PELÍCULA Spanish Film Festival will celebrate its 21st edition by returning to the big screens in Manila, and extending to Malaysia and Australia

From October 5 to 16, 2022, the 21st edition of PELÍCULA-Spanish Film Festival will return to face-to-face screenings. After two years of having a virtual festival, PELÍCULA will screen around twenty movies in three venues of Metro-Manila including Shangri-La Plaza, Cine Adarna at UP Diliman, and Instituto Cervantes Intramuros branch.

Since its creation in 2002 by Instituto Cervantes de Manila, PELíCULA has been an annual attraction in Philippine theatres. After the height of the Covid-19 crisis which forced cinemas to close worldwide and caused audiences of PELíCULA to migrate online, the festival returns to the big screen, on a first-come, first-served free admission basis. Furthermore, the Festival will also host face-to-face online screenings in Malaysia and Australia, as well as the Philippines.

In the Philippines, the Festival will open on October 5 with El buen patrón (Fernando León de Aranoa, 2021), a comedy starring Javier Bardem. Other comedies in the line-up include La boda de Rosa (Icíar Bollaín, 2020), El test (Dani de la Orden, 2022), Con quién viajas (Martín Cuervo, 2021). The official entries also include documentaries such as A las mujeres de España. María Lejárraga (Laura Hojman, 2022), dramas such as Maixabel (Icíar Bollaín, 2021) or El olvido que seremos (Fernando Trueba, 2020), and thrillers like La hija (Manuel Martín Cuenca, 2021).


PELÍCULA will also feature Latin American films such as the Colombian documentary Jinetes del Paraíso (Talia Osorio Cardona, 2020), the Panamenian comedy Algo azul (Mariel García Spooner, 2021), and Competencia oficial, a Spanish-Argentinean comedy directed in 2021 by Gastón Duprat and Mariano Cohn, and featuring Penélope Cruz, Antonio Banderas, and Oscar Martínez.

Just like in the previous editions, audiences may vote for their favorite films in the Audience Choice Awards. Established in 2004, the award will be given to the film that the viewers have voted as the best of the Festival. Since its establishment in 2004, it has been a very popular tradition in the Festival and is kept alive even through the festival’s transition online. In its 21st edition, both face-to-face and online audiences will be able to rate the films right after having viewed them. The film with the highest ratings will again receive this year’s Audience Choice Award and will be screened again during the closing of PELICULA 2022, on October 16.





To celebrate the 21st edition of the cinematographic showcase, there will be a short series of movies coming from the Basque Country (featuring Handia, and Oreina, among others); plus a special selection of classic Spanish films, to be shown online. These films are Esa pareja feliz (Juan Antonio Bardem & Luis García Berlanga, 1951), Muerte de un ciclista (Juan Antonio Bardem, 1953), Mamá cumple cien años (Carlos Saura, 1979) and El sur (Víctor Erice, 1983).

Since its first editions PELíCULA has programmed activities aiming to be a meeting point between the Philippine and Spanish cultures. In line with this, the Festival is honored to premiere Con tu latido. Fillipinas canta a Aute, the film of a concert-tribute to Spanish-Filipino musician and artist Luis Eduardo Aute, born in Manila in 1943. The screening is scheduled for 11 October, at Instituto Cervantes (Intramuros branch).

Philippine cinema was born in the Spanish language and almost all film-related terms in Filipino are in Spanish (such as pelikula, sine, direktor, aktor, contrabida, etc.), proof of the rich cinematic history shared between Spain and the Philippines. With this in mind, PELíCULA will be holding “En corto: Short films from the Philippines and Spain”, an activity which will feature recent short films from both countries.



PELíCULA 2022 is an initiative of Instituto Cervantes in Manila and Sydney, the Embassies of Spain in the Philippines, Malaysia and Australia, and the AECID, in collaboration with the Film Development Council of the Philippines, Instituto Etxepare, Filmoteca Vasca, the Embassy of Colombia in the Philippines, the Embassy of Panama in the Philippines, the UP Film Institute, the University of the Philippines, Intramuros Administration, Vibal Foundation, Philippine Transmarine Carriers, Rustan’s, and La Pícara.

Creating Possibilities: PLDT and Smart enable Unity Digital’s Tower Monitoring Services with IoT

PLDT Enterprise, the B2B arm of the country’s largest fully integrated telecommunications provider PLDT, has enabled Unity Digital Infrastructure, a joint venture between Aboitiz InfraCapital and Partners Group, by powering the efficient management and monitoring of its common towers across the country through PLDT’s suite of Internet of Things (IoT) solutions called Internet of Possibilities, or IoP.

