Humanitarian Aid to Abra, other areas affected by Magnitude 7 earthquake

Save the Children Philippines deployed a humanitarian team to the mountainous province of Abra to conduct rapid assessment and initial response activities to children and families affected by the 7.0 magnitude earthquake that struck Northern Luzon, including the capital Metro Manila, at 8:43AM on 27 July, Wednesday.

Save the Children will be working with the local government of Abra and partners for immediate assistance to 1,000 target households which include the provision of vital prepositioned items such as household kits with basic necessities for families, tarpaulins for emergency shelters, jerry cans for storing potable water, and hygiene kits for COVID-19 prevention.

Initial assessments from local authorities and sources reported that 4 Million people, including children, were impacted by the major earthquake, of which 3.1 Million were living in affected areas while 854,200 were living in worst affected areas – among them, 135,400 are from the vulnerable population.

At least five (5) deaths and 130 people injured were recorded -with figures expected to rise in the coming days. Extensive damages to houses, public infrastructures, historical sites, and road networks have been documented. The Department of Education assessed that 8,027 schools are affected of which, 35 in 15 school division offices in Luzon sustained infrastructure damages.

The earthquake’s impact may continue to be felt as imminent aftershocks and damages are foreseen by the Philippine Institute of Volcanology and Seismology (PHIVOLCS). Save the Children fears that thousands of affected children and their families will be displaced and that the calamity will disrupt children’s learning and put them at risk to the ongoing threats of the COVID-19 pandemic, hunger, and economic inequality.

Save the Children Philippines CEO, Atty. Albert Muyot, said:

“Disasters such as earthquakes take a heavy toll especially to children most impacted by inequality and discrimination. We call on the full and effective implementation of the Children’s Emergency Relief and Protection Act (RA 10821) to ensure that children, pregnant and lactating mothers, and those with disabilities, are protected from all forms of harm and continuously provided with access to basic health and nutrition services, safe spaces, transitional shelters, and psychosocial interventions.”

Save the Children’s Humanitarian Manager in the Philippines, Jerome Balinton, said:

“Losing their homes and safe spaces due to the earthquake can be devastating for children. Our team is swiftly working on the ground to reach as many children and families as we can and bring them life-saving support. Access to basic hygiene materials and clean water is also critical for health, survival, and prevention of diseases, while tarpaulins for shelter and food can address their immediate needs. We are committed to help children recover from the impacts of disasters and we fervently rely on your support so we can save more children.”

International competitions in basic sciences prove to be constant witnesses to Filipino youth prowess.

In July, three Philippine teams took the world stage and netted a total of six bronze medals, two honorable mentions, and a merit citation in the recently concluded international biology, chemistry and physics Olympiads.

Winning three bronze medals and a merit citation were the delegates to the 33rd International Biology Olympiad (IBO), which was held in Yerevan, Armenia last July 10-18. Chiara Bernadette Z. Tan-Gatue from Saint Jude Catholic School, Raven Glorianne H. Foronda from the Philippine Science High School (PSHS) Main and Yosef Alexander O. Segotier from PSHS – Western Visayas all won bronze medals, while Liam Audrey A. Alleda from PSHS – Calabarzon received a merit citation. This is the biggest haul of medals for the country since joining the IBO in 2018.

Adding to the tally were Aames Juriel B. Morales from the De La Salle University Senior High School and Ron Angelo A. Gelacio from PSHS – Main who both won bronze medals in the 54th International Chemistry Olympiad (IChO) held in Tianjin, China last July 10-18. Their teammates, Anne Maricar T. Maralit from PSHS – Main and Lemuel A. Acosta from PSHS – Central Luzon, likewise secured honorable mentions to cap the event.


Meanwhile, PSHS – Main’s Franco Mari Cabral and Harold Scott Chua brought home a bronze medal and an honorable mention in the 52nd International Physics Olympiad (IPhO), which was held online last July 10-17. Gabriel Angelo Vila from PSHS – Calabarzon completed the national team to the IPhO, which was originally planned to be held in-person in Belarus before organizers opted to conduct the competition online after more than 65 percent of the participating countries voted in favor of the virtual mode.

