Cybercriminal @ Work : All About that Ridiculous Philippine Cybercrime Law

“We add our voices to the many citizens and online users who were shocked and outraged to find in the new Cybercrime Law excessive penalties for online libel and enormous powers given to authorities to monitor online activity and block access to web sites.” -GMA News Online

President Benigno S. Aquino III once said:

“I do not agree that the provision on online libel should be removed. Whatever the format is, if it is libelous, then there should be some form of redress available to the victims,” President Noynoy Aquino

WTF! Does he know that:

“The United Nations Human Rights Committee has called for the repeal of the libel law, saying it violates article 19 on the right to freedom of expression and opinion of the International Covenant on Civil and Political Rights, to which the Philippines is a signatory.”




Who benefits from this law?

No matter how much I like civility and consideration in the Internet, I do not like the law because it was created to benefit specifically the powerful people who created this.

Tayong mga ordinary people have limited means to express our opinions because the traditional media – print and broadcast, is controlled by ACDC practitioners, politicians, gov’t officials, big businessmen and taipans. Internet has proven to be the great equalizer for us and these powerful people have seen what will happen to them when they commit abuses just like the Carabuena incident.

Yung kay Sotto hindi malalaman yun kung walang internet, si Congressman Villafuerte na spite of decades being in power, yung kanyang Camarines Sur remains one of the most impoverished, that he blocked Robredo’s appointment. That MVP is using laundered money from the late ex-dictator Suharto to play with.
Yung mga ganyang balita that we don’t normally read in newspapers. Yung politicians natin wanted to suppress information and opinions na makakasama sa kanilang hold in power.


To the Great Hackers – Anonymous Philippines:

I have my utmost salute on your capabilities as far as the the highest forms of hardcore applications in the field of Information Technology. It is my humble request however for you and your group to kindly please spare and refrain from dismantling the Websites of our struggling government entities especially our Local Government Units who have nothing to do with the cause of your outrage which I personally understand. Here are my suggestions on how to go around the said Cybercrime Prevention Act of 2012 bill:

1. Beki-speak.
Ex: “Kalukis itechiwa Gobyerlalu, Wititit na pwede humanash ng kung anik anik. Kundi Kulongbels na. Ano ve? puro mga eklavu. Tegiboom boom na Karapatsina!” – Kung beki ang pulitiko, mage-get pa rin nila pero good luck sa hearing na puro beki speak ang libelo us quotes hahaha

2. Jeje-speak.
Ex: Ta3na nhman pohwz ang mHayOwr nm!n d2, WLa PakinaBangz AMP! Ghow to Hellz mHayOwr!

3. Pauso ng Codes
Fuguck Thigis Puguliguticus
pwede din gamitin ang FLAMES, HOPE, JAPAN and LOVE
Number codes, pati na rin morse code lol

4. Gumamit ng Sarcasm
Ex: Wow, the best talaga si Tito Sotto at lahat ng nagpasa ng cybercrime bill. I love them so so so much!! Wooo idol!


On a more serious note:

Republic Act 10175 – Cybercrime Prevention Act was signed into law last September 12, 2012. It is a law considered to be 12 years in the making as various groups, organizations, and personalities lobbied for its passage. It took awhile for the law to be passed as legislators and various stakeholders need to understand the magnitude of cybercrime and whether the penalty provisions indicated in the E-Commerce Law – Republic Act 8792 is sufficient or not.

"Now that the massive public outcry against Republic Act 10175, otherwise known as the Cybercrime Law, has died down a bit--by virtue of a TRO (temporary restraining order) issued by the Supreme Court--I'd like to make a few comments on the controversial legislation which I've followed over the course of its decade-long journey.

Let me state at the outset that I'm in favor of the Cybercrime Law, but not in its current form. I think this is the same position taken by most local ICT stakeholders.

Despite the fact that the Business Processing Association of the Philippines (BPAP) led the lobbying for the passage of the law, the trade group was nonetheless pleased that the measure was suspended pending the final determination of its constitutionality.

BPAP was also quite surprised that the version approved by Congress was not the same law which they had supported during the early stages of its drafting.


PH-CERT, the organization of Internet security professionals in the country, also put out a press statement that basically said the same thing. It was a different version of Cybercrime Law, they said. Both groups said the provision on Internet libel shouldn't have been included in the final version of the law.