(Smart), IoP was designed to enable companies to be more efficient through its IoT Platform that monitors IoT SIM cards, which when inserted onto smart devices, can unlock the possibilities of automating workflows, such as easy monitoring of assets through location tracking and remote monitoring.

Save the Children Philippines, partners commemorate lifesaving work for and with children; drives agenda to address SDG goal 2 on zero hunger

Save the Children Philippines held a partners’ day at Sheraton Manila Hotel, the official event venue partner, to recognize the valuable role of its corporate and institutional donors, gift-in-kind donors and media agencies for their commitment in uplifting the lives of Filipino children most impacted by inequality and discrimination – from raising awareness on issues faced by children to generously funding and supporting the programs of Save the Children.

One of the event’s highlights was when guests were served with a small portion of rice and kropek (fish crackling) – a typical meal of the children in Samar. This experience was a glimpse of reality to the 3.4 million Filipino families who experience hunger.

“Hunger is depriving a generation of Filipino children of their rights and heavily impacts their growth and development. The role of the private sector and corporate partners, as well as institutional donors, is ever expanding. Your support and active participation are crucial in accelerating progress for children and creating a lasting change in their lives,” said Atty. Albert Muyot, Save the Children Philippines CEO.




In 2021, Save the Children Philippines was able to reach 4.4 million individuals, including children, through its health and nutrition, education, protection, and humanitarian work in 15 regions in the Philippines.

“Save the Children cannot do it alone. The government, civil society groups and NGOs, communities, children and their families, and of course, the private sector including your respective companies, - need to work together to put an end to child hunger in the Philippines. We need a whole -of -nation approach,” Ms. Universe Charity Pauline Amelinckx.

Mars-Wrigley Foundation, Cargill, and Sony Corporation were awarded with the Grant Funding Merit for providing support that enabled Save the Children to conceptualize and implement longer term projects from start to completion.

Corporate Fundraisers, Marriott Worldwide Business Councils Philippines, Real Asset Management, and Atlassian were granted with the Corporate Fundraiser Merit for funding and supporting Save the Children Philippines’ health, education, protection, and humanitarian work.

The Campaign Merit Award was awarded to Micro Focus, Axa Asia & Africa, and Johnson & Johnson (Philippines) Inc., for providing creative resources to the organization to effectively raise awareness in campaigns such as #SavetheChildrenfromHunger.

QBE Foundation, Shein, and Prudence Foundation were granted the Emergency Response Merit award for assisting in Super Typhoon Odette Response in Bohol, Southern Leyte, Dinagat Islands, and Surigao del Norte.

Netsuite, Johnson & Johnson (Philippines) Inc., and Robinsons Handyman Inc., provided essential and strategic resources for Save the Children Philippines’ programs allowing the organization to increase its support to affected children and their families.

GMA Network, Business Mirror, and ABS-CBN were awarded with Media Merit for their important work in raising public awareness on the issues, challenges, and situation of Filipino children and their families.

After two years of having a virtual festival, PELÍCULA will screen around twenty movies in three venues of Metro-Manila -–Shangri-La Plaza, Cine Adarna at UP Diliman, and Instituto Cervantes Intramuros branch.

Since its creation in 2002 by Instituto Cervantes de Manila, PELíCULA has been an annual attraction in Philippine theatres. After the Covid-19 crisis, which forced cinemas to close worldwide and caused audiences of PELíCULA to migrate online, the festival returns to the big screen, on a first-come, first-served free admission basis. Furthermore, the Festival will also host face-to-face online screenings in Malaysia and Australia.

In the Philippines, the Festival will open on October 5 with El buen patrón (Fernando León de Aranoa, 2021), a comedy starring Javier Bardem. Other comedies in the line-up include El test (Dani de la Orden, 2022), Con quién viajas (Martín Cuervo, 2021). The official entries also include documentaries such as A las mujeres de España. María Lejárraga (Laura Hojman, 2022), dramas such as Maixabel (Icíar Bollaín, 2021) or El olvido que seremos (Fernando Trueba, 2020), and thrillers like La hija (Manuel Martín Cuenca, 2021).


PELÍCULA will also feature Latin American films such as the Colombian documentary Jinetes del Paraíso (Talia Osorio Cardona, 2020), the Panamenian comedy Algo azul (Mariel García Spooner, 2021), and Competencia oficial, a Spanish-Argentinean comedy directed in 2021 by Gastón Duprat and Mariano Cohn, and featuring Penélope Cruz, Antonio Banderas, and Oscar Martínez.