“It is indeed a beautiful sight to see our students wave the banner of Filipino excellence in the international scene,” said DOST-SEI Director Josette Biyo. “Our students are strong contenders in the academic arena and DOST-SEI will definitely continue to give full support to enable students to showcase their best in international Olympiads.”

The Philippines also won two bronze medals and four honorable mentions in the recently concluded 63rd International Mathematical Olympiad. DOST-SEI, the country’s S&T human resource development agency, supports student participation in key competitions in the fields of mathematics and sciences.

Law group slams lapsing into law of Vape Bill

Public interest law group ImagineLaw on Tuesday slammed the lapsing of the Vaporized Nicotine and Non-Nicotine Products Regulation Act or Vape Bill into law calling it a “betrayal of public health” and a “regrettable development in the face of the President Ferdinand ‘Bongbong’ Marcos, Jr.’s commitment to build back better”. The bill lapsed into law on July 25.


“The Vape Bill is anti-health and anti-youth,” said ImagineLaw Executive Director Atty. Sophia San Luis. “It dismantles existing measures that protect our health and protect our youth from lifelong addiction,” she added.


According to the law group, the Vape Bill will lower the age of access to e-cigarettes and vaping products from the current 21 years old to 18 years old. It will also allow online sales and transfer regulatory powers from the Food and Drug Administration (FDA) to the Department of Trade and Industry (DTI).


“It is a de-regulation measure that will lead to a vaping epidemic among young people,” said San Luis. “The measure is against the overwhelming medical advice of medical associations and health experts,” she added.


The law group also expressed their hope that the executive inaction that led to the Vape Bill lapsing into law does not mean that the President will neglect tobacco control in the country.


“During a global pandemic that attacks the lungs, building back better means protecting our health through better public health policies. We hope that the President will ensure that the Vape Bill will be implemented with our health in mind, not the commercial interests of those that pushed for its passage,” San Luis said.


ImagineLaw said that it will continue working with other health advocates and the government to push for the strict implementation of the regulatory measures on sales and age restrictions of the Vape Bill and other tobacco control policies.

Loggers Become River Tour Guides in Samar

Protected Areas (PAs) like our national parks not just protect our fragile biodiversity. They also give thousands of locals legal, potentially long-term employment. In the Samar Island Natural Park, former illegal loggers and log haulers have found a new lease on life as tour guides, ferrying local and foreign tourists in their swift, torpedo-shaped boats. 

We’re shooting through a wild, wild washing machine: paddling, cursing, laughing and getting absolutely drenched inside a torpedo-shaped canoe.

We’re in the Ulot River, a 92-kilometer waterway which snakes east to west across Samar. The third largest island in the Philippines, Samar is rough country, hewn from limestone which over millennia formed some of the most dramatic rock formations and cave systems in the Philippines, such as the Langun-Gobingob Complex.






Revenge Tourism is a social phenomenon where people who have been stuck at home, often for months at a time, rush to tourist sites to appease their lockdown fatigue. With easing lockdown and flight restrictions, more and more tourist destinations are experiencing waves of visitors out to re-experience paradise – but what about the people who guide them? The people who themselves work in paradise?

“I used to help cut and transport logs illegally,” reveals Epifanio ‘Panying’ Obidos, our boat guide. “For generations, we used traditional torpedo shaped canoes called balugo to transport timber. We would get orders to cut down hardwood trees like banuyo, narra or kamagong. One balugo can transport over 100 board feet of wood.”

Samar is among the poorest provinces in the country. In 2015, the Philippine Statistics Authority revealed that 45% or nearly half of all families in Samar lived below the poverty line. “The hardest part was that even when we’d risk run-ins with the law by transporting illegally-cut timber, we’d still have barely enough cash to survive. Often we’d borrow money from financiers to buy gas and other provisions to transport the logs they ordered. Even after getting paid, we’d still be in debt,” recalls Panying.

Things have steadily improved. Samar’s poverty incidence dropped to 30% by 2018, mostly because of small businesses, one of which is the Ulot River Torpedo Extreme Boat Adventure, where boats go bow-to-bow with raging rapids.

“In 2008, to veer away from illegal activities, we started using our torpedo-shaped balugo for tourism to showcase the natural beauty of Samar. We mostly employed locals who formerly worked as illegal loggers or log haulers,” explains Panying. “Back then we only had 12 people and a few old boats – but traversing rivers was a way of life for us, since we’ve been using it for transportation long before Samar’s road network was developed.”