If I remember it right, online libel was not at all mentioned when the proposed legislation was first broached about 10 years ago. It only cropped up in the House of Representatives when the chamber approved this year its version of the bill containing the contentious provision, as I still recall Kabataan Party-list representative Raymond Palatino raising a howl about this.

Thus, contrary to most news and blog accounts, it was not the bicameral conference which inserted the provision in the reconciled version of the bill. What the panel did was to increase the penalty for online libel a degree higher compared to traditional libel. The bicam adopted this on the urgings of Sen. Edgardo Angara, who argued that a heavier punishment should be meted out on Internet libel because of its global nature.

What's also interesting in this controversy is that the ICTO (Information and Communications Technology Office), despite being the government's main ICT agency, has questions, too, on the law.

They were also wondering about the designation of the ICTO as the lead agency in the Cybercrime Investigation and Coordinating Center (CICC), as provided in the law.

The officials pointed out that the ICTO is a policy-making body concerned about only cybersecurity and not on cybercrime, which is basically investigative and enforcement work. Therefore, ICTO has no place in the CICC as it practically involves police duties.

The original agency proposed in the early draft of the bill was the National Cybersecurity Coordinating Council (NCCC). It was, however, strangely changed into the CICC during the bicam meeting. 

No doubt, we need a law on cybercrime to address the new breed of crimes spawned by the Internet such as online pornography and cyber prostitution.We need law and order in cyberspace. However, it must not be used to stifle freedom of expression and to harass people. We should, and must, always fight any attempt of the State to abuse its immense powers against hapless citizens.

  2. The article is so humorous! I love the beki-speak suggestion. Omoshiroi! Hai, I agree to the author’s idea. We really need a cybercrime law, because there are a lot of crimes happening through the use of the internet like pornography, harassment and even death cases. The problem is not the internet but the people using it, we need to have limitations in using the internet. I myself, opposed the law, I have read some articles about it and it needs a great sum of money for it to be implemented. Another thing, the penalties and punishments are too grave. I believe, what the Filipinos need is discipline and self-control in using the internet. Watashi ha negatte okonau houritsu kaisei, arayuru netizen ni kokoroyoi naru revision ga aru koto. (And I do hope, that the law will have revisions, revisions that will be agreeable to every netizen.) :)

  4. Most people view the CyberCrime Law as a violation against our right to freedom of expression. In fairness, they do have a point. I agree with the author's asserting that the proponents of this bill seek nothing but fame.
    Once again, discipline should be observed. No one beats a responsible "netizen" in St. Peter's list. Let us avoid taking the wrong path. For in the first place, this triggered our government to come up with such law. If you do not want trespassers, then do not trespass.

  5. "Does it really matter if it's legitimate or not?". That's the question asked by so many online users that protested against the CyberCrime Law. It triggered the public when they first heard of it because there's really nothing wrong. Opinions are stated because we have thoughts and feelings that we wanted to say and express. It's not that we'll always go on for some online problems like bashing, fan wars, and such. Also, it was stated in another law the "Freedom of Speech" that you can say your own opinions as an individual of this country as long as you're not breaking any law regarding it.

    I think that this law should have not been passed because it doesn't help to maintain peace and order on the Internet but worse, it only led some people to act rudely against it.

  6. The fact that the CyberCrime Law will deal with pornography and cyber prostitution is a good thing. But taking away our freedom of expression is not. One is entitled to his/her own opinion. And limiting one to it will only make the person fight. I personally think that the CyberCrime Law is sort of pointless because even if people are prevented from posting strong opinions, their beliefs are not changed. But I also like the fact that the law will deal with the immoral things in the Internet. Hmm. Maybe a revision of the law is needed, perhaps?

  7. I agree with the author of this article. Having the CyberCrime Law seems fine with me. People should learn how to use the internet in the proper manner so that we don't end up with crimes involving the internet. The internet, like many other things in this world, is now used to commit crimes. A lot of incidents concerning the internet have been reported, and I hope that this law puts a stop to it.

    However, I think that politicians shouldn't go too far. I think that they should not take our freedom of expressing our thoughts, points of view, and opinions. I believe that we have all the right to use the internet as long as we use it in a sophisticated manner.

