a rich culture and history, the smiling, colorful masks is a grand reminder to one and all that no matter what tragedy strikes, the City of Smiles and the Filipino people will survive for a better and joyful tomorrow.

This year from October 06 to 22, 2023, the City of Smiles overflowed with color and joy as it featured numerous entertaining activities.

Record-high supply of new hotels to open in 2023

Hotel developers encouraged to build more MICE facilities



A record-high 5,300 new hotel rooms are projected to be completed in 2023, according to data released by leading diversified professional services and investment management company Colliers (NASDAQ, TSX: CIGI).

According to Colliers’ Director of Research, Joey Roi Bondoc, this is a positive development for the Philippine tourism sector, especially now that the sector is rebounding. “With the continued rise in international and domestic tourists as well as return of more in-person events, hotel developers are now lining up their expansion plans for the near to medium term. Colliers sees more foreign brands opening while Filipino homegrown brands are also expanding.”

Among the new hotels that will be completed include Seda Manila Bay, Lansons Place Manila, Grand Westside Hotel, Red Planet Hotel The Fort, Hotel 101 The Fort, and Ibis Styles Hotel. We project that more than a third (35%) of the new hotels that will open for the remainder of the year will be foreign brands. From 2023 to 2025, we estimate the completion of 3,000 new hotel rooms every year.

The reinvigorated hotel sector remains as one of the most vibrant property segments in the country, said Bondoc. Foreign arrivals are likely to breach the Department of Tourism’s (DOT) target for 2023 while the domestic market continues to lift occupancies and daily rates. The return of business travelers and in-person corporate events have also been propping up the demand for meetings, incentives, conferences, exhibitions (MICE) facilities. Colliers believes that the bolstered leisure sector will continue to expand given the record-high supply of new keys in 2023.

 


Stakeholders should seize opportunities by:


• Building more MICE facilities to maximize the return of in-person events

• Developing more homegrown hotel brands or acquiring foreign ones

• Aligning programs and offerings with the DOT’s refreshed strategy



Recommendations


1. Development of more MICE facilities

People are now more willing to attend face-to-face meetings. Corporations, business groups, and even families have been holding in-person events especially after the government relaxed restrictions on face-to-face meetings and dropped mask mandates. Colliers believes that hotel developers and operators should assess the future demand for MICE facilities given the segment’s potential for a strong rebound. This should also be aligned with the government’s thrust of modernizing existing and building new airports across the country. The DOT is also priming the Philippines as a major MICE destination, and this should enable the country to corner major global MICE events and further boost tourist arrivals and spending across the archipelago.



2. Homegrown or foreign brands in key areas

Colliers believes that developers need to strategically plan their expansion especially now that the sector is gradually recovering. According to the Philippine Hotel Owners Association (PHOA), the “tourism industry is likely to recover to pre-Covid levels by 2024.” In fulfilling their expansion plans, developers should carefully assess whether to launch or expand their own homegrown brands or partner with foreign hotel operators. Colliers data show that about 42% of new hotels that will open in Metro Manila from 2023 to 2024 are foreign brands. While we see more Metro Manila openings in the pipeline, Colliers believes that there are also opportunities to build more accommodation facilities in key destinations including Pampanga, Cebu, Bohol, Davao, Palawan, and Bacolod. Aside from the traditional growth areas, developers should also build hotels near major convention centers and newly-modernized and expanded airports.



3. Align strategies with the DOT’s latest initiatives

Colliers Philippines believes that hotel developers and operators should align their programs and offering with the DOT’s latest initiative. Aside from expanding provincial presence given the department’s thrust to boost domestic tourism spending, developers should also maximize the government’s plan to rehabilitate Ninoy Aquino International Airport (NAIA), modernize other airports across the country, and digitalize visa issuance in potential major source markets such as China and India.

With this year’s theme Celebrating Filipino Creativity, Advancing Creative Philippines, the National Commission for Culture and the Arts (NCCA), in partnership with the Department of Trade and Industry (DTI) celebrates the first Philippine Creative Industries Month 2023. PHILIPPINE CREATIVE INDUSTRIES DEVELOPMENT ACT

Republic Act No. 11904, also known as the “Philippine Creative Industries Development Act,” signed in 2022, mandates the further prosperity of Philippine creative industries by protecting and strengthening the rights and capacities of creative firms, artists, artisans, creators, workers, indigenous cultural communities, content providers, and stakeholders in the creative industries.