Each torpedo boat has a three-man crew, comprised of a boat operator, tour guide and a point man, who sits at the bow or front of a boat, deftly using a paddle or pole to keep rocks at bay.

“Now our once-small operation has over 20 boats and employs 70 local people,” beams Panying. In 2018, their group, Tour Guides and Boat Operators for River Protection and Environmental Development Organization (TORPEDO), was recognized by the Department of Tourism for its responsible, community-based operations.

The Ulot River is part of the Samar Island Natural Park (SINP), the country’s largest land-based Protected Area (PA). “The Philippines hosts 247 PAs and practically all of them give locals employment,” explains Department of Environment and Natural Resources Biodiversity Management Bureau (DENR-BMB) director Natividad Bernardino. The stories of many of these PAs are similar to Panying’s – of loggers turned into tour guides, hunters turned into rangers, blast fishers transformed into dive guides.

“For all this to continue, there must be a steady stream of clients,” notes SINP superintendent Eires Mate. “The COVID-19 lockdowns hit the world’s PAs hard, generating all-time visitor revenue lows. Many people were laid off and operations were drastically scaled-down. With our parks again open for business, we invite adventurers to visit the Ulot River and our country’s other beautiful PAs.”

Launched in May of 2022, the Year of the Protected Areas or YOPA aims not just to educate people on the need to conserve PAs, but to encourage them to visit the sites themselves. YOPA hopes to generate funds from tourists to ensure continued management for areas hard-hit by COVID-19 budget cuts.

Declaring natural sites as PAs is among the best ways to protect natural capital. “The jobs generated by sustainable and ethical tourism activities act as economic and social safety nets for locals who might otherwise turn to illegal means to support their families,” says United Nations Development Programme (UNDP) resident representative Selva Ramachandran.


Back in the Ulot River, the going is wet and wild. Our balugo, which traveled easily downstream, is now battling against the current in what locals jokingly call the ‘Salmon Run’ – akin to the epic upriver journeys undertaken by salmon in colder climes. Chilly geysers of water splash into the boat as our engines go full-throttle.

Just as soon as we’re sopping wet, the river calms down, the ride turning tranquil. Like the turbulent COVID-19 era, raging waters and rough times too, shall pass.

I glance ahead and notice what’s written on one of the guides’ shirts: #MAYFORRIVER, a play on #MayForever, the hope that some things really can endure the test of time.

With illegal activities, nothing is certain – but with legal, safe and sustainable tourism, then there truly might be forever.

“You know, if not for ecotourism, I would most probably be dead,” reflects Panying as we quietly glide back to shore. “The authorities would have definitely caught me, like they caught others. I might have starved to death, been shot by the cops or been hauled off to jail.”

He looks up, just a bit teary-eyed.

“In a very real way, ecotourism saved my life.” 

Youth, student leaders score Marcos for mandatory ROTC, snubbed education crises

A joint statement of Akbayan Youth, Student Council Alliance of the Philippines (SCAP) and Bukluran ng mga Progresibong Iskolar (Bukluran) Marcos’ concern for the education sector is as fake as his Oxford diploma. 

Amid a crisis on student dropouts and mental health problems, Marcos’ solution is to add to the burden of students by forcing them to go under ROTC. 

During the height of the pandemic, more than 4 million students have dropped out of their schools. More than half of students reported that online classes have affected their mental health. 

Marcos’ priority on mandatory ROTC shows that he is out of touch with the needs of the youth and students. He vows to end horror stories on educational materials but failed to provide a plan to improve competencies on science, math and reading where Filipino students rank lowest globally. 

The youth and students will ensure that mandatory ROTC won’t be revived from the dead and that real solutions to the education crises happen: increasing the education budget to the global standard, ensuring mental health support for students, improving quality of education, and protection of students rights and welfare.

The country’s winning ways at the world cup of mathematics continues. 

 

Six Filipino students took home two bronze medals and four honorable mentions at the 63rd International Mathematical Olympiad, which was held in-person for the first time after two years. 