  9. The approval of the Cybercrime Law really caused an outrage in the internet. Most internet users, especially social networking site users were against it and I’m actually one of them.
    I’m against it only because it suppresses our freedom of expression, nothing more, and nothing less. Despite this, I totally agree with the other contents of the law like cyber prostitution and online pornography. That’s why they should revise the Cybercrime Law and remove the content of the law that stifles our freedom of expression.

  10. I do agree that we need CyberCrime law that will lessen bad activities in the cyberspace. Some of us think that it will take away our freedom but i do believe it is not. Our government only thinks for our own good. Proper use of internet should really be learned. We have all our rights to use the internet but we should use it proper way. Maybe the people will agree on this law if the points of this law will satisfy them. Some revisions of this law will do.

What if the vein that serves as a pathway of the very source of life ceases to function? Where will this nation go? We all know that this generation was born and is raised in the world of cyberspace.In relation to the CyberCrime law, I do agree that this will lessen the crimes involved in cyberspace. But do you think that people, specially teenagers, will stop posting, commenting their opinions. We all have our rights to use the internet and to speak up for what we know. Some revisions will do. Internet helps us, but we should know our limitations. Use it properly. Thank you!

    Hai! We need the Cybercrime Law.
    Every time I search through Google to do my homeworks, there are pages that appear that are not related to what I searched. Some people answer other people's questions in a foul language, others put links that link up to porn pictures, death pictures, and even videos that surprise you (e.g. ghosts, zombies, aliens, etc.).
    In Facebook, I often see pictures from pages that shows faces of some people (often politicians and celebrities) judging their looks and their actions. Some pictures were edited - adding dialogues to make them funnier. The recent and famous one is the AMALAYER girl. Yes, too much to discuss it more.
    I haven't experienced being bullied online. But I understand the feeling of those who were already cyberbullied. I am really concerned to those who were blackmailed online. Just like an incident that was reported that the boyfriend of a girl blackmails her using their s*x video scandal. It's a very sensitive thing involving the dignity of the girl, and even the guy’s. This case may also lead to suicide.
    The Cybercrime Law would be agreeable to all if the penalties would be softened a bit, they were too harsh.
    In short, the Cybercrime Law (with softened penalties) should be implemented for the betterment of the cybersociety. Let's support this, so that cyberbullying cases will be lessened or hopefully be gone.

  13. At first, I generally opposed the said law. Though I realized that it has some agreeable points. Some of its agreeable points are the prevention of cyber prostitution and pornography. Media is something all of us are exposed to and children learn and apply most of things through media nowadays. There are people who pose inappropriately for attention in the internet. Shintaku watashi wa, warewarewareware wa shinaide kudasai intaanetto jiyoude, warui koto wo mana boku do mo wo shitakunai desu ka? (Trust me, we don't want kids to learn bad things on the internet, don't we?) One thing that I'm really against at is its opposition to freedom of expression. Kore wa jiyuu no kuni desu. (This is a free country.) And besides, internet is a global connection. They can't control everything posted on the internet. Chuumokuso beki ha seifu yori jiyuuyouna mondai ga arimasu. (There are more important issues that the government should be focused on.)

  14. Every person is unique. It depends on how they will take this law. For example, I think that this law is not impressive. Some people are disciplined and they will never post inappropriate stuffs online. Well, if they improve the Cybercrime law, for example, automatically deleting inappropriate stuff and any form of Cyberbullying, I will definitely support this. This is muzukashi.

    The whole law has many agreeable points -- prevention of cyber-prostitution, cyber-bullying, and pornography. But the thing that caused fuzz and outrage among Filipino netizens is when they will take our freedom to express ourselves. It's just ridiculous.

Perhaps, there’s nothing wrong with Cybercrime Law if only for the reason that it will confine the use and access of people in the internet, otherwise, most people will tend to use the internet for their own sake and without considering other’s welfare. Yes, the law is good if rest assured that the use of social media will not be dragged into the adverse side. But it might bring more harm than good if the law is passed, because in its sense, the Cybercrime Law still has many pitfalls and loopholes. Its scope has to be concretely defined before it can even be introduced. In the long run, it might compromise the freedom of expression of the people, which is definitely detrimental.

