High Vaccine Coverage, Vaccine Suitability, crucial to combating Pneumonia in PH, says Vaccine Expert

A vaccine expert reinforced high vaccine coverage and the suitability of a pneumococcal conjugate vaccine (PCV) as crucial strategies to reducing overall pneumococcal disease burden in the Philippines.

Pneumonia is the leading cause of death of children below five years old in the Philippines. Globally, around 672,000 children die from pneumonia every year. This is equivalent to a child dying every 47 seconds.

Dr. Olakunle Oladehin, a vaccine expert and current Regional Vaccines Medical Lead for GSK, stressed the importance of high vaccine coverage to ensure success of a vaccination program especially in the current context of the pandemic.

“Even if we have the best vaccines, we will not be able to see its full impact if vaccination coverage is low. It is critical that every country strives to revive its vaccination uptake against diseases like pneumonia,” said Dr.

Oladehin in a scientific lecture with local healthcare experts last July 7.

According to the Department of Health (DOH), childhood immunization fell to 48.5% in 2021 due to the impact of the COVID-19 pandemic and the necessary focus on COVID-19 vaccination as a response. The DOH has continuously ramped up its routine immunization activities including implementing the Chikiting Bakunation Days from April to June.

“I commend the determination of the Philippine government to bring back its immunization rates coming from the impact of the COVID-19 pandemic,” said Dr Oladehin.

Meanwhile, Dr. Oladehin also reiterated the importance of ensuring that a given PCV should protect against relevant strains of Streptococcus pneumoniae in the Philippines, a type of bacteria that causes pneumonia and other invasive diseases.

“To achieve overall protection, the choice of PCV should address the most prevalent strains in the local landscape,” said the vaccine expert.

In 2020, the Health Technology Assessment Council (HTAC) of DOH reviewed the use of PCVs in the country, coming from a position statement issued by the World Health Organization (WHO) in 2019. The mandate of HTAC is to undertake technology appraisals by determining their clinical and economic values in the Philippine healthcare system.

In its report, HTAC recommended the use of PCVs protecting against 11 important strains which accounted for 48% of Invasive Pneumococcal Disease (IPD) cases found in the Philippines namely 1, 4, 5, 6B, 7F, 9V, 14, 18C, 19A, 19F and 23F. The recommendation was based on local surveillance data from the Research Institute of Tropical Medicine (RITM) from 2012-2019.

Majority of these strains are highly invasive, and it is imperative that a given PCV should have evidence of being able to protect against them, Dr Oladehin said.

“Invasive pneumococcal strains like 18C and 4 can destroy living tissues or spread to many organs of the body through the blood, increasing likelihood of death,” Dr Oladehin zeroed in during his presentation.

Currently, there are three PCVs pre-qualified by the WHO—PCV13 and 2 kinds of PCV10: PHID-CV and SIIL- PCV. The two PCVs that were reviewed by HTAC—PHID-CV and PCV13—are suitable to address the 11 strains in the country.

Backed by real-world evidence and experience of being used in National Immunization Programs (NIP) across the world, both PHID-CV and PCV13 are included in the Philippine National Formulary (PNF) and can be procured for use under the Philippine’s own NIP.

Post Office clarifies delivery of PhilSys IDs

The Philippine Postal Corporation (Post Office) announced that they have delivered the PhilSys IDs turned-over for dispatch to their intended recipients and at the same time clarified issues in the delivery of the said cards.

“Staying true to our mandate to deliver efficient, competitive and on-time delivery of goods and services, we would also like to clarify some issues and be given a chance to answer. So ngayon ang tanong, ang sabi- hindi pa raw nila natatanggap yung IDs nila dahil hindi pa namin nadedeliver (now the question is, they said, they haven't received their IDs because we didn't deliver it)”, Postmaster General Norman Fulgencio said.

“There is a way wherein you can verify or check your PhilSys ID. We have a post office website where you can track your IDs. If the result is, NOT FOUND, ibig sabihin noon, hindi pa narereceive ng Post Office ang mga ID (meaning, the PhilSys ID has not been received by the Post Office).”. Wala po sa amin ang problema, yun po ang malinaw dun (The problem is not with the Post Office, let us be clear about it)”, Postmaster General Norman Fulgencio said.



He added, “The Post Office has delivered more than 13.7 million PhilSys ID’s nationwide which is equivalent to 94% of the 14.5 million ID cards turned-over for dispatch as of June 30, 2022.

“Only six percent (6%) or 774,650 ID cards are ongoing or being delivered by the Post Office in far flung areas of the country. We presumed that some of them have already received their IDs as of the moment”, Fulgencio said.

If the result of the tracking service is “not found”, the Post Office advises the public to call the Philippine Identification System Hotline 1388, send them messages via Facebook Messenger m.me/PSAPhilsysOffical or email them at info@philsys.gov.ph.

“We are given 30 days to deliver the Philsys ID in far flung areas in Luzon, Visayas and Mindanao. In cities it will take us less than 15 days to deliver. Sometimes, we attempt to deliver twice because the recipient's house is closed. Others are working or transients (moving). We can’t avoid these things”, he said.

“The Post Office and the PSA already discussed doing the Plaza type delivery (where all mails shall have been entrusted to an authorized person, or barangay for pick-up) in order to address this kind of situations”, he added.

SSS receives unmodified opinion from COA for second straight year

Social Security System (SSS) President and CEO Michael G. Regino announced that the Commission on Audit (COA) rendered an unmodified opinion on the fairness of presentation of the financial statements of the SSS for the year 2021.