To celebrate the 21st edition of the cinematographic showcase, there will be a special selection of clasic Spanish films. These films are Esa pareja feliz (Juan Antonio Bardem & Luis García Berlanga, 1951), Muerte de un ciclista (Juan Antonio Bardem, 1953), Mamá cumple cien años (Carlos Saura, 1979) and El sur (Víctor Erice, 1983).

PELíCULA 2022 is an initiative of Instituto Cervantes in Manila and Sydney, the Embassies of Spain in the Philippines, Malaysia and Australia, and the AECID, in collaboration with the Film Development Council of the Philippines, ICAA, the Embassy of Colombia in the Philippines, the Embassy of Panama in the Philippines, the UP Film Institute, the University of the Philippines and Intramuros Administration.

Homeowners Association officials uses Data Privacy Act as excuse to inconvenience homeowners wanting to inspect HOA books and documentation

Homeowners Association (HOA) officials using "Data Privacy Act" to make it difficult for homeowners to check the HOA records and documentation.

However, the National Privacy Commission (NPC) disagrees and counters the claim saying "since the HOA is a juridical entity, it has no data privacy act to speak off"



Periodic friendly reminder to the HOA officers that if a homeowner is requesting for something he/she has every right to have, your job is NOT to let others report to the inquiring/requesting homeowner(s), and/or other homeowner(s), that there are differing views, opinions and/or motives about the request.

Your job is to ACT on it and tell him/her/them why you couldn't provide as requested. Proper communication is the key.

Your job is to give a reasonable answer to the dispute and not totally ignore or delay it when you're at a loss for words or explanation. DELAYS due to invalid reasons are NOT acceptable and could be perceived badly.

"We respond to your inquiry on your right to inspect the books and records of your Homeowners’ Association (HOA) in relation to the Data Privacy Act of 2012 (DPA).

 

We gather that you are a homeowner/member of the ____________. You requested to inspect the _______ books and records pursuant to Section 7(b) of Republic Act (RA) 9904 (or the Magna Carta for Homeowners and Homeowners’ Associations and for Other Purposes) and D.O. No. 2021-007, Series of 2021 [or Implementing Rules and Regulations of RA 9904 (IRR) of the Department of Human Settlements and Urban Development (DHSUD)]. However, the ____ HOA President denied your request citing the DPA.

 

In essence, you ask whether the denial is proper. 

 

At the outset, we emphasize that the DPA protects the data privacy rights of natural persons. Section 3(c) of the DPA defines a “Data Subject” as “an individual whose personal information is processed.” Thus, since the ______HOA is a juridical entity, it has no data privacy rights to speak off. Consequently, the President may have committed an error in citing the DPA to deny your request for inspection of books and records.

 

Besides, Section 73(g) of the Revised Corporation Code provides that corporate records shall “be open to inspection by any director, trustee, stockholder, or member of the corporation in person or by a representative at reasonable hours on business days, and a demand in writing may be made by such director, trustee or stockholder at their expense, for copies of such records or excerpts from said records.”

 

Also, Section 7(b) of RA 9904 similarly allows a member to inspect the association books and records of a HOA is expressly provided under: “An association member has full rights: xx (b) to inspect association books and records during office hours and to be provided upon request with annual reports, including financial statements.” Section 13(b) of the IRR of RA 9904 further provides that a member shall have the right to “inspect association books and records during office hours and to be provided, upon request, with a copy of annual reports, including financial statements, at the member’s own expense.”

 

Thus, as long as the request complies with the conditions stated in the laws and the IRRs, the Articles of Incorporation and the By-Laws of the HOA, a member may inspect HOA’s books and records including its financial statements."

Project LODI: boosting DOST’s digital transformation while giving solid IT internship for science scholars

DOST scholars gear up to become the next lodis of information technology (IT).


Through the project League of Developers Initiative (LODI), an undertaking of two Department of Science and Technology (DOST) offices: the Science Education Institute (DOST-SEI) and the Planning and Evaluation Service (DOST-PES), DOST scholars taking up IT courses can soon avail government internship opportunities.

The Department claims a ‘win-win’ arrangement over this. The internship program vows to provide scholars with exceptional IT internship experience and, at the same time, amplify DOST’s digital transformation efforts.

The project is slated for long-term implementation and will cover more complex components of the transformation, such as culture and systems education, on top of automation of various DOST data and processes. The development will include programming, testing, copywriting, design, and implementation.