Well, we cannot deny it that there are really many people who are "criminals" over the Net, but how about the innocent ones? Just a piece of advice to those who are committing crimes here, do you really feel happy when you bully others? When you watch scandals? Well, it's never too late to be brand new. Think about it.

    I just hope people will soon realize that they badly need a change.

  19. This law caused an uproar mainly because it is said to suppress the freedom of speech of netizens. When I first heard of this, I said to myself, "Oh look, it's like SOPA once again, good luck on implementing that,".
    At first, I opposed the law due to stuffs regarding downloads, but then, after reading the whole law, I realized that my reasoning was too shallow and that we really need it, even though implementing it is next to impossible. Just look at the rampant cyberbullying. And the sex scandals. Gross, right?

    The law is good (not the penalties though), but why are people so affected by this? In the first place, if you don't do anything radical or illegal in the internet, why would you be affected? Or is there something you don't want other to know?

    tl;dr, it all boils down to the user's discipline.

  20. The internet was made so that the people can benefit from it. If younger people "accidentally" opened some restricted sites, how will they react? Especially at this time when many people are becoming liberated, we should have the Cybercrime law. This law could help us prevent the unwanted things like cyber-prostitution, pornography and cyber bullying. We should think about all the netizens in the Philippines because these unwanted things can corrupt their minds. Moreover, I don't think that the freedom of speech should be included here because all of us want to say something, we should not stop others in saying what they want to say. We should just use our freedom wisely and not abuse it and use it for other purposes.

  21. Many people would certainly oppose this. Of course, who wan't to get sued just because you posted something in the internet? Somehow i agree to this and at the same time disagree. Some people abuse their right to speak out and tries to destroy other's personality but at same time the innocent sometimes gets involved in these situations. I there were only revisions on the bill then i could fully agree to it. The "rated SPG" part of the bill is what should be implemented to stop the online human trafficking.

The approach of the author in this article is quite different.. so I enjoyed reading this. :) I'm quite aware of the group 'Anonymous', i think that they do not really do their jobs to harm other people but to fight for what they think the right one. I cannot say that they're anti the government or not. With regards to the cybercrime law, I'm in between, I'm favor and in some part I'm not. I'm in favor because the evil things happening in the net would somehow be solved. And in some part I'm not in favor because it would limit people in accessing the net. I'm a huge internet user and i think that law would affect my life. But if they think that this law would solve all the internet problems that we're facing, i can say that, other people is more important. The sake of many people is more important than mine.

  23. I oppose that the cybercrime law should be passed. I agree to what the author had discussed above. More household now is connected to the internet because in the internet you can do anything and access to any websites, you can find there the hottest news all around the world by just sitting in front of your computer. For the kids sake it is the responsibility of their parents to look after on what websites they are going. Even without this law we can be a wise user if we promote discipline, proper internet etiquettes, and responsibility.

    I support the law because it may prevent cyberbullying, pornography and cyber-prostitution. However, there are some points that I dislike. What I do not like about this law is that it may take our freedom of expression and that would be very irrational. The penalties also, for me, are a bit harsh. They may try to improve this a bit. Overall, the law is good, it only needs a little revision.

  25. I actually opposed the law. But now I understand why this law should be implemented, because of too much crimes happening through the internet, like harassment and such things. That’s why the government wants to pursue this. I think that Filipinos should have a disciple and control in using the internet. Also I have read in some articles that a large sum of money is needed to implement this law. It’s just a waste of country’s money, instead of using the money for the needy persons, it will be used in this law. So once again, discipline is BADLY needed

  28. Discipline and resisting temptation to promote crime in the internet are the two things, though they are hard,we should invoke to the people.
    Imagine of having a life full of discipline and control, wouldn't it be peaceful and amazing at the same time?

    Also for the author, Philippines' version of prevention of cybercrime law has its limitations. For an individual to know his rights, he/she must also know what is this law about for MOST OF THE FILIPINOS believe that this is preventing us from having afree speech or opinion towards a very popular person. Philippines IS NOT A FULLY DEMOCRATIC country. I am not rebelling against my own country but since we only have partial democracy, our speech isn't that free and so our opinions.

