DOTC Receives Bids for Supply of Additional MRT Trains

The Department of Transportation and Communications (DOTC) conducted bid submission and opening activities yesterday (11 June 2013) for the P 3.769-Billion MRT-3 Capacity Expansion Project, disclosing that it has decided to drop a proposal to purchase second-hand trains from Spain.

“We looked at our options for purchasing some of the coaches from Metro de Madrid, but it turns out that this would not have significantly improved the timeframe we are working on,” said DOTC spokesperson Migs Sagcal.

“So we decided to continue with the ongoing procurement of new trains instead. This should also result in lower maintenance costs,” he added.


Two (2) Chinese companies participated in yesterday’s bid activity, namely: Dalian Locomotive & Rolling Stock Co. CNR Group (“Dalian Locomotive”) and CSR Zhuzhou Electric Locomotive Co. Ltd. (“CSR Zhuzhou”).

CSR Zhuzhou was declared ineligible by the agency’s Bids and Awards Committee (BAC) due to its failure to submit a certificate of reciprocity and to comply with a technical requirement. As a result, its financial proposal was no longer opened.

Meanwhile, having been found to have satisfied the project’s eligibility requirements, Dalian Locomotive’s financial proposal was revealed to be in the amount of P 3,759,352,400.00.

“The BAC will now conduct a detailed evaluation of Dalian Locomotive’s financial proposal, followed by post-qualification exercises. As for CSR Zhuzhou, the BAC had no choice but to declare it ineligible in line with the non-discretionary pass/fail criteria of the Procurement Law,” Sagcal remarked.

Through this Capacity Expansion project, the Transport Department aims to add forty-eight (48) light rail vehicles (LRVs) to MRT-3’s current fleet of seventy-three (73). This will decongest the system’s overcrowded service by allowing more cars to operate at a faster interval rate during peak hour. Thus, from the present three-minute intervals of 3-car LRVs, the additional trains will allow 2.5-minute intervals of 4-car LRVs, improving passenger convenience and service reliability.

  2. This is a great solution for one of the current problems of MRT and that is overcrowding. Every time I ride the MRT, it is always congested and some people from other stations can’t get inside so they have to wait for a few minutes for the next train to come. I hope that the government will not corrupt the budget so that the trains are not substandard. I also hope that the trains will be available soon so we can have a smooth ride next time. xD