Creative industries are classified into nine domains: Audiovisual Media, Digital Interactive Media, Creative Services, Design, Publishing and Printed Media, Performing Arts, Visual Arts, Traditional Cultural Expressions, and Cultural Sites. The law provides supplementary support to the specified domains that face numerous limitations which prevent their supplemental growth.

 LFilipinoArt.ph, an online art gallery supporting Filipino artists, collaborates with JT’s Manukan Grille, a chicken inasal restaurant chain, via the art display titled “Colors and Flavors of Bacolod.’’ Ongoing until Oct. 15, 2023, the art display features acrylic paintings of local artists Roselle Manalastas and Jason Ray Zabat at JT’s Manukan Grille in 32nd Ave. cor. Bonifacio Blvd. BGC. 

“Colors and Flavors of Bacolod” portrays Bacolod City’s cultural heritage, seizing its essence through vibrant colors and vivid emotions that showcase the city’s annual celebration of the Masskara Festival. The artists’ creations draw deep inspiration from the world-renowned street festival, which stands as a symbol of the Negrenses’ resilience, born during the sugar crisis of the 1980s. Joel Torre, the owner of JT’s Manukan Grille, wants to use his chains of restaurants as a safe, creative space for Filipino artists. 

“Our original al-fresco setup wasn’t ideal for displaying traditional visual art due to dust. Nonetheless, we hosted performances and showcased films, aiming to turn the place into an arts hub. We are also transforming our branch in Boracay into an arts community, initiating storytelling, music, painting, and filmmaking workshops. This is our way of giving back to the community.”

Jason Ray Zabat, FilipinoArt.ph artist, shared his creation process of “Mr. Juan Tilaok,” an intricately layered acrylic painting inspired by Mr. Torre. Zabat said, “The chicken, embodying the restaurant and Mr. Torre, was vital in shaping the artwork. The attire reflects Mr. Torre’s artistic identity, enhanced by cultural elements like the Sarimanok-inspired tail and natural motifs of flowers and vines on the coat.” 

Zabat’s artwork has also incorporated Bacolod’s famous delicacies, such as inasal, piaya, and kansi, adding depth to the artwork’s narrative. Before this art display, FilipinoArt.ph also partnered with other local establishments to promote artists and expand its reach. Its initial collaboration was with Brewed Specialty Coffee, a third-wave coffee shop in Pasig City. As part of the coffee shop’s second-anniversary celebrations, FilipinoArt.ph hosted an art display titled “Sining at Kape,” featuring the works by Pasigueño artists.

The Cinemalaya Philippine Independent Film Festival has pushed the boundaries for creative expression in the last 19 years by avidly propping up artistic integrity and illuminating the Filipino filmamakers’ visions of nationhood.

Since 2005, Cinemalaya has continued to discover, encourage and support the cinematic works of upcoming and veteran Filipino filmmakers who boldly articulate and freely interpret the Philippine experience with fresh insight and artistic integrity.

“Ang Cinemalaya ay hindi lamang panonood ng pelikula kundi rin ito’y pakikisalamuha dun sa mga tinatawag nating mga pangkulturang manggagawa, cultural workers or creative workers ng cinema, tulad ng filmmakers, directors, cinematographers, actors,” Cinemalaya Festival Director Chris Millado shared in an interview during the Cinemalaya 19 opening night held at the PICC.

Director Millado shared that unlike normal film viewing in a cinema where people will just enter the moviehouse and leave afterward, in Cinemalaya, the audience will be able to interact with the present filmmakers of the film, those who worked in front and behind the camera, and ask them about their insights of the film and things about filmmaking.

To date, Cinemalaya has supported and promoted the production of Filipino full feature independent films and short films. Many of these films have won awards in local and international competitions and festivals. Through the annual festival, Cinemalaya has showcased over 1,000 works by independent filmmakers including full feature films, shorts, documentaries, Filipino film classics, and art films.