Beki-speak, jeje-speak, and sarcasm as mentioned above were hilarious :) However,there are just too many things going on over the net that need to be regulated and controlled (pornography, abuse, prostitution and many more). The thing is, people actually think that the internet allows them to say and do anything they want to when they want to. We always have to remember that there are also limits to our so-called "freedom of expression", in accordance with morals, values and proper conduct.

  33. I at first oppose the law because why implement such laws if before registering or being a part of a certain website there is such thing called the the "Terms and Conditions". Have any of you read the "Terms and Conditions"??? Heh I believe not. Like in one of the statements in the Terms and Conditions of one social site it states that "We do our best to keep this site safe, but we cannot guarantee it. We need your help to keep this site safe, which includes the following commitments by you:" there are the responsibilities of the people that we SHOULD ALWAYS follow. But then again, it is in the nature of the human to sometimes/most of the times to break laws and such. But by blocking sites? Come to think of it, they have paid for the sites and the government using its power will just block it? What happened to the rights of the site owner!? Isn't it that its not the owner of the site's fault? But the ones using their site?

    Now I have a change of mind, because of so many crimes, cyber prostitution and pornographic materials on the internet, it not, most likely, preferable for teenagers and kids for they may imitate what they see, read and learn over those happenings. But its up to us our Conscience and Discipline.

  34. Well first of all the Philippines suffer many different problems especially poverty and corruption. Our Senate Hot Topic for today is the RH bill and the cyber Crime Law, these bills are still an argument in the Senators. I just Asked Why would they pursue to this bill while there are many problems in the Philippines right now that are far more important than those two bills. Hello!? Is it very beneficial to them to go on to this? Why not make laws that would benefit poor peoples since poverty is our major problem. Anyway..
    The Internet has been a source of cyber prostitution, cyber bullying and many cyber crimes. We don’t need this law because we need this only need self control and self discipline. I know these two are the best solution and besides RH Bill is not resolve yet and this would be next. There are too much bills to be passed yet it take time to become a law. However there are many other law that our government should focused especially in the field of poverty. Simple Advice “Think Before you Click”..

  36. I don't think we need this Cybercrime law. All we need is self-discipline and self-control. Although this law have some agreeable points like preventing cyber-prostitution, pornography etc. but the part of taking out our freedom of expression, hell no. Besides, if we are well-disciplined people and we know our limitations especially when it comes to topics like this, we're not taking too much of our time talking about this. :)

  38. Cyber Crime Law has been a hot issue in our country. But cyber crime law, as for me, is a waste of money and time. Why not focus on the actual problems of our country? Poverty remains the most critical social problem that our country needs to be addressed. Why not concentrate on that first? The government is spending millions of cash on the implementation of the cyber crime law whereas lots of children are starving in the streets. There are tons of bigger problems that our country needs to resolve first such as child labor, global warming, terrorism, and homeless people. THIS IS MY OPINION. I’M SORRY IF YOU DISAGREE BUT THEN I CLING TO MY STAND.

  39. although the bill has its agreeable points , specially about cyber prostitution and pornography , but charging libel cases to those who wrote in the internet , it destroys our freedom of expression and violates the easement of the internet or the right of usage . This Cyber Crime law would help reduce crimes and prevent cyber bullying.   42. Speaking about our dear government’s intentions on putting up a law like this, if they really are looking for fame, then the talk must be over.
    On the other note, most of the Filipino net citizens oppose this law because for them, it technically violates their right to express themselves and deprives them from speaking out through the cyber society freely. Plus, to fully implement this law, we will need a great sum of money. Hello, people of authority, why waste such amount if we could implement effective self discipline and self control firsthand?
    To my fellow online users, provided that the government just wants what’s good for us, don’t you think that we are also contributors of the law? We sometimes do not mind what we post online, and that gave the government an idea to pass Cybercrime Law, right?
    Well, the bottom line is, let us start the discipline with ourselves before authorities try to discipline us in a way that we would not like.

The thing is, people actually think that the internet allows them to say and do anything they want to when they want to. We always have to remember that there are also limits to our so-called "freedom of expression", in accordance with morals, values and proper conduct. I agree with the author on this note. We need the Cybercrime Law. But in its current state, it is not fit to be implemented just yet. There are still some things that need to be revisited and improved on.