During the memorandum of agreement (MoA) signing held on August 4, 2022, at the DOST Compound in Taguig City, DOST-SEI Director Dr. Josette Biyo expressed excitement for DOST scholars. “It’s an opportunity to provide a challenging environment to further develop the skills of our science scholars and encourage them to join the government workforce,” Dr. Biyo said.

The DOST-SEI spearheads the country’s premier science scholarship programs. It also engages in teacher training programs, innovations in education, and youth science promotion activities. Project LODI is an addition to the Institute’s initiatives to develop scholars’ professional excellence and social responsibility.

Dr. Biyo stated that more and more DOST scholars are involved in worthwhile endeavors. Many have started volunteer work in their communities. “Now, we’ll welcome talented IT students into this DOST-wide project. Our scholars are on the right track, and we couldn’t be any prouder,” she added.

DOST scholars nationwide can participate since this will be a ‘bring your own device’ (BYOD) arrangement on virtual or work-from-home setup. According to DOST-SEI Scholarship Division Chief Peter Gerry Gavina, around 1,000 DOST scholars graduating IT students are expected to join in the project’s pilot run. The DOST-SEI will coordinate with state universities and colleges (SUCs) delivering the DOST scholarship programs to come up with the list of scholars qualified for the internship.

Also present during the MOA signing is DOST-PES Director and IT project manager Cezar Pedraza. He assured that in LODI, “students will have a more solid foundation on programming and an optimal experience for their on-the-job (OJT) training.” Pedraza also hopes to address the challenges encountered by many students in their OJT, such as inadequate and unrelated tasks.

To anchor the project, the DOST-PES Information Technology Division has already developed the Programming Conventions and Standards, an IT Library of components and assets, and the Standard Software Development Life Cycle (SDLC) for the DOST.

Former DOST Secretary Fortunato de la Peña and newly appointed science chief Dr. Renato U. Solidum Jr. gave their full support to LODI, which Sec. de la Peña described as a “scholars’ project and a way of letting people know what the DOST is doing.”

Sec. Solidum, who was instrumental in creating LODI as DOST’s Chief Information Officer, is optimistic that the project will speed up DOST’s digital transformation. “DOST scholars will play key roles in enhancing the Department’s efficiency, promoting transparency, and delivering better services to the people,” he said.

Sinag Schools program powers up school in Batangas

SM Foundation (SMFI), the corporate social responsibility arm of the SM group, together with Maxeon Solar Technologies, recently powered up the Lemery Pilot Elementary School (LPES) in Batangas through the Sinag Schools program.

This social good collaboration between SMFI and Maxeon aims to provide clean and renewable energy to schools in grassroot communities by installing solar panels on an SM school building, especially to those that have low operating expenses.

In addition to the solar panel installation which intends to power positive change in the way energy is consumed in public schools, the program also aims to enhance the understanding of students in terms of energy management and the need to transition to cleaner energy alternatives with lower environmental impacts.




“Through this program, we want to power up the learning and development of young people. We want to help teach young people about solar energy, about renewable energy. We want to power up the next generation to help save our planet,” Maxeon Fab4 General Manager Glenn Everett said.

The SM school building at the LPES, which was donated by SMFI in partnership with SM Prime Holdings (SMPH) in 2017, now boasts 21 solar panels—estimated to produce 6510 watt-p. With the savings on electricity, the school may realign their budget to more efforts and other innovations that will give the students an environment more conducive to learning.


It takes a village to raise a child

SMFI executive director Debbie Sy underscored the importance of collective efforts in advancing the learning experience of every student in the country: “We believe that collaboration can drive growth and become a force for good in addressing societal challenges. CSR partnerships can create solutions that improve society by fostering learning, promoting innovation and gaining access to new technologies, such as the Sinag schools program. CSR collaboration can pool resources, both financial and human resources - between multiple organizations which can amplify social good impact.”

“The establishment of an ever-evolving CSR strategy and partnerships will help companies and non-government organizations in developing and implementing crucial social good programs over decades while having procedures in place that integrate social and environmental priorities into CSR core strategy – all in close collaboration with stakeholders,” she further added.

Moreover, Everett mentioned how SMFI and Maxeon share the similar set of values and interest when it comes to helping Filipino learners: “We have this concept of powering positive change in the world. We are happy to be working together with SM Foundation to power up the Lemery Pilot Elementary School.”

“Individually, we can do so much. But together we can do actually more. For us to bring our solar technology and SMFI to bring in their schools, these things are much better together than they would be apart,” he concluded.