Regional filmmakers dominate this year’s festival

According to Cinemalaya Festival Director Chris Millado, regional filmmakers outnumbered the filmmakers from Manila joining this year.

“Meron tayong mga gawa at hindi lamang maririnig din natin ‘yung mga wika galing sa Cebu, Davao, Cagayan de Oro, Bacolod, Bicol. Kaya talagang napakaraming kwento ‘yung nailahad at talagang ibang-iba ang lasa ng bawat pelikulang inihain sa atin ng ating filmmakers.” Festival Director Chris Millado shared during an interview at the opening night held at PICC.

[We will also hear the languages from Cebu, Davao, Cagayan de Oro, Bacolod, Bicol. That's why there are so many stories that have been presented and the taste of each movie served to us by our filmmakers is really very different.]

Following the theme “ilumiNasyon,” the country’s pioneering independent film festival returns with 10 full-lengths and 10 short films in competition, as well as other components that will secure a space for independent filmmakers to tell their stories and share their perspectives on the issues that shape our times, while capturing the audience’s imagination.

Cinemalaya Film Festival Director Chris Millado shared that there will be a 90-minute animation film entitled Iti Mapukpukaw (The Missing), and a 75-minute documentary film entitled Maria joining the competition category for the first time.

Iti Mapukpukaw is a Filipino-Ilocano rotoscope animated film that follows Eric’s life as it twists and turns after the arrival of the familiar alien and his uncle's death; both trigger Eric to remember his past and untangle his memories.

Maria documentary follows three women named Maria after the bloodbath of Former President Duterte’s drug war. A staunch supporter turned victim, a wife & mother fighting for their rights, and a woman who became a beacon of hope.

Cinemalaya 19 takes place at the Philippine International Convention Center (PICC) this year

This year’s Cinemalaya 19 brought its brand of cinematic experience to the Philippine International Convention Center amidst the ongoing rehabilitation of the Cultural Center of the Philippines (CCP) Main Building where the usual Cinemalaya Film Festival is usually held.

“We hope to retain the unique community spirit of the festival, which was one of the main considerations when we were deciding on the venue. If we look at the history of the convention center, PICC is quite conducive for film screenings, having hosted the Manila International Film Festival in the 1980s,” CCP President Margie Moran-Floirendo stated.

For its 10-day run, the Cinemalaya films will be screened at three meeting rooms, Cinema Rizal (Meeting Room 1), Cinema Bonifacio (Meeting Room 2 and 3), and Cinema Felipe (Meeting Room 4). Fringe events and talkbacks will be held at Cinema Palma (Meeting Room 5). The exhibitions and filmmakers’ profiles will be on display at the Executive Lounge.

Film enthusiasts and festival fans will continue to enjoy the festival’s mainstays: Retrospective, lookback to winning films of past Cinemalaya editions; Best of the Festivals, which showcases the best films from local festivals; Visions of Asia, featuring award-winning Asian and Netpac films; Premieres, featuring never-before-screen films; and Dokyu, which screens award-winning documentaries.

The Gawad CCP Para sa Alternatibong Pelikula at Video, considered the longest-running independent film competition of its kind in the ASEAN region, will once again harvest the best of the best, with films competing in various categories such as Short Feature/Narrative, Experimental, Documentary and Animation. Pre-selected entries will be screened on August 5 to 7, at the CCP Tanghalang Ignacio B. Gimenez (CCP Blackbox Theater). Awarding will be on August 12.

The Department of Science and Technology-Science Education Institute (DOST-SEI) recently conferred the prestigious Youth Innovation Prize (YIP) Award to three school teams whose technologies exhibited novelty and patentability, functionality and unique selling point, collaboration, design and feasibility, extensibility, and practicability.

This year, innovations in forest conservation, sustainable agriculture, and sustainable microplastic pollution control took center stage. With the win, the three school teams each received Php 200,000.00 cash prize, sponsored by Honda Cars Philippines, Inc. (HCPI) through HCPI Vice President, Atty. Louie Soriano; a trophy, and Php 20,000.00 cash prize for their respective coaches.