  44. Yes, I do agree that we need this Cybercrime Law. Those cyber-prostitution and online pornography should be banned and should not be in the Internet. It has negative effects to our society especially to our young population. Nowadays, young people learn about the pornographic sites, and it's a bad thing because it affects their personality and attitude. But I think, our freedom of expression should not be included in this law. We should always have our freedom in expressing our own opinions. But with this, people should also learn how to have SELF-DISCIPLINE and SELF-CONTROL. Having such good discipline will help our society to become a better one. :)

The internet is not meant to be a place of such things and if only the people would use their 'freedom' in the internet for good then such laws like the Cybercrime law would not be required anymore. The Cybercrime law would help improve our world if it would also consider the freedom of expression of people. The Cybercrime law could be much of help but at its current state it probably wont be good to implement it yet. I think it should be revised and improved before being implemented.

If there are enough jobs provided, or even proper education is given will there be cyber prostitution? If values have been implemented in our own homes, will there be harassment that will happen?

If only if our government specifically the congress will have true politicians this law would not turn into this. According to the article, they are some changes that happened while passing the law especially with the punishment of this law. Do you think if the politicians here in our country are worthy of their position they will think of changing the punishment into a higher level? No, they would REALLY consider the public people if it can benefit them or not.

  54. The real reason why most of us are against this law is because it eliminates our freedom of speech. Therefore, the government should revise this law and make the provisions more specific. I think they should only focus on eliminating the negative aspects such as cyber-bullying, pornography, and other crimes such as hacking. Jailing a person just because of an opinion isn't exactly reasonable. Everyone has the right to express their feelings to others, and this is the reason why social-networking sites are created. The government doesn't need to watch every word that we say, because there are worse things in this world than negative opinions.

    All the internet users or the so-called "netizens" must be disciplined in terms of using the internet. This can help lessen the online harassment and also, the government must also know the difference between 'own opinion' and 'online harassment'. The users must at the same time not pass the very thin line between giving opinions and harassing others. :) Again, discipline and responsibility is a must!

These two are so unrelated to each other yet they try to put it together. Through this we can see the youth of our government's interaction with the internet and the youth of the government as is.     The Anti-cybercrime law will only bring nothing but civil unrest among the masses as it go against man's curious nature and their love for freedom and equality. This law will only bring insult to one's ability to handle himself when using the internet. Because at the first place, it's not the internet's fault for being like that because it's only doing it's job of connecting us all from one another and throughout the entire world, if there's someone/something that needs to be fixed, then it's us.
    We're the ones who posts, uploads, downloads, creates these things we refer to as taboos in the society at the first place.

    In the end, everything will end to our own actions, we're the ones who created it, we're the ones who can destroy it, but we're also the ones who can protect it. It's about a matter of making a choice.

Isn't that "LIBEL" is defined as defamation by written or printed words, pictures, or in any form other than by spoken words or gestures? (According to Wikipedia) See? It's written. Why do we have to PRINT our thoughts about our “concern”?

I believe that the Cybercrime Prevention Act of 2012 is still on its beta stage , I mean, it has good stuffs , it would prevent cyber postritution and online pornography and other related things on the virtual world, and I agree with that. But this law should be revised and future patch should include something like :


    -stop time traveling! seriously , from what I have learned old libelous posts that are still alive today ,could earn yourself a ticket to the jail.

    -stop disliking us for liking what you dislike! hitting the like button could also reward us free ticket/s to the jail



    ...so in other words stop depriving the people from their freedom of speech and expressing other things .

Its an irony that an senator alleged for plagiarisms in some articles in the internet would pass a law like this. The law even though it would prevent online pornography and cyber prostitution it still not in its current or final form. It talks about exclusive or limited subjects about cybercrime that's why its not yet being passed but if these subjects are broad or liberal enough this will approved by me.

  74. To some point you need to draw the line between freedom and abuse. I think the law just want to put the abuse away from mere freedom of speech. You can claim as much as you want online but once you start throwing bad words to somebody, now there is accountability. This is where you will sort the educated and the ones who blabs all day because they have so much time on their hands being online. Obviously it needs some fine tuning but its about time to filter cyber crime like fraud, porn and put some educated meter to the ones who claims a bit more power and intimidation online yet with out facts to back it up. This will clean up a lot of trash mouths I think.