 

IMO first-timer Mohammad Nur Casib of the Philippine Science High School-Central Mindanao and two-time IMO medalist Raphael Dylan Dalida of the Philippine Science High School (PSHS)-Main Campus led the way for the Philippines, snatching two bronzes after scoring 24 and 23 points, respectively. 

 

Sarji Elijah Bona of the De La Salle University Senior High School, who won a bronze medal last year, received an honorable mention this time along with Rickson Caleb Tan of MGC New Life Christian Academy, Filbert Ephraim Wu of Victory Christian International School and Enrico Rolando Martinez of the PSHS-Main Campus. 

 

A total of 589 contestants from 104 countries participated in the 63rd IMO held in Oslo, Norway, which finally snapped the two years of conducting the competition online due to the COVID-19 pandemic. 

 

The Philippines ranked 55th out of all the participating countries. Since joining the IMO in 1988, the country has won a total of four gold medals, 16 silver medals, 37 bronze medals and 30 honorable mentions. 

 

This year, 44 gold medals, 101 silver medals, 140 bronze medals, and 210 honorable mentions were awarded. 

 

“I am very proud and happy that our Filipino students continue to excel in Mathematics and perform well in international competitions,” said DOST Science Education Institute (DOST-SEI) Director Dr. Josette T. Biyo. “These medals and honorable mentions are proof of their excellence, hard work and dedication and evidence that the Filipino youth are achievers in the international arena.”

The fight towards a greener and healthier environment continues.

After going virtual in 2021, the Department of Science and Technology – Science Education Institute’s (DOST-SEI) in-person Climate Science Youth Camp (CSYC) made its comeback in the province of Camiguin, bringing its trademark deep-dive into the world of marine scientists.

The science camp, which was held from June 24 to 29, instilled key knowledge and skills that emphasize the youth’s role in addressing climate vulnerability in coastal areas, thus, the theme “Oceans in a Changing World: Building Resilience in Coastal Communities.”

Led by DOST-SEI's partner, the University of the Philippines – Marine Science Institute (UP MSI), 48 student- and teacher-campers from 16 public high schools in the province were taught about various concepts about hydrological cycle, climate change, the importance of marine ecosystem and the services and benefits it provide to coastal communities.


 

In the span of a week, the campers were able to experience the real-life work of marine scientists through interactive learning activities and field exposures such as water sampling, snorkeling, plankton observation, and coral reef, seagrass, and mangrove identification.

Long-time Camp Director, Dr. Aletta Yñiguez of UP MSI, said that this year’s CSYC reinforced the value of hands-on interaction between the campers and the scientists as it strengthens and enhances learning. “It gives a very different experience to the students and teachers and brings out the energy and enthusiasm of both the facilitators and the campers.”

DOST-SEI Director Dr. Josette T. Biyo challenged the participants to apply their learning and ripple the camp’s impact in their own communities through pursuing careers in Science, Technology, Engineering and Mathematics.

“Now more than ever, we should answer the call to strengthen our efforts and to transform our ways to make the world we live in a better one. And we, at DOST-SEI believe that the youth is not just the hope of our future, but also our partner in taking action now,” said Dr. Biyo.

The Science Camp, which has followed an evolving exposure platform since 2011, has been bridging the basics of climate science and the critical impacts experienced in coastal communities among high school students.

RAC Muntinlupa Central brings award-winning “Super Pinoy Kid” to Metro Bacolod, Neg. Occ.

Whenever people, particularly kids, are asked, "Who is your favorite superhero?", the usual answers would always be the globally-idolized stars from Marvel or Justice League. 

Nowadays, it is already rare to find Filipinos who can still name a local superhero; if one is lucky enough, most characters that are on top of their heads are the likes of Super Inggo and Pedro Penduko. They have become a mainstay in Philippine literature since they invaded children's notebook covers for school. The pandemic has further glued the young generation to their gadgets, limiting their already meager exposure to fictional and entertaining characters. This is the reason why a superhero was summoned to mix things up.

Along with the start of the new Imagine Rotary Year, the Rotaract Club of Metro Bacolod invited its twin club, the Rotaract Club of Muntinlupa Central, to bring Super Pinoy Kid (SPK) to the province of Negros Occidental on July 15 to 18, 2022. The SPK is a four-part comic collection featuring Biboy, a modern-day superhero who lives out the moral values taught by Rotary's 4-Way Test. The comic, which also comes as a coloring book, aims to help elementary students become the country's future role models and responsible citizens by using the stories of Biboy as guiding principles during their formative years.

