Nancy Binay Proposing a Bill Against Internet Memes

Wazzup Pilipinas!

Whoah!I'm not sure if she wants to impress (being a newbie and all) or she wants to molest to get back on her detractors when she was running for a Senate seat, but this newly elected Senator is probably after the same people who made Senator Vicente "Tito" Sotto's days like a living hell when the Senator was bombarded with criticisms of many forms. One of them was with a great number of memes all making a laughing stock out of the politician.

Memes, according to Wikipedia is "an idea, behavior, or style that spreads from person to person within a culture." A meme acts as a unit for carrying cultural ideas, symbols, or practices that can be transmitted from one mind to another through writing, speech, gestures, rituals, or other imitable phenomena. Supporters of the concept regard memes as cultural analogues to genes in that they self-replicate, mutate, and respond to selective pressures. Meanwhile, the Oxford Dictionaries, are humorous images, videos, or pieces of text that are copied and spread rapidly by Internet users.

Newly-elected Senator Nancy Binay’s proposed bill amending Republic Act 9262 may contain provisions aimed to criminalize humorous internet memes.

Section 2 (E5) of Binay’s proposed Electronic Violence Against Women (E-VAW) bill mentions the unauthorized use of a picture, video, voice, name, or identity that will put someone in a bad light or injure the victim’s reputation.

According to the bill, “electronic violence” refers to acts done through information communications technology, such as computers and the internet, “that will cause mental, emotional or psychological suffering to the victim.”

If it becomes a law, those found guilty of causing “electronic violence” can be imprisoned for up to 6 years, pay up to P500,000 to their victim, fined an additional P300,000, and will be made to undergo psychological counseling.

However, we still do not have confirmation from Binay’s side to explain if she is particularly referring to memes, but the lawmaker has yet to respond.

  1. In this article I’m not in the sympathy of Senator Binay. Because internet Meme’s now days are just stress relievers of other people. Even myself, admitted that if I read or saw memes stress from the school lessen. Though, some people use memes to degrade other people. We netizens should know what is right and wrong.