Youth Innovation Prize Award

Cavite Science Integrated School bagged the YIP award for “Project KALINGA: Geolocation Estimation of Forest Activities Using Triangulation and Sound Classification.” The project aims to address the long-standing issue of illegal logging and deforestation in the Philippines and aid forest rangers in monitoring them. It works by using the triangulation method and sound classification to estimate the geolocation (or geographical location) of sound sources - specifically, to detect sounds of equipment used in illegal forest activities like chainsaws and vehicles. The team is composed of Uno A. Café, Rainier M. Guinto, Sigmund Francis S. Manalo, and Precious A. Zapanta, with Elain E. Malones as their coach.

Philippine Science High School-CALABARZON Region Campus also seized the YIP award for “SAMGIOP: Development of an IoT-based Sensory Device for Leaf Damage and Abiotic Factors in Cabbage (Brassica rapa subsp. pekinensis) Using Raspberry Pi.” As an innovative response to the pest infestation problem in cabbages, their technology works via a two-part system: the SAMGIOP rover which detects leaf damage, and the SAMGIOP slave which detects abiotic factors - non-living chemical and physical aspects of an environment. The monitoring device relies on the Internet of Things (IoT) mechanisms with a Convolutional Neural Network (CNN) embedded in the Raspberry Pi. The team is composed of Harvae C. De La Cruz, Joanna Daniella C. Fajardo, Ma. Hannah Isabel L. Suguitan, and Anjirehl Ernest Godfrei C. Zapata, with Marizel B. Villanueva as their coach.

“E-QUIA: Remotely Operated Electrostatic Collector of Polyethylene Terephthalate (PET) Microplastics in Freshwater Environment” of Vinzons Pilot High School, likewise, successfully secured the YIP award. Addressing the environmental damage caused by microplastics, particularly in freshwater, E-QUIA is a remote-controlled device that collects microplastics from freshwater environments via an electrostatic filtration system. The device uses an environmental-friendly method of separating microplastics from freshwater via electrostatic charges. The team is composed of Alliyah C. Cambronero, Reynier Francis E. Espinola, Allen Misty B. Jalina, and Lea Monina G. Pioquinto, with Jason N. Bargo as their coach.

The winners were determined based on scores by the Board of Judges composed of Engr. Percival Magpantay of the University of the Philippines Diliman (UPD), Engr. Carlos M. Oppus of the Ateneo de Manila University (ADMU), and Engr. Edison A. Roxas of the University of Santo Tomas (UST).



Young Scientist Award

Gokongwei Brothers Foundation (GBF), through Ms. Graciela Mendoza - head of scholarships and community education, also bestowed the Young Scientist Award (YSA) to four students who were carefully selected from a pool of 80 aspiring young scientists. Winning the award are Sigmund Francis S. Manalo and Precious A. Zapanta of Cavite Science

Integrated School, Harvae C. De La Cruz of Philippine Science High School-CALABARZON Region Campus, and Reynier Francis E. Espinola of Vinzons Pilot High School.

The YSA is a Science, Technology, Engineering, and Mathematics (STEM) college scholarship awarded to outstanding students who exhibit admirable values and a strong commitment to STEM education. With the scholarship, the grantees can pursue a STEM course of their choice at any university or college in the country.

GBF has been DOST-SEI's yearslong partner in promoting a strong culture of science among the Filipino youth to encourage, recognize, and support them in pursuing careers in STEM on the road to becoming future innovators and nation builders.



C&E Adaptive Learning Solutions Innovation Award

To complete the roster of winners, Lala National High School received the C&E Adaptive Learning Solutions (CEALS) Innovation Award, through C&E Adaptive Learning Solutions (ALS) Vice President, Mr. Gerric Gomez. CEALS is a special award given to a school team whose project exhibits excellent design using the Arduino platform and has strong market potential. Their project, “Automated Calamansi Harvesting Robot,” focused on effective and efficient crop harvesting that maximizes crop yield and minimizes its losses. It functions by detecting fruits on trees using RGB-D Fusion Mask R-CNN and carefully harvesting them using a robotic arm, thereby avoiding damage to the fruits and trees. The team is composed of Guilmarc C. Baculao, Luilaine R. Lumanas, Carlo James C. Saladaga, and Jetrice Lesuzest L. Tanguihan, with Harold C. Delostrico as their coach.