Spreading social good all the way

SM Foundation made sure to truly touch the lives of the learners and teachers of LPES as it donated eight desktop computers, 200 bags with school supplies, and more than 160 pcs brand new kinder and elementary books to further promote the love for reading among the students. Clothing items for parents were also distributed.

Save the Children Philippines’ Statement on Safe Back to School for SY 2022-2023

Learning must no longer be disrupted – no matter what it takes.


Save the Children Philippines supports the mandate on the formal reopening of schools for School Year 2022-2023, provided that the safety of face-to-face classes are strictly ensured for children and adults, the protection of their mental health and well-being are prioritized, and education systems are further strengthened.

The Philippines is among the last countries to reopen schools since the start of the pandemic. After two and a half years, the impact of the pandemic-induced school closure in the country has become more evident than ever.

The Asian Development Bank reported that students in Developing Asia, including the Philippines, lost over half a year of effective learning on average. Meanwhile, a recent World Bank report revealed that more than 90 percent of Filipino children struggle with reading and understanding simple texts at age 10. This problem is even compounded by the significant number of out-of-school children which is now close to half a million.

Save the Children is committed to help address this education crisis. We call on the Department of Education (DepEd), the Department of Health (DOH), national government agencies, all local government units (LGUs), including the Ministry of Basic, Higher and Technical Education (MBHTE) of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), and all sectors of society to work together and ensure the following:

Health and safety 


Strictly implement health and safety protocols, ensuring that schools have adequate ventilation, safe spaces, and proper water, sanitation and hygiene (WASH) facilities. Students, teachers, and non-teaching personnel should have access to regular testing and vaccination, as applicable.


Protect well-being

Mental health and psychosocial support (MHPSS) must be fully integrated into educational responses. Increased MHPSS provisions for teachers, children and their families should be considered to help protect their wellbeing and economic security. Teachers must also be capacitated in identifying children experiencing violence and/or neglect, and in supporting children’s recovery. Children can also be enrolled in early childhood care and development (ECCD) to help prepare them for formal school.

Strengthen education systems and access to quality and inclusive education
Schools should be able to address educational inequalities and be able to support the specific needs of children most impacted by inequality and discrimination. There should also be referral mechanisms and contingency plans for reclosure and reopening of classes, as well as alternative/ flexible learning options, as necessary. Teachers should also be trained in the assessment of learners' level of learning to inform remedial efforts and provide age-appropriate learning support. Investment on the digital literacy of teachers and students is also critical so they can competently adapt to the ever-changing demands of the global education landscape.

It is imperative, that we all take collective steps to improve the overall quality of education, make up for lost learning, and support disadvantaged students as the school year starts. This includes investing in data and research, and implementing 1) concrete catch-up programs and remedial education, especially in marginalized communities; 2) proactive approaches to reintegrate out-of-school children; 3) accommodation for children with disabilities; and 4) improving teachers’ professional development.



All these initiatives must ensure that the adverse effects of the pandemic do not cross over to the next generation.



Our conviction is clear: Learning must no longer be disrupted.



Save the Children Philippines will continue to work with the DepEd, MBHTE, teachers and the academe, the private sector, and other stakeholders, including parents and children themselves, in improving the competencies and learning outcomes of students, and ensuring that dropouts, and learning gaps and inequality will be addressed.
 
Every Filipino child, regardless of who, what, and where they are, or whatever their circumstances may be, deserves the right to learn at all times.

We can give them the future they deserve if we work hand-in-hand to get our children safely back to school.

Contrary to the popular opinion that cats love to eat fish, cats are in fact obligate carnivores–they eat meat that is comparable to their natural prey such as mice or birds out of biological necessity.

A study conducted by the WALTHAM Center for Pet Nutrition found that 52% of a cat's calorie intake is from protein, which can be synthesized best through an animal-based protein diet. Therefore, cats require quality protein sources to be included in their diet for sustenance.

Dr. Cissy Ramos, a practitioner from Vets in Practice and a pet nutrition specialist said, “Cats are considered as strict carnivores and they’re still highly related to their ancestors. Their teeth and skull conformation are actually designed to hunt and kill prey efficiently.”

Animal-based protein can help cats maintain healthy muscle structures and provide them with natural forms of amino acids. Dr. Ramos noted, “Animal source proteins like chicken can greatly contribute to the quality of protein in their diet and they do get appropriate amounts of essential amino acids from it.” She also said, “Adding certain sources of protein especially, animal sources, cats can easily process it, break it down, and use it up in their body.”