    But what is about the freedom of speech thing the other people had commented above? I am thinking, wouldn't it be hard for the government to track down the one who posted an opposing statement against them? Filipinos are clever enough, what if they tried to hide their personalities online? We all know it's just easy to do. How would the government detect them? Maybe that's already none of my business, but I just have this feeling that MONEY would be wasted in this part of the law. Filipinos would say what they would like to say.
    And I find the jeje, bekimon, and sarcasm a not-so-great idea :) If you want to say something, you should stand up, do not be afraid. Just be responsible enough. I believe words are the greatest weapon, only we should know still how to use it.

    I think this law should have an amendment for the provisions of this law to be reconsidered.

    I think that if they would review the contents of this law and they would carefully select what should be in it and what's not, then I might become a pro. Only if, the provisions are acceptes by the majority.

    I mean, I am against prostitution, pornography, or any kind of 'online violence'. I suggest that this be included in the provisions of the law.

    I move that the freedom of speech shall not be deprived even if we're online. I guess this part was the most disappointing of them all.

  90. Everything has two sides. The positive and the negative side. The positive sides are the prevention of abuse of the internet meanwhile, the negative side is it also hinders human rights and freedom. Personally, I disagree with this law because of the negative side I stated and regarding the positive side, there are many ways to prevent this kind of abuses which does not hinders freedom and not only this law. Instead, the government should give seminars and counseling to every netizens here in the Philippines. This may be absurd but knowing that the netizens are not responsible enough to think about their actions all through out, this law may be a good start for the betterment of all netizens and for the name of our country in the internet held by the supposedly responsible netizens in the Philippines. The government should think about this thoroughly though. :)

While it's a hotbed of game-changing ideas and artistic expression, it has also turned into a breeding ground for trolls and cyberthugs. That being said, well-meaning Pinoy lawmakers thought it best to pass Republic Act No. 10175 or The Cybercrime Prevention Act of 2012. But, wait! There's a catch. This very same law that professes to protect us from those who would do us wrong via digital means also threatens to take away our freedom to say what we want. At first, I am really in favor about this act because all of us want our human rights be protected from abusive people using our modern technology for their selfish benefit. But when I learned about the Libel part that is inserted when the bill was in the Senate, it made the bill face its worse part. This kind of punishment would shut up all of us because of the huge threat just because you talked up. And if you will look at it, this bill will be the start of a Cyber Martial Law. Removing all our rights to speak in the internet world. This act just denies our Freedom of Speech people, this should be abolished.

    will protect its users and not to limit them. I do agree with the implemantation of cybercime law in the sense
    that it can reduce or completely stop cyber prostitutions and pornography which is according to the author is
    a new breed of crime, which I agreed upon. We also need a law to protect us from defamation by pictures or words.
    A mother never let her own child be harmed. As a good politician let his own country be in harm.

    way we can. The freedom of speech is not just a law, but a right. And this law somehow violates our right to

Among the cybercrime offenses included in the bill are cybersquatting, cybersex, child pornography, identity theft, illegal access to data and libel. But I think people are overreacting. If this law aims to remove cybercrime, i don't much like see how we'll lose freedom of expression. i mean it only aims to prevent cybercrime, not prevent you from expressing yourself.

  102. I think we should have this Cyber crime Law if they would revised it. It would be a good solution for cyber crime such as online pornography, cyber prostitution and cyber sex but I think they should revised this so that it would not suppressed the people's freedom of speech. It would be making the netizens safe from abuse.

  104. Cyber crime Law has its own purposes. To have censorship to things unpleasant, to provide a better community without these online harassment whatsoever. Unfortunately, people who'll be affected with this law is like stripping a man of its job, caging them from what they love. Some people want to express themselves through the internet, some may call it their life (actually not to the point of that) but with this law being implemented, people who grew to be dependent on this media might be deprived of the things they need. Yes this law might be the solution for the unwanted things we often see in the internet but you might as well think of the bigger multitude that's gonna be affected with this law.

  105. I agree to this idea but i think this will not be easy to implement. Many crimes are happening because of it. We should work hand in hand to implement this.. maybe the other social network sites have this blocking systems or whatsoever, let's use it to avoid this things. Make sure we didn't give our own personal information. :)