At first glance, SPK's Biboy may look like an ordinary 5-year-old kid from a poor family. However, what makes Biboy a Super Pinoy Kid is the four important moral principles he embodies in his daily life. The comic collection introduces Biboy as a young child with four amazing stories about his four unique attributes, namely: A Truthful and Honest Child, A Fair and Righteous Child, A Friendly Child, and A Responsible and Beneficial Child.

With the Super Pinoy Kid being one of its flagship projects, the Rotaract Club (RAC) of Muntinlupa Central has been recently included as Finalist in the 2022 Rotaract Outstanding Projects Awards.




Rotaractors from RAC Metro Bacolod's twin club also brought their project entitled, "SPK Promotes Oral Health: Ngiting Puting Ngipin," a series of videos promoting the proper and correct way of brushing one's teeth as a way of fighting cavities and bacteria that may damage their teeth. This project of RAC Muntinlupa Central was also recognized as the Most Outstanding Project of Rotary International District 3830 last Life-Changing Rotary Year.

Benefitting more than 100 children across three communities—two in Bacolod City and one in the City of Sagay—Biboy's trip to Negros Occidental undoubtedly widened the smiles of kids with his heroic and admirable stories. Along with the distribution of Super Pinoy Kid copies was a storytelling activity that narrated the four accounts of Biboy. The Rotaract Clubs gathered kids in small groups, where they could listen to a storyteller to ensure that the message of Biboy's adventures was well-received.

After hearing the stories of Biboy, the Negrosanon children witnessed several Ngiting Puting Ngipin videos featuring Biboy with Super Ate Sandy, who went through the good practices of brushing their teeth to maintain good oral health. Beneficiary kids from Education & Training Center School-I and Purok Kabugwason, Brgy. Mansilingan in Bacolod City and from Purok Bougainvillea, Brgy. Old Sagay in Sagay City then received copies of the SPK comics, coloring materials, and oral hygiene kits as gifts.

Headed by their Marvelous Visionary President this Rotary Year, Mayrian Ness Olitoquit, Rotaractors from RAC Muntinlupa Central served as activities' storytellers and facilitators. Among the delegation were Charter President Vincent Naval, Past President Ralph Cepillo, Club Secretary Goldy Jativa, Finance Director Sandra Lascano, and Member Niño Medina.

They were hosted in Bacolod City by the Rotaract Club of Metro Bacolod, under the leadership of Imagine Year Dream President Fel Xyruz Magallona, together with Immediate Past President Ellen Tribunsay, President-Elect Beatriz Marie Abayon, District Rotaract Representative for RID 3850 Magic Alvarado, and other Metro Bacolod clubs, namely: RAC University of St. La Salle, Interact Club (IAC) of La Consolacion College-Metro Bacolod, IAC Liceo de La Salle, and IAC Negros Occidental High School.

The Rotary Club of Metro Bacolod, the mother club of the aforementioned Rotaract and Interact Clubs, fully supported the said events as they were headed by Past District Rotaract Representative and Dream President Richard Jeric L. Chua.

On the other hand, the Rotaractors from RAC Muntinlupa Central were hosted in Sagay City by the Rotaract Club of Metro Sugarbowl Champions under Dream President Yqfryd Alvarado, as supported by Rotarian President Benson Fernandez of the Rotary Club of Sagay-Sinigayan.

A couple of District Rotaract Representatives (DRR) were present throughout the activity, as DRR Maria Teddielyn Bernadette Lebrias of Rotary International District (RID) 3830 and DRR Kert Nhajzr Priagula of RID 3850 graced the momentous occasion for their clubs' joint activities.

RAC Metro Bacolod Club Secretary Jude Lourence Segovia and Professional Development Service Director Brix Joshua Ponclara ensured that the said activities were well-documented by creating articles and collating event photos for the Rotaract community and the general public to view.

In a technology-dominated world, no one is too old and late for a superhero story, and through this joint activity of RAC Metro Bacolod and RAC Muntinlupa Central, the childhood of Negrosanon and Bacolodnon kids has just become brighter and better.