“In our opinion, the accompanying financial statements present fairly, in all material respects, the financial position of the SSS as of December 31, 2021 and 2020, and its financial performance and its cash flows for the years then ended in accordance with Philippine Financial Reporting Standards (PFRSs),” COA’s report stated.
 
This is the second year in a row that the SSS received an unmodified opinion from COA. It is issued when the auditor concludes that the financial statements are prepared, in all material respects, in accordance with the applicable financial reporting framework.
 
“We are honored to receive back-to-back unmodified opinions from the COA. This serves as a testament to our continuous pursuit of good governance and transparent and prudent management of the SSS Fund,” Regino said.
 
Under its financial statements, SSS’ income for 2021 increased by 7.4 percent to P276.33 billion from P257.24 billion in 2020; its benefit payments grew by 14.9 percent to P223.98 billion in 2021 from P194.87 billion in 2020; and its operating expenses for 2021 amounted to P10.19 billion, which is only 33.6 percent of the allowed charter limit.
 
Since the fiscal year 2020, the SSS used PFRS 4 to present its financial statements, where Social Benefit Liabilities (SBLs) are required to be presented in the balance sheets. For its 2021 financial statements, the SSS recorded an P872.36 billion net change in policy reserves under its expenses representing SBLs, including a Margin for Adverse Deviation (MfAD) that serves as a buffer for conservatism. These, however, are not actual cash that went out of the SSS Fund in 2021 but estimates of the required reserves to fund future benefit claims.
 
Excluding the said policy reserves, the SSS recognized a net profit of P28.45 billion for 2021.
The SSS also reported that based on its last published actuarial valuation, its fund life is projected to last until 2054.
 
Furthermore, the SSS reached and exceeded its targets for the said year in terms of sustaining the viability of the social security institution (increase in per capita fund); benefit adequacy (increase in the number of contributors and amount of average monthly salary credit); ensuring progressively higher levels of social security protection for Filipino workers and their families (increase in average pension); institutionalizing a robust ICT system and infrastructure to support transformative digitalization; among others.
 
“We remain dedicated to improving the lives of our members and their beneficiaries by providing them with meaningful social security protection through a culture of excellence in financial and operational management,” Regino concluded.

SSS released P53.27-B maternity benefit from 2016 to 2021

Social Security System (SSS) President and CEO Michael G. Regino announced on Monday that P53.27 billion maternity benefit was released to 1.91 million members from 2016 to 2021.

Significant jump in disbursement was first noted in 2019 following the implementation of Republic Act No. 11210 or Expanded Maternity Leave Law, which was signed by former President Rodrigo R. Duterte. Highest peak of releases was recorded in 2021 amounting to P13.90 billion.


“The SSS, as a conduit agency gave its full support to this endeavor through continuous disbursement of maternity benefits to our qualified female members since the law was implemented in March 2019. We have also recalibrated and simplified the application procedures through online submission of maternity benefit application for members and reimbursement for employers through the My.SSS Portal which started last May 2021,” said Regino.


Under the Expanded Maternity Leave Law, Regino pointed out that the maternity leave was extended from 60 days (for normal delivery)/78 days (caesarean section delivery) to 105 days. SSS female members may also avail of this benefit, regardless of the frequency, provided that the minimum of three (3) qualifying contributions from the 12-month period prior the semester of childbirth or miscarriage/emergency termination of pregnancy (ETP) has been met and were not paid on or after the semester of contingency.

“With the Expanded Maternity Leave Law, the increased amount of maternity benefit and number of maternity leave assisted our female members with their financial needs, providing extra time to recover from childbirth, and most importantly, to spend quality time with their newborn babies,” Regino concluded.



DOTr calibrates land transport programs ahead of F2F classes

With the expected surge in passenger demand in the opening of face-to-face (F2F) classes this year, the Department of Transportation (DOTr) is carefully calibrating its existing land transport programs to effectively and efficiently serve the increasing number of commuters.

Transportation Secretary Jaime J. Bautista directed Road Transport and Infrastructure Undersecretary Mark Steven C. Pastor, Railway Undersecretary Cesar Chavez, and Land Transportation Franchising and Regulatory Board (LTFRB) Chairperson Cheloy Garafil to ensure continuous implementation of the Service Contracting Program (SCP), Libreng Sakay Program, and to fast-track the rationalization of public transport routes.

Sec. Bautista also directed the immediate release of P1,000 fuel subsidy to the target 617,806 qualified tricycle driver-beneficiaries as listed by the Department of Interior and Local Government (DILG), full deployment of all 550 buses in the EDSA Busway especially during rush hours, and availability of equity subsidy as down payment for the acquisition of modern public utility vehicles (PUVs) under the Public Utility Vehicle Modernization Program (PUVMP).

The Transport Secretary is scheduling a meeting with the bus consortium operating the EDSA Carousel route and other concerned government agencies to ensure sufficient deployment of buses to accommodate increased passenger demand due to the F2F classes.

“We will coordinate our actions with concerned agencies such as the DepEd, CHED, MMDA, LTO, LTFRB, PNP, AFP-NCR, DILG, IACT and others not under the DOTr,” said Sec. Bautista.

The Secretary added that according to various studies conducted during the height of the COVID-19 pandemic, there is a low probability of virus transmission in public transport, so long as strict implementation of health and safety measures are in place and are being followed by the drivers, operators, and commuters. This dispels public apprehension of possible increase in COVID-19 incidence when F2F classes begin.

“We are also looking at accelerating the grant of franchise instead of just permits for buses on critical routes used by students such as Katipunan, Commonwealth, Recto Avenue,” added Sec. Bautista.