As a consolation prize, C&E ALS also gave all the finalists an opportunity to get a certification on their Arduino skills. The Arduino Fundamentals Certification is an online exam that tests students’, makers’, and professionals’ knowledge of electronics and programming, thereby helping young makers hone their skills and become part of the growing community of innovators in their pursuit of technological development.

C&E ALS is one of the big players in the field of science, technology, and innovation and a DOST-SEI's partner in empowering young emerging scientists by providing them with innovative tools and services - such as the Arduino platforms which were utilized in the projects - that support the unique demands of the future, and the Philippines’ needs to harness a critical mass of STEM professionals.

The Final Presentation and Awarding Ceremony is the culmination of the 6th imake.wemake which started with 89 innovation proposals from public and private high schools, nationwide.

The Board of Judges selected the top 20 proposals that focus on the novelty, innovation, and impact of the project on pressing societal and community issues in agriculture, health, food security, transportation, education, business, disaster mitigation, and the environment.

Eleven (11) high schools from Luzon, three (3) from Visayas, and six (6) from Mindanao were invited to participate in the week-long bootcamp on Arduino Platform and Electronics held on March 13-17, 2023, at the Sequioa Hotel, Paranaque City where students learn to use different kinds of sensors, actuators, and interface it with Arduino.

The FDCP’s Audience Development Program and Ayala Cinemas’ The A-List Series aim to bring acclaimed films more accessible to movie lovers through the “A-List Series Presents: A Curation of World Cinema.”

With this partnership, the FDCP and the Ayala Cinemas will bring world cinema titles to the Filipino audience with its initial offering of films that have won multiple recognitions in reputable film festivals and award-giving bodies.

Cannes-winning titles “Aftersun” directed by Charlotte Wells, “Close” directed by Lukas Dhont, “Corsage” directed by Marie Kreutzer, and “Return to Seou3l” directed by Davy Chou will be screened in Ayala Cinemas in Manila Bay, TriNoma, Greenbelt 3, UP Town Center, and Capitol Central in Bacolod and Central Bloc in Cebu. More Ayala Cinemas will be announced soon.

SSS eWheels goes to Negros Island

The Visayas West 1 Division of the Social Security System (SSS) participated in the nationwide celebration of Labor Day by conducting eWheels in various venues in the province.

“We believe that the labor force covers not only the employed workers but also the self-employed and voluntary members who toil for their everyday sustenance. To show our appreciation for their hard work, we are bringing SSS services closer to them through the conduct of simultaneous eWheels in the key cities of Negros Island. On top of our regular activities, we also joined in various local government unit and school activities like job fairs and festivals,” SSS Vice President for Visayas West 1 Division Dr. Lilani Benedian said.

The “SSS eWheels sa Barangay” is a mobile service program launched in March this year to bring SSS services closer to the barangays and teach its clientele how to use various digital platforms like the SSS website (www.sss.gopv.ph); my.SSS Portal, uSSSap Tayo Portal, and the SSS Website. Services also available at the eWheels include issuing Social Security (SS) Number; My.SSS registration and password resetting; Payment Reference Number (PRN) generation for contribution and loan payments; online application for Salary Loan, Pension Loan, and ConsoLoan (loan penalty condonation program); enrolment at the Disbursement Account Enrollment Module (DAEM); online submission of benefit claim applications via My.SSS Portal; Member Data Change Request; response to inquiries; and distribution of SSS Forms.

Five barangays and one LGU benefitted from the said activity, which include Barangay 1 in San Carlos City, Barangay Alijis in Bacolod City, Barangay Payao in Binalbagan, all in Negros Occidental, and Barangay Sta. Agueda in Pamplona and Barangay Poblacion in San Jose in Negros Oriental province. Also, a job fair was held in EB Magalona, Negros Occidental, which served 877 clients and processed 1,024 transactions.
